2 Implementation Status and Key Decisions During the first year of implementation, Project Management Offices (PMOs) for both components have become familiarized with procedures and processes for World Bank-funded projects. The Off-Grid Component has been progressing well. The Grid Component has also commenced, however, after delays resulting from the institutional restructure of Ministry of Electricity and Energy (MOEE). Overall project implementation is constrained due to the recent introduction of the additional approval procedures for international consultancies. The number of FM staffs assigned for both Grid Component PMO and Off-Grid Component PMO have limited experience in project financial management. Based on these current assessment, the FM rating for the project is downgraded from Satisfactory to Moderately Satisfactory. However, please note that there is no overdue IFR for both components of NEP. Amid slow start partly due to the very first year of implementation, both PMOs are catching up with Bank's procedures and standards and thus the project management rating remains Satisfactory. Staffing of the Grid Component PMO under MOEE has been significantly scaled down as a result of restructuring, thus effecting project implementation. The Bank team and the MOEE are working closing to hire additional personnel, to ensure implementation is not delayed and the project development objectives are achievable.
