SIOS will prvide upgraded Observing System and Research Facilities f wrld class in and arund Svalbard guided by an Earth System Science (ESS) Perspective, this internatinal jint effrt will Prvide a jint Research Infrastructure Develpment Plan fr SIOS Requiring natinal funds n the basis f variable gemetry and natinal funding prpsals in the different partner cuntries Building n existing research infrastructure and excellence prvided by the internatinal partners SIOS will establish a Jint peratinal Knwledge Center fr crdinatin and prvisin f wrld class management in setting up new cre services f added value t the internatinal plar research cmmunity, prviding: Better crdinated access t the research infrastructure under an pen access plicy Better sharing f data and bservatins under an pen data plicy Mre effective lgistical services under a jint lgistics plicy Best Practice Knwledge Management System invlving new training prgrams and meeting places Requiring jint funding n the basis f membership fees

10 SIOS On what d we built n: SIOS shall cntribute t the further develpment f the research infrastructure in and arund Svalbard, int the wrld leading large scale research infrastructure in the Arctic, prviding state-f-the-art research infrastructure t the internatinal plar research cmmunity, building n the Nrwegian Gvernmental Research- and Svalbard Plicies ESFRI, EC and OECD principles f Best Practice & Excellence Established qualities f the internatinal partners, the research cmmunities and their research pririties The SIOS Preparatry Phase ( ), funded by the Eurpean Cmmissin (FP7) and sme natinal cntributins, will elabrate the Statutes (reflecting the gvernance, administrative, legal plans) fr the new jint rganisatin, Scientific & technical descriptin (status, needs, tasks and strategy) fr the whle RI, Business plan first 5 years fr the rganisatin and upgrade, reflecting that all investments will cme frm the participating cuntries, nt the EC, Gvernance, Rules f Prcedure (Plicies n access, data, lgistics etc. and by laws), Infrastructure strategy plan fr the upgraded bserving system.

11 SIOS Assets and best practice principles f crdinatin and cllabratin ESFRI best practice management principles: Implement jint best practice gvernance, crdinatin and integratin f the distributed research infrastructure, building n already existing research infrastructures, institutins and cperatin structures, SIOS Knwledge Center: The new jint SIOS.ORG shall prvide added value thrugh prvisin f relevant services (Data, Access, Lgistics, Knwledge) t the research cmmunity and stakehlders, SIOS Observing System and RI Develpment Plan: SIOS will manage a jint strategy fr further upgrade f the research infrastructure, with emphasis n Earth System Science, SIOS Data Plicy: Open access and established plicy directives in Eurpe. The SIOS meta-database system relevant fr all bservatins in Svalbard, Other ESFRI-prjects and netwrks: Establish clse cllabratin with ther ESFRI prjects that include Arctic Segments, with the aim t accmplish the crdinated build-up and peratin f a multi-platfrm and multi-disciplinary integrated netwrk in the Eurpean Arctic Sectr, as a cntributin t SAON. Infrastructure Crdinatin Cmmittee: RI-Cmmittee prviding link between the SIOS.KC and the distributed research infrastructure (pssibly similar t the internal Science Bard). SIOS.RI: The verall SIOS research infrastructure including the SIOS bservatries and facilities wned by the participating member cuntries, as well as the necessary links with SAON (Sustaining Arctic Observing Netwrks). Frmal rganisatinal links t existing research crdinating bdies must be established.

15 SIOS Building n Best Practice Principles & Open Access ESFRI Research Infrastructure Definitin & Best Practice: OPEN ACCESS POLICY: SIOS shuld be pen t all interested researchers, based n pen cmpetitin and selectin f prpsals evaluated n the sle scientific excellence by internatinal peer review. BEST PRACTICE MANAGEMENT: SIOS, as a Eurpean Distributed Research Infrastructure recgnized by ESFRI, shall establish a single Research Infrastructure with a cmmn legal frm and a single management bard respnsible fr the whle Research Infrastructure, and with a gvernance structure including amng thers a Strategy and Develpment Plan and ne access pint fr users althugh its research facilities have multiple sites. ADDED VALUE: SIOS, as a Eurpean Distributed Research Infrastructure, must addressing a clear integratin and cnvergence f the scientific and technical standards ffered t Eurpean and glbal users. OECD Principles and Guidelines fr Access t Research Data frm Public Funding: ACCESS TO DATA: SIOS will create a culture f penness and stimulate best practice with respect t and sharing f data, building n the OECD principle f Full and pen access t scientific data, which shuld be adpted as the internatinal nrm fr the exchange f scientific data derived frm publicly funded research.

16 SIOS Knwledge Center: A cmmn data plicy fr research in Svalbard? State-f-the-art data plicy and framewrk. SIOS data sharing principles: SIOS prmtes free and pen access t data t any persn r any rganisatin wh requests them. Requested data shall be made available in a timely manner, preferably nline and free f charge. When serving third party data made available t the SIOS cmmunity thrugh the SIOS data management system, SIOS will manage these data accrding t the cnstraints impsed n thse datasets by the wner f them. An INSPIRE cmpliant set f metadata shall be ffered fr any SIOS data set including the required data citatin infrmatin as required by the SIOS IPR plicy SIOS recmmends the applicatin f licencing mdels such as Creative Cmmns, ideally the Plar Infrmatin Cmmns mdel, t define use restrictins and guidelines.
