The project development objective is to increase agricultural profitability and improve equity in access to higher-quality water for up to 140,000 small-scale farmers on up to 200,000 feddans (80,000 hectares) in the command areas of Mahmoudia, Manaifa and Meet Yazid located in the Nile Delta. This would be conducted specifically in areas where upstream irrigation improvement interventions, both physical and institutional, have occurred and are fully functional. These objectives would be achieved through both structural improvements and a strengthening of farmer support services. 2 Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions After several months of stalled progress because of the depreciation of the Egyptian currency, the pace of progress has picked up of late. Pumping stations are being renovated with new electrical pumps and refurbished stand-by diesel pumps. Thus, farmers are paying less for irrigation costs, spending less time on irrigation and enjoying other environmental and health benefits. Contract supervision has been enhanced through expert consultants, and contract implementation issues (e.g. payment of invoices) are being swiftly resolved. There are other notable project achievements, such as a functioning Geographic Information System, enhanced transparency and accountability through complaints centers, training of farmers in the operation of the modernized pumping stations and improved agricultural practices through Farmer Field Schools. Arrangements are being put in place to accelerate remaining works in light of the approaching closing date of the project. However, the end target needs to be clarified. There appears to be a mistake in the conversion from 80,000 hectares to feddans. 1 ha = 0.42 feddans, implying that 80,000 ha = 190,000 feddans. However, the Legal Agreement notes a conversion of 170,000 feddans in the comments section of this indicator, while the PAD notes 180,000 feddans. The TTL will seek the relevant Operations expert for advice on the appropriate target that PMU should use for measurement purposes.
