2 NATO SfP Prject N (BSHAP) Harmnizatin f Seismic Hazard Maps fr the Western Balkan Cuntries In the framewrk f the NATO Science fr Peace (SfP) Prject N Harmnizatin f Seismic Hazard Maps fr the Western Balkan Cuntries (BSHAP), all stated institutins, wishing t imprve already existing cperative mutual prfessinal and scientific relatinships, especially t enhanced realtime seismic data exchange, have agreed as fllws: Article 1: Scpe f the Cperatin The cperatin can include any endeavr within the brad interdisciplinary area f Envirnment and Human Security ffered at each institutin as felt desirable and feasible by all sides t implement jintly. Article 2: Objective f the Cperatin The bjective f the cperatin is t advance science and technlgy, capacity building in the stated fields (Article 3), t imprve quality f urgent earthquake hypcenter parameters determinatin, t enrich existing natinal seismic data bases fr the purpse f scientific research f the Earth crust structure, its seismtectnical and gelgical features, as well as t study fcal mechanism f the earthquakes in the regin. The prtcl is intended t establish cperatin margins enabling the abve institutins t pull their resurces twards advancement f science and the applicatin f btained results withut disadvantaging either party. Article 3: Cnsent f the Cperatin Subject t technical availability and the apprval f the Directrs f stated seismlgical institutins, the cperatin is expected t be carried ut by each f the cntracting parties thrugh the fllwing activities: 1. Exchange f real time seismic data in a cnvenient data frmat; 2. Educatin f new generatin f scientists; 3. Jint implementatin f human capacity building activities (wrkshps, trainings, seminars, specialists curses) in the fields f particular interest; 4. Identificatin f areas f ptential research and cperatin; 5. C-partnership in the natinal, reginal and internatinal prjects; 6. Exchange f expertise; 7. Jint authrship f publicatins in scientific jurnals and prceedings. The term f such mutual assistance and the budget necessary fr each activity implemented under this agreement shuld be discussed and agreed by all parties prir t the initiatin f a particular prgram. Article 4: Mdes f Cperatin Based upn the interest shwn in the stated fields f cperatin activities (Article 3), all parties have agreed that the mde f mutual cperatin may be rganized in ne f the fllwing manners: 1. Establishment f virtual seismic netwrk by mutual prviding f real-time r near real-time seismic data fr the purpses f cmmn interest; 2. Establishment f jint prjects f cmmn interest financed and supprted by the gvernments f participating cuntries and/r ther public and private institutins and rganizatins; and, 3. Establishment f jint bilateral r multilateral prjects f cmmn interest supprted by United Natins agencies, the Cmmissin f Eurpean Cmmunities, r any ther agencies and institutins with the same specific interest. 1

3 NATO SfP Prject N (BSHAP) Harmnizatin f Seismic Hazard Maps fr the Western Balkan Cuntries Article 5: Exchange f Data, Scientific Infrmatin All institutins shall, at their wn discretin, ffer the ther institutin access t their real time seismic data and ther materials f scientific nature relevant t the agreed cnsent f cperatin. All institutins which are prviding data are respnsible fr the quality and accuracy f data, specifically referring t: general data abut the seismic statin: crdinates, type f sensrs, respnse characteristics, manufacturer, type and necessary technical data fr A/D cnverters, seismic data sampling rate fr every channel, gelgical cnditins f the sensr basement, and all ther necessary data that may be agreed mutually, data quality and calibratin f instrument psitined n statin, absence f any systematic time-errrs in seismic data, malfunctining f statin r luck f data, minimizatin f seismic nise present at seismic signal t be exchanged institutin seismic data-prvider, accrding t bilateral agreement, will allw apprach t the SeisCmp data server, t the specific seismic channels that will be agreed accrding t the bilateral interest. Article 6: Publicatin f Infrmatin and Results All parties agree nt t disclse t a third party, nr use fr cmmercial prfit, r publish, any scientific r technical infrmatin btained frm the ther party r the results advanced thrugh the jint cperatin, unless a written cnsent has been prvided by the ther party. Original data in part r as a whle may nt be published withut the cnsent f the directr f the signed institutin whse data are used. Article 7: Crdinatin f Cperative Activities Each cllabrating Institutin have appinted he liaisn fficer wh is especially in charged t regularly and timely infrm ther data users abut any change in terms f data accuracy as stated in the Article 5. The cllabrating institutins and the liaisn fficers in charge f crdinating the activities listed in the areas f cperatin are specified in the Annex f this Agreement. Article 8: Validity f the Prtcl This prtcl will becme effective as frm the date f its signing. It shall be apprved by the authrities f the all parties accrding t their regulatins and shall be valid fr unlimited perid f time. In any time, any f institutins in the Prtcl, can cancel this agreement (partially r generally) with the bligatin t infrm ther side abut the reasn fr that act. In the case f cnflict f the stated cntents with the laws f the relevant cuntries, the laws shall prevail. Article 9: Renewal f the Prtcl If neither f the parties submits a six mnths prir written ntice t the ther parties abut terminatin f the prtcl befre its expiry date, the prtcl fr multilateral cperatin between stated seismlgical institutins cnsidered t be autmatically renewed fr anther three-year perid. Article 10: Amendment f the Prtcl Any article f the prtcl may be subject t mdificatin during the perid f its validity prvided an agreement has been reached between the parties and that it will nt affect the nging cperatin activities. 2
