Intrductin The Gambia Bureau f Statistics (GBOS) is currently invlved in the planning fr the next Ppulatin Census which will be taking place during the earlier part f They are als busy with spatial data capturing and linking f the 2003 Census Enumeratin Area and Statistical Infrmatin in digital frmat fr spatial analysis and disseminatin. The Gegraphic Infrmatin System/Cartgraphic Unit has been affrded the respnsibility f the planning and implementatin f the Census Mapping phase. Census mapping invlves the accurate updating f the current administrative and gegraphic frame f the cuntry and the systematic demarcatin f this frame int small units called Standard Enumeratin Areas (SEA) fr enumeratin, spatial analysis and disseminatin purpses. GBOS needs technical assistance regarding the implementatin f mdern census methdlgy using GIS technlgy, including all the secndary issues, such as staffing, equipment, sftware and infrastructure. Mrever technical assistance is needed regarding the sustainability and maintenance f the GIS, specifically with regard t training and skills transfer. The Gambia attended the GDDS 2 GIS Mdule launch wrkshp in Accra, Ghana during the end f May, 2007 where they, in cnjunctin with the lead cnsultant, drew up their Cuntry Wrk Plan regarding the deliverance f three technical assistance missins cvering three cuntry identified pririties. The purpse f the wrk plan is t act as a living dcument fr the duratin f the technical assistance and t serve as an infrmatin base frm which the TR fr every missin can be drawn up. As nted, the technical assistance has been divided int three missins, this dcument being the missin reprt n the first missin. The specific bjectives, activities and deliverables fr this missin was detailed in the Terms f Reference which is included in Annexure 1. GBOS general bjective regarding GIS is t develp and implement a sustainable GIS which can act as a crprate service prvider t the statistical agency in the lng term while shrt term bjectives are t implement a successful census mapping and supprt methdlgy as well as disseminating the 2003 Statistical data. The basic bjectives and deliverables fr this missin are hwever stated belw. Specific issues t be cvered during the cnsultancy were the fllwing: T train staff in basic GIS cncepts and definitins Assess current status with regards t hardware and sftware User needs assessment regarding hardware and sftware T prepare a functinal specificatin fr hardware and sftware Prepare budget Prepare technical specificatin dcument fr hardware and sftware (required fr funding) Specific utputs: Training Manuals and trained staff GIS Infrastructure assessment reprt Functinal Specificatin fr hardware and sftware Technical Specificatin fr Hardware and Sftware

5 2. Implementatin f the cnsultancy The missin was implemented by Mr. Etienne de Frtier frm GeSpace Internatinal. As specified in the TR, the ttal missin time was 10 days n site at the GBOS with tw additinal days fr preparatin and reprt writing. The first missin ran frm the 29 th f Octber until the 7 th f Nvember Acknwledgements The cnsultant wuld like t thank the Deputy Statistician General, Mr. Alieu Sarr and the GIS Mdule Crdinatr, Mr. Ali Ceesuy Daffeh fr their supprt and cperatin during the cnsultancy. Special thanks t the staff f the GIS/Cartgraphy Unit, Mr. Alieu Bahum, Mr Abdulie Gaye and Mr. Babuvarr fr their enthusiasm, assistance and psitive attitude during the training and assessment. The cnsultant wuld als like t thank the General Data Disseminatin Prject f the Wrld Bank fr spnsring the cnsultancy. 4. Prgram cntext With financial supprt frm the Department fr Internatinal Develpment (DFID) f the United Kingdm, the Wrld Bank is implementing a prject t assist 21 Anglphne Africa cuntries t participate in the General Data Disseminatin System (GDDS). Participating cuntries are being assisted t participate in the GDDS thrugh tw separate, but linked prjects bth financed by DFID. The IMF is prviding prject management and technical supprt in the area f ecnmic and financial statistics. The Wrld Bank is prviding technical supprt in the area f sci-demgraphic statistics. Bth prjects run cncurrently until February Technical assistance is being prvided thrugh the Wrld Bank t help cuntries implement plans fr imprvement in ppulatin, health, agriculture, labr market, justice and security, management f statistical systems, GIS and small area statistics. The GDDS framewrk develped by the IMF prvides the framewrk fr the detailed elabratin f lng-term statistical develpment strategies. Participating cuntries have already expressed their requests fr technical assistance and bth the IMF and the Wrld Bank have develped their assistance strategies. The Gambia was ne f the cuntries which asked fr technical assistance in the field f GIS and small area statistics. 5. Challenges facing The Gambia Bureau f Statistics There is an increased demand fr develpmental sci-demgraphic statistics that can be analyzed and disseminated utilizing the ability f GIS technlgy. Develpmental issues all have a distinct gegraphic r spatial cmpnent which must be part and parcel f the whle statistics cllectin and creatin prcess fr the statistics t be fully relevant and meaningful. This new increased demand fr spatially linked sci-demgraphic data is seriusly expsing existing data capturing, integratin, analysis and disseminatin techniques used in develping cuntries. The GIS/Cartgraphy unit faces a real challenge t establish the GIS sectin f the unit in rder t answer this new demand and t ensure that GIS is used t enhance the way the data is cllected, analyzed and disseminated. The current infrastructure f the GIS unit is nt sufficient t perate a successful GIS in a Statistical Department, the staff structure and requirements fr the GIS unit has als nt been finalized. The rle f the unit has nt been prperly defined and will need t be addressed in rder fr the GIS unit t becme a crprate service prvider t the Bureau f Statistics.

6 The current staff allcated t the GIS/Cartgraphy Unit and their management understands the ptential fr the use f GIS within the rganizatin and is cmmitted t firmly establish the unit as a crprate service prvider fr the rganizatin as a whle. They have already created and disseminated data frm the 2003 Census by creating a Census Atlas using GIS technlgy. The GBOS Directrate Quality and Disseminatin is als requesting spatially referenced data frm the GIS unit t be used as part f their Data Disseminatin reprts and prjects, such as pverty mapping. The need and understanding f the imprtance f GIS has thus been established within GBOS and needs t be further develped by implementing an peratinal and sustainable GIS unit. The GIS UNIT in particular, has the fllwing challenges t face: Inadequate staff requirements t perate the GIS/Cartgraphy unit Inadequate rganizatinal requirements such as ffices and furniture Inadequate hardware and sftware Inadequate integrated and prperly designed data warehuse and database Current lack f institutinal supprt regarding the n ging maintenance and sustainability f GIS Inadequate gegraphic base data Inadequate equipment The current staff allcated t the GIS unit are very able, mre skills develpment and training is needed Inadequate funding and peratinal assistance t make the difference The Bureau f Statistics is aware f these challenges and has already invested time and mney t imprve n sme f the issues. Unfrtunately this must be a sustainable effrt which requires time and mney, GBOS in particular have prblem with the latter. The main challenge nw is t mve frward in an integrated fashin and vercme the bstacles ne by ne in rder t fulfill the full ptential f GIS by realizing their shrt and lng term gals. The rle f the GIS/Cartgraphy Unit within GBOS as well as in relatin t the up and cming census activities and the disseminatins f the current data were discussed. A brief verview f the findings regarding the Unit s census specific rles is discussed in the next sectin. 5.1 The rle f the GIS/Cartgraphy Unit in ppulatin census activities A functinal and prperly implemented GIS/Cartgraphy unit will play a majr part in all the facets f the Census. Any Census can be divided int 5 main phases. The rle f the Unit in each f these phases will be discussed. The phases are: The Planning phase The Census Mapping revisin phase The Enumeratin phase The Data Prcessing phase The Analysis and Disseminatin phase The Planning phase This is the mst imprtant phase, since the basic methdlgy, peratins and lgistics fr the Census is determined. These three factrs determine the amunt f mney and resurces needed t implement the Census. Care shuld be taken t include the different rles t be played by the Unit in the budgetary planning s that enugh resurces will be available fr it t fulfill its rle. The rle f the GIS Unit during the planning phase will be the fllwing: T prvide accurate infrmatin with regard t the existing census cartgraphy, specifically cncerning: The state f the cartgraphy (currency, maintenance, accuracy)

7 Prblems identified, such as EA cding structure, EA size structure, EA parameters, administrative bundary prblems New raster and vectr data needed t implement the revisin T prvide suggestins fr addressing these issues as well as pssible methdlgies T prvide suggestins n questinnaire cntent which wuld enhance spatial analysis pssibilities T prvide suggestins with regard t database design and develpment The GIS Unit will therefre frm an integral part f the planning team. The resurces needed will be dealt with accrding t its rle during each f the phases The Census Mapping revisin phase The GIS/Cartgraphy Unit will play a leading rle during this phase since it will be its respnsibility. A weak and inaccurate cartgraphic base, especially where the revisin and demarcatin f EA bundaries are cncerned, leads t ineffective and inaccurate field data cllectin (enumeratin) as well as pr analysis and disseminatin. It is therefre the fundatin f all census peratins. Accurate and current base maps and digital imagery will be a pre-requisite fr the cmpletin f this phase The Enumeratin phase The main respnsibilities f the GIS/Cartgraphy Unit will be three-fld: T create and print the SEA Fieldwrk maps fr the enumeratrs with the necessary EA bundary, imagery backdrp and lcatinal features such as Place Name and Landmark infrmatin depicted. T plan certain lgistics activities, such as the number f enumeratrs needed per District r Ward, number f questinnaires needed per area, types f vehicles needed etc. The rllut f materials can als be mnitred using the GIS. Prgress maps can be printed. The prgress f enumeratin itself can be mnitred at an EA level with regular prgress thematic maps printed t shw enumeratin prgress. Prblematic areas can therefre easily be identified The Data Prcessing phase The flw f materials back t the data prcessing center can be mnitred at EA level and the GIS used t print prgress maps The Analysis and Disseminatin phase The relevant census data can be ppulated int the GIS database and varius types f analysis can be dne in cnjunctin with the Scial Statistics divisin. The results f the spatial analysis can then be disseminated with the database analysis in the frm f maps, tables and graphs. A new Census Atlas can als be created. Due t accurate imagery base map and accurate census mapping, analysis and disseminatin and prduct pssibilities are increased and als delivers mre relevant statistics. Disseminatin can als be dne using GIS web based techniques and systems. The GIS Unit will therefre frm an integral part f the whle Census prcess GIS Unit Althugh a ttal Institutinal Assessment was nt part f the Terms f Reference fr this assignment it is bvius that an institutinal shift will have t take place with regard t the

8 GIS Unit and its functins within GBOS. As mentined, the rle f the unit has nt been prperly defined, this will need t be addressed in rder fr the GIS unit t becme a crprate service prvider t the Bureau f Statistics with the fllwing services in mind: Spatial data and digital map prvider t all departments and external users Spatial database custdian respnsible fr new data creatin and maintenance Custdian f the Master Sample frame respnsible fr its maintenance, Secndary Sampling Unit creatin accrding t relevant survey needs and updating Respnsible fr all spatial analysis accrding t the GBOS departmental and external user needs (fr ecnmic and sci-demgraphic data). Analysis t be dne in cnjunctin with relevant unit expertise. Respnsible fr Census Mapping revisin and maintenance Respnsible fr GIS attribute data integratin, updating and maintenance Respnsible fr spatial analysis and graphic disseminatin f the Census Atlas Respnsible t hst the spatially enabled web applicatin spatial database. 6. Change in Scpe Mr. Alieu Sarr, Deputy Statistician General and GDDS crdinatr f the Gambia Bureau f Statistics (GBOS) requested the cnsultant t include a basic situatinal analysis as part f his current assignment. GBOS is currently busy with a Statistical Strategy Dcument aimed at the next five years. The cnsultant was therefre asked t add t his current scpe t include the necessary assessment and recmmendatins necessary fr the GBOS Statistical Strategy with specific reference t the GIS/Cartgraphy Unit 7. Overview f meetings and discussins The fllwing meetings and discussins tk place: Mnday, 29 Octber Tw separate intrductry meetings were held, ne with Mr. Alieu Sarr, Deputy Statistician General and GDDS crdinatr and the ther with Mr. Ali Ceesay, Crdinatr fr the GDDS/GIS Mdule Infrmal discussins were held with Mr. Alieu Bahum, Mr. Abdulie Gaye and Mr. Babuvarr Daffeh where the current status f the GIS UNIT was discussed. The terms f reference was reevaluated and a questin and answer sessin fllwed where the cnsultant asked specific questins relating t the GIS Unit. A basic schedule fr the rest f the missin was als determined. Thursday, 01 Nvember The cnsultant held a meeting with the staff f the GIS/Cartgraphy unit t assess the current situatin regarding hardware and sftware and t assess the exact needs f the Unit. A separate meeting with Mr. Alieu Sarr, Deputy Statistician General tk place where it was agreed that the assignment shuld incrprate nt nly the hardware and sftware assessment but als the required institutinal arrangements f the GIS/Cartgraphy unit and t make t als include them in my recmmendatins r specificatin Friday, 02 Nvember The cnsultant held 3 separate meeting with private IT cmpanies in rder t discuss the required hardware and sftware and t btain qutatins.

9 Mnday, 06 Nvember A meeting was held with Mr. Phillipe Gafishi a private cnsultant frm Oxfrd Plicy Management tasked t draw up an Implementatin Strategy fr GBOS that includes the required Institutinal arrangements f the GIS/Cartgraphy Unit. Mr. Mr. Alieu Bahum, Mr. Abdulie Gaye and Mr. Babuvarr Daffeh als attended the meeting. A separate meeting was held with the IT representative t btain infrmatin regarding the current IT plicy, planned IT expansin in the rganizatin as well as existing supprt and maintenance agreements with private cmpanies. The infrmative meeting shuld ensure n duplicatin in the acquisitin f hardware and sftware takes place. Tuesday, 07 Nvember The Gambia Cuntry reprt was discussed with Mr. Abdlie Gaye after which the cnsultant assisted Mr. Gaye in creating a draft reprt. The final reprt can be fund in annexure 5. Wednesday, 08 Nvember Meeting with Mr. Alieu S. Jbe, Principal Cartgrapher at the Department f Lands and Surveys t discuss the current situatin regarding data creatin as well as future plans. The first draft f the GIS Situatinal Analysis, Infrastructure assessment and technical Specificatin dcument was submitted t the GIS UNIT and discussed Debriefing meeting with the GBOS Management and the GIS/Cartgraphy Unit Debriefing meeting with the GBOS Statistician General 8. Overview f technical assistance prvided 8.1 Training The Intrductin t GIS, cncepts and definitins training was held, ther relevant tpics was als cvered. The first day f training tk place in the GBOS Bardrm and n the secnd day the cmputer rm was used. Other Gvernment Departments was als invited. The training was perfrmed ver tw days namely Tuesday, 30 th f Octber and Wednesday 31 st f Octber. The fllwing training was prvided: BASIC INTRODUCTION TO GIS CONCEPTS AND DEFINITIONS ORGANIZATIONAL ASSESSMENT GIS IMPLEMENTATION THE IMPLEMENTATION OF GIS FOR STATISTICS AGENCIES IN DEVELOPING COUNTRIES GIS IN CENSUSES AND SURVEYS CENSUS MAPPING AND SURVEY METHODOLOGIES GIS ANALYSIS AND THE CREATION OF SMALL AREA STATISTICS BASIC INTRODUCTION TO GPS AND REMOTE SENSING

10 8.2 GIS Situatinal analysis, infrastructure assessment and Specificatins A basic situatinal analysis and detailed infrastructure assessment was dne n the current status f GIS in the GIS/Cartgraphy Unit. A dcument discussing the findings and recmmendatins were drawn up by the cnsultant, the dcument can be fund in Annexure 4. The dcument includes the fllwing sectins: Analysis and infrastructure assessment, which frms part f the findings and the Functinal and Technical Specificatin which frms part f the recmmendatins. Findings and recmmendatins were discussed alng the fllwing tpics: Shrt term gals Lng term gals Hardware requirements Sftware requirements Data requirements Human resurce requirements Administrative requirements Institutinal cntext Management requirements External assistance and training Maintenance and Supprt Inter-gvernmental Crdinatin Risks 8.3 Cnverting existing data received frm the Surveys and Mapping Department The Bureau f Statistics is currently in pssessin f digital vectr mapping data f villages in The Gambia. The data was derived thrugh mapping techniques by a private cmpany called City Scape using existing Aerial Phtgraphy. The data was supplied in Bentley Micrstatin DGN frmat. The data was therefre in Cmputer Aided Drawing (CAD) frmat based n layers r levels. N metadata, explaining the individual feature layers r crdinate systems that were used, existed fr the data. N standard fr the features in the different drawings existed and these had t be first standardized in each separate Drawing File befre it culd be imprted t the GIS. The data was supplied in varius different crdinate systems which had t be identified and transfrmed t the crrect crdinate systems. The cnsultant used Intergraph GeMedia t access, imprt and cnvert t the crrect frmat and crdinate system. The data was imprted t a Micrsft Access Database and exprted t ESRI Shp file frmat fr use in the existing Arcview 3.3 GIS sftware package. Other similar mapped data f villages were received in ArcGIS Gedatabase frmat which can nt be pened using the existing Arcview 3.3 GIS sftware utilized by the GIS Unit. The last mentined data was first exprted t Arcview Shp file frmat using ArcGIS Setting up existing HP Pltters The GIS/Cartgraphy unit is in prcessin f tw HP pltters. The pltters were delivered ver a year ag but were never prperly installed. The cnsultant prvided assistance with the installatin and setup f the pltters. Only ne pltter is peratinal as a memry prblem made it impssible t crrectly install the ther pltter. 8.5 Linking Statistical Pverty data with GIS district bundaries The cnsultant assisted Mr. Abu Camara, Directr f the Crdinatin, Quality and Disseminatin Directrate t link the current statistical data with the GIS district Bundaries.

11 This was dne t prduce very basic pverty maps. Intergraph GeMedia was used and the final dataset was exprted t ESRI shp file frmat. The linking exercise immediately identified prblems with the GIS dataset as the District Names in the dataset did nt crrespnd with the Statistical District Names. The cnsultant was requested t assist the Directrate with ther Pverty Map creatin, it was agreed that this will be dne nce the cnsultant return t Suth Africa. 9. Overview and assessment f prblems and shrtcmings encuntered 9.1 Missin administratin and schedule Very few prblematic issues were encuntered during the missin itself. The Gambia Bureau f Statistics and GIS Unit staff was well prepared and was always available when the cnsultant needed them. They are well aware f the imprtance f GIS and Census Mapping fr the success f the census as a whle and therefre prvided assistance freely and participated enthusiastically and with skill. The fllwing tw shrtcmings can be identified: A ne n ne meeting with a representative frm the Department f Lands and Surveys ffice was held n the last day f the cnsultancy. In The Gambia s case, the Department f Lands and Surveys is nt n the critical path f the establishment f the GIS Unit. Hwever the future invlvement f the Department f Lands and Surveys is critical fr the GIS Unit especially fr the Census Mapping fr the 2013 Census. The fllwing factrs need t be taken int cnsideratin: GBOS will need t btain the entire vectr line mapping dataset, derived frm the existing Aerial Phtgraphy frm the Department f Lands and Surveys t accurately digitize and update each f the 2003 Census Enumeratin Areas. GBOS must d everything in its pwer t btain all the infrmatin. The Department f Lands and Surveys indicated that wuld be willing t give the data t GBOS free f charge but the request and apprval will have t cme frm tp management. Other base data such as the 1: Tp maps must als still be acquired. Clse liaisn with the Department f Lands and Surveys is necessary as new acquisitin f Aerial Phtgraphy r Satellite Imagery will be necessary fr the updating f the EA s fr the 2013 census during the Census Mapping Phase. Up t date backdrp imagery frms an integral part f new Census Mapping Methdlgy and are therefre n the GIS/Cartgraphy Unit s critical path. The Surveys Department des nt have any future plans t update r acquire new Aerial Phtgraphy r Satellite imagery. They did indicate that they will als benefit shuld GBOS btain new Aerial Phtgraphy and Satellite imagery fr the Gambia. 9.2 Technical and methdlgical issues The GIS Situatinal Analysis, Infrastructure Assessment and technical specificatin dcument discuss in detail methdlgical, lgistical, capacity, equipment and infrastructural prblems and shrt cmings as well as recmmendatins n hw t address them successfully Training and capacity building Apprpriate and prper training f the GIS Unit staff is imprtant t the success f this prject. The GDDS missins can play their part in this need, but specialized GIS and database training wuld be needed at sme pint. The technical specificatin includes the envisaged training that will be needed in this regard Implementatin f the GIS

12 The whle census mapping prcess will be driven by an peratinal and sustainable GIS. The timely prcurement f the necessary hardware and sftware, cupled with the training highlighted abve will be paramunt t the success f the census mapping effrt. It is therefre essential that the GIS infrastructure and database be implemented befre by May Assessment f the way frward The general Situatinal Analysis, Infrastructure Assessment and technical specificatin dcument details specific prcesses that must be achieved in the shrt and lng term in rder fr the GIS UNIT t fulfill its rle successfully within the Bureau f Statistics. The Bureau f Statistics has until the end f 2012 t cnclude its census mapping activities, the SEA maps must be printed and cmpleted by then. The details f the way frward after the GIS/Cartgraphy unit has been established must be finalized during the fllw-up cnsultatin and after the census mapping methdlgy has been decided upn. 11. BUREAU OF STATISTICS Cunterpart actins The cnsultant s cunterpart at the GBOS is Mr. Abdulie Gaye, the fllwing actins are t be cncluded befre the cmmencement f the secnd missin. The tentative timeline fr the secnd missin was set at the end f May The fllwing actins can be specified fr the missin cunterpart at the BUREAU OF STATISTICS: Cmplete Cuntry reprt n cnsultant Cmplete Dnr Wrk Plan and Financial dcument and submit it t the relevant dnr rganizatins fr review. Obtain necessary funds fr the prcurement f necessary infrastructure. Finalize the prcurement fr the additinal hardware, sftware and infrastructure as specified in the GIS Situatinal Analysis, Infrastructure Assessment and Technical requirement dcument. Finalize the GIS Unit staff rganizatinal requirements. Set up GIS Office and infrastructure with apprpriate implementatin partner Acquire the hardcpy 1: tpsheets frm the Lands and Surveys Department Cmmence with the scanning f the 1:50000 tpsheets Obtain the entire digital vectr line mapping dataset frm the Lands and Surveys Department. 12. Deliverables The fllwing table depicts the expected deliverables, if they were achieved r nt and accmpanying reasns.

Backgrund With financial supprt frm the Department fr Internatinal Develpment (DFID) f the United Kingdm, the Wrld Bank is implementing a prject t assist 21 Anglphne Africa cuntries t participate in the General Data Disseminatin System (GDDS). Participating cuntries are being assisted t participate in the GDDS thrugh tw separate, but linked prjects bth financed by DFID. The IMF is prviding prject management and technical supprt in the area f ecnmic and financial statistics. The Wrld Bank is prviding technical supprt in the area f sci-demgraphic statistics. Bth prjects run cncurrently until February Technical Assistance Technical assistance is being prvided thrugh the Wrld Bank t help cuntries implement plans fr imprvement in ppulatin, health, agriculture, labr market, justice and security, management f statistical systems, GIS and small area statistics. The GDDS framewrk develped by the IMF prvides the framewrk fr the detailed elabratin f lng-term statistical develpment strategies. Participating cuntries have already expressed their requests fr technical assistance and bth the IMF and the Wrld Bank have develped their assistance strategies. The Gambia was ne f the cuntries which asked fr technical assistance in the field f GIS and small area statistics. Terms f Reference Backgrund The Gambia attended the GDDS 2 GIS Mdule launch wrkshp in Accra, Ghana during the end f May, 2007 where they, in cnjunctin with the lead cnsultant, drew up their Cuntry Wrk Plan regarding the deliverance f three technical assistance missins cvering three cuntry identified pririties. The purpse f the wrk plan is t act as a living dcument fr the duratin f the technical assistance and t serve as an infrmatin base frm which the TR fr every missin can be drawn up. T this end, this TR fr the first missin t The Gambia has been drawn up frm the wrk plan, based n the expressed bjectives f the chsen pririties. It has been agreed that there are tw types f reprts. First there is the reprt f the cnsultant abut the missin, secndly, the reprt f the staff f the Bureau f Statistics. The cnsultant will assist the staff f the Bureau f Statistics t draft their reprt as part f the living dcument. Separately, the cnsultant has agreed t draft his wn missin reprt. This reprt will use the frmat that will be prvided in detail by the Wrld Bank befre the missin. It will cmprise f: a) intrductin, b) backgrund, c) detailed agenda f all wrking days (in annex), d) descriptin f the type f discussins, e) verview f all technical advises given, f) verview f prblems and shrtcmings encuntered, g) verview f the wn assessment f these issues, h) assessment f the way frward, i) list f recmmendatins f wrk t be dne by the cunterpart fr the next perid till the next visit, j) list f deliverables achieved/nt achieved (and why), k) List f persns wrked with fr each f the days. The reasn the Bureau f Statistics f The Gambia has chsen this particular mdule is due t the fact that there is currently n GIS unit within Bureau f Statistics and the Bureau is cmmitted t the establishment f the GIS as part f the preparatins fr the 2013 Ppulatin and Husing Census. GDDS can prvide technical assistance in the establishment

15 f the GIS, training and methdlgy develpment fr the 2013 census pre-enumeratin mapping. The specific cuntry bjective wuld be: T develp a GIS strategy and implementatin plan that cvers: a. GIS unit with the required hardware and sftware b. Training c. Methdlgy develpment (including data requirements) fr the 2013 ppulatin and Husing Census Purpse f the assignment The purpse f the assignment wuld be t cmplete the first technical assistance missin at the Bureau f Statistics successfully. The missin will cver tw pre-set pririties t varying degrees. These are: Pririty 1: Training Pririty 2: GIS Infrastructure Pririty 1 will cmprise 40% f the missin time and pririty 2 will cmprise 60% f the missin time. General remarks The missin was certainly successful in that the cnsultant was able t prvide us with the training that we needed, the training n the Intrductin t GIS and new Census Methdlgies were particularly helpful in understating the need and ptential f a GIS in an Statistical Agency. We were able t sit with the cnsultant and plan ur specific needs fr the future. The cnsultant himself was excellent and is very knwledgeable abut GIS as well as the needs regarding the Hardware and Sftware requirements f the Office. The additinal assistance regarding the GIS Institutinal Arrangements needed fr ur Statistical Strategy was f particular imprtance as well as the creating f the backdrp data fr EA digitsing. We are lking frward t the next missin; hpefully by the end f May 2008 when we will need specific practical hands n training using the prpsed, newly acquired, hardware and sftware.
