SLBC meeting held on at The Proceedings of 138 th SLBC meeting held on at Bhubaneswar had been circulated among all the members of SLBC vide our letter No. SLBC/ODI/831/ dated Since no comments have been received from any quarter the same may please be confirmed. Banks have opened 372 branches in the state for the period to , out of which 200 are in rural centers, Banks like SBI, Canara Bank, HDFC & ICICI banks have opened good number of branches. 1. Progress of Implementation of Financial Inclusion Plan in the State. All banks/ LDMs Provision of banking outlets in unbanked villages with population below 2000 As on , banks have covered villages constituting % of the total target. Out of these villages, 431 are covered through B & M branches and rest by branchless modes mainly through BC mode. (Details as per the Annexure- 1). The constraints like telecom connectivity. unstable and low voltage power supply are continuing in rural areas. The issues of BC agents engaged by different banks are yet to be resolved. Progress under Financial Inclusion Programme (2013 to 2016) of Public Sector, Private Sector and RRBs as on March 31, 2015 is enclosed at Annexure 2 3

DRI Loans in favour of Persons with Disability(PWD) All Banks/ Director of Welfare/LD Ms Total amount disbursed under DRI scheme is Rs crore in 4880 accounts during to , out of which Banks have disbursed 2095 applications amounting Rs.4.03 crore under DRI loan to persons with disability. The performance of the participating banks is not encouraging (Annexure 3). SLBC has already clarified vide its letter dated and that Banks should not refuse opening of new accounts under PMJDY and continue to open accounts in normal course and issue RuPay Debit Cards. However, it should be made clear to them that benefit of life cover of Rs.30000/- will not be available in the accounts opened after District wise figure dated is available at Annexure % completion of Household coverage with minimum one account under PMJDY and issuance of saturation certificate by the District Collectors. Except Jajpur, Boudh, Koraput, Angul, Cuttack, Kendrapada, Ganjam and Jharsuguda district, SLBC has not received the saturation certificate from rest 22 districts. Out of 372 branches, Public Sector Banks, Private Sector Banks and RRBs have opened 251, 89 and 32 number of branches respectively. Deposit Growth Deposits of the Banks in the state have increased from Rs Crore as of March 2014 to Rs Crore as of March 2015, registering an increase of Rs Crore. The year on year incremental deposit growth is %. 10

13 Credit Expansion The total outstanding advances decreased from Rs Crore as of March 2015 to Rs Crore as of March 2015, registering a decrease of Rs crore on account of decline in non priority sector because of economic slowdown. Despite modest growth of 10 % in priority sector advance, the overall credit outstanding registered negative growth. CD Ratio The Credit Deposit Ratio of all Banks in the state decreased from % as of March 2014 to % as of March 2015 due to low growth in advance portfolio and nearly 16 % growth of deposit led to lower CD ratio for reason stated above. However the overall CD ratio is above the benchmark. Priority Sector Advances The percentage of priority sector advances is % as of March 2015 against the national norm of 40 %. The incremental growth on year to year basis is %. Agricultural Advances The aggregate of agricultural advances extended by banks in Odisha have increased from Rs Crore as of March 2014 to Rs Crore as of March 2015, thus registering an increase of Rs Crore in absolute terms and 9.46 in percentage terms. The share of agricultural credit in total advances as of March 2015 is % against the national norm of 18 %. Micro, Small & Medium Enterprises (MSME) The advances to MSME during the period under review have witnessed an increase from Rs Crore as at March 2014 to Rs Crore as at March 2014, thus registering an increase of Rs Crore in absolute terms and 5.03 in percentage terms on year to year basis. Education Loan An increase of Rs Crore in balance outstanding as on over under Educational Loan represents a growth of 9.43 %. Housing Loan The housing loan balance outstanding has increased from Rs crore as on to Rs as on registering an increase of Rs crore in absolute terms. The incremental growth on year to year basis is %. Advances to Weaker Sections The advances to Weaker Sections increased from Rs crore as of March 2014 to Rs Crore as at March 2015.The share of weaker section advance to Priority Sector advance is % against the bench mark 25 %. DRI Advance Against the national goal of 1% of the previous year s Gross Bank Credit, only 0.11% of the total credit could be given under the DRI scheme in the state by Commercial Banks as at March

14 AGENDA NO.3 NPA & Overdue position as on The NPA % of the State is 8.26 and overdue % is which is at much higher side and alarming. Rising NPA in Odisha is a matter of great concern The Bank wise and Sector wise NPA position is given in Annexure 8. For PMRY / PMEGP / SJSRY/ SHG / WCC, the NPA & Overdue % is too high, which can only be rated as unsatisfactory. The Banks are unable to recycle the funds owing to non repayment of loans, mounting overdue and rising NPA %. Banks & Govt. Departments have to make joint efforts with specific strategies to improve the recovery performance for better recycling of funds. State Govt. is requested to constitute a recovery mechanism which will help the Banks in turn to encourage credit flow to the different sectors. Sector wise NPA & Overdue % as on Sl. The detailed bank wise and district wise position in respect of Odisha Public Demand Recovery Act and Odisha Agriculture Credit Operation and MISC Provision (Banks Act) is given in Annexure 9. Schemes to be covered under OPDR Act in Odisha. The State Government notify that all the schemes requiring composite loan sponsored by the District Industries Centre (DIC) as well as subsidy and interest subvention linked schemes, implemented in the State by different departments of State Government. 15 AGENDA NO.4 Fresh Issues A) Implementation of 2 nd Phase of Pradhan Mantri Jan Dhan Yojana The Government, through the Budget Speech, 2015 announced three ambitious Social Security Schemes pertaining to the insurance and pension sector, namely, Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Atal Pension Yojana (APY) to move towards creating a Universal social security system targeted especially to the poor and the under privileged. Hon ble Prime Minister launched these schemes nationally in Kolkata on 9 th May,2015. Simultaneously, these schemes were launched in 115 center in the country. In Odisha, the schemes were launched by Hon ble Governor, Odisha in presence of Union Minister for Petroleum and National Gas at Bhubaneswar, by Hon ble Union Tribal Affairs Minister at Sambalpur and by Hon ble Union Tourism Minister & Civil Aviation Minister at Berhampur on 9 th May,2015. The details guidelines and applications forms both in English and Odiya are available with all banks & insurance companies. SLBC has requested the Chief Secretary to advise the District Collectors to provide all possible support & cooperation to maximize collection of applications from the eligible subscribers by engaging The salient features of these schemes are mentioned below. PRADHAN MANTRY JEEVAN JYOTI BIMA YOJNA Life Insurance cover of Rs.2 lacs on yearly premium of Rs.330/ For Saving bank account holder between the age of 18 to 50 years. Initial Cover period of One year (1 June 2015 to 31 May 2016 ). Can be renewed every year up to attaining the age of 55 years. Premium can only be deposited by auto-debit from SB account. Payment of Rs.2 lacs as compensation on death due to any reason, when the Insurance cover is in force. Each individual can avail only one cover under only one SB account. PRADHAN SURAKHYA YOJNA MANTRY BIMA Accident insurance of Rs.2/1 lac on death / loss of limbs / sight,by paying an yearly premium of Rs.12/. For death / loss of two organs ( Leg/ hand /eye ) due to accident, compensation of Rs.2 lacs will be paid. For loss of one limb / eye compensation of Rs.1 lac will be paid. Age for joining the scheme : 18 years to 70 years. Duration of the Insurance 1 year ( from 1 st June to 31 st May ) renewable every year. Premium can only be deposited by auto-debit from SB account. ATAL PENSION YOJNA For SB account holder between the age of18 to 40 will be eligible to join the scheme. Monthly assured minimum pension of Rs.1000 / 2000/ 3000/4000/5000, after attaining 60 years of age. Deposit of specified sum into Pension Fund corpus account through auto debit by Bank. On death of the beneficiary, spouse will get the benefit and his / her death, the deposit in the corpus fund will be refunded. This scheme will be launched from 1 st June

Micro Units Development & Refinance Agency Ltd. (MUDRA) was launched by the Hon ble Prime Minister on April, 8 th, 2015 as a new financial entity, for developing and financing last mile financial intermediaries like Banks, NBFCS, MFIs etc. who are in the business of lending to smaller of the Micro enterprises in manufacturing, trading and service sector. On the same day Pradhan Mantri MUDRA Yojana (PMMY) was launched to fund the unfunded by bringing such enterprises to the format financial system and extending affordable credit to them. 2. The banking sector consisting of Commercial Banks, RRBs and Cooperative Banks can play an important role in extending credit to this sector. It is felt that there is a need to give a special boost to bank finance to this segment on a mission mode, considering the enormous task in reaching to the large number of such units, currently excluded from the formal banking system. 3. This segment mainly consist of non-farm enterprises in manufacturing, trading and services whose credit needs are below Rs lakh. It has been now decided that the loans to be given to this segment for income generation will be known as MUDRA loans under PMMY and branded accordingly. The overdraft amount of Rs.5,000 sanction under PMJDY may also be classified as MUDRA loan under PMMY. 4. It is, therefore, requested that all advances granted on or after 8 th April,2015 falling under this category be classified as MUDRA loan under the PMMY. All such loans can be covered under refinance and / or credit also carry the name Pradhan Mantri MUDRA Yojana. Further, MUDRA will work on creating a common charter applicable to PMMY loans which is to be adopted by all the banks. The charter will apply to all eligible loans, irrespective of the facts whether or not the bank concerned obtains/ receives support from MUDRA for such loans. C). Crop Insurance:- Government of Odisha vide their Resolution No.9371dated 2 nd December,2014 have notified to implement the National Agricultural Insurance Scheme (NAIS) during Rabi crop season in the state for Paddy,Groundnut Mustard & Potato. The above notification has already been circulated by SLBC vide letter dated to all banks. All Banks are requested to ensure 100% coverage of crop loans sanctioned to notified crops in notified areas under crop insurance scheme. Agriculture Insurance Company of India Ltd. Regional Office, Bhubaneswar is requested to provide data relating to coverage of crop loans under Crop Insurance to SLBC to review the progress. 14

26 AGENDA NO.9 Financing to MSME Sector:- Power Point Presentation by RBI of Study Report on The State of MSME Sector in Odisha. - Issues, Challenges and Way Forward. In order to understand the issues and constraint faced by the MSME sector in the state, a decision was taken in the 137 th SLBC Meeting to conduct a comprehensive study on the subject. Accordingly, RBI, Bhubaneswar has conducted the field study which has brought out many issues and challenges at ground level. We request RBI to give the power point presentation. Khadi and Village Industries Sector (KVI) All loans to units in the KVI sector will be eligible for classification under the sub-target of 7 percent /7.5 percent prescribed for Micro Enterprises under priority sector. Micro Enterprises A target of 7.5 % of ANBC or Credit equivalent amount offbalance sheet exposure, whichever is higher has been prescribed for micro enterprises to be achieved in phased manner i.e; 7 % by March 2016 and 7.5 % by March Other Finance to MSMEs (i) Loans to entities involved in assisting the decentralized sector in the supply of inputs to and marketing of outputs of artisans, village and cottage industries. (ii) Loans to co-operatives of producers in the decentralized sector viz. artisans, village and cottage industries. (iii) Loans sanctioned by banks to MFIs for on-lending to MSME sector as per the conditions specified in paragraph IX of this circular. (iv) Credit outstanding under General Credit Cards (including Artisan Credit Card, Laghu Udyami Card, Swarojgar Credit Card, and Weaver s Card etc. in existence and catering to the non-farm entrepreneurial credit needs of individuals). (v) Outstanding deposits with SIDBI on account of priority sector shortfall. (vi). Considering that the MSMED Act, 2006 does not provide for any sub-categorization within the definition of micro enterprises and that the sub-target for lending to micro enterprises has been fixed, the current sub-categorization within the definition of micro enterprises in the existing guidelines is dispensed with. (vii). To ensure that MSMEs do not remain small and medium units merely to remain eligible for priority sector status, the MSME units will continue to enjoy the priority sector lending status up to three years after they grow out of the MSME category concerned. 29 AGENDA NO.10 RSETI Status Report for the year As reported by the State Project Director, RSETIs, against the target of 19800, the training achievement is (118%). Congratulation to all the Directors, RSETIs for their best effort and State Project Co- Ordinator, RSETI, Odisha for his guidance. Malkangiri has achieved 277 % and recognized as best performers in Achievement of Training target during Training of BPL candidates during Training of BPL youth is mandate of RSETI under NRLM. The percentage of BPL youth trained is around 52%. In the state of Odisha % of BPL candidates to be trained should be minimum 70 in each training batch. In percentage of BPL candidates trained against total achievement, the position of Odisha is 9 th in the country. There is lots of scope for improvement in this area in our state. Nayagarh has trained highest % (84) of BPL candidates. 3. % of settlement against total number trained financial year, registered 64 % settlement against total number trained against national achievement of 72%. Andhra Bank sponsored RSETIs has outperformed in percentage of settlements followed by RUDSETI, Central Bank of India and UCO Bank. The settlement with Bank finance is just 23% which s a matter of concern. The National figure is 44%. Andhra Bank RSETIs (Ganjam & Gajapati) have the highest settlement with Bank Finance which is 66% followed by RUDSETI and UCO Bank sponsored RSETIs. SBI, CBI, & Bank of India sponsored RSETIs have less than15 % settlement with Bank Finance which affects the spirit of the programme. RSETI & Districts shall focus to improve settlement with Bank Finance. 4. Status of Entrepreneurship Awareness Programme (EAP) in state during FY, Each RSETI has a target to conduct at least 5 EAPs/month. The EAP serves two objectives, firstly to orient and mobilize rural BPL youth for the training and secondly to spread the message of RSETI movement to nook and corners of Rural Odisha. The % of achievement and EAPs is 83%. Bank of India and Andhra Bank sponsored RSETIs have organized highest number of EAPs followed by RUDSETI. Central Bank of India, SBI & UCO have not achieved the EAP target. 5. Status of Residential Training Facility:- Except UCO Bank all other sponsoring banks have 100% residential training facility with RSETIs. UCO Bank should ensure that the RSETIs have residential facility at the earliest. 6. Issue of permissive possession to RSETI. Issue of permissive possession is pending in Cuttack, Deogarh, Dhenkanal,Gajapati, Ganjam, Sundargarh and Puri district. OLM should ensure that permissive possession is given at the earliest. 7. Building construction status:- In 2 Bank of India sponsored RSETIs the construction is in progress. Out of 15 SBI sponsored RSETIs, only in 4 RSETIs the construction has been started and is completed in 1 27

30 RSETI. Out of 4 UCO Bank RSETIs where permissive letter has been given, 3 RSETIs construction has started. The Banks may ensure that the building construction is started and completed at the earliest. As per MoRD direction (the copy of the letter dated 6 th April, 2015 enclosed Annexure - 24). a) No infrastructure grant will be released to the sponsoring bank, if the construction work is not initiated before The ongoing construction of RSETIs should be the priority for the banks and construction work must be completed latest by , failing which i) the banks forfeit the eligibility to receive balance funds, if any, and ii) the unspent funds, if any, as on the said date would have to be refunded to the National Institute of Rural Development (NIRD). b) In respect of the RSETIs which is yet to start the construction, the issues there on must be sorted out as to commence the actual physical construction work on or before , failing which the banks are liable to refund the funds released to the said RSETI, if any, to NIRD, with the prior approval of MoRD, shall utilize the same towards any other RSETI of the same bank or any other bank as the case may be. 8. Bank wise status of Faculty and office assistants in position of RSETI. Each RSETI should have 2 faculties and 2 office assistants as per MoRD guideline. However, the percentage of faculties in SBI sponsored RSETIs 56 % and UC Bank is 79%. Bank of India is 100%, Andhra Bank is 50%, Central Bank of India is 50 %, RUDSETI is 100%. The sponsoring Banks should ensure that the RESTIs are fully staffed. 9. Bank wise & District wise target for FY Target Physical : Financial-- Rs lakh RSETI wise monthly progress report up to March 2015 is at Annexure- 24 AGENDA NO.11 Finance to Weaver Sector: As reported by the Director, Handloom & Textile, Odisha 1. Submission of Utilisation Certificate along with bank/branch-wise list of beneficiaries: State Share of Rs Crore utilized by NABARD R.O. Office, Bhubaneswar towards recapitalization assistance of 430 nos. of PWCS & 01 Apex and Waiver of Overdue loan of 10,842 nos. of Individual Weavers/SHG/JLG. Several correspondences have been made with NABARD to submit the U.C. towards State share. However, U.C. is yet to be received. As reported by NABARD, overdue loan of 10,842 nos. of Individual weavers have been waived out by different banks under RRR Package. But, the bank/branch wise list of beneficiaries is yet to be received. The matter has been discussed several times in SLBC Sub- Committee meetings for Handlooms/State Implementation & Monitoring Committee (SIMRC) meetings/special meetings taken by the Hon ble Finance Minister, Odisha/Chief 28

31 Secretary, Odisha/Commissioner-cum-Secretary to Govt. of Odisha, H.T.& H. Department/Director of Textiles & Handlooms, Odisha. The scheme has been closed since Release of Interest Subvention/Margin Money Assistance: As per the decision of the SLBC & SIMRC, while releasing the Interest Subvention claim to the banks towards Govt. of India share (up to 7% against loan sanctioned), NABARD is to forward one copy of the same to the SLBC, UCO Bank, BBSR as well as to the Director of Textiles, Odisha in order to release the State Share of 2.5%. However, the said information is not received from NABARD. NABARD has been requested to furnish the information on actual rate of interest charged by the individual banks so as to release the actual Interest 2.5% towards State share to the banks. But, the same is yet to be received. Although 17,346 nos. of Weaver s Credit Cards have been issued by the banks with sanction of loan to the tune of Rs crore out of which Rs Crore disbursed, only 7,522 weavers are benefited under Interest Subvention as reported by NABARD. Still 9,824 nos. of weavers are to be covered under Interest Subvention. Similarly, NABARD has released Margin Money Assistance to the tune of Rs.2.67 Crore to different banks in favour of 8,093 nos. of weavers. Still 9,253 nos. of weavers are to be covered under Margin Money Component. 3. Issuance of Weaver s Credit Card (WCC) by the Banks: As against the target of 20,000 nos. of Weaver s Credit Card to be issued by the banks in Odisha for the year , the achievements is only 2281 with sanction of loan amounting to Rs crore. Details available at Annexure 25 In many cases, Regional Heads of the controlling banks are not issuing suitable instructions to their branches on issuance of Weaver s Credit Card for sanction of fresh loan. 75% Overdue loan interest & 100% Penal Interest of the Individual Weavers / PWCS benefited under the package are yet to be adjusted by most of the banks for which the progress on issuance of WCC to the individual weavers & No Dues Certificates in favour of the PWCS is slow. 4. Sanction of Fresh loan to the PWCS recapitalised under RRR Package: Recapitalisation Assistance to the tune of Rs Crore placed with 17 DCCBs through OSCB by NABARD Regional Office, Bhubaneswar, in favour of 430 nos. of PWCS & 1 Apex WCS i.e., Boyanika. As a pre condition, 75% Overdue loan interest & 100% Penal Interest of the PWCS recapitalised under the package are to be adjusted by the DCCBs. But, till date, most of the banks have not adjusted the C.C. loan account of the PWCS for which No Dues Certificates are yet to be issued in favour of the PWCS for sanction of fresh loan. 5. Credit Guarantee Trust for Micro & Small Enterprise (CGTMSE): Most of the banks are charging guarantee fees from the weavers while sanctioning fresh loan although the credit guarantee fees are to be reimbursed to the CGTMSE by the Govt. of India as per guideline. 29

32 6. Appointment of Bunkar Facilitator: Though, there is a provision to appoint Bunkar Facilitator, Grievance Redressal Officer by the concerned banks for smooth implementation of the Weaver s Credit Card scheme, but none of the banks have taken any step on this score. Issues related to Comprehensive Package of GoI for Handlooms raised by NABARD. The banks are preferring claims for Margin Money assistance and Interest Subvention under the Comprehensive Package for Handlooms of GoI. Deficiencies observed during scrutiny of some claim applications are as under: i. Claims are not submitted in the prescribed formats. ii. The claimed amount is not certified by statutory auditor / chartered accountant. iii. Photo copies of claim applications instead of the original applications are submitted to NABARD. Controlling Heads of the participating banks are requested to take a careful note of the above lapses while claiming the margin money and interest subvention to NABARD. AGENDA NO.12 Financing Under Self Help Groups (SHGs) Achievement for the year is as follows SHG-Bank linkage Target for FY Achievement as on 31 th March 2015 Physical Financial Physical Financial Detailed report is available at Annexure Target for the year : The WSHG-Bank linkage target to provide credit linkage to 60,346 numbers of WSHGs amounting to Rs Cr has been worked out by OLM. The copy of the district-wise and Bank-wise target is attached at Annexure-27. The same has already been communicated to all the participating banks and Lead District Managers. The target and achievement includes the following category of SHGs. (a) All WSHGs promoted by any promoting agency like Mission Shakti, Anchor NGOs in LWE districts and Banks. (b) Any WSHG promoted by any other livelihood promoting agency like OTELP, IWMP, OCTMP, OFSDP, ICZMP etc. (c) WSHGs promoted by OLM in intensive, non-intensive and Resource blocks. (d) The target includes both fresh and repeat linkage under direct and indirect mode of Bank Linkage. 30

33 Strategy for SHG-Bank Linkage, NPA Management and Recovery for year adopted by OLM. 2.Holding District Level NRLM Committee Meeting: The District level NRLM committee meeting shall be held once in every month preferably by 15 th of every month unless otherwise Collector has some other priorities in order to stabilise the system and prioritising NRLM activities in the districts. The issues relating to pending cases of SHG-Bank Linkage, NPA reduction, RSETI and any other issues may be discussed in the meeting. 3. Holding Block Level NRLM committee meeting As per the Govt of Odisha notification no 22835, dated the Block Level NRLM committee meeting shall be held every month. It is suggested that the meeting may be held on 10 th of every month. In the meeting, it is desirable to identify the potential eligible SHG branch-wise for SHG-Bank linkage during the month and the list of such SHG is handed over to the Branch Manager. Issues relating to pending cases out of the SHG list for financing in the previous month should also be discussed. Sponsoring of applications for RSETI, settlement ratio, NPA reduction plan for the month etc shall be part of the agenda. (a) Date of Samanwaya Mela: Date for the Samanway mela at the branch to be finalized in the meeting. The Branch Manager shall hand over the list of SHG NPA accounts to the BDO. The Block OLM team shall also down load the branch-wise Portfolio at Risk (PAR) from the Bank Linkage portal of NRLM and identify SHG accounts for recovery of overdue. The proceedings of the meeting should be shared to all members of the committee. Organizing Samanwaya mela: It is proposed to organize interface meet (Samawaya Mela) once in each quarter for a branch or group of branches. The Samanwaya Mela platform is to be utilized for solving the issues relating to pending case of SHGs for credit linkage Recovery of overdue from SHGs. SHGs may also be asked to utilize this platform to open savings bank a/cs. It shall be ensured that for a branch or group of branches at least four Samanwaya mela are to be organized in a year. (b) Formation of Bank Linkage Recovery Committee at Branch level: It is proposed to form Bank Linkage and Recovery Committee (BLRC) at each branch level in intensive blocks and resource blocks initially. The BLRC is a Community Based Recovery Mechanism (CBRM) as required by RBI circular on NRLM. The concept of BLRC has been circulated by SLBC to all the Banks. The copy of the said letter is attached at annexure IV. The gist of BLRC is that (i) It shall be constituted in intensive and Resource block Bank branches initially. (ii) The Branch Manager of the concerned Branch shall be the Convenor and Chairman of BLRC. (iii) The community members of GPLF like MBK and Bank Mitras shall be members of BLRC. (iv) The BLRC shall be held once in a month, preferably after the Block Level NRLM committee meeting. (v) The SHG Bank linkage, NPA reduction issues in the service area GPLFs of the branch shall be discussed in the BLRC. 31

34 The Block Project Manager of the Block Project Management Unit (BPMU) and District Project Manager shall liaise and facilitate the Branch Manager for formation of the BLRC and conducting the same at monthly basis. It is suggested that the Nodal Person identified by the block for the Branch shall attend the meeting. 4. Identification of Nodal Person: For smooth conducting of Samanwaya Mela, Recovery camps and other financial inclusion activities by liasoning with Bank, it is required that one Nodal Person from the block shall be identified by the BDO. The concerned nodal person shall collect SHG and Bank linkage related information from the branch and arrange for the logistic support for conducting Samanwaya Mela at the Branch. The nodal person should also attend the BLRC regularly as a special invitee. 5. Exposure visit of Bankers and Project staff: In order to familiarize with best practices in other states, it is also proposed to depute project staff to BIRD, Lucknow for training and Bankers /Project staff to SERP (Telangana) for exposure visit. SMMU, OLM shall arrange for the training and exposure visit. At the district level, the Bank Managers who are performing well may be identified and their names may be nominated to SMMU, OLM so that their Controlling Heads shall be intimated to depute them for exposure visit. The BDOs, ABDOs, FICs and APD Livelihoods cum PE (FI), APD Skill Development cum PE(CB)training, BPMs, DPMs and Young Professionals(YP)s who play a vital role in facilitating SHG-Bank linkage programme shall also be trained at BIRD. 6.Training to WSHGs: During the current financial year it is proposed to train office bearers of all identified WSHGs on SHG Bank linkage. The training should be completed for the target group before bank linkage and utilisation certificate to be sent to SMMU, OLM for release of further funds. 7.Organisation of District Level workshop for Bankers: In order to sensitise and orient the bankers on NRLM guidelines, Administration of interest subvention and strategy adopted for quality lending to WSHG groups for a better livelihoods, it is desired that two bankers workshop shall be organised at the district level where all senior bankers like District Coordinators of Banks, Regional/Zonal Managers,AGM,NABARD,LDM etc shall attend the workshop. 8.Positioning of Bank Mitra Bank Mitras positioned in TRIPTI blocks have been accepted by community and bank branches to be successful facilitator for hassle free banking transactions by SHG members and facilitating credit linkage and recovery of SHG dues. During the current financial year it is planned to position around 500 Bank Mitra one at each bank branch in 50 intensive blocks. The Bank Mitra shall be trained for 5 days at RSETI before placement. 32

35 Interest Subvention scheme under NRLM Status of Implementation of Interest Subvention in Odisha: 1. Banks who have submitted claims for 3% under NRLM Interest Subvention for prompt repayment in category-1 districts to Canara Bank (Nodal Bank for Govt. of India ) should submit claims under Govt. of Odisha Scheme of Interest Subvention at the rate of 2 % to UCO Bank, Govt. Secretariat branch (Nodal Bank) for the year at the earliest. Banks are also requested to share the list of beneficiaries for whom the subvention amount is received. Banks shall claim interest subvention for the year in the same format devised for the year under State Interest Subvention Scheme to the Nodal Bank. 2. For category II districts, instruction has been issued to Nodal Bank (UCO Bank), Secretariat Branch) to release the amount to NRLM compliant and prompt payee WSHGS accounts. Banks should regularly upload transaction details in NRLM web site to facilitate interest subvention in category II districts. AGENDA NO 13 Finance to Handicrafts Sector 1. Modernization & Technical Up- gradation of Handicraft Industries. Scheme In order to enhance the productivity of the handicraft items, under the scheme Modernization & Technological Up-gradation of Handicraft Industries (M.T.U.H.I) an amount of Rs lakh has been infused by banks to 54 units with an involvement of Rs lakh as subsidy. The bank wise details are placed at Annexure During , there is a budget provision of Rs lakh under the scheme to provide subsidy to 40 units. Banks are requested to take credit decision early on receipt of applications from DICs / RICs. 2. Rehabilitation of Handicraft Artisans. Margin money assistance is provided to individual 20% of the project cost with maximum ceiling of Rs.10,000/- per artisan to avail Bank loan for setting up own handicraft production unit. During , an amount of Rs lakh has been released as Margin Money to 526 units against a bank loan of Rs lakh. The district wise position is at Annexure - During , there is a budget provision of Rs lakh under the scheme to provide Margin Money assistance to 500 units. All the schemes in respect of Handcraft sector may be covered under CGTMSE scheme. Accordingly all the banks are requested for covering the same and to achieve the target. 33

During the period of to , the Banks in the state have issued 350 no. of artisan credit cards with amount Rs.4.87 crore. The balance outstanding as on is Rs crore against 7840 accounts. 41 AGENDA NO.19 Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) Scheme Progress made by banks for the last five years. SIDBI, Bhubaneswar has given the following information on CGTMSE Coverage in our state (Year wise). At the end of the year Proposals covered during the year No. of Accounts Amount in Rs. Crore Odisha ranks 8 th among all the States in India in respect of MSME coverage under the guarantee scheme of CGTMSE. Bank-wise analysis reveals that SBI has sanctioned highest quantum of loans followed by Bank of India for the period to District-wise analysis reveals that Khordha has highest coverage followed by Cuttack. Bank wise and District wise CGTMSE coverage approval is enclosed in Annexure 41. A meeting on CGTMSE was held on under the chairmanship of the Chief Secretary, Odisha in presence of Deputy C.E.O, CGTMSE, Mumbai. The following important decisions were taken in the meeting. 1. Settlement of claims under CGTMSE in case of default in repayment may be made within one year. A mechanism may be placed in position to monitor the N.P.A. cases covered under CGTMSE in order to explore possibility of their revival. 2. CGTMSE coverage can be extended for additional loan for revival of sick units. 3. Scope of coverage needs to be expanded. Specific groups have limited access to credit may be supported. Coverage of loan given to JLGs/SHGs, Technical graduates for start up units, any other special category may be examined by MSME Department. Loan extended for commercializing new ideas/ innovation can be considered.
