Banks have opened 237 branches in the state for the period to , out of which 142 are in rural centers, Banks like SBI, Canara Bank, HDFC bank have opened good number of branches (Details are given in Annexure -1) during the last nine months. 1. Progress of Implementation of Financial Inclusion Plan in the State. All banks/ LDMs During the current year, no branch was opened in Malkangiri district. Only one branch has been opened in each district of Boudh, Gajapati, Jharsuguda, Kandhamal, Rayagada & Sonepur. Provision of banking outlets in unbanked villages with population below 2000 As on , banks have covered villages constituting 77% of the total target. Out of these villages, 350 are covered through B & M branches and rest by branchless modes mainly through BC mode. (Details as per the Annexure- 2). The constraints like telecom connectivity. unstable and low voltage power supply are continuing in rural areas. The issues of BC agents engaged by 4

5 different banks are yet to be resolved. Progress under Financial Inclusion Programme (2013 to 2016) of Public Sector, Private Sector and RRBs as on December 31, 2014 is enclosed at Annexure 3 2. DRI Loans in favour of Persons with Disability(PWD) All Banks/ Director of Welfare/LDMs Total amount disbursed under DRI scheme is Rs crore in 2781 accounts during to , out of which Banks have disbursed 1053 applications amounting Rs.3.14 crore under DRI loan to persons with disability. The performance of the participating banks is not encouraging (Annexure 4). Banks are requested to achieve sanction and disbursement of minimum 10 applications per branch under the scheme for the current year. 3. Bringing Dairy Farmers within the Banking Fold under PMJDY SLBC has already requested the Chairman cum Managing Director of Odisha State Cooperative Milk Producers Federation Limited and Director, Animal Husbandry & Veterinary Services, Odisha to advise the dairy cooperative societies / institutions to ensure that all Milk Producers have a bank account so that the proceeds of milk sale will be credited to the account of Milk Product directly. We have also requested to provide the list of farmers not having bank accounts to the concerned Lead District Manager with a copy to SLBC for 6

7 opening of their accounts. We are yet to receive response from Odisha State Co-operative Milk Producers Federation Limited. The matter is monitored by Department of Financial Services, Ministry of Finance, Govt. of India. 4) Implementation of National Pension System (NPS)- Swavalamban Scheme under PMJDY. Swavalamban scheme is an important component of the PMJDY programme. SLBC has already requested all banks for their active participation in implementation of the scheme and achievement of the set target. Letter containing detailed guidelines and directions has already been communicated to all banks & LDMs. We have requested all LDMs to include the progress under the scheme as an important agenda for discussion in the DCC & BLBC meetings. Salient feature of National Pension System (NPS)-Swavalamban Scheme. The unorganized sector workers with limited income earning capacity are covered by the Swavalamban Scheme, a historic initiative of Govt. of India in collaboration with PFRDA to address their old age income protection needs. Any citizen of India (18 to 60 years old) belonging to the unorganized sector without coverage under any social security scheme is eligible to open a NPS- Swavalamban account. Swavalamban Yojana adds Rs. 1000/- per year to the Swavalamban account to help the subscriber to start building his pension corpus, if he contributes a minimum of Rs.1000/- and maximum of Rs.12000/-. The incentive is presently available till The scheme is implemented through Aggregators who are entities registered by PFRDA to operationalise the NPS- Swavalamban at the field level. We are yet to receive claim from many Banks. Till date the loan module in the banking system in the state of Odisha has not been modified to take care of interest subvention of State Govt. The benefit is not passing upfront to the account of beneficiaries. Therefore, banks are requested to ensure timely submission of claim to the nodal bank. 6) Aadhaar Number Seeding. It is reported by the UIDAI (Annexure-7) that out of total population of 4.19 crore in Odisha, target population (five years above) is 3.85 crore, Biometric Entry (Enrollment) has been done till is 2.95 crore (76.62%), AADHAAR No. generated/uploaded for 2.75 crore (71.42%). Out of 237 branches, Public Sector Banks, Private Sector Banks and RRBs have opened 188, 37 and 12 number of branches respectively. 10

11 Deposit Growth Deposits of the Banks in the state have increased from Rs Crore as of December 2013 to Rs Crore as of December 2014, registering an increase of Rs Crore. The year on year incremental deposit growth is %. Credit Expansion The total advances increased from Rs Crore as of December 2013 to Rs Crore as of December 2014, registering an increase of Rs Crore. The incremental growth is only 1.09 %. CD Ratio The Credit Deposit Ratio of all Banks in the state decreased from % as of December 2013 to % as of December 2014 due to increase in Deposit growth and low growth in advance portfolio. Priority Sector Advances The percentage of priority sector advances is % as of December 2014 against the national norm of 40 %. The incremental growth on year to year basis is %. Agricultural Advances The aggregate of agricultural advances extended by banks in Odisha have increased from Rs Crore as of December 2013 to Rs Crore as of December 2014, thus registering an increase of Rs Crore in absolute terms and 8.96 in percentage terms. The share of agricultural credit in total advances as of December 2014 is % against the national norm of 18 %. Micro, Small & Medium Enterprises (MSME) The advances to MSME during the period under review have witnessed an increase from Rs Crore as at December 2013 to Rs Crore as at December 2014, thus registering an increase of Rs Crore in absolute terms and 4.00 in percentage terms on year to year basis. Education Loan A decrease of Rs Crore under Educational Loan represents a negative growth. Housing Loan The housing loan balance outstanding has increased from Rs crore as on to Rs as on , registering an increase of Rs crore in absolute terms. 12 Advances to Weaker Sections The advances to Weaker Sections increased from Rs crore as of December 2013 to Rs Crore as at December 2014.The share of weaker section advance to Priority Sector advance is % against the bench mark 25 %. DRI Advance Against the national goal of 1% of the previous year s Gross Bank Credit, only 0.21% of the total credit could be given under the DRI scheme in the state by Commercial Banks as at December AGENDA NO.3 NPA & Overdue position as on The NPA % of the State is 8.78 and overdue % is which is at much higher side and alarming. Rising NPA in Odisha is a matter of great concern The Bank wise and Sector wise NPA position is given in Annexure 8. For PMRY / PMEGP / SJSRY/ SHG / WCC, the NPA & Overdue % is too high, which can only be rated as unsatisfactory. The Banks are unable to recycle the funds owing to non repayment of loans, mounting overdue and rising NPA %. Banks & Govt. Departments have to make joint endeavor with specific strategies to improve the recovery performance for better recycling of funds. The detailed bank wise and district wise position in respect of Odisha Public Demand Recovery Act and Odisha Agriculture Credit Operation and MISC Provision (Banks Act) is given in Annexure 9. Request to Govt. of Odisha for amendment in OPDR Act.1963 for improving Recover Performance SLBC has suggested to State Govt. that the present Public Demand Act of UP, MP, Rajasthan etc. may be followed in our State for improving recovery performance under different Govt. sponsored schemes. We have also requested all the controlling heads of banks to give any valuable suggestions to be incorporated in OPDR Act for improving recovery performance of the state. The suggestions of banks may be forwarded to State Government for consideration. Schemes to be covered under OPDR Act in Odisha At the request of SLBC, State Government proposes the following schemes for covering under OPDR Act, Name of the schemes: All schemes requiring composite loan sponsored by District Industries Centre (DIC) as well as all subsidy and interest subvention linked schemes implemented in the State by different Departments of the State Government and Financed by the Banks operating in the state. SLBC vide its Letter No. SLBC/ODI/742/ dated has requested all banks to closely examine the above paragraph and offer comments on any modification if required. We have not received any comments till date. Suggestion of the banks is requested in the matter. 13

14 AGENDA NO.4 Fresh Issues The Central Registry of Securitization Asset Reconstruction and Security Interest of India ( C E R S A I ). CERSAI is a company promoted by Central Government and 11 major banks to prevent frauds involving multiple lending by different banks on the same immovable property. The object of the company is to maintain and operate a Registration System for the purpose of registration of transaction of securitizartion, asset reconstruction of financial assets and creation of security interest over property. The Registration is applicable to transactions of Security interest over property created to secure loans and advances from the banks and financial institutions as defined under SARFAESI Act. All member banks are requested to ensure that all transaction related to immovable properties done by them are registered on the portal of CERSAI within the prescribed period. A confirmation certificate to this effect to be submitted along with the other data on quarterly basis to the SLBC on the given format (Annexure- 10) Re-launch of Modified Direct Benefit Transfer for LPG Consumers (DBTL) Scheme. Based on the various directions from Government of India, Oil Marketing Companies (OMCs) have re-launched the DBTL Scheme in 54 districts on 15 th November, 2014 in the 1 st phase and rests of the districts have been covered under the scheme from 1 st January, Option to receive LPG subsidy Under the modified Scheme, the LPG consumer can now receive subsidy in his bank account by two methods. The two Options are: Option-I (Primary): Wherever Aadhaar Number is available it will remain the medium of subsidy transfer. The LPG Consumer who has an Aadhaar Number should seed the Aadhaar Number to his bank account through Form No.1 by depositing the form at Bank Branch or drop box at LPG distributor s points. And again, the consumer should link his Aadhaar Number within his LPG Consumer Number through Form -2 by depositing the Form to the LPG Distributor. Option-II (Secondary): If the LPG consumer does not have an Aadhaar Number, then he can directly receive subsidy in his bank account by choosing either of the two methods. Method-1: The LPG consumer should link his bank account details (Account holder s name, Account Number, IFSC Code) through Form No.4, submitted to the LPG distributor for capturing it in the LPG data base. Through NPCI, OMCs would send the bank details to the Banks for validation. 14

15 Method-2 : The consumer should submit his 17 digit LPG Consumer ID details in form no.3 to his bank branch for seeding the same in the account number and to send it to the OMC through NPCI. Specimen of the Form No.1, 2, 3 & 4 (Annexure 11)are enclosed for ready reference. Crop Insurance:- Government of Odisha vide their Resolution No.9371dated 2 nd December,2014 have notified to implement the National Agricultural Insurance Scheme (NAIS) during Rabi crop season in the state for Paddy,Groundnut Mustard & Potato. The above notification has already been circulated by SLBC vide letter dated to all banks. All Banks are requested to ensure 100% coverage of crop loans sanctioned to notified crops in notified areas under crop insurance scheme. Agriculture Insurance Company of India Ltd. Regional Office, Bhubaneswar is requested to provide data relating to coverage of crop loans under Crop Insurance to SLBC to review the progress. 15

Branch opening in Unbanked Gram Panchayats Against a target of 1118 for the year , 91 branches have been opened in the Unbanked GP as on Most of the Banks have not opened Brick & Mortar Branch in their allotted unbanked GPs. In spite of repeated request of SLBC except Bank of Baroda, Corporation Bank, Union Bank of India, Axis Bank, ICICI Bank, UCO Bank, IOB, IDBI, OGB & Indian Bank, other Banks have not submitted road map year wise identifying the Unbanked GPs for opening Brick and Mortar branch. The Banks those have not submitted the roadmap, are requested to ensure submission of the same immediately to SLBC for monitoring. It has been decided that, once the list of 4597 Unbanked GPs with power supply and broadband availability is finalized, the district wise lists of GPs, banks allotted and targeted month/year of branch opening will be sent to the respective Collector, requesting the District Administration to drive the branch opening programme on priority basis. The district administration will also be requested to include bank branch opening programme in their Security Protocol. The quarter wise bank branch opening target will be reviewed bank wise at every DCC / DLRC meeting in the district concerned. 17

18 We are producing the minutes of the Meeting on Internet Connectivity and Power Supply issues at Unbanked GPs held on under the chairmanship of Additional Chief Secretary, Finance. 1. BBNL informed that out of the 1000 GPs target for providing high speed internet connectivity by March 2015, about 250 GPs already have high standard of connectivity. The list of these 250 GPs may be immediately provided by BBNL and clearly indicated in the Unbanked GP chart on SLBC website. 2. BSNL has already provided the list of telephone exchanges where broadband connectivity was available. The latitude/longitude of such Exchanges vis-à-vis the location of the GP Headquarters may be plotted by BSNL on Google Map for the benefit of banks desirous of opening branches. 3. It was decided that 3 phase power supply should be a mandatory requirement for opening a new bank branch. Accordingly, a separate column for 3 phase line availability may be included in the Unbanked GP Monitoring Chart uploaded on SLBC website. 4. It was informed that 4425 GPs in Odisha already have 3 phase power supply. GPs having 10 KVA supply may be clearly indicated in the Unbanked GP monitoring Chart uploaded on SLBC website. 5. Regional director, RBI, suggested that, in every district there should be a contact person representing various agencies involved in the bank branch opening process. The Lead District manager will be the contact person on behalf of all Banks in the district. Accordingly, BSNL, BBNL and GRIDCO may provide the list of their Contact Persons (with phone number) at District Level. 6. Although BBNL had been designated as Executing Agency for implementation of the National Optical Fibre Network (NOFN) project, the actual work execution has been assigned by BBNL solely to M/S Power Grid Corporation of India Limited (PGCIL). As such, it was decided that, in order to address the Right of Way (ROW) issues being faced by PGCIL, necessary instructions may be issued to all concerned to facilitate BBNL and PGCIL in executing the ambitious GP connectivity programme. All the stake holders are taking effective steps to address the issues of internet connectivity & power supply in the rural areas. VIP Reference for opening of branches. Banks have been advised by Ministry of Finance, Govt. of India that VIP reference for opening of new branches are to be examined within one month to ensure timely disposal of the references. AGENDA NO.7 STATE FOCUS PAPER, IN ODISHA The State Focus Paper (SFP) for has already been launched by NABARD, Bhubaneswar on 30 th January, The State Focus Paper Project an overall credit potential of Rs Crore for priority sector in the state of Odisha during , out of which the Agriculture and Allied Sector Accounts for Rs crore(55%). It is suggested by Director, Industry that all commercial banks should insist for submission of EM Part I by the entrepreneurs positively at the time of financing MSMEs and after finance is completed and enterprises start production / Service, the bank may insist the borrower for EM part II. By this way, the data on name financing bank, employment, product / service, finance & category of units established in each district can be captured easily through EM-I & II issued by RICs/ DICS. Rehabilitation of Sick Units in Micro and Small Enterprises. Analysis of data received from 21 major banks operating in the State by RBI, Bhubaneswar, reveals that out of the sick units at the end of September,2014, 8754 units are in manufacturing sector and are in Services Sector. The increase in no. of sick units in manufacturing units is about 50 % as compared to June 2014 quarter. Out of the sick units, Potentially Viable units are only 916 (Amt. Rs crore), Non-Viable units are (Amt. Rs.573 crore) and Units where viability study is to be undertaken are 1138(Amt. Rs crore). The percentage of Non-Viable units to total units is 92.30% and only 3.5% of the total units are under viable category. Out of 916 viable units, 808 units have been put under nursing (about 88%). 27

28 RBI, Bhubaneswar has expressed concern over the no. of units being classified as Non- Viable and requested all the banks to comply with the RBI guidelines on sick units. Also, while sending data on sick units, banks may highlight the main reasons for the non-viability for fruitful discussion in the review meeting. Status of Specialized MSME branches : Public sector banks were advised to open at least one specialized branch in each district. Further banks have been permitted to categorise their general banking branches having 60% or more of their advances to MEME sector. The Govt. of India also had advised public sector banks to ensure specialized branches in identified clusters / centers with preponderance of small enterprise to enable the entrepreneurs to have easy access to credit. 15 out of 30districts do not have any specialized MSME branches. The districts are Bolangiri, Boudha, Gajapati, Jajpur, Jgainghpur,Kalahandi, Kandhamal, Kendrapada, Koraput, Malkangiri, Nabarngpur, Nayagarh,Nuapada, Rayagada, and Sonepur. Banks are requested to come forward to do the needful in opening specialized MEME branches. 29 B) Issues :- (i) Pending claims in DRDA: Training reimbursement claims of RSETI pending in DRDA Boudh,Cuttack and Nuapada in spite of funds available in DRDA. Several reminders have been given to Collectors of Boudh and Cuttack to settle the claims, still there is no improvement. In other districts claims are pending due to non-availability of funds. On receipt of funds from MoRD, the same will be cleared. RSETI wise claim pending is at Annexure Panchayati Raj Department is requested to ensure timely settlement of claims submitted by RSETIs to DRDAs. (ii) Residential Training Facilities in RSETIs Inspite of allotment of land to the RSETIs, there is delay in commencement / completion of construction of buildings. The sponsoring Banks may ensure that the building construction is completed as soon as possible so that quality residential training can be provided in RSETIs. DRDA is requested to provide necessary support to address issues relating to allotment of land/permissive possession of land / approval of construction plans by municipal authorities. RSETIs may ensure residential training is provided. The status of residential facilities in RSETIs & construction of RSETIs is at Annexure AGENDA NO.11 Finance to Weaver Sector: Waiver of Overdue loan of Individual Weaver / SHGs/JLGs The individual weavers overdue loan outstanding in respect of weavers have been waived out, the issue of weavers credit card to the concerned weavers is not up to the mark though it is precondition to sanction fresh loan to the concerned weavers whose loan have been waived off. It is reported by the participating banks that 8054 number of beneficiaries have been refinanced with amount Rs crores (Annexure- 28). As reported by Director, Handloom & Textiles Dept, Odisha that total no. of fresh WCC issued for the half year ended September 2014 is 1580 against the target of 20,

30 The Bank wise performance as on is furnished in Annexure 29. Bank wise target for issuance of 20,000 number of WCCs for the year has already been communicated to the participating Banks. All the participating Banks are requested to ensure timely claim & release of margin money and interest subvention. AGENDA NO.12 Financing Under Self Help Groups (SHGs) The target and achievement as on 31 st December 2014 is as follows SHG-Bank linkage Target for FY Achievement as on 31 th December 2014 Physical Financial Physical Financial Details of SHG performance Annexure-30 Interest Subvention scheme under NRLM Status of Implementation of Interest Subvention in Odisha: 1. Progress in respect of Claims of commercial banks and 2 RRBs have submitted claims for NRLM Interest Subvention for charging 7% interest to WSHGs amounting to Rs.7.76 Cr. 12 commercial banks have submitted claims for 3% under NRLM Interest Subvention for prompt repayment in category-i districts amounting to Rs.1.78 Cr. Details at annexure. OLM has released Rs.3.55 Cr to 9 Banks that have submitted claims under Government of Odisha Scheme of Interest Subvention at the rate of 2% resulting effective rate to numbers of WSHGs in category I districts. Andhra Bank, Allahabad Bank, Bank of Baroda, Bank of India, Bank of Maharashtra, Central Bank of India and Vijaya Bank have not submitted claim for additional interest subvention under State Scheme of Interest Subvention. OLM has requested Canara Bank to share status of Interest Subvention in Category-I districts on a regular basis. Banks should regularly upload transaction details in NRLM web site to facilitate interest subvention in category II districts. Status of Interest subvention in Category-I districts is enclosed at Annexure

31 Issues relating to submission of claims and uploading of Data Submission of Claims by State Cooperative Banks: State Mission Director cum CEO in his letter no. 3657/14 dated 22/12/2014 addressed to Managing Director, Odisha State Cooperative bank has advised that as OSCB and DCCBs have become CBS compliant, they may prepare interest subvention claims in respect of category I districts, manually, and submit to NABARD for reimbursement. Similarly they may submit claims to UCO Bank, Secretariat branch in respect of the State Government Scheme. But till date no response has been received from the bank. The bank may appraise the position in this regard. Uploading of Data: Officials from NMMU-NRLM, Government of India visited OGB and OSCB to discuss about uploading transaction details in the NRLM web site so as to facilitate release of interest subvention in category II districts. Till date both the banks have not uploaded the transaction data with NRLM. The progress may be appraised to the house by OGB and OSCB since non up loading of data deprives the poor SHG s from interest subvention 3. Submission of Claims Relating to RBI vide its letter dated 9 th December 2014 has advised the Public and Private Sector Banks to submit claims relating to year Similarly NABARD vide its letters dated 11 th November 2014 has advised RRBs and State Cooperative banks circulated MORD guidelines for submission of interest subvention claims for the year Public and Private Sector Banks may submit claims pertaining to the year to Canara Bank. RRBs and Cooperative Banks may submit claims pertaining for the year to NABARD in respect of Government of India scheme. All banks may submit claims pertaining to the year to UCO Bank Secretariat branch in respect of State Government Scheme. Details of claims submitted may be forwarded to OLM Mission Yuva Shakti Mission Yuva Shakti is a convergence programme which focuses on tapping the existing potential of the youth and building their capabilities and making them socially and economically empowered, in order to improve their quality of life so that they can contribute to the overall development of the society. The details of the two components whose implementation where banks have a role to play, are as follows: 1. Micro Enterprises- Joint Liability Groups: (a) Features: Informal group of 4 to 7 individuals coming together for starting a micro enterprise. Age

32 Youth will be mobilized by the GPLF/BLF under the supervision of DRDA. GP level camps by GPLF/BLF/NYKS/NSS for identification of youth. Two types of training for capacity building: Skill training: duration differs based on the type of enterprise. Not to exceed 30 days Soft Skill training for better communication skills, management skills, entrepreneur skills etc. Identification of training partners at the district level which may include RSETIs, ITIs, ITCs, other technical institutions and NGOs. Interest free loan of Rs to each JLG. Bank linkage through Micro Enterprise Plan. Prompt repayment JLGs to get at 2%. Technical and handholding support to JLG- micro enterprises for 2 years. Support from banks: Banks may provide necessary support for identification and promotion of JLGs and provide credit support for setting up the enterprises. 2.Financial Literacy Programme (a) Features Facilitate financial inclusion through knowledge of financial products and services, educating common people on financial planning and avoidance of risk of investment. 150 youth within the age years in each block( Junior- 13 to 20 years of age and Senior Youth graduates Above 20 years to 35 years) Each batch and 2 trainers. Junior level segment by incorporation in course curriculum and Senior level segment through a 2 day training programme. (b) Initiatives so far: Study materials developed by NABARD in the form of booklet and flip chart will be used for the purpose. Permission of NABARD has been received for use of their material. 32

33 It is planned to conduct one batch of 30 participants per block in the senior category in all the 314 blocks. A meeting of RBI, NABARD and SLBC will be convened to finalize the training module RSETIs will be advised to reserve slots for the training programmes. (c) Support from Banks: Banks may provide necessary faculty support and also use the trained youth to act as Business Correspondent Agents/Common Service Providers/Business Facilitators. AGENDA NO.13 Finance to Handicraft Finance to Artisans/SHGs under the scheme of Modernization & Technical Upgradation of Handicraft Industries. 1. In order to enhance the productivity of the handicraft items, under the scheme Modernization & Technological Up-gradation of Handicraft Industries (M.T.U.H.I) an amount of Rs lakh is available towards release of Subsidy for all Sanctioned & Disbursed cases. During , 246 no s. of applications have been received in different Districts & till date 138 applications have been already sponsored to different Commercial Banks by the DICs / RICs, out of which only 13 cases have been sanctioned whose detail is placed at Annexure Rehabilitation of Handicraft Artisans. Margin money assistance is provided to individual 20% of the project cost (upto Rs )with maximum ceiling of Rs.10,000/- per artisan to avail Bank loan for setting up own handicraft production unit. During , till date 731 applications have been sponsored to different Commercial Banks by the DICs / RICs against a target of 503, out of which only 78 cases have been sanctioned whose details is placed at Annexure -31. It has been informed by the Director, H&C.I. Odisha that Revised cut-off date for sanction & disbursement of loan by the bankers is extended up to Revised cut-off date submission of subsidy claim proposal either by Banks/DIC/RIC to Directorate of H &C.I is extendd upto Revised cut-off date for release of subsidy to bank I extended upto

34 All the schemes in respect of Handcraft sector may be covered under CGTMSE scheme. Accordingly all the banks are requested for covering the same and to achieve the target. Since the progress on sanction of loan applications was not satisfactory, Chief Secretary advised the participating banks to complete the sanction of loan applications latest by 20 th February 2015 and ensure achievement of given target for As EDP training has been mandatory before the disbursement of 1 st installment of loan under PMEGP, the said timeline was fixed so that EDP training to the beneficiaries, disbursement of loan and release of margin money (subsidy) can be completed by Participating banks are again requested to adhere to the given time frame. B) National Urban Livelihood Mission (NULM) Target under NULM for the year Annual target for has already been communicated to 33 Municipality in different Districts under Self Employment Programme (SEP), Employment through Skills Training & Placement (EST & P) and Social Mobilization & Institution Development (SM & ID) component of NULM. Against the target of 3000 in respect of SEP-Individual, 1285 no of applications have been sponsored to Banks and 46 cases have been disbursed. Against the target of 699 in respect of SEP-Group, 30 no of applications have been sponsored to Banks and 4 cases have been disbursed. Statement showing information on SEP till December 2014 (Annexure - 32 ) C. Financing under SC/ST Schemes:- 1. During the financial year , the Corporation has fixed target for financing Sch. Caste families through 2100 Self Help Groups, Sch. Tribes through individual and SGHs under Credit Linked Income Generating Schemes through Banks. Sector wise finance to SC/ST Categories by different Banks is enclosed at Annexure Joint Liability Group (JLG):- JLGs have emerged as successful non-collateralized credit instruments for financing livelihood activities of small farmers in general and tenant cultivators in particular. Bank-wise & District-wise target for financing JLGs (Only Farming Activities) during the year received from NABARD has already been communicated to all the Banks and the LDMs with request to achieve the target. Financing of JLGs for non-farm activities will continue, over and above the allocated targets for Joint Farming Groups. LDMS have been advised to monitor the progress in the DCC/DLRC meetings. SLBC has already requested all banks to submit monthly progress report on financing to Joint Farming Group in the format (Annexure - 35 ) given by NABARD. As Govt. of India desires to have detailed segregated data on financing of new JLGs and those received repeat finance, we have requested all banks to furnish JLG data as per format (Annexure- ) given by NABARD. The time line for submission of the information to NABARD was We request participating banks to ensure submission of the information to SLBC immediately. Artisan Credit Card (ACC):- The state of Odisha is having abundant scope for skill development of Rural artisans. Issuance of artisan credit cards should be a priority of Banks & Banks should take steps to finance more under artisan credit card (ACCs) to all eligible persons. During the period of to , the Banks in the state have issued 302 no. of artisan credit cards with amount Rs.2.11 crore. The balance outstanding as on is Rs crore against 8145 accounts. After amalgamation of RRBs, both Odisha Gramya Bank & Utkal Grameen Bank are not participating in CGTMSE guarantee scheme as they are not the Member Lending Institution of Credit Guarantee Trust Fund. Therefore, credit flow to MSME sector is restricted as CGTMSE is not available. Both chairman of RRBs may comment on this issue. Bank wise and District wise CGTMSE coverage approval is enclosed in Annexure 42. AGENDA NO.20 Installation of dedicated phone lines to enable easy access for the public. The Financial Literacy Centres have been set up in all districts of the State with the LDMs acting as the coordinator. As per the decisions taken in the SLCC held on , LDMs are required to have dedicated phone lines to enable easy access for the public for complaints / queries and other information sought. The controlling heads of the sponsoring banks namely SBI, UCO Bank, Bank of India, Andhra Bank & OSCB are requested to ensure installation of dedicated phone lines at Financial literacy Centres under intimation to SLBC and Director, Institutional Finance & Additional Secretary, Finance Department, Govt of Odisha. AGENDA NO.21 Coir Board The Ministry of Micro, Small and Medium Enterprises (MSME), Govt. of India vide letter No.5 (17)/2013-Coir dated 31 st December, 2014 has informed that on review of the progress of the Central Sector Scheme of Rejuvenation, Modernization and Technology Upgradation.(REMOT), it was felt that the name of Scheme do not convey the proper objectives of the scheme to the general public. In view of this, the scheme has been renamed as Coir Udyami Yojana (CUY). The change of name of REMOT Scheme to Coir Udyami Yojana (CUY) may be noted and brought to the notice of all banks branches..for development of coir industries, the financial assistance by the Government of Odisha are given under the following schemes (1) Promotion of Coir Industries : a) Rehabilitation of Coir Artisan (R.C.A.) To set up own production coir unit, 20% of project cost with maximum ceiling of Rs.15,000/- can be provided to an artisan on margin money for availing Bank loan. b) Entrepreneur Development Programme on Coir : 40

131 SUCCES STORY 4 Niranjan Behera: (School uniforms & Readymade Garment Mfg.) KADI MEHNAT, PUCCA IRADA, UCHI SOCH, If the saying has made an individual successful then this has been proved once again by Mr. Niranjan Behera of Soran, a backward village of Chilika Block of Khurda district. Born to a poor family with six brother & sister and his father having a small cloth shop faced lot of difficulties in maintaining The family expenditure from the shop in a village. Mr. Niranjan being the eldest among brother & sister dropped the idea of further studies at intermediate level and wanted to supplement the family income by employing himself in a private company. In the year 1998, he went to Gujarat in search of job with a friend and engaged himself as technical assistant at Gujarat petrochemical and subsequently he joined as supervisor in Delhi Metro Railways. Finally he thought that this low paid job is not his cup of tea and came back to his village with ideas of starting a business which can derive job satisfaction to him. He was hopeful of getting the right opportunities to make a career then a friend informed him of an opportunities in Hindustan Apparel at Hyderabad. There he started the career as labour and ended up wage employment career as floor manager. In the year 2010, he came back from Hyderabad with strong determination of establishing own apparel at his own block. He then sees a business opportunity in his own block as State government was procuring school uniform from neighboring state like Andhra Pradesh & West Bengal for the purpose of free distribution among school children in every block of Odisha state. He then actualized his ideas to start apparel centre in chilika block and contacted Block Development Officer for required guidance. Initially he was harassed by Govt. officials but he did not give up and applied under PMEGP scheme. By looking at the exposure & experience, General Manager, DIC, Bhubaneswar selected him for a loan. Though he was selected by DIC, Bhubaneswar, Bank Manager, Allahabad Bank, Kalupara Ghat was not convinced enough & rejected the proposal. He then vigorously pursued the Bank & looking at his interest, bank agreed to finance Rs Lakhs towards procurement of machines & working capital. Thereafter he never looked back & said each time he presented the feasibility of the proposal before branch manager, he got more confident to realize the dream.
