2 Implementation Status and Key Decisions The project was signed in February 2014, and it became effective on September 19, The LISUNGI team has been working since then on setting up the social safety nets system in the country through this project. As of today, the Government has set up the Inter-sectoral Steering Committee (COS) that oversees project implementation and the LISUNGI team has finalized and validated the Program Operations Manual at the COS meeting on November 14th. The identification of potential beneficiaries were concluded in all three regions of the country the project is operating (Pointe Noire, Brazzaville and Cuvette). All staff positions were filled up and project implementation continues to increase. Already, about 60,000 households have been identified and enrolled in the social registry, with completed and verified information that can be used for all social programs that aims to target the poor. The Social Registry is expected to be linked and synchronized with health project to the provision of health services for the poor population in addition to cash transfers in selected areas, as well as to other interventions such as training for poor youth and for labor intensive public works. Until December 2016, 3,455 households and 2,794 elderlies (634 of those living alone) were benefitting from the Lisungi Project, which provides quarterly cash transfers conditional on attending school and health clinics visits. Lisungi Impact Evaluation is underway and some monitoring indicators shows that (a) health center visits for growth monitoring of children 0-11 months old is at 70 percent and at 47 percent for months old; (b) 95 percent of 0-11 month old children have received at least one vaccine, but low supply of vaccines against whooping cough, influenza, hepatitis B and pneumococcus virus are significant; (c) 100 percent of pregnant women enrolled in the project before pregnancy week 16 have benefitted from four pre-natal exams; (d) most of beneficiaries did at least one post-natal exam, and 46 percent did at least two post-natal exams; (é) monthly average participation rate had increased above 80 percent in target areas; and (f), about 1/4 of beneficiaries have invested part of the benefits to open their own micro business by the purchase of small equipment for the cassava fields and market gardening; the purchase of nets and canoes for fishing; the small trade of food products, to sell local drink, gasoline, oil, hairstyle articles for women, etc. However, delays on counterpart funds and suspension of payments since December 2016 due to country economic contraction are jeopardizing the impact of cash transfers on beneficiaries. 12/4/2017 Page 2 of 12
