The disbursement ratio for IDA credit is 58.33%, an increase of about 10 points since the last review. Over implementation progress was downgraded from MS to MU as a result of Component A downgrading from MS to MU because of significant delays on 'Rural roads rehabilitation/construction' (sub-component A.3) and the quality of some roads built fall below standards, in addition to component C recurrent rating as MU and overall safeguards rating still MU. 2 Recovery and gradual consolidation of the seed multiplication chain (maize, sorghum and cassava) to meet the planned demand for agribusiness (AB) as from 2019 and the following years Financing of 57 business plans prepared by cooperatives (matching grant) Improving access to rural financing (4.576 M USD of credit granted by IFPs to participating cooperatives) Ongoing rehabilitation of more than 190 kms of rural roads Main recommendations of the mission The Government and the mission team jointly prepared strategic recommendations which were then translated into a detailed action plan (i) on rural road rehabilitation activities, to correct the deficiencies identified and to catch up with the delays accumulated, (ii) on seed related activities, to contribute to the sustainability of seed production chains and ensure continued access by cooperatives and producers to quality seed markets, (iii) on safeguards, to bring rural road rehabilitation works into line with national regulatory framework and social safeguard. Detailed information about trust funded activities ( Japan Policy and Human Development PHRD Technical assistance) Grant implementation is progressing towards achieving its development objectives and the values of the indicators reached as of September 30, 2018 exceed those targeted by the Project 24 water points have been built and 6 other water points are under construction. 25,000 people have access to clean drinking water; and this is expected to increase to 30,000 households by the end of the project. 2,192 households produce at least two new types of food (fruits, vegetables, animal products, etc.) (Initial target: 1.800) 1,805 households use improved techniques of food processing and cooking preparation (Initial target: 900) 5719 women benefit directly from nutrition subprojects (119 sub-projects), particularly through equipment to reduce the arduousness of women's work (initial target: 2250) During PHRD management team and Bank field mission, women beneficiaries also expressed how the PHRD project has had transformative impact on their lives, including: (i) Decrease in waterborne diseases (diarrhea, dysentery) due to access to clean drinking water; (ii) Agricultural diversification and small-scale agricultural processing from the equipment received has diversified their incomes, (iii) Children now have better balanced food ratios, thus reducing malnutrition and related diseases such as kwashiorkor and stunting and (iv) Beneficiary women s groups are joining forces to increase their savings and undertake joint or individual investments to increase their agricultural production.
