2 The Bihar Integrated Social Protection Strengthening (BISPS) project has completed two years of implementation in December The project is assessed to be behind schedule in the achievement of its development objectives. While Year 2 targets for all the five indicators have partially been achieved, target for only three of 12 intermediate indicators have been fully / partially achieved, whereas targets for eight indicators have not been achieved. Administrative data for MGNREGS indicates that 1,481,985 households were provided employment during the financial year , while data from IAY indicates 234,984 beneficiaries availed benefits of the scheme in the same time-period. Also, SC/STs constituted about 26% of overall beneficiaries of MGNREGS in the time period. While implementation progress has picked up in the last couple of months for the State Society for Ultra Poor and Social Welfare, there continue to be delays in implementation, particularly in award of contracts for capital investments and human resources. At the BRDS, implementation has majorly suffered in absence of core PIU staff at the state levels, which has resulted in BRDS hardly making any progress on long pending procurement packages or appointment of core project team at the state level. The Bank Team is concerned about this and in consultation with the Implementing Agencies have developed detailed action plans to overcome project delays, fast track implementation and ensure that the project remains on track to achieving its Development Objectives.
