6 AGENDA NOTES OF 141 st SLBC MEETING AGENDA NO. 1 Confirmation of Proceedings of 140 th SLBC meeting held on at Bhubaneswar. The Proceedings of 140 th SLBC meeting held on at Bhubaneswar had been circulated among all the members of SLBC vide our letter No. SLBC/ODI/580/ dated Since no comments have been received from any quarter the same may please be confirmed. DRI Loans in favour of Persons with Disability(PWD) All Banks/ LDMs All Banks/ Director of Welfare/ LDMs Opening of Brick & Mortar Branches. Banks have opened 61 branches in the state for the period to , out of which 30 are in rural centres. Provision of Banking outlets in Unbanked villages with population below 2000 As on , Banks have covered 39,392 villages constituting % of the total target. Out of these villages, 446 are covered through B & M branches and rest by branchless modes mainly through BC mode. Details as per the Annexure- 1. Total amount disbursed under DRI scheme is Rs crore in 4951 accounts during to , out of which Banks have disbursed 1070 applications amounting Rs.2.26 crore under DRI loan to persons with disability. The performance of the participating Banks is not encouraging (Annexure 2). Banks were requested to achieve sanction and disbursement of minimum 10 applications per branch under the scheme for the year

8 Against a target of 1926, Banks have opened 17 branches in Unbanked GP for the year Govt. of Odisha has identified 367 GPs as feasible (having required infrastructure) for opening of bank branches. The Banks have so far, intimated RBI about their plans to open 262 branches in the year, While emphasizing the need for opening of more bank branches in the State, Regional Director, RBI also advised the Banks to take steps to strengthen the functioning of their Business Correspondents (BCs) and Customer Service Points (CSPs). With the help of BC & CSPs, the banking needs of the common people can be met to a large extent in such places where bank branches cannot be opened immediately. The meeting on Strengthening of Banking Service in Malkangiri and Nabarangpur districts was held on under the Chairmanship of Development Commissioner-cum- Additional Chief Secretary. Issues relating to Strengthening of Banking Services in Malkangiri and Nabarangpur districts were discussed in detail. 14 centres identified by the Development Commissioner and Additional Chief Secretary in Malkangiri district have already been allotted to the Banks for opening of branches. Minimum 14 to 15 branches have to be opened in the Nabarangpur district by the end of March, Branch opening in Koraput & Malkangiri, (most affected LWE districts) is being monitored by RBI, Bhubaneswar and SLBC. Ministry of Home Affairs, Left Wing Extremism Division and Ministry of Finance, Department of Financial Services, Govt. of India are reviewing the progress of new Bank branches and Bank Mitras in LWE affected districts. Odisha State Co-operative Bank (OSCB) rolls out service in remote areas through Banks on Wheels To reach the farmers and other people in remote areas of the state, OSCB launched Banks on wheels equipped with full-fledged Bank branches, ATMs and information kiosks in 20 backward blocks covering 16 districts Keonjhar, Koraput, Malkangiri, Nabarangpur, Rayagada, Sundargarh, Gajapati, Kalahandi, Mayurbhanj, Sambalpur, Angul, Dhenkanal, Boudh, Kandhamal, Nayagarh and Ganjam. Mobile Banking service would soon be available in 20 more blocks of 10 tribal dominated districts of the State. Two Mobile Vans are in operation in UCO Bank in Nimapara Block of Puri District and Angul Block of Angul District. Two Mobile Vans of ICICI Bank are also operating in Hinjilicut Block of Ganjam district and in Sundargarh Sadar Block of Sundargarh district. 5

Banks and Insurance companies are requested to continue to make all efforts crate awareness and access under the schemes to bring large sections of the population within the ambit of these Jan Suraksha Schemes. 6

Bank wise & Scheme wise under various Schemes of Agriculture & Allied Sector Interest Subvention & Subsidy (State Govt.) utilization as on The Private Sector Banks participating in financing under Agriculture and allied sector have not claimed the interest subvention so far. 13 Continuance of State Intervention Schemes for the year Since the Auditors insist on production of certificate to the effect that State Intervention Schemes for the year will continue for the current year, we have taken up the matter with Director, Fishery and they have communicated that the scheme will continue. The Director, Animal Husbandry & Veterinary Services, Odisha has informed that during the current financial year ( ), no funds have been released by Govt. till date for continuance of the above schemes. 14 Branch Network As at the end of September 2015, the total number of Bank Branches in Odisha increased to During the period to , Banks have opened 61 new branches in the State. Out of which, Public Sector Banks, Private Sector Banks and RRBs have opened 33, 23 & 5 branches respectively. Deposit Growth Deposits of the Banks in the state have increased from Rs Crore as of September 2014 to Rs Crore as of September 2015, registering an increase of Rs Crore. The year on year incremental deposit growth is 11.20% Credit Expansion The total outstanding advances increased from Rs Crore as of September 2014 to Rs Crore as of September 2015, registering an increase of Rs crore. The year on year incremental advance growth is 5.93%. CD Ratio The Credit Deposit Ratio of all Banks in the state decreased from % as of September 2014 to % as of September 2015 due to low growth in advance portfolio in comparison with growth of deposit led to lower CD ratio. However the overall CD ratio is above the benchmark. Priority Sector Advances The percentage of priority sector advances is % as of September 2015 against the national norm of 40 %. The incremental growth on year to year basis is %. Agricultural Advances The aggregate of agricultural advances extended by Banks in Odisha have increased from Rs Crore as of September 2014 to Rs Crore as of September 2015, thus registering an increase of Rs Crore in absolute terms and in percentage terms. The share of agricultural credit in total advances as of September 2015 is % against the national norm of 18 %. Micro, Small & Medium Enterprises (MSME) The advances to MSME during the period under review have witnessed an increase from Rs Crore as at September 2014 to Rs Crore as at September 2015, thus registering an increase of Rs Crore in absolute terms and 9.65 in percentage terms on year to year basis. Education Loan An increase of Rs Crore in balance outstanding as on over under Educational Loan represents a growth of %. 11

15 Housing Loan The housing loan balance outstanding has increased from Rs crore as on to Rs as on registering an increase of Rs crore in absolute terms. The incremental growth on year to year basis is %. Advances to Weaker Sections The advances to Weaker Sections increased from Rs crore as of September 2014 to Rs Crore as at September 2015.The share of weaker section advance to Priority Sector advance is % against the bench mark 25 %. AGENDA NO. 3 NPA & Overdue position as on The NPA % of the State is 9.34 and overdue % is which is at much higher side and alarming. Rising NPA in Odisha is a matter of great concern The Bank wise and Sector wise NPA position is given in Annexure 9. NPA % of Public Sector Banks, Private Sector Banks, RRBs and Odisha State Cooperative Banks are 9.53, 1.01, and 7.72 % respectively. For PMRY / PMEGP / SJSRY(NULM)/ SHG(NRLM) / WCC, the NPA & Overdue % is too high, which can only be rated as unsatisfactory. The Banks are facing problem to recycle the funds owing to non repayment of loans, mounting overdue and rising NPA %. Banks & Govt. 16 Bank wise NPA position as on Banks NPA % Overdue % Public Sector Bank Private Sector Bank RRBs Odisha State Co-operative Bank OPDR ACT Under OPDR Act, Cases involving Rs crore are pending for disposal by Certificate Courts. The detailed Bank wise and district wise position in respect of Odisha Public Demand Recovery Act and Odisha Agriculture Credit Operation and Misc Provision (Banks Act) is available at Annexure 10. As reported by Andhra Bank, there is inordinate delay in considering the petition filed u/s 14 of the SARFAESI Act at Rayagada. AGENDA NO. 4 FRESH ISSUES 1) Relief measures by Banks in areas affected by recent draught. A meeting of major Bankers, RBI, NABARD & high level State Govt. officials was held under the Chairmanship of Chief Minister on at the State Secretariat. 139 blocks in 21 districts have been reported crop loss due to draught condition as per eye estimation. Emerged action points of the meeting for implementation are : 1. All Banks not to collect Kharif crop loan from farmers till March Normal agricultural finance may be extended for Rabi crops during depending on irrigation potential. Agriculture Dept at district / block level will sponsor / identify borrowers for financing. 3. Credit requirement through Kissan Credit Card (KCC) should be encouraged and loan amount under KCC may be calculated strictly as per RBI/NABARD guidelines. 4. Technical personnel of Banks may advise farmers to go for multiple cropping (including pulses, oil seeds and fodder etc) as a safeguard against total crop losses due to natural calamities. 5. The Banks must achieve the annual target of in lending to agriculture sector. 6. As there has been scarcity of fodder in the draught affected areas, Bank should provide loan to this crop considering fodder cultivation as commercial crop. 7. District Level Technical Committee may examine revision of scale of finance of various crops for implementation. Fodder crop may be included in the crop list. 13

17 8. Banks were advised to be very proactive in timely sanction and disbursement of loan applications relating to agriculture and allied sector. 9. Regarding Restructuring/Rescheduling of existing loans Banks should follow the guidelines of RBI. SLBC has already circulated the master circular Guidelines for relief measures by Banks in areas affected by natural calamities (RBI/ /68/FIDD.No.FSD.BC.01/ / dated and RBI/ /156/FIDD.No.FSD.BC.12/ / dated 21 st August 2015 among the Banks. 10. The relief measures initiated and undertaken may be reviewed in monthly meetings of specially constituted task force or sub-committee of the DCC. 2) SOLAR POWER V-SAT CONNECTIVITY TO KISOK/FIXED CSP IN THE SUB- SERVICE AREA SUPPORTED UNDER FIF. NABARD has devised a scheme/project to provide support under FIF for setting up of solar powered VSAT to Kiosk/ fixed CSPs to address the issue of connectivity as well as power supply in the Sub Service Area. SLBC has already circulated details of the scheme to all the Banks vide its letter No. SLBC/)DI/723/ dated with a request to take advantage of the Scheme and address the problem of connectivity which is the main road block for making available Banking services in the remote rural areas. Under the scheme, 100% of the fixed cost subject to a cap of Rs.4.00 lakh per unit will be reimbursed by NABARD. Scheme details are given at Annexure

22 AGENDA NO. 8 Meeting of Chiefs of Priority Sector of Scheduled Commercial Banks on Agriculture Credit -Action points We have been informed by NABARD, Regional Office, Bhubaneswar that the Annual Meeting of Chiefs of Priority Sector of Scheduled Commercial Banks on Agriculture Credit was organized by NABARD on 28 th August 2015 at Mumbai. Some of the action points that emerged during the meeting are as under: 1. Legal and other related operational issues in agriculture financing may be taken up with the State Government by SLBC for solution. In this context, SLBC has requested all Banks to inform us the various legal and other operational issues in agriculture financing so that we may take up those issues with the State Government, RBI & NABARD for solution. So far we have not received any response from Banks. 2. Banks to innovate credit delivery mechanism to reach the farmers in Eastern and North Eastern region where the agriculture credit flow is very low compared to the net sown area. SLBC may consider constituting a sub-group/committee to give focused attention to this and also suggest various measures for increasing credit flow to agriculture. SLBC has requested all member Banks for giving valuable suggestions to boost credit flow to agriculture sector. Response 3.Coverage of Crop Insurance Scheme. We are requesting all Banks to report us the reasons for low coverage of loans under Crop Insurance Scheme in the state. Regarding these issue we have requested all Banks to give their feedback/ suggestion. We are yet to receive the response. AGRICULTURE Bank wise Performance of Crop Loan & Term loan for the period to is available at Annexure 19. Kissan Credit Card (KCC):- The Bank wise achievement made under KCC as on is available at Annexure 20. It is observed that Banks have disbursed Rs crore in KCC accounts during to , out of which fresh KCC has been issued in accounts disbursing Rs crore. Total outstanding balance as on is Rs crore in no. of KCCs. 19

A) Agriculture Allied Sectors (Fishery & Dairy). Bank wise progress made on Financing under different schemes of Allied Agriculture Sector is given in Annexure 21. Area Development Scheme Capital formation in agriculture is a prerequisite for sustainable development and Bank loans are major sources of private sector capital formation all over the country. With a view to promoting disbursement of term loans by the Banks, NABARD has initiated preparation of Area Based Schemes since As on date, Area Based Schemes on Fresh Water fish farming in selected blocks in 05 districts, viz, Balasore, Cuttack, Jagatsinghpur, Mayurbhanj and Rayagada, on Dairy Development in Sambalpur district and on Farm Mechanization in Ganjam district are being implemented in the State. Besides, Area Development Schemes are being prepared on farm mechanization in potential blocks accorss 10 more districts and on the various potential activities identified in the PLPs prepared by NABARD for each district. As per the Banking plans prepared, total term loans estimated to be disbursed by the participating Bank branches is around Rs.100 crore. NABARD has been trying to rope in more number of branches and will be instrumental in preparation of the Banking plans with respect to potential area based schemes. All the Banks and government departments are required to play a pro-active role in this regard and share the success stories among peers to facilitate emulation. 20

24 2. Establishment of Agri-Clinics and Agri-Business Centres (ACABC) Govt. of India is according priority to the Scheme of ACABC. The objective of the Scheme is to boost agricultural production through adoption of technology, encourage better farming practices by farmers as also to provide self employment opportunities to educated youth. In the national level review meeting of the Scheme held in New Delhi on , concern was raised on poor credit linkage and Banks were expected to advise their branches to adopt One Branch one Agriclinic concept. The Nodal Training Institutes (NTIs) (listed in agriclinics.net /nticontact.asp) may be contacted in the matter of identification and training of prospective entrepreneurs. It was decided that clearing the pending loan application should be attached utmost priority by Banks. Inadequacies, if any, in the project report may be brought to the notice of the concerned NTI for making the same good. One nodal officer at each of the controlling offices of Banks may be identified and name and contact details of the officer may be advised to NABARD, Regional Office and MANAGE ( National Institute of Agricultural Extension Management), Hyderabad. Banks may prefer subsidy claim under the scheme to NABARD as per the scheme guidelines. Member Banks should ensure achievement of 60% norm. Against a target of 7.5% of ANBC, we have achieved % finance under Micro Enterprises. A detail of Bank wise position under MSME (Manufacturing Sector) is available at Annexure 23. Target vrs. Achievement The target under ACP for MSME sector for the year is Rs crores. The achievement up to September 30, 2015 is Rs crore which is % of the target. Banks are requested to achieve more than 75% of the target by the end of December, Disbursement of loans in a camp mode under Pradhan Mantri MUDRA Yojana (PMMY) will provide fillip to the sector especially for Micro enterprises. Startup Indian Programme D.O. letter No. 260/687-/948/2015 ESI dated from Joint Secretary, Prime Minister s Office addressed to the CMD/CEO/MD, wherein it has been requested to all Public Sector Banks to take appropriate action to formulate a scheme for ensuring that the directions of the Hon ble Prime Minister while addressing to the nation on Independence Day ( ) may be carried out and one Dalit/Tribal entrepreneur and women entrepreneur are assisted by each Bank branch. 22

26 It is therefore, requested to the Controlling Heads of all Banks to instruct all their branches to ensure strict compliance to provide at least one loan to Dalit/Tribal Entrepreneur as start-ups to the tribal in the locality where there is any tribal habitation and where there is no tribal habitation, the branch can provide loans to a Dalit to promote start-up entrepreneur under start-up India programme. AGENDA NO. 10 RSETI 1. Performance during FY ,857 rural BPL/NRLM Target group youth have been trained against annual target of 19,800 as on 30 th September (30% achievement). Though 8,744 BPL/NRLM target group candidates have been sponsored by DRDAs, only 5,857 candidates have been trained as on 30 th September The overall number of candidates trained as on 30 th September 2015 is 9,565. The detail of achievement is available at Annexure -24. The Bank-wise training performance is as follows. Status of Infrastructure in RSETI: Out of 30 RSETIs in the State, 6 UCO Bank Sponsored RSETIs do not have residential training facility. Issue of permissive possession is pending in Cuttack, Puri and Dhenkanal districts. Out of 30 RSETIs, in 7 numbers of RSETIs the building construction has been completed, in 13 number of RSETI the construction is in progress and in 6 RSETI, the construction has not yet started. 3. Settlement of Claims: 86% of funds received from MoRD, GoI ie Rs.367 lakh out of Rs lakh has been utilized. As per information from DRDAs, it is ascertained that claims amounting to Rs.61 lakh is pending. Out of 30 RSETI, there is no claim pending in 17 RSETIs, in 8 RSETIs claim is pending due to lack of funds and in 5 RSETIs claims of is in process for payment and expected to be completed by 30 th November The RSETI-wise claim pending status received from districts is available at Annexure

27 SMMU, OLM has requested funds from MoRD under RSETI for FY A reminder has also been sent in this regard. On receipt of funds, claims pending in 8 RSETIs will be cleared. As per State Strategy under RSETI for FY , the RSETIs will send the claims after DLRAC approval to the concerned Sponsoring Bank and the Bank will submit a consolidated claim, once in a quarter, to SMMU,OLM. All Banks shall submit claims for Quarter 1 and quarter 2 of FY Implementation of State Strategy under RSETI: 8,744 BPL/NRLM target group applications have been sponsored to RSETI for training. District and Block level nodal officers of RSETIs have been identified for better coordination between DRDA and RSETI. In 20 districts, Quality Assessment Teams with chairpersonship of PD, DRDA has been formed for Quality monitoring. In 9 districts the Quarterly Quality Assessment has been completed. In 13 Districts, Sensitization programme for Block Nodal officers has been organized by RSETIs. In 12 districts, candidates for RSETI training have been identified in DDU-GKY mobilization camps. IEC materials have been developed by OLM and have been provided to all RSETIs, DRDAs and Blocks to facilitate awareness generation on RSETI programme. 5. Updating training and settlement data in RSETI MIS Website: It is ascertained that the training and settlement data is not uploaded regularly by RSETIs in the RSETI MIS website that affects monitoring. Controlling Heads of Banks shall advise the RSETIs to ensure that the training and settlement data is updated on a regular basis. 6. Coverage of RSETI trained candidates under Pradhan Mantri MUDRA Yojana: Sponsoring Banks and RSETI s shall ensure coverage of RSETI trained candidates under Pradhan Mantri MUDRA Yojana. 7. Project LIFE: Project LIFE (Livelihoods in Full Employment) is a Government of India project. Aims to transform the poor unskilled workers of MGNREGA who are dependent on wage employment to self reliant and skilled individuals. To provide sustainable 365 days livelihoods of MGNREGA workers from present 100 days Wage Employment DDU-GKY, RSETI and Livelihood intervention of SRLM. A survey was conducted and 5,898 workers have shown interest in Skilling through self employment through RSETIs. Self employment training for identified candidates to be provided under RSETI. 30% of target to be achieved by 31 st March

28 AGENDA NO. 11 Finance to Weaver Sector: The following points have been reported by the Director, Handloom & Textile, Odisha. 1. Interest Subvention: As per the decision of the SLBC & SIMRC, while releasing the Interest Subvention claim by NABARD to the claiming Banks towards Govt. of India share (up to 7 % against loan sanctioned), NABARD is to forward one copy of the same to SLBC, UCO Bank as well as to the Director of Textiles & Handloom, Odisha in order to release the State Share of 2.5%. But no information on interest rate is available to SLBC. NABARD communicate the amount of interest is released to the Banks. We therefore request to the Director, Textile and Handloom to revise the procedure of claiming State Govt interest subvention by the participating Banks to Nodal Bank (UCO Bank). 2. Submission of Margin Money claim: Although, 17,661 nos. of WCC have been issued up to September 2015, only 8610 nos. loan accounts released with Margin Money claim by NABARD. Due to non submission of Margin Money claims, the loan accounts are becoming NPA. The status of some of the Banks are given below. Sl. Bank wise performance under WCC is given in Annexure Sanction of fresh loan to the PWCSs recapitalized under the Package: Recapitalization Assistance to the tune of Rs Crore placed with 17 DCCBs through OSCB by NABARD Regional Office, Bhubaneswar, in favour of 430 nos. of PWCS & 1 Apex WCS i.e., Boyanika with a pre-condition to sanction fresh loan. However, none of the PWCS has been sanctioned although several meetings & Video Conferencing have been made with the OSCB & DCCBs. 25

Appointment of Bunkar Facilitator: Though, there is a provision to appoint Bunkar Facilitator, Grievance Redressal Officer by the concerned Banks for smooth implementation of the Weaver s Credit Card scheme, but none of the Banks have taken any step on this score 6. Submission of Utilization Certificates: As per the decision of the last SLBC meeting held on , Utilization Certificate in the given format towards State Share along with the Bank/branch wise list of beneficiaries under Revival, Reform & Restructuring Package for Handloom Sector is yet to be received from NABARD, R.O, Bhubaneswar. In the last SLBC meeting, the CGM, NABARD had informed that they have forwarded U.C, received from the Banks except from the Odisha Gramy Bank. However, NABARD, R.O, Bhubaneswar vide letter No dated has refunded an amount of Rs.3.39 lakh towards State Share relating to two nos. of Banks namely i) State Co-operative Bank, ii) Odisha Gramya Bank, without indicating any reason although the scheme has been closed after i.e after a gap of over one and seven months. Status of SHG loan applications pending in Bank branches: As per information received from Districts, 17,868 loan proposal are pending in Bank branches. Bank-wise SHG achievement and loan pendency status is enclosed at Annexure-28. SLBC has requested OLM to provide Bank-wise and branch wise pending loan applications for effective monitoring by the controlling office of each Bank. 26

30 C. Data Sharing by Banks: The SHG-Bank Linkage performance of States is monitored by MoRD, GoI based on the data available in the NRLM Bank Linkage website. The Banks have to share the data on a monthly basis. Banks should ensure that data is shared on a timely manner. D) SHG Non Performing Asset management. Commissioner-cum-Secretary has advised all District Collectors in this regard vide Strategy letter (already circulated to all Banks) for SHG- NPA Management. The districts and blocks have been allotted targets for NPA reduction. 275 Bank Linkage and Recovery Committee has been formed in all intensive blocks as on 30 th September 2015 which facilitate NPA reduction. E) Bank Mitras, BLRCs and Samanwaya Mela A. Bank Mitras: 363 Bank Mitras are now positioned in different Bank branches in erstwhile 38 TRIPTI Blocks. The Bank Mitras are facilitating WSHG members with hassle free access to Banking services and also supporting the branches in opening individual and SHG SB accounts, loan documentation and recovery of loans. As on 31 st October 2015, 183 more Bank Mitra have been identified. Bank Mitra will be provided 6 days training in RSETI/RUDSETI and will be placed in Bank branches in December Around 500 Bank Mitras will be trained and placed in Bank branches during FY Controlling Heads of Banks are requested to issue necessary instructions to the branches for utilizing the services of Bank Mitras. Bank may consider appointment of Bank Mitras as Business Correspondents as the Bank Mitras have expertise in SB account opening, documentation, follow up etc. F)-Formation of Bank Linkage and Recovery Committee: In response to RBI instructions to strengthen Community Based Recovery Mechanism (CBRM), the concept of BLRC has been rolled out in 38 intensive blocks. About 275 BLRCs have been formed. During FY , BLRCs will be formed in all Bank branches of Intensive Blocks. Though it has been advised to form BLRCs in intensive blocks due to presence of community functionaries, Bank branches may form BLRC in non intensive blocks by involvement of active SHG leaders and PRI representatives. G) Samanwaya-cum-Recovery Mela: All Blocks have been assigned target to organize Samanwaya-cum-Recovery mela. As on 30 th September 2015, 602 Samanwaya Mela have been organized. Controlling Heads of Banks to issue instructions to branches to provide necessary support for organizing Samanwaya Mela. 27

31 H) Status under Interest Subvention scheme for WSHGs Government of Odisha Scheme of Interest Subvention in Category-I districts (18 IAP districts):. For FY , out of 19 Banks, 9 Banks are yet to submit their claims to Nodal Bank i.e. UCO Bank. For FY , Interest Subvention has been released to Andhra Bank and the release is in process in case of 9 Banks which have submitted the claims. The details of claim submission status is available at Annexure-29. All Banks shall ensure that the list of WSHGs to which Interest Subvention has been released shall be shared with SMMU, OLM. Co-operative Banks shall implement the decision taken in the nodal officer meeting and participate in Interest Subvention. Government of India scheme of Interest Subvention in Category-II districts: Non-IAP districts Till date, Interest Subvention of Rs.5.29 Cr has been released to 39,824 WSHG accounts. Interest Subvention transfer to 31,470 WSHG loan accounts amounting to Rs.3.17 Cr has been rejected due to reasons like account closed and other technical errors. OLM has advised Nodal Bank to release the subvention to SB accounts of SHGs where the release to loan account has been rejected. Interest Subvention for January-March 2015 will be released by 30 th November AGENDA NO. 13 Finance to Handicrafts Sector 1. Modernization & Technical Up- gradation of Handicraft Industries. Scheme It is reported by the Director of Handicraft & Cottage Industries, Odisha that during , 160 nos of applications have been received in different districts & 48 no. of applications have been sponsored to different Banks as per Annexure -30. Banks are requested to take credit decision early on receipt of applications from DICs / RICs. 2. Rehabilitation of Handicraft Artisans. Margin money assistance is provided to individual 20% of the project cost(upto Rs.50000) with maximum ceiling of Rs.10,000/- per artisan to avail Bank loan for setting up own handicraft production unit. During , 1274 nos. of applications have been received in different districts & 26 nos of applications have been sponsored to Banks. All the schemes in respect of Handcraft sector may be covered under CGTMSE scheme. 28

32 AGENDA NO. 14 Progress under Govt. Sponsored Programmes A) PMEGP Bank wise and Agency wise target received from KVIC has already been communicated to all Banks. B) National Urban Livelihood Mission (NULM) Information on Self Employment Programme (SEP) component of NULM for the year ULB wise and Bank wise information under Bankable components of NULM like SEP (Individual), SEP (Group) and SEP ( SHG- Bank Linkage ) is available at Annexure 31. The progress in sanction and disbursement of loan under NULM is not satisfactory. Hence the Controlling Heads of all Banks are requested to take appropriate action so that target under all Bankable components of NULM can be achieved before 31 st March LDMs are also requested to monitor closely the progress in DCC meeting. Strategy for achieving Universal Financial Inclusion and Financial Literacy Camps in all ULBs under NULM can be taken on priority. C. Financing under SC/ST Schemes:- During the financial year , OSFDC has fixed target for financing Sch.Caste and 5300 Sch.Tribes beneficiaries under Credit linked Income Generating Schemes through Banks. It has also been decided to finance SC individual applications during where group applications are not available but the individuals should not be more than 30% of total 29

33 target of a District. But in case of ST category, there is no limitation for financing individual ST candidates. Dr. Ambedkar Central Sector Scheme of Interest Subsidy on Educational Loan for Other Backward Classes & Economically Backward Classes (ACSISOBCEBC) Scheme Ministry of Social Justice & Empowerment, Govt. of India has recently launched a Central Sector Scheme, in the name of Hon ble Dr. Ambedkar, that provides interest subsidy on educational loans, linked to the existing Educational Loan scheme of Indian Bank Association (IBA), to students belonging to Other Back Ward Classes (OBC) & Economically Backward Classes (EBCs) for pursuing studies overseas at Master s and Ph.D. levels. The scheme is effective from and will provide interest subsidy up to the end of moratorium period, i.e. Course period plus 1 year or 6 months after getting service which is earlier Controlling heads of all Banks are requested to advise the branches to create awareness among the customers and explain the benefits of the scheme to the people of OBC and EBC. Govt. of India has designed a Credit Linked Subsidy Scheme- name as PMAY- Housing for all Urban as on instrument for addressing the house needs of the Economically Weaker Section (EWS)/ Lower Income Group (LIG) segments in urban areas. In all 4041 statutory towns with focus on 500 class-1 cities would be covered in 3 phases and to be completed by March, The same envisages the Provision of an interest subsidy at the rate of 6.5% on interest charged on the admissible loan amount to EWS & LIG segments of Urban poor for a tenure of 15 years of the tenure of loan whichever is lower, to enable them to buy or construct a new 31

AGENDA NO. 17 Implementation of Prime Minister s New- 15 Point Programme for Welfare of Minorities Progress / Achievement made for Financing under Minority Communities. Ministry of Finance, Govt. of India has advised that the share of credit flow to minority communities of Public Sector Banks (PSB) should be 15% of the Priority Sector Advances. SIDBI, Bhubaneswar has given the following information on CGTMSE Coverage in our state (Year wise). At the end of the year Proposals covered during the year No. of Accounts Amount in Rs. Crore Odisha ranks 8 th among all the States in India in respect of MSME coverage under the guarantee scheme of CGTMSE. Bank-wise analysis reveals that SBI has sanctioned highest quantum of loans followed by Bank of India for the period to District-wise analysis reveals that Khordha has highest coverage followed by Cuttack.
