7 SLBC, ODISHA 154 th MEETING ON AGENDA NOTES A Steering Committee of the SLBC, Odisha was constituted for the first time in terms of RBI, Circular no. FIDD.CO.LBS.BC.No.19/ / dated As per the decision taken in the Third Steering Committee held on , the AGENDA for the 154 th Meeting of SLBC was prepared. AGENDA NO. 1 Confirmation of Proceedings of 153 rd SLBC Meeting held on at Bhubaneswar. The Proceedings of the 153 rd SLBC Meeting held on was circulated among all the members of SLBC vide our letter No. SLBC/ODI/545 / dated , since no comments have been received from any quarter, the same may please be confirmed. AGENDA NO. 2 Action Taken Report on major decisions taken in 153 rd SLBC Meeting held on FOLLOW-UP ACTION ON PENDING ISSUES: Sr. Issues 1 Release of Subsidy of Pisciculture loan of 184 Cases amounting to Rs Lakhs for the year &73 Cases amounting to Rs Lakhs for financed by Canara Bank, Konark & Gopalpur Branch Action taken Department of Fisheries has not yet released the Subsidy amount. However the release of the same may be expedited. 3

8 2 Release of Govt fund under Short Term Crop Loan and Long Term Dairy Loan towards Interest subventions to banks 3 Pending issues of RSETIs & Charging of domestic Tariff for electricity connection instead of commercial tariff. Registrar of Cooperative Societies, Govt of Odisha has released Rs 15 Crore towards Short term crop loan Interest Subvention. Rs. 45 Crore is also released by the Cooperation Department, Government of Odisha. Action completed 1. Issuance of permissive possession letter is pending in Puri District. 2. Land is yet to be allotted to Cuttack District. 3. Land is allotted to Angul District but Lease Deed to be executed and physical possession to be handed over. 4. Waiver of various charges like ground rent, cess, stamp duty, registration fees etc. 5. The Energy Deptt., Govt. of Odisha to issue instruction for charging of domestic tariff to RSETI instead of commercial Tariff. 6. Building Construction not yet started for Ganjam, Gajapati and Deogarh Districts. AGENDA NO.3 Recent Policy Changes/ schemes introduced by RBI, NABARD & Govt. of Odisha Govt. of India, (a) Govt. of India Scheme: (i) PM Kisan Samman Nidhi: PM KISAN is a Central Sector scheme with 100% funding from Government of India. It has become operational from Under the scheme an income support of Rs.6000/- per year in three equal installments will be provided to small and marginal farmer families having combined land holding/ownership of upto 2 hectares. Definition of family for the scheme is husband, wife and minor children. State Government and UT Administration will identify the farmer families which are eligible for support as per scheme guidelines. The fund will be directly transferred to the bank accounts of the beneficiaries. The first installment for the period to is to be provided in this financial year itself. There are various Exclusion Categories for the scheme which is given in Annexure 1. 4

9 (ii) MSME Support & Outreach Programme : A special support and outreach campaign by SIDBI for MSMEs is implanted for 100 days from in clusters in 100 select districts of the country. Specific product lines have been identified in each district where clusters have emerged over time. In Odisha 4 districts viz. Puri for handicrafts, Cuttack for Gems and Jewellery, Jagatsinghpur for Food Processing and Bargarh for Handloom have been identified for said campaign. LDMs of the above districts with coordination of Banks, Associate MSME associations and Local Authorities are required to organize the special support and outreach programme on camp mode on every Friday. In the Sub- Committee Meeting of SLBC on MSME & Skill Development held on a detailed review was made by the house on MSME Support & Outreach Programme. The average achievement in these 4 districts of Odisha is % of the target and the achievements of all the four districts are given in Annexure-2. (iii) Interest Subvention Scheme for MSMEs: Government of India, on November 2, 2018, has announced Interest Subvention Scheme for MSMEs Small Industries Development Bank of India (SIDBI) is the single national level nodal implementation agency for the scheme. Ministry of MSME (MoMSME) has decided that Interest Subvention Scheme for Incremental credit to MSMEs 2018 will be implemented over and The salient features and operational guidelines for implementation of the captioned scheme, released by the Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, is enclosed in Annexure-3. (b) RBI Policy Changes: I. RBI Guidelines on KCC Scheme- Working Capital for Animal Husbandry and Fisheries: The KCC facility will meet the short term credit requirements of rearing of animals, birds, fish, shrimp, other aquatic organisms, capture of fish. II. RBI Guidelines on Collateral free Agricultural loans: RBI, FIDD, Central Office vide letter no. RBI/ /118 dated has decided to raise the limit for collateral free agricultural loans from the existing level of Rs.1 lakh to Rs.1.60 lakh. Accordingly, banks to waive margin requirements for agricultural loans upto Rs.1.60 lakh. 5

RBI Guidelines on restructuring of advances to MSMEs: Considering the importance of MSMEs in the Indian economy for contributing significantly to the country s GDP, exports, industrial output, employment generation etc, it is considered necessary at this juncture to take certain measures for creating an enabling environment for the sector.rbi has decided to permit a one-time restructuring of existing loans to MSMEs that are in default but standard as on January 1, 2019, without an asset classification downgrade. The detail of Circulars is given in Annexure - 4. (c) Govt. of Odisha Scheme: Krushak Assistance for Livelihood and Income Augmentation (KALIA): Financing agriculture and insuring the cultivators is essential to eradicate poverty and to boost shared prosperity of the state. Through the implementation of Krushak Assistance for Livelihood and Income Augmentation - KALIA Scheme, the State Government aims to lend farmers with an all inclusive and flexible support system, ensuring accelerated agricultural prosperity. At the heart of a progressive scheme like KALIA lies the motivation to empower the farmers of the state with finance options that will enable the growth and development of agriculture in Odisha. Enhancement of the accessibility to suitable financial services will further ensure agricultural productivity and increase income among farmers, particularly the small and marginal land holders.amounting to over 10,000 crore the scheme has been tailored to relieve the debt ridden farmers from the debt trap, keeping a pragmatic vision to directly attack poverty by providing financial assistance to the vulnerable agriculture households, landless labourers as well as marginal cultivators of the state. Proposed by the Government of Odisha, KALIA scheme brings under its umbrella 92% of cultivators of the state and almost all needy landless cultivators, who can avail the benefits of this scheme through Direct Benefit Transfer Mode. AGENDA NO.4 Annual Credit Plan / Priority Sector Lending / Sectoral Financing (a) Target vs. Achievement of Annual Credit Plan (ACP) under Priority Sector Achievement under Annual Credit Plan (District wise & Bank wise) as on (LBS-MIS-II) is available at Annexure 5A. 12 Kissan Credit Card (KCC) The Bank wise achievement made under KCC as on is available at Annexure 7. It is observed that Banks have disbursed Rs crore in KCC accounts during to , out of which fresh KCC have been issued disbursing Rs Crore. Total outstanding balance as on is Rs crore in KCC accounts. Principal Secretary, Agriculture & Farmers Empowerment Department, Govt. of Odisha has expressed his displeasure in regards to achievement vis-à-vis target in Agriculture Credit by different Banks as on in Odisha State and has also directed all the Directorates & Corporations under their department to withdraw the deposits from Banks by March 2019 if they fail to achieve the said target. The above matter was also discussed in SLBC Sub-Committee on Agriculture Credit on The Controlling Heads of Banks are requested to give their comments on the aforesaid matter. 8

AGENDA NO.5 Doubling of Farmers Income by 2022-Strategy for Odisha The Hon ble Finance Minister in his budget speech envisaged provision of income security to the farmers going beyond the concept of food security and assured that Union Government will reorient its interventions in the farm and non-farm sectors to double the income of the farmers by The details are given in Annexure 12. 14 Farmers Producers Organisation To strengthen the movement of formation and nurturing of Farmers Producer Organisations in the State of Odisha, NABARD has signed an MOU with Department of Agriculture and Farmers Empowerment, Govt., of Odisha on 13 November 2018 for promotion, nurturing and building the capacity of FPOs broadly in terms of governance, finance, market linkage including procurement, packaging and networking etc., and also to provide handholding support to existing FPOs in the State. The details are given in Annexure 13. Department of Agriculture and Farmers Empowerment, Govt., of Odisha has also drafted a comprehensive policy on promotion and nurturing of FPOs in the State to create a conducive environment for FPOs by integrating and promoting the activities involved in the field of Agriculture and allied sector, Food Processing, Agri- Business, Warehousing and Logistics Sectors through focused attention, global technologies and necessary infrastructure facilities. 16 Sambalpur district registered lowest CD ratio of 22.40% only on account of MCL deposit of Rs Crore. If this amount is excluded, the CD Ratio will be 48.37% It is observed that 6 districts namely Bargarh, Boudh, Dhenkanal, Jajpur, Jharsuguda, and Sonepur have achieved CD ratio of more than 60% & 09 Districts have registered CD ratio below 40%, namely, Sambalpur, Deogarh, Gajapati, Ganjam, Jagatsinghpur, Kendrapara, Malkangiri, Mayurbhanj& Puri. On , RBI conducted a review meeting of these nine districts with CD ratio below 40%. Three districts viz. Ganjam, Jagatsingpur and Malakngiri, having potential to improve their CD ratio above 40% by March 31, 2019 has been identified and all the banks having large chunk of deposits in these districts have been given target to improve their own CD ratio by 3 to 5 % to achieve the overall district level target. The Sub-Committee of DCCs for improving CD ratio should meet regularly in all such districts and the LDMs of those Districts and the Banks operating in the Districts should take needful action for improvement in CD ratio in the coming quarters. Area wise CD Ratio is at Annexure 15. AGENDA NO. 7 Financial Inclusion and Banking Infrastructure (a) Meeting of SLBC Sub-Committee on Banking Expansion: A meeting of SLBC Sub-committee on banking expansion was held on February 05, 2019 and the progress of financial inclusion in the state was reviewed. It was decided that banks will open Banking Outlets to complete the target set by Govt. of Odisha for providing the same within 5 k.m. radius of a GP and by Reserve Bank of India for all the villages by March 31, (b) Deployment of BC in the identified uncovered 2268 Villages & Opening of Brick & Mortar Branches in Aspirational Districts. DFS had advised vide their letter no. F.No.21 (23)/2014-FI dated to deploy BCs in the 2268 uncovered villages and inactive locations by extended to Accordingly 2268 nos. of villages are distributed among 23 nos. of Banks for deployment of BCs. 12

It has been decided in the meeting of SLBC Sub Committee on Rural Credit held on 24 th January 2019 that - Rate of Interest -All Banks need to charge 7% rate of interest for loans upto Rs 3 Lakhs to women SHGs in category 1 districts. Average Loan Size The minimum loan size in first linkage should not be less than Rs. 1.5 lakhs, so as to meet the increased credit needs of members of WSHGs. 22 (f) PMAY-Housing for all-credit Linked Subsidy Scheme (CLSS) Ministry of Housing and Urban Affairs has in June 2015 introduced CLSS under PMAU(U) in order to expand institutional credit flow to the housing needs of urban poor in implementing credit linked subsidy component as a demand side intervention. National Housing Bank (NHB) has been identified as one of the Central Nodal Agencies (CNAs) to channelize this subsidy to the lending institutions and for monitoring the progress of this component. Regional Resident Representative of NHB may apprise the House on the CLSS Scheme. (g) Stand Up India Scheme As per guidelines of Stand up India, each branch of a scheduled bank is expected to extend loans to at least one SC/ST and minimum one woman entrepreneur under his scheme. For the FY (upto Dec 18), 230 loan applications have been disbursed as per report generated from Stand up Mitra portal provided by SIDBI, Bhubaneswar. (i) National Urban Livelihood Mission (NULM) As reported by SUDA, loan application under SEP-I for FY (upto ) is disbursed in 756 accounts against a target of 4000 accounts, under SEP-G loan accounts is disbursed against a target of 277 accounts and under SHG-Bank Linkage 1264 loan accounts is disbursed against a target of 3000 accounts.detailed Report is available at Annexure-28. (j) Joint Liability Group (JLG) Total amount disbursed for the period to is Rs Crore in accounts and balance outstanding as on is Rs Crore in accounts. Bank wise achievement as on is given in Annexure 29 (k) Artisan Credit Card (ACC) During the period of to , the Banks in the State have issued 55 no. of Artisan Credit Cards involving total amount of Rs.0.09 Crore. The balance outstanding as on is Rs Crore against 6544 accounts. The Bank wise achievement is furnished in Annexure 30. (l) Swarozgar Credit Card (SCC) 1048 SCCs have been issued for the period from to amounting to Rs.8.90 Crore. The balance outstanding as on is Rs Crore against accounts. No SCC has been issued by Private Sector Banks and a few Public Sector Banks. The performance of other Banks is not at all impressive and needs lot of improvement. (m)coir Udyami Yojana(CUY) during : As part of rationalization of the ongoing Plan Programmes under the Ministry of MSME, Coir Udyami Yojana being implemented by Coir Board in Coir Sector has been integrated with the Prime Minister s Employment Generation Programme 19

24 (PMEGP) w.e.f However a total number of 123 CUY applications received through online CUY portal prior to the implementation of PMEGP were pending with the Banks and out of which the bank has released first instalment of loan to 7 units and the Board has released subsidy to these 7 units during the year The Bank-wise details of subsidy released under the Scheme during are given in Annexure 32 and Bank-wise details of subsidy released under CUY during , , and are enclosed as Annexure- 32a. (n) MUDRA Weavers Scheme Progress on sanction of fresh loan to Weavers / Entrepreneurs under MUDRA Weavers Scheme As against 7579 nos. of loan applications sponsored / collected by the Banks, 2431 nos. of Weavers / Entrepreneurs have been sanctioned loan to the tune of lakh. The Controlling Heads of some Banks have not submitted up to date information in this regard despite several persuasions made by Directorate of Textiles, Govt. of Odisha. (c) Applications for attachment of property under Section 14 of the SARFAESI Act pending with District Magistrates Banks require adequate support from District Magistrate for quick enforcement of SARFAESI Act. The applications are remaining pending with District Magistrates in different districts for a long time for permission and assistance for taking physical possession of charged assets under the Act. It is reported that 1372 numbers of applications involving Rs Crore of different banks for attachment of property under section 14 of SARFAESI Act are pending with District Magistrates. All Lead District Managers are requested to incorporate the Agenda on pending SARFAESI applications with district magistrate, if not done, and critically review the position of pending cases in every DCC meetings and pursue the matter with the District Authorities for immediate disposal of the same as the number of pending SARFAESI applications is gradually increasing. 28 (d) National SC/ST Hub The National SC/ST Hub is set up to provide professional support to Scheduled Caste and Scheduled Tribe Entrepreneurs to fulfill the obligations under the Central Government Public Procurement Policy for Micro and Small Enterprises Order 2012, adopt applicable business practices and leverage the Stand Up India initiatives. The objective of the announcement is to promote enterprise culture amongst the SC/ST population. The scheme is implemented by the Ministry of MSME through National Small Industries Corporation (NSIC), a public sector undertaking under the administrstive control of this Ministry. The sceme is proposed to be applicable from the date of sanction till (e)green Climate Fund(GCF) Project- NABARD, the National Implementing Authority: As a part of green initiatives, a GCF funding of about Rs.226 crore has been sanctioned for Odisha, the first state in the country to receive the grant. This project envisages recharging of ground water and solar micro irrigation in 15 vulnerable districts of Odisha, thereby benefitting 15 lakh households. Under Green Climate Fund, one project submitted by Water Resource Department, Govt., of Odisha titled Ground water recharge and solar micro-irrigation to ensure food security and enhance resilience in vulnerable 15 districts of Odisha (Nuapada, Kandhmal, Kalahandi, Korapur, Rayagada, Gajapati, Malkangiri, Boudh, Sambalpur, Bargarh, Bolangir, Sonepur, Nabarangpur, Mayurbhanj and Keonjhar) was sanctioned by GCF on 06 April 2017 with a grant assistance of million dollars from GCF. The major activities under the project are as under: 1. Ground water recharge system through concrete adaptation. 2. Renovation of community tank 3. Integration of solar pump for irrigation 4. Crop diversification 5. Capacity Building of Stakeholders 6. Quality Management and Monitoring. AGENDA NO.11 State Govt. Sponsored Schemes Progress (a) Kalinga Sathi Sikhya Yojana (KSSY) During the Period from to , 3780 no. of accounts amounting Rs Crore has been sanctioned under the income group upto 4.50 lacs and 24

29 166 no. of accounts amounting Rs.9.79 Crore has been sanctioned under the income group from 4.50 lacs to 6.00 lacs. The Bankwise achievement under KSSY is given in Annexure 43. (b) Development with regard to the Administration of Subsidy of Women SHGs in the State of Odisha In the meeting dated on Bank Linkage of Mission Shakti SHGs under the Chairman of DC-Cum-ACS, Govt. of Odisha, Commissioner-cum-Director, Mission Shakti stated that Mission Shakti is the umbrella organization for Women SHGs in the State irrespective of urban/rural divide, or income criteria or the promoting agency whether NRLM, NULM, OTELP etc. This has led for far reaching social, political and economic empowerment among women across the State. Govt. of Odisha is committed to provide all eligible SHGs with loans at 1% annual rate of interest. An intensive IEC campaign is planned for increasing access and awareness among women s SHGs. This loan reimbursement amount should cover all eligible WSHGs irrespective of the promoting agency. Mission Shakti will be the nodal agency for disbursal of reimbursement to the banks under Interest Subvention programme. Mission shakti to be the WSHG Bank Linkage for the State. (c) Finance to Handicraft Sector Silpi Unnati Yojana (SUY) Margin money assistance is provided to individual 20% of the project cost (up to Rs.1,00,000 in seven crafts and upto Rs 50, in rest 43 crafts ) per artisan to avail bank loan for setting-up of own handicraft production unit. So far 2056 no s of applications have been sponsored by DICs/RICs for the year to different Banks and out of which 174 no. of cases have been sanctioned. The Bank wise detail is placed at Annexure-44. The Bankers are requested to sanction the cases at an early date so as to facilitate release of margin money. Even issues are not prioritized for discussion. SLBC may discuss ways to strengthen this important forum. (b) Strengthening of LDMs The DFS and RBI has been stressing for the need to improve the infrastructure at LDM offices and strengthen the office of LDM with adequate staff, vehicle, internet facility etc to enable LDM to discharge the duties effectively. Controllers of the Lead Banks are requested to provide adequate staff and other infrastructure facilities to strengthen the LDM s office. AGENDA NO. 14 Calendar of Programme for conducting SLBC Meetings SLBC Convenor Banks have been advised by RBI to prepare a yearly Calendar of Programme in the beginning of the year for convening SLBC meetings and to adhere to the schedule as per the Calendar of Programme. Conduct of SLBC Meetings It is observed that the Reports/Data is received from many Banks with inordinate delay, that too after constant persuasion through mails/personal contacts, resulting in delay of the consolidation process at SLBC. Further, on many occasions a lot of inconsistencies are observed in the data so submitted by Banks and a lot of time is lost in getting the corrected data. Inconsistencies are also observed in the Districtwise data being submitted by the Banks to LDMs & SLBC and reconciliation of the same is also delaying the consolidation process. Controlling Heads of Banks are requested to sensitize the staff responsible for preparation and submission of data as per time lines to enable SLBC to submit the data to all concerned as per schedule and conduct the meetings of SLBC as per the yearly calendar. 27

36 Annexure - 3 Interest Subvention Scheme for MSMEs Background: The Micro, Small and Medium Enterprises [MSME] sector is a significant contributor towards building up of a strong and stable national economy. Hon ble Prime Minister while launching outreach initiative for MSME sector on November 2 nd, 2018 highlighted that access to credit, access to market, technology upgradation, ease of doing business and a sense of security for employees are five key aspects for facilitating MSME sector. Twelve announcements have been made to address each of these five categories. As part of access to credit, Prime Minister announced 2% interest subvention for all GST registered MSMEs, on fresh or incremental loans. Ministry of MSME (MoMSME) has decided that a new scheme viz. Interest Subvention Scheme for Incremental credit to MSMEs 2018 will be implemented over and Salient Features of the Scheme 2.1 Purpose, Scope and Duration The Scheme aims at encouraging both manufacturing and service enterprises to increase productivity and provides incentives to MSMEs for onboarding on GST platform which helps in formalization of economy, while reducing the cost of credit. The Scheme will be in operation for a period of two financial years FY 2019 and FY Eligibility for Coverage (i) All MSMEs who meet the following criteria shall be eligible as beneficiaries under the Scheme: a. Valid Udyog Aadhar Number [UAN] b. Valid GSTN Number (ii) (iii) (iv) (v) Incremental term loan or fresh term loan or incremental or fresh working capital extended during the current FY viz. from 2 nd November 2018 and next FY would be eligible for coverage. The term loan or working capital should have been extended by Scheduled Commercial Banks. In order to ensure maximum coverage and outreach, all working capital or term loan would be eligible for coverage to the extent of 100 lakh only during the period of the Scheme. Wherever both the facilities working capital and term loan are extended to a MSME by an eligible institution, interest subvention would be made available for a maximum financial assistance of 100 lakh.

37 (vii) (viii) MSME exporters availing interest subvention for pre-shipment or post-shipment credit under Department of Commerce will not be eligible for assistance under Interest Subvention Scheme for Incremental credit to MSMEs MSMEs already availing interest subvention under any of the Schemes of the State / Central Govt. will not be eligible under the proposed Scheme. 2.3 Operational formalities 1. The interest relief will be calculated at two percentage points per annum (2% p.a.), on outstanding balance from time to time from the date of disbursal / drawal or the date of notification of this scheme, whichever is later, on the incremental or fresh amount of working capital sanctioned or incremental or new term loan disbursed by eligible institutions. 2. The interest rates charged to MSMEs shall conform to Code of Ethics and Fair Practices Code as published by respective institutions (as per extant RBI guidelines) and linked to the respective internal / external rating of the MSME as per applicable interest rate guidelines of the institution. 3. The loan accounts on the date of filing claim should not have been declared as NPA as per extant guidelines in force. No interest subvention shall be admissible for any period during which the account remains NPA. 2.4 Claim Submission 1. Nodal office of eligible lending institutions should submit their half yearly claims to SIDBI as per the format given in Annex I. Information with respect to loans disbursed and interest relief claimed (branch-wise) shall be submitted in soft copy in excel in the format given in Annex II. 2. The format for compilation of data by branches of eligible institutions is given in Annex III. The same may be submitted by the branches to their Controlling Offices / Head Offices. 3. All claims have to be duly certified by the statutory auditors of the eligible institutions. The certificate shall include statement on verification of individual accounts with regard to amount, incremental / fresh lending, interest charged and amount claimed. Lending institutions shall ensure that total relief claimed as indicated in Annex I, II and III are matched. 4. The Half Yearly claims shall be submitted to the Chief General Manager, Institutional Finance Vertical, SIDBI, Mumbai. 5. Disbursement against each claim to individual institution shall be only after release of funds from MoMSME.

38 2.5 Other covenants Annexure SIDBI shall act as a Nodal Agency for the purpose of channelizing of interest subvention to the various lending institutions through their Nodal office. 2. All lending institutions shall be responsible for submission of the accurate data and monitoring of the scheme. 3. The interest subvention would be released only on the basis of claim duly certified by the Statutory Auditors of the eligible institutions. SIDBI shall not be liable for any inaccurate submission of data by lending institutions. 4. Interest subvention amount shall be released by SIDBI subject to availability of funds from GOI. Also, MoMSME, GOI will be the final authority for all interest subvention related matters and their decision would be final and binding. Please refer to the circulars DBR.No.BP.BC.100/ / dated February 07, 2018 and DBR.No.BP.BC.108/ / dated June 6, In this regard, with a view to facilitate meaningful restructuring of MSME accounts {MSME as defined in the Micro, Small and Medium Enterprises Development (MSMED) Act, 2006} that have become stressed, it has been decided to permit a one-time restructuring of existing loans to MSMEs classified as standard without a downgrade in the asset classification, subject to the following conditions: i. The aggregate exposure, including non-fund based facilities, of banks and NBFCs to the borrower does not exceed 250 million as on January 1, ii. The borrower s account is in default but is a standard asset as on January 1, iii. iv and continues to be classified as a standard asset till the date of implementation of the restructuring. The borrowing entity is GST-registered on the date of implementation of the restructuring. However, this condition will not apply to MSMEs that are exempt from GST-registration. The restructuring of the borrower account is implemented on or before March 31, A restructuring would be treated as implemented if the following conditions are met: a. all related documentation, including execution of necessary agreements between lenders and borrower / creation of security charge / perfection of securities are completed by all lenders; and

43 2 b. the new capital structure and / or changes in the terms and conditions of the existing loans get duly reflected in the books of all the lenders and the borrower. v. A provision of 5% in addition to the provisions already held, shall be made in respect of accounts restructured under these instructions. Banks will, however, have the option of reversing such provisions at the end of the specified period, subject to the account demonstrating satisfactory performance during the specified period as defined at paragraph 5 below. vi. Post-restructuring, NPA classification of these accounts shall be as per the extant IRAC norms. vii. Banks and NBFCs shall make appropriate disclosures in their financial statements, under Notes on Accounts, relating to the MSME accounts restructured under these instructions as per the following format: No. of accounts restructured Amount ( in million) viii. All other instructions applicable to restructuring of loans to MSME borrowers shall continue to be applicable. 2. Banks and NBFCs desirous of adopting this scheme shall put in place a Board approved policy on restructuring of MSME advances under these instructions within a month from the date of this circular. The policy shall, inter alia, include framework for viability assessment of the stressed accounts and regular monitoring of the restructured accounts. 3. It is clarified that accounts classified as NPA can be restructured; however, the extant asset classification norms governing restructuring of NPAs will continue to apply. 4. As a general rule, barring the above one-time exception, any MSME account which is restructured must be downgraded to NPA upon restructuring and will slip into progressively lower asset classification and higher provisioning requirements as

44 3 per extant IRAC norms. Such an account may be considered for upgradation to standard only if it demonstrates satisfactory performance during the specified period. 5. Specified Period means a period of one year from the commencement of the first payment of interest or principal, whichever is later, on the credit facility with longest period of moratorium under the terms of restructuring package. Satisfactory Performance means no payment (interest and/or principal) shall remain overdue for a period of more than 30 days. In case of cash credit / overdraft account, satisfactory performance means that the outstanding in the account shall not be more than the sanctioned limit or drawing power, whichever is lower, for a period of more than 30 days. 66 Annexure - 12 DOUBLING OF FARMERS INCOME BY 2022 Introduction The Hon ble Finance Minister in his budget speech envisaged provision of income security to the farmers going beyond the concept of food security and assured that Union Government will reorient its interventions in the farm and non-farm sectors to double the income of the farmers by Hon ble Prime Minister, also gave a seven point strategy to achieve doubling of agriculture income. The seven key strategies spelt out by Prime Minister are as follows; Irrigation with focus on water-use efficiency Per drop more crop ; quality seed and soil health, Investments in warehouses and cold chains; Value addition through food processing; Electronic National Agriculture Market (e-nam); Increase in the coverage and effective implementation of the new crop insurance scheme Pradhan MantriFasalBimaYojana (PMFBY); Promotion of ancillary activities like dairy, poultry, bee-keeping and fisheries NABARD through its credit planning at district and state levels, suggests a few inputs for the strategies at district and state levels in this chapter. Recommendation of National seminar on doubling of farmers income by 2022 The major action points and recommendations emanating from the national seminar on doubling farmers income by 2022 can be a guiding force to achieve the same in the State of Odisha. The major recommendations are given below Increasing in farm productivity Diversification of activities Agriculture market reforms and rural infrastructure Credit facilities to farmers Synergy in Government programme Land issues Reduction in farmers expenditure Infrastructure and other constrains that constrain income growth in Odisha The population of Odisha State is million (2011) out of which 3.28 million are farmers. The Cultivable land is lakh ha, Cultivated land is lakh ha and Land Holding is 4.67 million (92% SF &MF). Irrigation potential Created in the State is 59% whereas Irrigation potential utilised is 66% of created. The contribution of Agriculture to GDP is 19.9% ( at current prices) and 60% of population are engaged in agriculture. Further, 53% of the cultivated land goes for paddy cultivation only. The average monthly income of agriculture household is Rs.4976 (NSSO ) against that the corresponding consumption expenditure is Rs.4307 leaving very little for investment in agriculture. The major expenses in crop production are for fertiliser and human labour.

67 The constraints in Odisha for agriculture growth are frequent occurrence of natural calamities and impact of climate change, uneven and erratic rainfall (80% rain received between June- Sept), 70% of land are acidic in reaction, 2/3rd of the crops grown rain fed, 4 lakh hectares flood prone, 1.5 lakh ha saline prone and ha water logged, 92% operational holdings small and marginal, average holding size 1.04 ha, farm power consumption 1.55 kw/ha and only 27% ground water potential have been exploited. Measures taken by State Government for increasing Farmers income Government of Odisha has taken a number of measures for increasing the income of the farmers. The State has formulated a Comprehensive State Agriculture Policy, prepares the separate budget for agriculture with substantial increase in budget outlay and has separate cabinet for agriculture to speed up the process of policy decisions. The 10 agroclimatic zones are favourable for growing most of the crops, bright sunshine hours with annual average rainfall of 1451 mm and abundant water resources, large stretches of fertile land especially in river deltas, large extension machinery networked up to Gram Panchayats level, self-sufficiency in quality paddy seed production are the strengths of agriculture sector of Odisha. There is huge scope for horticulture sector, low yield in most crops offer an opportunity to exploit the yield potentials, rice fallows can be gainfully utilised to enhance pulses and oilseeds production, huge scope for organic farming which can be spread in a big way, unorganised value chain and forward linkages provide huge scope for commercialisation of agriculture and promotion of agribusiness. Odisha has started planning for increasing net farm income and double the same by Strategy for doubling of Farmers income by 2022 in Odisha During the regional seminar conducted by NABARD on Doubling Farmers Income by 2022 in close coordination and collaboration with Ministry of Agriculture and Farmers Welfare, Government of India and Department of Agriculture and Farmers Empowerment, Government of Odisha at Bhubaneswar on 20th October 2016, the following strategy and State specific action plan were deliberated by Govt. of Odisha on doubling farmers income by 2022 a. Increasing production and productivity Increasing seed replacement rate (SRR)- (Pulses-20%, Oilseeds-33%) thereby increasing production by 15%) Introduction of Stress Tolerant varieties in calamity prone areas. (MoU with IRRI, ICRISAT, AVRDC, ICARDA to evolve varieties and technologies) Soil health Management: Management of Acid Soils (70% of soil Acidic, 13 lakh ha- ph= 5.5 & below: 10 lakh hectares to be treated by 2022). Reclaim water logged soils (40000 hectares out of hectares) and Saline soils (1.0 lakh hectares out of 1.5 lakh hectares) within 5 years. Increasing Irrigation potential and Pressurised Irrigation systems including fertigation (more crop per drop: Improving water productivity) Emphasis on farm Mechanisation thereby increasing productivity upto 12-34% and cropping intensity by 5-22%. ) Weather based appropriate crop advisory upto Gram Panchayatlevel.

68 b. Reducing cost of cultivation Judicious input management (Fertiliser application based on soil test based recommendations). Seed and Planting material treatment with bio fertilisers (NMOOP, NFSM etc.), Production and Application of green Azolla and BGA. (Chemical fertilisers when used in conjunction with bio-fertilisers and green manures the dose of nitrogen fertilisers can be reduced upto 25%). Low cost or no cost techniques of cultivation (line sowing/ transplanting, maintaining optimum plant population, pest surveillance, timely intercultural operations and irrigation, need based plant protection). Irrigation water saving devices; Sprinklers, drip irrigation, rain guns and High density poly ethylene pipes would be popularised under NMOOP, NMSA, PMKSY, NFSM, and State Plan. Additional subsidy would be provided under State Plan schemes to encourage more farmers to adopt the technique. Farm power input KW/ha; to be increased to 2.0 KW/ha in 5 yrs. Paddy transplanters& seed drills would be popularised (Promotion of line sowing and transplanting in 3 lakh hectares by 2022) 4 lakh hectares will be covered under line sowing by adopting DSR with precision seed drills, Seed-cum-fertiliser drills, Zero till seed drills etc. in upland crops. Post-harvest equipments (Multi crop Thresher, Reaper-cum-binder, Dal processor) 8000 solar photo voltaic pumpsets will be popularised across the State. c. Adoption of scientific and improved package of practices Line sowing and line transplanting would be adopted in every field. SRI would be adopted in at least 3 lakh ha.and100% Seed treatment would be ensured. Area under pulses would be enhanced by targeting rice fallows & current fallows, bund planting in field bunds etc. Cropping intensity will be enhanced by creating additional irrigation potential, in situ moisture conservation and accommodating more crops in the same land. 5 lakh hectares of Current fallows would be cropped. Single bud chip method and planting of tissue culture seedling of sugarcane would be promoted. New, high yielding or hybrid varieties of different crops will be promoted. 31 model agricultural farms are being developed as training hubs for farmers on advanced technologies in crop production. d. Crop diversification and substitution The State Government acknowledge that crop diversification will enhance farmers farm income by 10-15%. The Government is planning to adopt various strategies to diversify 3 lakh ha by 2022 to crops which is suitable to the area and will enhance farmers income.

69 e. Agriculture marketing and processing Post-harvest losses account for 25-35% of the agriculture produce at present. The major cause identified is inappropriate forward linkage. Government of India have taken a number of measures in these areas. Government of Odisha also have taken a number measures in these direction. Agro-processing sector would be given greater emphasis. Capital Investment subsidy would be also extended for promoting agrienterprises. (Mini Rice Mills/ and Dal Mills/ Oil Mills would be promoted to process 3-5% of the total food grains and oilseeds produced). Marketing reforms to make trade of agri-produces more transparent Marketing network (AGMARKNET, E-NAM, Agro Tele-marketing Canter etc.) have been established and will be strengthen. Farmers would be organised to Commodity Interest Groups (CIGs) or Farm Interest Groups (FIGs) or Producer Organisations to have greater bargaining power. Infrastructure development of marketing hubs with sorter, grader, cold storages, cold chains, information kiosks etc., would be taken up on a priority basis. f. Agriculture Extension Extension reforms to make the machinery more responsive and cater to the farmers need. Input dealers &KrushakSathis would be developed as an alternate extension. Increased application of user friendly ICT tools, establishment of Information Kiosks and mass media. Instituting awards for farmers, extension functionaries and scientists for outstanding contribution to growth of agriculture. Adopting of agricultural practices which sustainably increases production, enhances adaptation to climate change, mitigates CHGs and enhances achievement of national food security and development goals (Climate Smart Agriculture)

70 Annexure - 13 Farmers Producers Organisation Producer Organisations (POs) are formed by collectivisation of small and marginal farmers for better realisation of income through economies of scale. The Producers Organisations can be Producer Groups, Producer Companies or Farmers Interest Groups registered under various legal provisions. Considering the positive outcome of the pilot projects undertaken by NABARD, NABFINS, BASIX and SFAC, the GoI has identified promotion and strengthening of Farmers Producers Organisation (FPO) as one of the key strategies to achieve inclusive agricultural growth during 12 th Five Year Plan period. The Union Finance Minister while presenting Union Budget for , announced setting up of Producers Organisation Development and Upliftment Corpus (PRODUCE) Fund of 200 crore in NABARD to be utilised for promotion of 2,000 Farmer Producer Organisations (FPOs) in the next two years across the country. Under PRODUCE Fund, NABARD has sanctioned grant assistance of 906 lakh for promotion and nurturing of 100 FPOs spread over 27 districts involving 32 Producer s Organisations Promoting Institutions (POPIs) during All these FPOs have already been registered under the Companies Act. Considering the importance of collectivisation, NABARD has decided to promote 3000 new Farmers Producer Organisations across the country during , out of which 225 new FPOs were promoted in Odisha during To strengthen the movement of formation and nurturing of Farmers Producer Organisations in the State of Odisha, NABARD has signed an MOU with Department of Agriculture and Farmers Empowerment, Govt., of Odisha on 13 November 2018 for promotion, nurturing and building the capacity of FPOs broadly in terms of governance, finance, market linkage including procurement, packaging and networking etc., and also to provide handholding support to existing FPOs in the State. Department of Agriculture and Farmers Empowerment, Govt., of Odisha has also drafted a comprehensive policy on promotion and nurturing of FPOs in the State to create a conducive environment for FPOs by integrating and promoting the activities involved in the field of Agriculture and allied sector, Food Processing, Agri-Business, Warehousing and Logistics Sectors through focused attention, global technologies and necessary infrastructure facilities. There are a number of Farmers Collectives like PaniPanchayats, Watershed groups, Self-help groups, Farmers Clubs Federations, Joint Forest Management groups, etc., existing in rural areas in the State which can play a very important role in aggregation and marketing of farm produce. They require adequate capacity building measures in areas of governance, preparation of business plans, market linkage and compliance related issues to function as Farmers Producer Companies along with the much needed working capital to expand their business operations.
