5 1. Intrductin Nigeria is the African state with the biggest ppulatin 140 millin accrding t the preliminary figures f the 2006 Ppulatin and Husing Census. The cuntry cvers an area f 923,768 sq km. In 2007 the new statistics act was prmulgated in Nigeria. As a result f the act fficial statistics has been restructured. The frmer Federal Office f Statistics (FOS) has been replaced by the Natinal Bureau f Statistics (NBS). Nigeria cnsists f 36 states plus the Federal Capital Territry (FCT). Figure 1: Administrative map f Nigeria. The NBS Head Office is in Abuja with state ffices in each f the states. The NBS has a ttal staff cmpnent f arund 4,500 prbably the biggest natinal statistical ffice in Africa. The rganisatinal structure f the NBS is as fllws: 1

6 There is currently n cartgraphy r GIS unit at the NBS NBS needs technical assistance regarding the strategy and implementatin f a GIS. This invlves all five cmpnents f GIS namely hardware, sftware, staff, data and methd. Mrever technical assistance is needed regarding the sustainability and maintenance f the GIS, specifically with regard t training and skills transfer. Nigeria attended the GDDS 2 GIS Mdule launch wrkshp in Accra, Ghana during the end f May, 2007 where they, in cnjunctin with the lead cnsultant, drew up their Cuntry Wrk Plan regarding the deliverance f three technical assistance missins cvering three cuntry identified pririties. The purpse f the wrk plan is t act as a living dcument fr the duratin f the technical assistance and t serve as an infrmatin base frm which the TR fr every missin can be drawn up. As nted, the technical assistance has been divided int three missins, this dcument being the missin reprt n the first missin. The specific bjectives, activities and deliverables fr this missin was detailed in the Terms f Reference which is included in Annexure A. NBS general bjective regarding GIS is t develp and implement a sustainable GIS which can act as a crprate service prvider t the statistical agency in the lng term.

Implementatin f the cnsultancy The missin was implemented by Mr. Hennie Lts frm GeSpace Internatinal. As specified in the TR, the ttal missin time was 8 days n site at the NBS with tw additinal days fr preparatin and reprt writing. The first missin ran frm the 21 January 2008 until the 30 January Acknwledgements The cnsultant wuld like t thank the Directr General, Dr Vincent O. Akinysye, Mr SJ Mayaki, Directr Crprate Planning and Technical Cperatin and the GIS Mdule Crdinatr, Mr. Biyi Fanfuni, fr their supprt and cperatin during the cnsultancy. The cnsultant wuld als like t thank the General Data Disseminatin Prject f the Wrld Bank fr spnsring the cnsultancy. 4. Prgram cntext With financial supprt frm the Department fr Internatinal Develpment (DFID) f the United Kingdm, the Wrld Bank is implementing a prject t assist 21 Anglphne Africa cuntries t participate in the General Data Disseminatin System (GDDS). Participating cuntries are being assisted t participate in the GDDS thrugh tw separate, but linked prjects bth financed by DFID. The IMF is prviding prject management and technical supprt in the area f ecnmic and financial statistics. The Wrld Bank is prviding technical supprt in the area f sci-demgraphic statistics. Bth prjects run cncurrently until February 2010.

8 Technical assistance is being prvided thrugh the Wrld Bank t help cuntries implement plans fr imprvement in ppulatin, health, agriculture, labr market, justice and security, management f statistical systems, GIS and small area statistics. The GDDS framewrk develped by the IMF prvides the framewrk fr the detailed elabratin f lng-term statistical develpment strategies. Participating cuntries have already expressed their requests fr technical assistance and bth the IMF and the Wrld Bank have develped their assistance strategies. Nigeria was ne f the cuntries which asked fr technical assistance in the field f GIS and small area statistics. 5. Challenges facing Nigeria Bureau f Statistics The Directr General is cmmitted t implement mdern ICT methds fr statistical data cllectin, analysis and disseminatin. GIS is such a mdern tl. This is ne f the reasns why this particular mdule was selected. Mdern methds are currently nt widely used within the NBS. It will take time t make the transitin. A majr challenge is t educate senir NBS staff in GIS and what it can d. The real value and benefit f GIS can nly be unlcked nce senir management has a prper understanding f the use and benefits that GIS can ffer. It is strngly recmmended that pririty shuld be given t this imprtant issue during future GDDS missins. Furthermre there is an increased demand fr develpmental sci-demgraphic statistics that can be analyzed and disseminated utilizing the ability f GIS technlgy. Develpmental issues all have a distinct gegraphic r spatial cmpnent which must be part and parcel f the whle statistics cllectin and creatin prcess fr the statistics t be fully relevant and meaningful. This new increased demand fr spatially linked sci-demgraphic data is seriusly expsing existing data capturing, integratin, analysis and disseminatin techniques used in develping cuntries. Based n the user-prducer meeting, it is prbably nt unfair t recrd that GIS usage and capacity within natinal ministries in Nigeria is still relatively limited. There is therefre als a need t educate and train key users in the use and benefits f GIS. Establishing a GIS at the NBS will nt be an easy peratin. Due t the size f the cuntry a centralized GIS based nly in Abuja will nt wrk - at least nt when GIS is t be used fr the creatin and printing f fieldwrk maps t be used fr censuses and surveys. This implies that a significant number f staff trained in GIS will have t be emplyed ver a relatively shrt perid f time. This culd be a majr challenge given the relatively lw level f GIS activity currently in Nigeria. It might turn ut t be difficult t recruit qualified staff. It was hwever mentined that GIS as a study area picked up significantly ver the last few years with significant numbers f newly qualified persns entering the wrkfrce every year. Due t the significant GIS setup required at the NBS it is prpsed that GIS be implemented in tw phases. Phase 1 being the implementatin at Head Office and Phase 2 the znal ffices. The details are described in the GIS Strategy and Technical Specificatin dcument. The details f the implementatin f GIS are discussed in the GIS Strategy and Technical Specificatin dcument. 9 5.1 Benefits f GIS The benefits f GIS at the NBS are as fllws: Pwerful tl fr expansin f ICT at the NBS all statistics that are gegraphically referenced will ver time be incrprated Greater data analysis and disseminatin pssibilities, in turn advcating statistics and raising the prfile f NBS The creatin f an accurate administrative and statistical bundary spatial database Accurate, cst effective mapping f master sample with the end result being accurate EA delineatin, map creatin and husehld listing. Dynamic updating f master sample frame thrugh nrmal scial demgraphic surveys Increasing the scpe f statistics prducts thrugh the intrductin f spatial data prducts such as thematic mapping Further develping IT capacity within NBS Fast-tracking relevant staff skills develpment Acting as a crprate service prvider t NBS Increasing the accuracy and effectiveness f survey and census data cllectin Saving cst and time due t decreased fieldwrk activities because f better survey and census implementatin methds. 5.2 Respnsibilities f GIS Unit The NBS is cmmitted t implement GIS as a crprate service prvider. Hence GIS shuld have an impact n all the main activities f the NBS. The key respnsibilities f the GIS Unit can be summarized as fllws: Spatial data and digital map prvider t all departments and external users Spatial database custdian respnsible fr new data creatin and maintenance Custdian f the Master Sample frame respnsible fr its maintenance, Secndary Sampling Unit creatin accrding t relevant survey needs and updating Respnsible fr all spatial analysis accrding t the NBS departmental and external user needs (fr ecnmic and sci-demgraphic data). Analysis t be dne in cnjunctin with relevant unit expertise. Respnsible fr Census/Survey Mapping revisin and maintenance Respnsible fr GIS attribute data integratin, updating and maintenance Respnsible fr spatial analysis and graphic disseminatin f the Census Atlas Respnsible t hst the spatially enabled web applicatin spatial database. 6. Overview f meetings and discussins The fllwing meetings and discussins tk place: Day 1: Mnday, 21 January Fur meetings were held during Day 1. The first meeting was with Mr Biyi Fanfunmi GIS Desk Officer at the NBS - the nminated direct cunterpart t the cnsultant. Mr Fanfunmi als prvided the cnsultant with cpies f the statistical master plan fr Nigeria as well as the new statistics act. The secnd meeting was held with Mr Felus B Ledejbi, Directr Field Services and Methdlgy Department. Mr Ledejbi immediately mentined the huge imminent prject at the NBS t cllect detailed infrmatin fr arund 23,000 census enumeratin areas (EAs). These EAs are t frm the master sample fr Nigeria. The third meeting was held with Mr S.J. Mayaki, Directr Crprate Planning and Technical Crdinatin. Mr Mayaki was standing in fr the Directr General, Dr Vincent O. Akinysye, wh was attending a meeting at the Ecnmic Cmmunity f Africa (ECA) in Addis Ababa. Mr Mayaki gave the missin directin by initiating a meeting with the NBS senir management fr Day 3 as well as a meeting with key external stakehlders n Day 6 f the missin.

10 Day 2: Tuesday 22 January The cnsultant had a meeting with Mr Biyi Fanfuni in preparatin fr the meeting the next day with the NBS senir management. The meeting cvered specific tpics t cver during the meeting as well as clarificatin n the dcumentatin prvided t the cnsultant n Day 1 The rest f the day was spent preparing fr the meeting with senir management. A PwerPint presentatin was prepared fr this purpse. The presentatin is included in Annexure C. Day 3: Wednesday 23 January The cnsultant held a preparatry meeting with Mr Fanfunmi. The meeting with NBS senir management tk place frm 12:00 15:00. The meeting was well attended. Attendees shwed a lt f interest in GIS. The discussin that fllwed the presentatin was lively. Useful and cnstructive cmments were made and gd questins were asked. Management buy-in is a key requirement fr the successful implementatin f GIS. NBS management shwed the required cmmitment during the meeting. Day 4: Thursday 24 January Tw fllw-up discussins were held n day 4. The first was with Fanfunmi. The secnd meeting was with Mr Ladejbi the directr respnsible fr the husehld listing prject fr the 23,000 master sample EAs. The main aim f this meeting was t explre the pssibility f using this prject as a vehicle t implement GIS at the NBS. Experience has shwn that prject driven GIS implementatin is ften the quickest and mst effective way f achieving results. The reasn being the requirement frm the prject that is served t prduce certain key deliverables within a given timeframe. The GIS unit is therefre under pressure t deliver and hence the usual teething prblems assciated with GIS implementatin are addressed with much mre urgency. Anther big advantage f using a prject t implement GIS is the cst benefit achieved in ding s. GIS is expensive. Cmbining GIS implementatin with a prject sme f the initial csts can be ffset against the saving incurred by the prject benefitting frm the GIS prducts. In sme cases the saving is enugh t cver the entire implementatin budget. During the discussin it was mentined that the fieldwrk fr the 23,000 master sample EAs prject was t cmmence during the next week. Since GIS implementatin will take a few mnths it was decided nt t pursue this matter further because it falls utside the timeframe f this particular prject. The third activity f the day was the digesting f the infrmatin supplied t the cnsultant in hard cpy and during the meetings. The wrk n the GIS Strategy dcument started during the afternn f this day. Day 5: Friday 25 January N frmal meetings were held n this day. The cnsultant was suppsed t visit a Zne ffice n this day but the visit did nt materialize because the heads f Znal ffices were attending a training curse. The idea was t bserve hw a typical zne ffice lks like and perate. Znal ffices will play an imprtant rle in the GIS strategy fr the NBS. Hence it is imprtant that an assessment f znal ffices als be dne befre phase 2 f GIS implementatin. It is therefre recmmended that a visit t ne r tw znal ffices be included in the schedule fr the secnd missin. The day was spent wrking n the GIS Strategy and Technical Specificatin dcument in cnsultatin with Mr Fanfunmi.

11 Day 6: Saturday 26 January N frmal meetings were held n this day. The cnsultant did hwever had an infrmal discussin with, Dr W Wkma, Directr General, f the Natinal Ppulatin Cmmissin (NPC). The census mapping prject was discussed in rder t ascertain t what extent the NPC culd assist the NPC with spatial data fr their GIS. Dr Wkma mentined that the preliminary ppulatin cunt f the last census was 140 millin. A ttal f abut 660,000 enumeratin areas were used as the basis fr enumeratin. The 23,000 EAs prvided t the NBS is a sample f 30 husehlds per lcal gvernment area. There are 774 lcal gvernment areas in Nigeria. (774 x 30 = 23,220) The cnsultant als had an infrmal discussin with Mr Fanfunmi. The draft GIS Strategy and Technical Specificatin dcument was discussed and a cpy was given t Mr Fanfunmi. It was agreed that he wuld study the dcument and prvide cmments n Mnday. The cnsultant spend the rest f the day wrking the GIS Strategy and Technical Specificatin dcument and the utline f the missin Day 7: Sunday 27 January N wrk was dne n this day Day 8: Mnday 28 January The cnsultant facilitated a meeting between NBS and key external stakehlders. The meeting was arranged by the NBS. The meeting gave the cnsultant valuable insight int the bigger GIS cmmunity in Nigeria. The meeting was well attended. The invitatin letters t the respective rganizatins that attended are included in Annexure D f the reprt. Als included in Annexure D are the reprts n GIS status f three rganizatins that attended the meeting: the Natinal Ppulatin Cmmissin; The Nigerian Gelgical Survey Agency and the Office f the Surveyr General. The cnsultant and the cunterpart, Mr Fanfunmi, als discussed the draft dcument n GIS Strategy and Technical Specificatin. Mr Fanfunmi gave inputs t the dcument. The draft budget fr implementatin was als discussed. Day 9: Tuesday 29 January The cnsultant had fllw-up discussins with Mr Fanfunmi. The GIS implementatin dcument was discussed During the afternn the cnsultant had a meeting with the DG, Dr Vincent Akinysye. The cnsultant prepared a PwerPint presentatin fr this meeting but it was eventually nt used during the meeting. Fr (cmpleteness f) reprting and future reference the presentatin is included in Annexure E f the reprt. It was clear frm the nset that DG is cmmitted t ICT and t GIS in particular. He expressed a desire t implement GIS t serve the entire. He made the valuable suggestin that GIS be implemented in tw phases Phase 1: Head Office; Phase 2: Znal ffices. The draft GIS Strategy and Technical Specificatin dcument was subsequently amended t incrprate the DGs suggestins. The DG als shwed a keen persnal interest in GIS. Given the DGs firm cmmitment t GIS cnsideratin shuld be given t place the new GIS unit directly under the DG. Day 10: Wednesday 30 January

12 The last day f the missin. The prgress n the GIS implementatin dcument was discussed. It was agreed that the first missin reached each gals. The GIS Strategy and Technical Specificatin dcument is the mst imprtant deliverable. It was agreed that Mr Fanfunmi will give inputs t the dcument by Mnday 4 February. The cnsultant will then finalized the dcument by Wednesday 6 February. This was dne agreed. The GIS Strategy and Technical Specificatin dcument is included in Annexure F f the reprt. A shrt curtesy visit was paid t the DG shrtly befre departure. 7. Overview f technical assistance prvided 7.1 GIS Strategy and Technical Specificatin The cnsultant spent mst f his time preparing the draft GIS Strategy and Technical Specificatin dcument fr the NBS. This was dne in clse cllabratin with the cunterpart frm Nigeria. 7.2 GIS Situatinal analysis, infrastructure assessment and Specificatins This was dne and is recrded in the GIS Strategy and Technical Specificatin dcument see Annexure F. 7.3 Meetings and presentatins n GIS Tw presentatins were prepared during the missin ne fr senir management and ne fr the DG (see Annexure C and Annexure E). The presentatin t senir managers was given during a meeting held n 23 January. Due t time cnstraints the presentatin t the DG was replaced with a shrter discussin. The cnsultant als gave a shrt intrductry presentatin at the user-prducer meeting held n Mnday 27 January. This meeting invlved external stakehlders. The cnsultant als acted as facilitatr during the meeting. The dcumentatin relevant t this meeting is in Annexure D f the reprt. 8. Overview and assessment f prblems and shrtcmings encuntered 8.1 Missin administratin and schedule The missin went smthly. The cunterpart was well prepared and gave excellent cperatin thrughut the missin. The administrative supprt frm the Prtcl Divisin f the NBS was excellent. An NBS driver prvided transprt between the htel and the ffice. The meetings with NBS senir management and the external stakehlder meeting was wellattended. The fllwing was identified as critical issues that require attentin pssibly (partly) thrugh the secnd and third GDDS2 missins: The level f knwledge f GIS within NBS and even the wider user cmmunity in Nigeria is very limited. There is therefre a strng need t educate key rle-players n GIS. GIS will nly develp t its full ptential when stakehlders within the NBS realize the benefits f GIS. It seems as if the cperatin between NBS and the Natinal Ppulatin Cmmissin needs strengthening. The NPC has, fr example, valuable infrmatin n census enumeratin areas that is required by the NBS fr their master sample frame. Clse cllabratin between the rganizatins will imprve the statistical data cllectin since NBS will have a better understanding f the sample prvided t them by the NPC.

13 8.2 GIS Implementatin The GIS Strategy and Technical Specificatin Dcument prvide details n the specificatins fr GIS implementatin and GIS applicatins fr phases 1 and Training and capacity building Apprpriate and prper training f the GIS Unit staff is imprtant t the success f GIS implementatin. The GDDS missins can play their part in addressing this need, but the nly t a limited extend. The GIS Strategy and Technical Specificatin dcument cntains details f the training required during the implementatin f GIS. The scpe f training required is way beynd the scpe f GDDS. 9. Assessment f the way frward The implementatin f GIS at the NBS is nt unrealistic but it will nt be simple. In rder t ensure success and institutinal buy-in a lt f wrk is required n educating senir and middle managers n the applicatins and benefits f GIS within a statistical agency. Given the relatively lw level f GIS activity within Federal Gvernment Agencies in Nigeria the implementatin plan fr the NBS culd ptentially be regarded as ptimistic. Hence care shuld be taken t be as inclusive as pssible during GIS implementatin. Otherwise the NBS might end up with a strng GIS capacity but withut the supprt, cperatin and inputs f stakehlders. Cnsideratin shuld be given t invlve key stakehlders in certain parts f the NBS GIS capacity building prgram. This will cntribute t the successful implementatin f GIS at the NBS since NBS has t rely n these stakehlders fr data and ther supprt. Fr mre infrmatin n GIS activities at key stakehlders please refer t the stakehlder GIS status reprts in Annexure D. It is strngly recmmended that, ver and abve the already identified pririties, future GDDS missins shuld fcus n GIS awareness. Educating and training f NBS management as well as key users n GIS is critical and it is smething that GDDS can effectively cntribute t within the timeframe and ther parameters f GDDS Natinal Bureau f Statistics Cunterpart actins The cnsultant s cunterpart at the NBS is Mr. Biyi Fanfunmi the GIS desk fficer at the NBS. The actins listed belw are required frm the NBS in preparatin fr the secnd missin. Nigeria was ne f the cuntries which asked fr technical assistance in the field f GIS and small area statistics. Terms f Reference Backgrund Nigeria attended the GDDS 2 GIS Mdule launch wrkshp in Accra, Ghana during the end f May, 2007 where they, in cnjunctin with the lead cnsultant, drew up their Cuntry Wrk Plan regarding the deliverance f three technical assistance missins cvering three cuntry identified pririties. The purpse f the wrk plan is t act as a living dcument fr the duratin f the technical assistance and t serve as an infrmatin base frm which the TR fr every missin can be drawn up. T this end, this TR fr the first missin t Nigeria has been drawn up frm the wrk plan, based n the expressed bjectives f the chsen pririties. It has been agreed that there are tw types f reprts. First there is the reprt f the cnsultant abut the missin, secndly, the reprt by the staff f the Nigerian Bureau f Statistics. The cnsultant will assist the staff f the Bureau t draft their reprt as part f the living dcument. Separately, the cnsultant has agreed t draft his wn missin reprt. This reprt will use the frmat that will be prvided in detail by the Wrld Bank befre the missin. It will cmprise f: a) intrductin, b) backgrund, c) detailed agenda f all wrking days (in annex), d) descriptin f the type f discussins, e) verview f all technical advises given, f) verview f prblems and shrtcmings encuntered, g) verview f the wn assessment f these issues, h) assessment f the way frward, i) list f recmmendatins f wrk t be dne by the cunterpart fr the next perid till the next visit, j) list f deliverables achieved/nt achieved (and why), k) List f persns wrked with fr each f the days. The reasn why the Nigerian Bureau f Statistics has decided upn this mdule is due t the fact that there is currently n GIS unit within the Nigerian Bureau f Statistics and the Bureau

16 is cmmitted t the establishment f such a unit. GDDS2 can prvide technical assistance in the establishment f the GIS, crdinatin between stakehlders and capacity building. The bjectives f the Nigerian Bureau f Statistics are as fllw: T establish a GIS base management infrmatin system that will be useful fr: a. Capturing, string, analyzing and disseminating censuses, surveys and any ther spatially reference data at all levels f gvernance in Nigeria b. Updating the small area unit fr statistical cllectin in the cuntry c. Prducing a tl fr evidence based plicy decisin making d. Scientific sample selectin and update f EAs Purpse f the assignment The purpse f the assignment wuld be t cmplete the first technical assistance missin at the Nigerian Bureau f Statistics successfully. The missin will cver tw pre-set pririties t varying degrees. These are: Pririty 1: Institutinal Arrangement and Crdinatin Pririty 2: GIS Infrastructure Pririty 1 will cmprise 80% f the missin time and pririty 2 will cmprise 20% f the missin time. 17 Skill requirements The cnsultant wuld need relevant census mapping and GIS experience and skills within the African cntext and need t read and write English fluently. GIS experience needs t be hands-n and practical instead f purely theretical.
