7 SLBC, ODISHA 152 nd MEETING ON AGENDA NOTES A Steering Committee of the SLBC, Odisha was constituted for the first time in terms of RBI, Circular no. FIDD.CO.LBS.BC.No.19/ / dated The first meeting of this Steering Committee was held on in RBI, Bhubaneswar Chaired by Regional Director. As per the decision taken by this Steering Committee the AGENDA for the 152 nd Meeting of SLBC was prepared. AGENDA NO. 1 Confirmation of Proceedings of 151 st SLBC Meeting held on at Bhubaneswar. The Proceedings of the 151st SLBC Meeting held on was circulated among all the members of SLBC vide our letter No. SLBC/ODI/337 / dated , since no comments have been received from any quarter, the same may please be confirmed. AGENDA NO. 2 Action Taken Report on major decisions taken in 151st SLBC Meeting held on FOLLOW-UP ACTION ON PENDING ISSUES: Sr. Issues 1 Release of Govt fund under Short Term Crop Loan and Long Term Dairy Loan towards Interest subventions to banks 2 Pending issues of RSETIs & Charging of domestic Tariff for electricity connection instead of commercial tariff. Action taken Registrar of Cooperative Societies, Govt of Odisha has released Rs 15 Crore towards Short term crop loan Interest Subvention. About Rs. 45 Crore is yet to be released by the Cooperation Department, Government of Odisha. DIF, Govt of Odisha convened a meeting with State Director RSETI and Convenor SLBC on 5 th September He had subsequently requested the Collector & District Magistrates of Angul, Cuttack, Dhenkanal, Jagatsinghpur, Puri, Ganjam & Gajapati vide letter no & 31614/FIN-PUIF-MISC dated for looking into the RSETI related matter and take immediate steps for allotment of land to the RSETIs of Cuttack, Dhenkanal, Angul & for waiver of various charges like ground rent, Cess, Stamp Duty, Registration fees etc as per the provisions under Revenue Act & Rules. 3

8 DIF has written to Commissioner-Cum-Secretary, Department of Energy, Govt of Odisha vide letter no dated requesting to charge domestic tariff to RSETI instead of commercial tariff. 3 Provision of Security for Bank Branches/ATMs No further step have been taken by Energy Dept., Govt. of Odisha on the matter. Additional Chief Secretary, Finance, Govt. of Odisha has requested vide letter no /FIN-PUIF-MISC dated to Additional Chief Secretary, Home Dept., Govt. of Odisha for mitigating the security problems encountered by Banks. 4 Providing Banking Services through Fair Price Shop (FPS) as BC Finance Deptt., Govt. of Odisha has approved the proposal for engagement of FPS as Banking Correspondent for providing Banking Services in the State. The bidding process will start soon wherein interested Bankers will submit expression of interest (EOI) in the standard format. If this amount is excluded, the CD Ratio will be 49.33% It is observed that 6 districts namely Bargarh, Dhenkanal, Jajpur, Boudh, Sonepur and Kalahandi have achieved CD ratio of more than 60% & 07 Districts have registered CD ratio below 40%, namely, Sambalpur, Deogarh, Gajapati, Ganjam,, Kendrapara, Malkangiri and Mayurbhanj. The LDMs of those Districts and the Banks operating in the Districts should take needful action for improvement in CD ratio in the coming quarters. Area wise CD Ratio is at Annexure 8. Concerted efforts by RBI particularly since June 2017 have led to discernible/ encouraging results in that the number of districts with CDR below 40% has come down from 12 as on March 31, 2017 to 7 as on June 2018 as CDR of five districts namely Kandhamal, Keonjhar, Nuapada, Angul and Puri have improved above the mark of 40%. Further, banks have started monitoring their District-wise CDR on a monthly basis. This momentum needs to be sustained and special efforts need to be continued for other districts as well. 8

13 AGENDA NO. 5 Financial Inclusion and Banking Infrastructure (a). Deployment of BC in the identified uncovered 2382 Villages & Opening of Brick & Mortar Branches in Aspirational Districts. DFS had advised vide their letter no. F.No.21 (23)/2014-FI dated to deploy BCs in the 2382 uncovered villages and inactive locations by extended to Accordingly 2382 nos. of villages are distributed among 23 nos. of Banks for deployment of BCs. 15 Opening of Brick & Mortar Branches in Worst Affected LWE District (Koraput) Govt. of Odisha has proposed to open Brick & Mortar Branch in Kotia GP of Koraput District. Controlling Heads of interesting Banks may submit proposal for opening of Branches before 31 st November Achievement under Gram Swaraj Abhiyan (GSA) and Extended Gram Swaraj Abhiyan (EGSA) It has been observed that there are still a instances of poor households being left out possibly because of reasons that poor household could possibly migrated out of the village during the Abhiyan and therefore the documentation could not be done. In the above background and keeping in view the priority of the Govt. to provide quality service to the eligible households in villages covered under GSA and EGSA, futher follow-up actions in terms of provisioning of banking services is highly desirable to bring left out people in these villages under the ambit of Pradhan Mantri Jan Dhan Yojana (PMJDY) along with their coverage under Social Security Schemes through enrolment under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY). The Controlling Heads of allottee Banks are requested to undertake to include the leftout households on a priority basis. (b). Connectivity As reported by GM, BSNL, the status as on of BharatNet Phase-I covering 18 districts, 2517 no. of GPs have been connected through Optical Fibre Cable out of total 3860 GPs. The remaining GPs will be connected through Optical Fibre by Dec The District wise details are given at Annexure 9. GM, BBNL is requested to appraise the latest position with regard to the remaining 12 districts. (c). Advent of Small Finance Banks (SFB) in Odisha Suryoday SFB, Ujjivan SFB and Jana SFB have opened their branches in Bhubaneswar and other locations in the state. Suryoday SFB has assured to open fifty- five branches and out of which 25 will be in Unbanked Rural Centres during the financial year SFBs are attending the SLBC from this Meeting and they can chose URCs from SLBC website for setting up branches. (d). India Post Payment Bank (IPPB) India Post Payment Bank has opened 33 number of its Branches in Odisha Postal Circle on It includes One Circle Branch at Bhubaneswar of Khorda District and 29 branches in all other Districts of Odisha. Branches were also opened at 11

16 Rairangpur, Rourkela and Bhanjnagar. These 33 branches have been linked to 165 numbers of access points. Circle Chief, IPPB is requested to explain their present status. SLBC/ODI/ /389 dated to all concerned. The Department of Agril & FE has developed a portal for tracking last mile connectivity with regards to payment of claims by Insurance Companies. As per the system the Bank has to confirm the disbursement of claims to the actual beneficiaries. Since, each Bank follows its own system of disbursement, a commonly agreeable system & level may be finalised for smooth functionality of the system. Nodal Officer, PMFBY is requested to appraise the house on the issues. ISSUES Rate of Interest - All Banks need to charge 7% rate of interest for loans upto Rs 3 Lakhs to women SHGs in category 1 districts. Average Loan Size It has been decided in the meeting of SLBC Sub Committee on Rural Credit held on 06 th June 2017 that the minimum loan size in first linkage should not be less than Rs. 1.5 lakhs, so as to meet the increased credit needs of members of WSHGs. The same limit will also continue for

Against a target of 3426 applications for by 30 th June 2018, 55 loan applications have been disbursed as per report generated from Stand up Mitra portal. (Annexure - 18) The SC / ST Welfare and Women Development Department may take lead to generate good number of application under the Scheme. SIDBI, NABARD and banks may also create more awareness about the Scheme. Government of Odisha may indicate the name of the State-level Monitoring Committee on Stand Up India so that banks can give their feedback and seek guidance. (g) Implementation of Prime Minister s New- 15 Point Programme for Welfare of Minorities Progress / Achievement made for Financing under Minority Communities. Ministry of Finance, Govt. of India has advised that the share of credit flow to minority communities of Public Sector Banks (PSB) should be 15% of the Priority Sector Advances. During to , the Banks have extended credit of Rs crore to beneficiaries of Minority Community. The outstanding balance as on is Rs Crore in accounts. Bank wise performance is available at Annexure 19. (h) Progress on sanction of fresh loan to Weavers Credit Card In respect to Weaver Credit Card, Banks have issued 94 cards amounting to Rs Crore for the period from to and balance outstanding as on is Rs Crore in 8608 accounts. The details are in Annexure 20. (i) National Urban Livelihood Mission (NULM) As reported by SUDA, loan application under SEP-I for FY (upto ) is disbursed in 452 accounts against a target of 4000 accounts, under SEP-G - 73 loan accounts is disbursed against a target of 277 accounts and under SHG-Bank Linkage loan accounts is disbursed against a target of 3000 accounts.detailed Report is available at Annexure-21. (j) Joint Liability Group (JLG) Total amount disbursed for the period to is Rs Crore in accounts and balance outstanding as on is Rs Crore in accounts. 21 (k) Artisan Credit Card (ACC) During the period of to , the Banks in the State have issued 47 no. of Artisan Credit Cards involving total amount of Rs.0.09 Crore. The balance outstanding as on is Rs Crore against 6704 accounts. The Bank wise achievement is furnished in Annexure 23. (l) Swarozgar Credit Card (SCC) 1044 SCCs have been issued for the period from to amounting to Rs.6.67 Crore. The balance outstanding as on is Rs Crore against accounts. No SCC has been issued by Private Sector Banks and a few Public Sector Banks. The performance of other Banks is not at all impressive and needs lot of improvement. The Bank wise achievement is furnished in Annexure 24. AGENDA NO. 7 Doubling of Farmers Income by 2022 Strategy for Odisha. Lending to Farmers Producers Organisations (FPOs) is considered as a major instrumentality for doubling farmers income. NABARD s efforts are explained in Annexure 25. CGM, NABARD is requested to appraise the house on the matter. AGENDA NO. 8 Loan Recovery Legal/Institutional Support (a) NPA & Overdue position as on The NPA % of the State is and overdue % is which are at much higher side and alarming. Rising NPA in Odisha is a matter of great concern. The Bank wise and Sector wise NPA & Overdue position is given in Annexure 26. For PMRY / PMEGP / SJSRY (NULM)/ SHG (NRLM) / WCC, the NPA & Overdue % is too high. The Banks are facing problem to recycle the funds owing to non repayment of loans, mounting overdue and rising NPA %. Banks & Govt. Departments have to make joint efforts with specific strategies to improve the recovery performance for better recycling of funds. 17

23 (c) Applications for attachment of property under Section 14 of the SARFAESI Act pending with District Magistrates Banks require adequate support from District Magistrate for quick enforcement of SARFAESI Act. The applications are remaining pending with District Magistrates in different districts for a long time for permission and assistance for taking physical possession of charged assets under the Act. It is reported that 858 numbers of applications involving Rs Crore of different banks for attachment of property under section 14 of SARFAESI Act are pending with District Magistrates. Principal Secretary, Finance, Govt of Odisha has requested all the Collectors and District Magistrates in the state vide letter No Dated 22nd May 2018 to hasten the issuance of orders for physical possession for expeditious disposal of Banks applications under SARFAESI Act It is expected that the permission for issuance of orders for physical possession of attached property by the District Magistrate will be expedited in the coming times. All Lead District Managers are requested to incorporate the Agenda on pending SARFAESI applications with district magistrate, if not done, and critically review the position of pending cases in every DCC meetings and pursue the matter with the District Authorities for immediate disposal of the same. District wise and bank wise pending list enclosed at Annexure 28. AGENDA NO. 9 Recent Policy initiatives of Govt. of India, RBI & Govt. of Odisha (a) Govt. Sponsored Programmes PMEGP Govt. of India The Bank wise and District wise target and achievement is given in the Annexure 29. Revised PMEGP guideline issued vide Circular No. PMEGP/Policy/ dated It is to inform that Dy. C.E.O (PMEGP) vide letter no. PMEGP/Policy/ dated has clarified that Presently, State Offices of KVIC/KVIB/DIC are implementing the scheme in the ratio of 30:30:40. However with the advent of PMEGP online portal, there is no limit on receiving of applications. Hence there is no relevance of 30:30:40 ratio. The concept of First in First out would be observed in processing of applications and the ratio of 30:30:40 will be dispensed with. 19

24 (b) Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) Scheme Govt. of India Progress made by Banks since SIDBI, Bhubaneswar has given the following information on CGTMSE Coverage in our state (Year wise). Recent policy changes in CGTMSE Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), set up by Ministry of MSME, Government of India and Small Industries Development Bank of India (SIDBI) has been instrumental in providing guarantee cover to collateral/ third party guarantee free credit facilities extended by eligible Member Lending Institutions (MLIs) viz. all scheduled commercial banks, selected financial institutions, RRBs etc. to Micro and Small Enterprises (MSEs). This fund is, thus promoting collateralfree credit and bringing a paradigm shift from collateral based lending to project based lending. Credit Guarantee Scheme is considered as a vehicle of inclusive growth by reaching out to the disadvantaged sections of society particularly women and those belonging to the weaker segments. CGTMSE has crossed an important milestone in June 2018 by recording cumulative guarantee approvals of over 30 lakhs with an aggregate loan amount of over Rs lakh crore. CGTMSE has been responsive to needs of MLIs/ MSEs for enhancing the ease of access to credit by MSEs. CGTMSE has recently brought about following major policy changes: 20

25 Inclusion of Retail Trade as an eligible activity; Allowing partial collateral security under the Credit Guarantee Scheme; Charging of guarantee fee on outstanding loan amount instead of previous practice of charging fee on sanctioned amount to incentivize the disciplined borrowers; Increase the coverage to 75% for loans above Rs. 50 lakhs; Inclusion of Small Finance Banks (SFBs) and NBFCs as its MLIs; Enhancing IT infrastructure of the Trust to improve operational efficiencies and reduce the turnaround time for guarantee coverage & claim settlement. Accordingly, availing guarantees and claim settlement process has been digitized to enable hassle free experience of borrowers and MLIs. (c) Credit Guarantee Fund for Micro Units (CGFMU) Scheme Govt. of India Micro units amounting to Rs Crore are covered under CGFMU Scheme for the period from to Bank wise CGMFU coverage for the period to is available at Annexure 31. (d) Amendment in Operational Guidelines of Component Enterpreneurship Development and Employment Generation (EDEG) under Sub-Mission on Livestock Development of National Livestock Mission Govt. of India. The Operational Guidelines of the Centrally Sponsored Scheme National Livestock Mission was issued by Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture & Farmers Welfare, Govt. of India vide letter no. 2-47/2009-AHT/FF (Vol.III) dated 21 st May In supersession of the above mentioned letter, the operational guidelines for Component (I) Entrepreneurship Development and Employment Generation (EDEG) under Sub-Mission on Livestock Development of National Livestock Mission has been amended vide Office Memorandum no. 99-6/2018/HLM/Adm.Approval dated of Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture & Farmers Welfare, Govt. of India. The details are given in Annexure 32. (e) Rejection of Government grant, welfare benefit and payment against procurement in small accounts and rejection in inoperative/dormant accounts Govt. of India. Department of Financial Services, Ministry of Finance, Government of India has instructed vide letter no 1/21/2014-FI (C-69551) dated that there are instances of rejection of Government grant/welfare benefit credit in small account 21

26 thus leading to denial of benefit to small account holders. It has referred RBI circular no DOBD.No.LEG. BC.53/ / dated 17.09/2013 pertaining to credit of scholarship and DBT under Government schemes. In this regard RBI circular is referred above is clear that scholarship and benefit should not be rejected in such account which receive the government benefit and bank should assign separate product code so that stipulation of dormant account due to non-operation does not apply while crediting proceeds. All the banks are instructed to follow the RBI circular and ensure that no such accountholders denied the credit of benefits. (f) Interest Subsidy MSME Govt. of Odisha New MSME Units and non MSME priority sector units shall be entitled to interest subsidy for timely 5% per annum on term loan availed from Public Financial Institutions / Banks for a period of five years from the date of commencement of production subject to a total maximum limit of - Rs. 10 lakh for Micro Enterprises Rs. 20 lakh for Small Enterprises Rs. 40 lakh for Medium Enterprises Rs. 1 Crore for non MSME Priority Units Units which are classified as Non-Performing Asset (NPA) at the time of making the application will not be eligible to avail such incentive. For units in Industrially Backward districts, the reimbursement period will be seven years from the date of commencement of production subject to the aforesaid limit. In addition to the interest subsidy, the guarantee fee charged under Credit Guarantee Trust for Micro & Small Enterprises (CGTMSE) Scheme charged to Micro & Small Enterprises (MSEs) will be reimbursed to the enterprises in order to improve the CGTMSE coverage for collateral free loans in the State. (g) Co-origination of Loans by Banks & NBFCs for lending to Priority Sector RBI. RBI vide letter no. FIDD.CO.Plan.BC.08/ / dated has stated that all scheduled commercial banks (excluding Regional Rural Banks and Small Finance Banks) may engage with NBFC-ND-SIs (hereinafter referred to as NBFC) to co-originate loans for the creation of priority sector assets. The arrangement should entail joint contribution of credit at the facility level, by both lenders. It should also involve sharing of risks and rewards between the bank and the NBFC for ensuring appropriate alignment of respective business objectives as per the mutually decided agreement between the bank and the NBFC, covering the essential features as indicated in Annexure 33. GM, FIDD, RBI is requested to highlights the essential features about the matter. 22

27 AGENDA NO.10 State Govt. Sponsored Schemes (a) Kalinga Sikhya Sathi Yojana (KSSY) The Bank wise achievement under KSSY is given in Annexure 34. Modification in Interest Subvention Scheme Kalinga Sikhya Sathi Yojana in respect of education loans The expression at para 4 of the Resolution No /HE, dated of Higher Education Department, The Scheme is applicable to the students availing education loan from scheduled banks upto Rs lakh. The course of study should be in Management or Integrated Law or Course of Engineering or Medicine in any educational institution in India established by Acts of Parliament or by any State Legislature or other institutions recognized by the concerned Statutory Bodies. The repayment period shall not be more than ten years including the moratorium period if the loan amount is upto Rs.7.50 lakh. Similarly, the repayment period shall not exceed fifteen years including the moratorium period for loans upto Rs lakh. The selection of beneficiaries and the documentation including security against the loan will be as per the terms of the respective bank. Shall be substituted by The Scheme is applicable to the students availing education loan from scheduled banks upto Rs. 10 lakhs. The scheme will apply to all courses being pursued in all educational institutions for which the Govt. of India Interest Subvention is applicable as per the CSIS scheme to provide interest subsidy. In case of loans upto Rs lakhs, the repayment period shall not exceed fifteen years including the moratorium period. Financial assistance shall be provided in the form of interest subvention at such a rate that the net interest payable by the student after the moratorium period becomes 1% per annum. The selection of beneficiaries and the documentation including security against the loan will be as per the terms of the respective bank. This modification is applicable in respect of fresh education loans sanctioned on or after under the scheme. This Corrigendum shall come into force with immediate effect. All other provisions as in the aforesaid Resolution and the Corrigendum No dated and the Corrigendum No dated shall remain unchanged. 23

28 (b) Development with regard to the Administration of Women SHGs in the State of Odisha In the meeting dated on Bank Linkage of Mission Shakti SHGs under the Chairman of DC-Cum-ACS, Govt. of Odisha, Commissioner-cum-Director, Mission Shakti stated that Mission Shakti is the umbrella organization for Women SHGs in the State irrespective of urban/rural divide, or income criteria or the promoting agency whether NRLM, NULM, OTELP etc. This has led for far reaching social, political and economic empowerment among women across the State. Govt. of Odisha is committed to provide all eligible SHGs with loans at 1% annual rate of interest. An intensive IEC campaign is planned for increasing access and awareness among women s SHGs. Hence, Banks must put up details of amount to be reimbursed including i. Reimbursements due since April 2016 to date ii. Expected reimbursements till March iii. Distribution of seed money through Bank Account This loan reimbursement amount should cover all eligible WSHGs irrespective of the promoting agency. Mission Shakti will be the nodal agency for disbursal of reimbursement to the banks under Interest Subvention programme. Mission shakti to be the WSHG Bank Linkage for the State. (c) Selection of Banks for handling Business and Deposits of State Public Sector Undetakings (SPSUs) and State Level Autonomous Societies (SLASs) for the year Govt. of Odisha, Finance Dept. vide their letter no. FIN-PUIF-IF-0003/2016/32648/F dated has finalized the selection of Banks for handling Govt. Business & Deposits. The detail of the letter is given in Annexure 35. The House records its appreciation for bringing clarity to the indulgence of the State Government with the aspiring banks. AGENDA NO. 11 Banks Common Concern (a) RSETI As on , 4360 rural BPL/NRLM target group youth have been trained against annual target of for the year (30% achievement) 24

State Director RSETIs may appraise the present status of pending claim of different Banks (b) Frauds and Burglary Frauds and burglary in branches and breaking of ATMs in the state of Odisha, is a matter of concern and very large number of cases are pending at different stages of action with Police. Of late there is a spurt in breaking of ATMs and branches are finding it difficult to lodge cases with police authorities. We are thankful to Additional Chief Secretary, Finance, Govt. of Odisha for taking up the matter with Additional Chief Secretary, Home Dept., Govt. of Odisha to mitigate the problems faced by the Bankers and suggested following steps may be contemplated (i) (ii) (iii) (iv) More intensive patrolling near Bank Branches and ATMs to instill a sense of security amongst the Staff and Customers. Immediate registration of cases on reporting of fraud & fake currency cases and timely investigation in these cases. The possibility of identifying Nodal Police Stations for fraud and fake currency cases may also be explored. Providing Police escorts for replenishment of cash in the currency chests. Immediate response by local Police authorities in case of ALARM at Bank Branches. Copy to the letter is enclosed for reference in Annexure

30 (c) Banking related Cyber Frauds, Phishing In term of the RBI circular No 35/ / dated Investigation of Cyber fraud and other related issues should be included as a regular agenda item of all SLBC meeting. Controlling Heads of all banks operating in the State are requested to bring to the notice of the State government occurrences of cyber fraud and detection of counterfeit notes so that appropriate steps may be initiated by the Government in this regard. AGENDA NO. 12 Functioning of SLBC Sub-Committees 1. Sub- Committee on MSME and Skill developments meets regularly. The last meeting was held on under the Chairmanship of Shri L N Gupta, Additional Chief Secretary, MSME Department, Government of Odisha. The achievement under MSME for is 132% of the target set under Annual Credit Plan. Based on the proposal of MSME Department, Finance Department, Government of Odisha have been pleased to include Director of Industries, Odisha, Cuttack and State Head, SIDBI, Bhubaneswar as member of the Sub-committee under MSME & Skill Development Sub-committee of SLBC constituted vide Finance Department Resolution No 13284/F dated Accordingly in partial modification to the existing committee, Finance Department, Government of Odisha vide notification no dated has included Director of Industries, Odisha, Cuttack and State Head, SIDBI, Bhubaneswar as member of the Sub-committee under MSME & Skill Development Sub-committee 2. 1 st meeting of newly constituted Sub-Committee (F & ARD) of SLBC was on under the chairmanship, of Commissioner cum Secretary to Government, F & ARD Department. Commissioner-cum-Secretary advised to assist the Tribal Farmers under ELP and EDEG without mortgage highlighting for financing under the MUDRA programme for projects up to Rs.10 lakh. 3. Sub- Committee of SLBC on Rural Credit held on 15 th September 2018 under the Chairmanship of Principal Secretary, Panchayati Raj & Drinking Water Department. 26

31 Constitution Of Steering Committee Agenda for SLBC meeting is an important tool for charting out the course of deliberation aimed at economic development of the State. SLBC Convenor bank has so far been shouldering this responsibility alone. The agenda can be made more relevant and effective by inclusion of the viewpoints of major stake holders. RBI in its circular RBI/ /155 FIDD.CO.LBS.BC.No 19/ / dated have also advised that a Steering Committee may be constituted to deliberate on agenda proposals from different stake holders and finalize a compact agenda for the SLBC meeting In terms of the above circular of RBI, a Steering Committee has been constituted and the composition of the Steering committee is as follows. 1. DGM, UCO Bank & Convenor, State Level Bankers Committee Chairman 2. General Manager, FIDD, RBI, Bhubaneswar Member 3. Chief General Manager, NABARD Member 4. DGM, Bank of India, ZO, Bhubaneswar Member The Steering Committee meeting shall be held before the SLBC meeting on every quarter. It will primarily focus on policy issues of the Banks/Government Department and credit flow to various sectors in the economy. It will provide an institutional mechanism for interfacing with Banks and other stakeholders for effective implementation of various schemes of the Government for boosting economic growth of the state. AGENDA NO-13 Functioning of DCC/DLRC It was observed that DCC / DLRC meetings are not held in time and frequently rescheduled at the last minute. Even issues are not prioritised for discussion. SLBC may discuss ways to strengthen this important forum. AGENDA NO. 14 Conduct of SLBC Meetings It is observed that the Reports/Data is received from many Banks with inordinate delay, that too after constant persuasion through mails/personal contacts, resulting in delay of the consolidation process at SLBC. Further, on many occasions a lot of inconsistencies are observed in the data so submitted by Banks and a lot of time is lost in getting the corrected data. Inconsistencies are also observed in the Districtwise data being submitted by the Banks to LDMs & SLBC and reconciliation of the same is also delaying the consolidation process. Controlling Heads of Banks are requested to sensitize the staff responsible for preparation and submission of data as per time lines to enable SLBC to submit the data to all concerned as per schedule and conduct the meetings of SLBC as per the yearly calendar. 28

78 Doubling of Farmers Income by 2022 Annexure - 25 Farmers Producers Organisations (FPOs) NABARD has helped in promotion and nurturing of 100 Farmers Producers Organisations (FPOs) spread across 28 districts of the State during and All these FPOs are registered under Companies Act. The broad objective is to collectivise the primary producers, especially small and marginal farmers and provide them access to investments, technology, inputs and markets.total size of membership is about and the average annual business turnover is Rs Lakh. Major activities of the FPOs are vegetable cultivation, hybrid paddy seed production, mango/cashew trading, NTFP collection and primary processing, pulses/ oilseeds/ millets/maize grading, sorting and marketing, seed procurement and marketing, poultry,goatery etc. Three FPOs have been registered under enam platform for trading. Some activities like low cost onion storage godowns, vermi compost production units, drips & sprinklers, etcare being promoted in convergence with existing schemes of various Departments of State Govt. A State Level Federation of 14 FPOs has been formed to facilitate marketing of the produce. Three FPOs have successfully linked to corporates. Out of 100 FPOs 18 FPOs are availing working capital loan from various Banks (CBs and RRBs). Further, out of 100 FPOs, 40 FPOs have been rated under A or B category. The banks may therefore explore the possibilities of financing these FPOs by extending working capital assistance and /or term loan assistance depending upon the requirement of the FPOs. Implementation of Pilot Project on Doubling of Farmers Income: KrishakSamridhi in Nischintakoili block of Cuttack District Pilot project KrishakSamridhi an income enhancement initiative is being implemented in 7 villages of Nischintakoili Block viz. Baliapada, Sankilo, Katarpada, Panchasarang, Balarampur, Tilakana, Demando and Tentalpur covering 1461 households for increasing the farmers income by 60% during the period to through various interventions. The programme is being implemented through Dept of Agriculture as the Nodal Department for facilitating smooth implementation of the pilot project.

79 Major agricultural activities like implementation of BGREI, Line Showing, Pest Control awareness camps, etc have been implemented in the pilot area with support of State Govt, KVK, etc successfully to increase production and productivity. Various capacity building camps/ trainings viz. Risk Mitigation Mechanism (PMFBY), Financial Inclusion (Going Digital), Pest Management, SHG Trainings etc. in the project area. Bank Loan to the tune of Rs.88 lakh has been disbursed under crop loan, Agri Term loans and SHG credit linkages by Commercial Banks, Odisha Gramya Bank and Cuttack CCB in the above seven villages. Awareness camps, exposure visits, Animal Health training programme, Fodder cultivation are being taken up to enhance the capacity and knowledge of the farmers. 108 Annex 33 1 Essential Features of Co-origination Model between Banks and NBFC-ND-SIs I. Sharing of Risk and Rewards: Minimum 20% of the credit risk by way of direct exposure shall be on NBFC s books till maturity and the balance will be on bank s books. The NBFC shall give an undertaking to the bank that its contribution towards the loan amount is not funded out of borrowing from the co-originating bank or any other group company of the partner bank. II. III. IV. Interest Rate: NBFC would have the flexibility to price their part of the exposure, while bank shall price its part of the exposure in a manner found fit as per their respective risk appetite/ assessment of the borrower and the RBI regulations issued from time to time. An indicative illustration for arriving at the single blended/ weighted average rate is detailed in Annex 2. However, notwithstanding the charging of a single blended/ weighted average rate of interest from the borrower, the repayment/ recovery of interest shall be shared between the bank and the NBFC in proportion to their share of credit and interest. Know Your Customer (KYC): The co-originating lenders shall adhere to applicable KYC/ AML guidelines, as prescribed by Department of Banking Regulation (DBR)/ Department of Non- Banking Regulation (DNBR) and may also be guided by Para 14 of Master Directions on KYC, issued by DBR. Loan Sanction: The NBFC shall recommend to the Bank proposals as found relevant for joint lending. The lenders shall be entitled to independently assess the risks and requirements of the applicant borrowers. The loan agreement would be tripartite in nature, wherein, both the Bank and the NBFC shall be parties as lenders to the loan agreement with the customer. V. Common Account: The Bank and the NBFC shall open an escrow type common account for pooling respective loan contributions for disbursal as well as to appropriate loan repayments from borrowers, without holding the funds for usage of float. Regarding loan balances, the NBFC/ Bank shall maintain individual borrower s accounts and should also be able to generate and share a single unified statement to the customer, through appropriate sharing of required information with the Bank/ NBFC. VI. VII. VIII. Monitoring & Recovery: Both lenders shall create the framework for day to day monitoring and recovery of the loan, as mutually agreed upon. Security and Charge Creation: The lenders shall arrange for creation of security and charge as per mutually agreeable terms. Provisioning/Reporting Requirement: Each of the lenders shall follow its independent provisioning requirements including declaration of account as NPA, as per the regulatory guidelines respectively applicable to each of them. 109 Annex 133 respective reporting requirements including reporting to Credit Information Companies, under respectively applicable law and regulations for their portion of lending. IX. Assignment/ Change in Loan Limits: Any assignment of loans by any of the lenders can be done only with the mutual consent of both the lenders. Further, any change in loan limit of the co-originated facility can be done only with the mutual consent of both the lenders. X. Grievance Redressal: It shall be the responsibility of the NBFC to explain to end borrower regarding the difference between products offered through the co-origination model as compared to its own products. The front-ending lender will be primarily responsible for providing the required customer service and grievance redressal to the borrower. However, any complaint registered by a borrower with the NBFC and/or bank shall also be shared with the bank/ NBFC and in case, the complaint is not resolved within 30 days, the borrower would have the option to escalate the same with concerned Banking Ombudsman/ Ombudsman for NBFCs. XI. Business Continuity Plan: Both the bank and the NBFC shall formulate a business continuity plan to ensure uninterrupted service to the borrowers till repayment of the loans under the coorigination agreement. 2 P age
