3 AGENDA NOTES OF 148 th SLBC MEETING AGENDA NO. 1 Confirmation of Proceedings of 147 th SLBC Meeting held on at Bhubaneswar. The Proceedings of the 147 th SLBC Meeting held on was circulated among all the members of SLBC vide our letter No. SLBC/ODI/148/ dated Since no comments have been received from any quarter, the same may please be confirmed. AGENDA NO. 2 Action Taken Report on major decisions taken in 147 th SLBC Meeting held on Progress of Implementation of Financial Inclusion Plan in the State. Provision of banking outlets in unbanked villages with population below 2000 As on , Banks have covered villages constituting % of the total target. Out of these villages, 657 are covered through B & M Branches and rest by branchless modes mainly through BC mode. Bank wise & District wise details are at Annexure - 1. The following banks have not covered 100% of their allotted villages. Federal Bank, Dena Bank, Odisha Gramya Bank, Andhra Bank, Utkal Grameen Bank, Axis Bank, Punjab National Bank & Syndicate Bank. They are requested to ensure 100 % achievement before 30 st September, Aligning roadmap for unbanked villages having population more than 5000 with revised guidelines on Branch Authorization Policy of Reserve Bank of India In term of RBI circular FIDD.CO.LBS.BC.No.82/02.001/ dated 31/12/2015, wherein SLBC identified 78 villages with population above 5000 without a bank branch and allotted among schedule commercial banks (Including RRB) for opening of brick and mortar branches. In this connection RBI issued circular vide DBR.No.BAPD.BC.69/ / dated 18 May 2017 on rationalization of Branch Authorization Policy- Revision of Guidelines wherein final guidelines on Banking Outlets have been issued with a view to facilitate financial inclusion as also to provide flexibility to banks on the choice of delivery channel. 3

4 As discussed in 147 th SLBC meeting,78 identified villages having population more than 5000 without a bank branch of a scheduled commercial bank have been allotted by SLBC for opening of branches by Dec It has been decided with Controlling Heads of allotted Banks, GM, FIDD, RBI and SLBC that opening of Brick & Mortar Branch need not be insisted upon where there is presence of B&M Branch within radius of 5 KM because of non viability/feasibility/profitable proposition. It is found that there are 60 locations where B&M branch existed within 5 KM. Hence remaining 18 locations are identified for opening of B&M branch. Only 6 branches are opened as on Status of banking outlets in 78 villages with population more than 5000 as on Brick & Mortar Branch exists within a radius of 5 KM of the proposed 60 villages having population more than Brick & Mortar Branch opened 6 3 Banking outlets to be opened by allocated Banks 12 TOTAL 78 Bank Service Expansion in LWE districts in the State The Union Finance Ministry is focusing on the expansion of bank branches and opening of post offices in the LWE districts. There are 19 LWE districts in the State of Odisha, out of which the red rebels are mostly active in Malkangiri, and Koraput district. There are 17 bank branches opened during the last two years. In view of the dominance of the Maoists in these districts, the Government is laying emphasis on expansion of the bank branches in these districts. Major causes of slow progress in branch opening in these districts are no/poor internet connectivity, poor and unstable electricity connection, and poor road connectivity and security threats. Government of Odisha has raised the issue with Centre in this regard. However, all the banks are requested to explore all possibilities to open brick and mortar branches in their allotted unbanked Gram Panchayats on priority basis. 3. Branch opening in Unbanked Gram Panchayats as on In the Sub-Committee meeting of Banking Expansion held on , based on the response received from banks for 677 unbanked GPs, RBI in consultation with SLBC allotted 247 Unbanked GPs to different banks and the remaining GPs may be allocated for banking outlets among banks with nearby branches within 15 days. The details of allocation is at Annexure-1(a). 4

This is one of the most critical intervention under financial inclusion, especially in the areas where connectivity issues are the hindrances. The details of sanctioned projects is under: 5

Out of which, Public Sector Banks and Private Sector Banks have opened 09 & 01 branches respectively. 05, 02 and 03 branches have been opened in Urban, Semi-Urban and Rural centres respectively. Deposit Growth Deposits of the Banks in the state have increased from Rs Crore as of June 2016 to Rs Crore as of June 2017, registering an increase of Rs Crore. The year on year incremental deposit growth is 16.56% Credit Expansion The total outstanding advances increased from Rs Crore as of June 2016 to Rs Crore as of June 2017 registering an increase of Rs crore. The year on year incremental advance growth is 3.04%. 9

10 CD Ratio The Credit Deposit Ratio of all Banks in the state decreased from % as of June 2016 to % as of June 2017.Overall CD ratio is above the benchmark of 60%. Priority Sector Advances The percentage of priority sector advances is % as of June 2017 against the national norm of 40 %. Agriculture Advances The aggregate of agriculture advances extended by Banks in Odisha have increased from Rs Crore as of June 2016 to Rs Crore as of June 2017, thus registering an increase of Rs Crore in absolute terms and 6.29 in percentage terms. The share of agricultural credit in total advances as of June2017 is % against the national norm of 18 %. Micro, Small & Medium Enterprises (MSME) The advances to MSME during the period under review have witnessed decrease from Rs Crore as at June 2016 to Rs Crore as at June 2017, thus registering decrease of Rs Crore in absolute terms and in percentage terms on year to year basis. Education Loan A decrease of Rs crore in balance outstanding as on over under Educational Loan represents negative annual growth of 2.37 Housing Loan The housing loan balance outstanding has increased from Rs Crore as on to Rs as on registering an increase of Rs Crore in absolute terms. The incremental growth on year to year basis is %. In Odisha 30 locations are identified for IPPB roll out. In the first phase, 50 locations all over India are identified for implementation of IPPB. Bhubaneswar(Circle Level) is one of the identified locations where IPPB will be rolled out in the 1 st phase during Sept Additional 6 locations (small branch) have been identified covering all the pending Districts of Odisha Circle. All existing Bank accounts have to be verified with Aadhaar by the Banks by 31 st December 2017, failing which the accounts will become inoperative. Therefore it has been decided that every Scheduled Commercial Bank shall provide Aadhaar enrolment and update facilities to its customers. Following are the guidelines for setting up Aadhaar centres in the Banks. 1. Every Scheduled Commercial Bank shall set up Aadhaar enrolment and update facility inside its bank premises at a minimum of 1 out of every 10 branches by The selection of branches for enrolment and update facility shall be such that it covers all the district headquarters where it is present and that here is maximum coverage of Talukas/Block in every district. 12

13 3. The bank shall notify to its customers, the general public, and UIDAI of the location of branches where Aadhaar enrolment and update facilities will be provided by them. The list of such branches shall be displayed on its website. Any changes in locations shall be notified at the earliest in the aforesaid manner. 4. The Banks may at its discretion provide Aadhaar enrolment and update facility to customers of other banks. 5. The bank may charge the customers for Aadhaar enrolment and update services at the rates prescribed by UIDAI. 6. The Scheduled Commercial Bank shall, if not already done so, become Registrar of UIDAI for providing enrolment and update facilities. The above instruction has already been communicated by SLBC vide letter no SLBC/ODI/173/ dated 26/07/2017 MGNREGS camps for seeding of Aadhaar in the accounts of MGNREGS workers for Direct Benefit Transfer (DBT) Aadhaar camps for MENREGS workers is going on throughout Odisha from , which will continue till As per instruction from Joint Secretary MORD, Joint Secretary DFS, Govt of India bank representatives should present at the Aadhaar camp on the stipulated date. Controlling Heads of banks may give suitable instruction to their branches to be present in the camp and collect the consent forms which have to be converted to ABPS within 7 days. 15 It is observed that 8 districts namely Bhadrak, Dhenkanal, Jajpur, Boudh, Jharsuguda, Kalahandi, Nayagarh and Sonepur have achieved CD ratio of more than 60% &11 districts have registered CD ratio below 40%, namely, Angul, Sambalpur, Deogarh, Gajapati, Ganjam, Jagatsinghpur, Kendrapara, Keonjhar, Puri, Kandhamal and Mayurbhanj. The LDMs of those districts and the Lead Banks should take needful action for improvement in CD ratio in the coming quarters. Area wise CD Ratio is at Annexure 10. CD ratio of the State as on computed on the advance figure of sanctioned in other state but utilized in our state as per Thorat Committee is %. The present status of branch & ATM opening in the state indicates that Banks are yet to give due importance for opening of new branches in unbanked areas and installation of ATM at rural branches. All Banks are requested to ensure that each branch shall have at least one ATM. Details of bank wise branch network, ATM network, branch & ATM network in rural centres is enclosed at Annexure 14. 18 AGENDA NO. 6 NPA & Overdue position as on The NPA % of the State is and overdue % is which are at much higher side and alarming. Rising NPA in Odisha is a matter of great concern. The Bank wise and Sector wise NPA & Overdue position is given in Annexure 16. For PMRY / PMEGP / SJSRY (NULM)/ SHG (NRLM) / WCC, the NPA & Overdue % is too high, which can only be rated as unsatisfactory. The Banks are facing problem to recycle the funds owing to non repayment of loans, mounting overdue and rising NPA %. Banks & Govt. 19 Status of OPDR cases as on no. of OPDR cases involving Rs crore are pending as on Highest number of cases( 1625 ) are pending in Khordha district followed by Kendrapara district (1184 cases).all District Collectors may be advised by State authority for early disposal of pending OPDR cases. All the Lead District Managers may put their coordinated efforts to yield desired result. District wise & Bank wise report is available at Annexure 17. Applications for attachment of property under Section 14 of the SARFAESI Act pending with District Magistrates Banks require adequate support from District Magistrate for quick enforcement of SARFAESI Act. The applications are remaining pending with District Magistrates in different districts for a long time for permission and assistance for taking physical possession of charged assets under the Act. It is reported that 861 numbers of applications involving Rs Crore of different banks for attachment of property under section 14 of SARFAESI are pending with District Magistrates. The State Government is requested to kindly issue appropriate instruction to the District Magistrate for expeditious disposal of Bank s applications seeking permission for taking over physical possession of charged assets. 21 AGENDA NO. 8 AGRICULTURE Bank wise performance of Crop Loan & Term loan for the period to is available at Annexure 21. Kissan Credit Card (KCC) The Bank wise achievement made under KCC as on is available at Annexure 22. It is observed that Banks have disbursed Rs Crore in KCC accounts during to , out of which fresh KCC has been issued in accounts disbursing Rs crore. No KCC has been issued so far by the following Banks: Public Sector Banks Bank of Maharashtra& Corporation Bank Private Sector Banks Axis bank, Bandhan Bank, City Union bank, Karnataka Bank,, IndusInd Bank, Karur Vysya Bank, Kotak Mahindra Bank Ltd., Laxmi Vilas Bank, The South Indian Bank Ltd, Standard Chartered Bank, Yes Bank & DCB Bank ACABC Scheme ACABC scheme was launched by GoI in 2002 which aims at providing farmers with technical advices on various agricultural issues, services like maintenance and custom hiring of farm equipment, sale of inputs etc. in agriculture and allied areas through technically trained agricultural graduates/professionals at village level. The ACABC scheme is in operation during Progress under the scheme in the state is not encouraging. So far, under the scheme, only one case has been financed by Syndicate Bank and eligible subsidy was disbursed during last year. Banks may lend more number of the eligible entrepreneurs under the scheme and avail eligible subsidy under the scheme. Area Development Scheme Area based schemes with focus on locally potential investment activities is being encouraged by NABARD for accelerated credit flow and capital formation in Agriculture. Accordingly, NABARD has prepared banking plan for financing 8 potential activities under agriculture & allied sectors in the state for the years 21

22 to with an estimated bank loan of Rs crore. The plan was approved by the SLBC in its meeting held on for implementation in the state. Banks may be impressed upon by the SLBC to advise all the controlling heads of the banks to issue necessary instructions to their branches to finance the potential activities identified in this plan. Banks may also come forward to finance new and innovative investment activities having potential in various districts in the state. Issuance of RuPay KCC by Coop.Banks/RRBs NABARD has sanctioned grant assistance of Rs crore under Financial Inclusion Fund (FIF) to OStCB on behalf of all the 17 DCCBs towards issue of RuPay KCC to all their KCC a/c holders. OStCB and DCCBs may indicate the present status on issuance of RuPay Kisan Cards and the said data may be uploaded in NABARD s ENSURE portal as advised to them earlier which will be sent to DFS, Govt. of India for their information. Similarly, Odisha Gramya Bank and Utkal Grameen Bank may also indicate the status of issuance of RuPay KCCs to their KCC a/c holders and the said data may be uploaded in NABARD s ENSURE portal as advised to them from time to time for onward submission to DFS, Govt. of India for their information. 23 Government of India, Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries has extended the scheme upto 30 September A budget provision of Rs.3.17 crore for the state of Odisha has been made by Govt. of India for While financing under the scheme, banks have to accord priority to the farmers of drought, flood, Naxalite and terrorist affected districts for component I to III of the scheme. Banks also need to give priority to loan proposals from clusters, farmers/women of SHGs, cooperatives/producer companies including creation facilities of processing, value addition and marketing of milk produced in the cluster mode. Loan applications under the scheme, received at bank level during to but are sanctioned later, are eligible for processing and admissible subsidy will be released subject to availability of funds from GoI. Banks are requested to finance more number of farmers under the scheme. Progress under FFDA Achievement of Fishery sector the financial Year is given in Annexure Nos. of Proposals for development of ha. of water areas amounting to Rs Lakhs for pond development under FFDA scheme are pending in different banks. The details of bank-wise/branch wise pending position including the cases pertaining to previous year under the said schemes up to has been shared with all banks. 2. Govt. of India has revised the Unit Cost for pisciculture from Rs.3.50 lakh /Ha to Rs.8.50 lakh/ha. with 50% subsidy support. Another State Plan scheme Machha Chasa Pain Nua Pokhari Khola Yojana is under implementation with a budgetary provision of Rs lakh has been made for excavation of new ponds as per the revised Unit Cost as stated above during All the bankers may please be requested to extend the credit flow to Fisheries sector to double the Inland Fish production as envisaged in the Odisha Fishery Policy 2015 and accordingly dispose the pending cases under Fishery sector. 3. Sufficient funds are available with SLBC Convenor UCO Bank and OSCB, Bhubaneswar for administration of short term interest subvention and long term interest subvention. It is requested to all banks to submit claim to UCO Bank and OSCB Bhubaneswar for utilization of the funds allotted for interest subvention Nos. of cases are pending in different banks covering water area of 72.74ha. amounting of Rs lakhs under Short term credit. Progress of Pledge Financing on Negotiable Warehouse Receipts (NWRs) to farmers In our State, State Bank of India & Allahabad Bank have pledge financing against NWRs. During to an amount of Rs crores has been 23

24 disbursed. Balance outstanding as on is Rs crores. Since pledge financing gives price assurance to farmers, it is requested the member banks to explore possibility of lending under pledge finance. Identification of Agri-Entrepreneurs APICOL & OUAT have shared a list of Agri entrepreneurs which is forwarded to all banks for extending credit to prospective entrepreneurs. AGENDA NO. 9 Finance to Handicrafts Sector Silpi Unnati Yojana(SUY): Margin money assistance is provided to individual 20% of the project cost up to Rs.1,00,000 in seven crafts and up to Rs 50, in rest 43 crafts to avail bank loan for setting-up of own handicraft production unit. During the current financial year , 1188 no of applications have been received and 199 nos of applications have been sponsored to banks. The bank wise sponsoring of application is at Annexure 26. The eligible applications are under process for sponsoring to concerned bank branches immediately after scrutiny by DICs/RICs, The Controlling Heads of Banks are requested to advise their branches to take credit decision early on receipt of applications from DICs/RICs. Modernization & Technological Up-gradation of Handicraft Industries (M.T.U.H.I). In order to enhance the productivity of the handicraft items, under the scheme Modernization & Technological Up-gradation of Handicraft Industries (M.T.U.H.I.) an amount of Rs 60 lakhs is made budgetary provision towards release of subsidy during for setting up 50 nos of Handicraft Units under the scheme. During , out of 48 cases, 26 cases have been sanctioned and subsidy released. Subsidy proposal for another 2 cases are yet to be submitted. As per guidelines, the borrower should submit the subsidy claim in the prescribed format to the concerned bank within 10 days of the first installment of disbursement of the Block capital. The concerned bank will claim the subsidy to DH&CI along with the counter signature of concerned RICs/DICs within 10 days of its receipt. The Directorate of H&CI will make final scrutiny of the subsidy proposal received from various banks within 7 days and effect release the subsidy amount. The C.G.M, NABARD, Regional Office, Bhubaneswar may offer views with regard to the present status on settlement of pending claims towards margin money assistance and interest Subvention under WCC by NABARD. AGENDA NO. 10 Financing under Self Help Groups (SHGs) Performance under SHG-Bank Linkage during FY SHG Bank Linkage Bank-wise Achievement: The achievement up to June 2017 is very low as the physical achievement is only 14% and financial achievement is 15%. The bank-wise target and achievement details are in the Annexure-28. The banks whose achievement is less than 10% are Bank of Baroda, Corporation Bank, Dena Bank, Indian Overseas Bank, Oriental Bank of Commerce, Punjab National Bank, State Bank of India, Syndicate Bank, DCB Bank, Axis Bank, Federal Bank & Bandhan Bank. Interest subvention submission of Claims: In spite of prompt repayment SHGs are not getting Interest Subvention benefit because of non-submission of claims by banks, Similar is the case in previous years. 25

26 In Category- I, only 6 banks have claimed for the FY (Bank of India, Odisha Gramya Bank, Utkal Grameen Bank, State Bank of India, Punjab National Bank &Canara Bank). The details of claims submitted by banks during FY , & are in the Annexure-29. Most of the banks have not shared the list of SHG members who have received interest subvention for the FY , & In Category-II, the NEFT rejected cases are very high and banks need to reconcile the same and submit the necessary information for rectification. Expansion of Sub-Committee: Major Banks like Canara Bank, Central Bank of India, Indian Bank, Syndicate Bank, United Bank of India & Axis Bank are not the members of the Committee of SLBC on Rural Credit. It is proposed for inclusion of the above Banks in the sub-committee. OLM as Corporate BC: OLM has already signed Agreement with SBI & UGB to act as Corporate BC. OLM has identified 49 CSP locations for opening of SBI-CSP points in different Districts. UGB has created BC code in favour of OLM to act as Corporate BC. OLM has received a list of 61 unbanked GPs in sub-service areas of OGB and 63 unbanked GPs in sub-service areas of UGB to open CSP/BCA. OLM is in the process of selection of CSPs/BCA from WSHG members. OLM has requested Bank of India, Allahabad Bank, Canara Bank & Axis Bank to engage OLM as Corporate BC but so far we have not received any confirmation in this regard from their end. OLM has implemented an unique intervention of Mission 2,64 to provide multiple livelihood s option to households in 705 Gram Panchayats in the year The number has increased to households in 750 Gram Panchayats for the year The key broad contours of the mission is ensuring convergent action on livelihoods by creating enablers 1) Last mile extension through strong livelihoods community cadres 2) Aggregation, value addition & marketing through producers group company 3) Gainful employment of youth by leveraging benefit from DDGKY and RSETI 26

National Urban Livelihood Mission (NULM) As reported by banks, against the physical target of 6000, banks have sanctioned and disbursed 1304 and 1245 applications respectively. It has also been decided to finance SC individual applications during where group applications are not available but the individuals should not be more than 30% of total target of a District. SLBC vide letter no SLBC/ODI/ 181 / dated 02/08/2017 has circulated the letter no 6505/Coop/I-CR-124/2017 dated 01/08/2017 issued by Principal Secretary, cooperation department Govt of Odisha to all Heads of Banks and LDMs for enhancing the credit linkage to Joint Liability Groups. District Collectors are also advised to review the performance of credit linkage at regular interval to ensure maximum number of tenant farmers/ share croppers/oral lessees become eligible to get the benefits. Artisan Credit Card (ACC) During the period of to , the Banks in the State have issued 28 no. of Artisan Credit Cards involving total amount of Rs crore. The balance outstanding as on is Rs crore against 7474 accounts. The Bank wise achievement is furnished in Annexure 35. Swarozgar Credit Card (SCC) 469 SCCs have been issued for the period to amounting to Rs 3.22 crore. The balance outstanding as on is Rs crore in accounts. No SCC has been issued by Private Sector Banks and a few Public Sector Banks. The performance of other Banks is not at all impressive and 28

Purpose Interest subsidy on Education Loan will be provided by Govt. of Odisha. 3. Courses to be covered: Higher studies in the field of Engineering, Medicine, Management and Integrated Law in any approved Institution in India. 4. Periodicity of loan: i) For loan amount up to Rs 7.5 lakh Repayment period is 10 Years including Moratorium Period ii) For Loans above Rs 7.5 Lakh to Rs 10 Lakh: Repayment period is 15 years including Moratorium Period. 5. Eligibility: i) Must be resident of Odisha. ii) Annual parental Income must be below Rs 6 lakh. Iii Loan amount should be up to Rs 10 lakh iv) Must have availed Education loan from any Bank in Odisha. Note1: The residential certificate shall be issued by the Revenue Officer not below the rank of Additional Tahasildar for the above purpose. Note 2: The income certificate can either be self-certified based on the copy of 29

30 the validly submitted Income Tax Returns(for parental income above Rs 4.5 lakh to below Rs 6 Lakh) / or it can be a certificate issued by Revenue Officer not below the rank of Additional Tahasildar. 6. Rate of Subsidy: Subsidy will be provided at such a rate that the net interest Payable by student % a) For student s whose parental income is up to Rs 4.5 lakh: Interest subsidy will be provided after Moratorium Period(only to those borrowers who are covered under CSIS) till closure of the loan(as the interest subsidy during moratorium period is provided by GOI under CSIS) b) For students having parental Income more than Rs 4.5 lakh to below Rs 6 lakh: Interest subsidy will be provided by Govt. of Odisha from date of disbursement till closure of the loan. Modification in Kalinga Sikhya Sathi Yojana In respect of education Loans for students of Odisha pursuing higher studies in technical/professional courses by Government of Odisha. In substitution of Para 6 of the Resolution No.22869/HE, Dated and in partial modification of Para 2 of the Corrigendum no.28402/he, dated , the following change in the Scheme will apply: Interest subsidy will be provided if the repayment of loan is regular. Temporary default in repayment of loan up to a period of 90 days is permitted for payment of interest subsidy. The interest subvention towards penal interest, if any, charged by bank for the default period will not be borne by Government. The total period of repayment as mentioned in the guideline will not be enhanced. i) If any default in repayment of loan beyond 90 days is corrected by the borrower through repayment of arrear interest and principal and the NPA a/c becomes a standard account, the benefit of interest subvention will apply from the date when the bad loan/npa again turns standard. Interest subvention towards penal interest, if any, charged by the bank will not be borne by Government. The total period of repayment as mentioned in the guide line will not be enhanced. ii) Interest subsidy shall be provided in case of fresh education loans sanctioned after The interest subsidy shall be paid to bank from which the student has availed the loan. iii) The interest subsidy during the moratorium period in respect of students with annual parental income exceeding Rs.4.50 lakh but less than Rs.6.00 lakh, i.e. those who have not been covered under Government of India Scheme, shall be borne by the Government of Odisha. 30

31 The Corrigendum shall come into force with immediate effect. All other provisions as in the aforesaid Resolution and the Corrigendum shall remain unchanged. Under KSSY, all Commercial banks have disbursed Rs 6.39 Crore in 226 accounts during 01/04/2017 to 30./06/2017. The balance outstanding as on is Rs Crore in 2050 accounts. Pradhan Mantri Awaas Yojana Housing for All (Urban) Credit Linked Subsidy Scheme (CLSS) Scheme was launched by Hon ble Prime Minister on 25 th June 2015 and it is a flagship programme of Govt. of India. Scheme is to provide Housing for All by Scheme is effective from till for EWS and LIG. The scheme is to be implemented in all statutory towns of India i.e out of which 116 towns are in Odisha. Later on Hon ble Prime Minister launched the scheme for MIG category on 31 st December, The scheme under this category is effective from for one year i.e. till For implementation of the scheme Govt. of India has nominated HUDCO and NHB as a Central Nodal Agency (CNA). The subsidy under the scheme will be routed through CNA. In order to avail the benefit under CLSS, the beneficiary shouldn t own any pucca house in his/her name anywhere in India. In11 numbers of RSETI the building construction has been completed. In 12 numbers of RSETI the construction is in progress. In 4 RSETIs, the construction has not yet started. 32

Ministry of Finance, Govt. of India has advised that the share of credit flow to minority communities of Public Sector Banks (PSB) should be 15% of the Priority Sector Advances. No application should be kept pending beyond the stipulated time line for sanction of loan applications. Ineligible cases may be returned to the concerned sponsoring Government departments with valid reasons. AGENDA NO.18 Coir Board Coir Board under the Ministry of MSME, Govt. of India, is implementing different schemes for the overall sustainable development of Coir industry in India as a whole. Under these schemes, one of the most important and entrepreneurs friendly scheme REMOT presently renamed as Coir Udyami Yojana. It is a Central subsidized scheme. The pattern of assistance under the scheme comprises of 40% of the project cost as Government of India subsidy, 55% as Bank Credit and 5% as beneficiary Contribution. Earlier it was 2 lakhs & 5 Lakhs project (REMOT) and presently any Coir projects with project cost up to Rs.10 lakhs would cover under the modified Scheme of Coir Udyami Yojana (CUY). Besides this, assistance up to 25% of the project cost will be made available as Working Capital loan to the beneficiaries. Submission of Reconciliation Statements under REMOT (renamed as Coir Udyami Yojana) Scheme The representative of Coir Board informed that non submission of the reconciliation statement despite their repeated requests is creating lot of difficulties for monitoring of the schemes and to ascertain the NPA status. Coir Board is not in a position to send the report as desired by the Govt. of India on completion of 11 th & 12 th Plan due to the lack of the fully reconciled statements. It is requested that the Nodal Bank branches to provide the Reconciled Statements in full form at the earliest. Timely submission of error free data to SLBC It is observed that some banks are not providing data in time to SLBC which results in non-compilation / updating of data and correct data is not reflected in the meetings. Banks should ensure that correct data are provided to SLBC in time to enable the later to present the same in the meetings for review. Passing of Instructions to Branches Taking into consideration, the feedback received by SLBC from different sources, it is requested to the Controlling Heads of all banks to ensure that all instructions from Government of India, State Government, RBI, NABARD and SLBC reach the branches in time for implementation of various programmes / Schemes. Improving infrastructure and strengthening of staff at LDM Offices 34

35 The Department of Financial Services, Ministry of Finance, Government of India and Reserve Bank of India has been stressing for the need to improve the infrastructure at LDM offices and strengthen the Office of LDM with the required staff, vehicle, Internet facility etc. to enable the LDM to discharge the duties effectively. Some of the District Collectors have opined that due to lack of required staff at LDM offices is affecting the functioning of the LDM. Controllers of the Lead Banks are requested to provide adequate staff to strengthen the LDM s office. AGENDA NO-19 Selection of Banks for handling Business and deposits of State Public Sector Undertakings (SPSUs) and State Level Autonomous Societies (SLASs) for the Year The parameters for empanelment of Banks for handling business of SPSUs and SLASs for the year have been revised in consultation with the Convener, SLBC and Reserve Bank of India. 2. Based on the information received from SLBC and the revised criteria (Annexure 44), Eight core parameters viz. CD ratio, agriculture & allied sector advance, MSME advance including MUDRA, branch opening in unbanked GPs(with 15% weightage each), SHG linkage, Rural Banking Network, appointment of BC/CSP in unbanked GPs and Incremental credit deployed within the State (with 10% weightage each) have been adopted for preparation of the score card. 3. According to the revised criteria for the year, , the minimum eligibility score is kept at 40% since was not a normal year for the banking sector. However, the minimum eligibility score will be reviewed after the end of the first half year and in the next financial year the minimum eligibility score would be raised to 60%. 4. However, the State Cooperative Bank, Odisha Gramya Bank and Utkal Gramya Bank are made eligible for handling Business and Deposits of State Public Sector Undertakings (SPSUs) and State Level Autonomous Societies (SLASs) as these banks substantially contribute to agricultural advances and the State Government have a share in the holdings of these banks. 5. In order to curb unhealthy competition among banks in frequent shifting of deposits from one bank to another which has a distortionary effect on their lending and other operations, it is further stipulated that any agency operating at the District and Sub-District level will obtain the approval of the Collector of the District and furnish cogent reasons for moving their deposits from one bank to another. State level agencies would be required to obtain the approval of their Governing Body/Board of Directors as the case may be for moving their deposits from one bank to another. 7. Accounts of any agency with a bank not eligible to handle business and deposits of SPSUs and SLASs in will have to be moved to eligible banks as per the list circulated herewith. 8. Administrative Departments are requested to advise the PSUs/ULBs/Development Authorities/Autonomous Societies and other Statutory Bodies under their administrative control to select their bankers from the above list of eligible banks. 9. In addition to the banks empanelled as per the eligibility criteria above, any bank which opens the first Brick and Mortar bank branch in an Unbanked Gram Panchayat will be eligible to handle the Government funds of the Gram Panchayat. As such, all the Gram Panchayats in the State will park all their Government funds in the first bank branch to be opened within the G.P. irrespective of the fact whether that bank is eligible to handle deposits of SPSUs/SLASs as per the prescribed parameters or not. 10. The State Government reserves the right to remove from the panel any bank at any time in the following circumstances a) In case the statistics submitted by the bank is found to be incorrect. b) If the bank fails to submit any report, statement or satisfactory reply to any query within such time period as set by the State Government. c) In case of proven evidence of poor customer service. AGENDA NO -20 State Horticulture Financing Floriculture Projects Directorate of Horticulture Board as well as National horticulture Board is going to take up floriculture programme i.e. cultivation of Rose, Gerbera and Orchids in 36

37 protected condition in the State on a mission mode and such projects are to be established in a cluster approach in some selected district of the State. Details of the scheme is annexed at Annexure 45. Controlling Heads of all banks are requested to sensitize their branches for active participation for successful implementation of the scheme. AGENDA NO Financial Literacy Awareness Special Camps on Going Digital As per NABARD, HO Circular No.107/DFIBT-24/ dated 04 May 2017, addressed to the Chairman/Managing Directors/Chief Executive Officers of all Commercial Banks, RRBs and DCCBs respectively, banks have been advised to submit proposals seeking grant assistance for the Going Digital special camps to the respective Regional Office of NABARD. On the basis of the said circular, on receipt of proposals from 17 DCCBs, one RRB and six Commercial Banks, NABARD has sanctioned an amount of Rs lakhs for conduct of 2025 no. of Financial Literacy Awareness Camps/Programmes under Going Digital scheme during 5-9 June 2017 to Commercial Banks/All 17 CCBs and one RRB in Odisha. 135 SUCCESS STORY I Gouranga Chandra Behera belonged to a poor vulnerable family of Delanga village of Puri District. His father was a daily labourer and was unable to feed his children. Due to very poor miserable condition of the family, Gouranga had to leave his studies in the middle of his schooling. At the age of 18, he was forced to migrate to capital city in search of job / employment. Initially he used to live in railway platform / bus stand and finally settled in a slum by doing different petty jobs on daily wage basis. For better earnings Gouranga started different seasonal business, vegetable business on road sides. Further for full utilization of his time & capacity he started business as a newspaper hawker especially in morning time. Gouranga who struggled a lot for his survival and experienced himself by involving in different miniature works. In this process he used to learn on various aspects of entrepreneurship. He searched for some formal institution for his overall development. He collected information on RUDSETI from a newspaper reader (his client). He contacted RUDSETI officials and got motivated for entrepreneurship during his counseling. After his counseling at RUDSETI he decided to expand his business to Kabadia shop by collecting old news paper & unused household items. This business boosted him to go ahead instead of looking back. As per the advice of RUDSETI he approached DIC for a PMEGP scheme. By the intervention of RUDSETI he got selected in the scheme by DIC for Press Khali (Dona Pattal) making unit. He got a scope to undergo PMEGP training at RUDSETI. He got himself motivated a lot during training period at RUDSETI and acquired all required competencies for entrepreneurship. Finally he got finance of Rs 5 Lakhs from Andhra Bank under the scheme. Presently his earning is about Rs 25,000/- to Rs 30,000/- per month. He has employed 2 boys on regular basis and 5 women on contact basis. Even during season time he also hires more labourer and earns more profit. His persisting quality and high level competencies for entrepreneurship helped him to taste success. He showers praise on organisations who have helped him to be established & pursue his venture. 136 SUCCESS STORY II Biswajeet Roul, son of Brundaban Roul of Kuanrapur village of sadar block. Due to poor family he had not got a chance to study more. His father is a farmer and his mother is a housewife. They earn their livelihood by farming. He had little knowledge on mobile repairing. He wanted to have a technical training on mobile repairing. Once he came to know about the RSETI by an awareness programme which was held in his village. By attending the awareness camp he knew about various training programmes provided by the RSETI. He registered his name for mobile repairing training. After a few weeks he got the chance to attend the training on mobile repairing. He learned a lot on the proper technique and process and got a fair idea about all the instrument from the professional expert at RSETI. After completion of training he opened a small mobile shop in his village with few mobile accessories. He faced little problem initially to set up his business properly but in later he handled all the things. Now he is earning 10000/- from his shop. 137 SUCCESS STORY III M/S MAA JAY DURGA FURNITURE, PROP.- ANANTA CHARAN MOHARANA Ananta born to a farmer family in the village of Panichatra of Khorda block limit is now a proud RUDSETI trained entrepreneur. Shri Bhaskar Moharana, is a farmer with Ananta as only son & 2 daughter lives in the village. The main livelihood activity of the family is agriculture & allied activities. Ananta, a school dropout did not evince interest in the study and at the age of 15, he was motivated by his uncle to go for work. His uncle was a carpenter by profession & took Ananta with him to Bhubaneswar. He stayed there for years & was quick to learn the furniture work. After getting experienced enough, he decided to start a furniture workshop at his village. But without adequate funding support, he could not start his dream shop. Then, he engaged himself in repairing of old furniture from door to door in the village. In the mean time, he developed a good customer base in the vicinity of the said village. Many a time, customer suggested Ananta to go for new furniture workshop. With all the motivation from customer, especially with a reference from a known customer of UCO Bank, Khorda, He stepped in to the Bank & discussed the proposal of having a new furniture workshop with the Branch Manager. By looking at the entrepreneurial ability of Ananta, UCO Bank, Khorda assured him Bank finance under PMEGP scheme during the year Ananata, then applied PMEGP at Khadi & Village Industries Commission & got him selected under the scheme. UCO Bank, Khorda, then sponsored his name to RUDSETI for 2 weeks PMEGP training. He had undergone EDP training in the Batch No.420/2015 from to at our Institute. He then successfully completed the training. After completing the documentation, UCO Bank, Khorda had sanctioned & disbursed him a loan of Rs.5.0 Lakhs. Ananta then established the farm in name & style of M/s Maa Jay Durga Furniture at the outskirts of Panichatra village. The beauty of the enterprise is that, he has given employment to 5 persons. During follow up, it was observed that the entrepreneurial inputs are being implemented by Ananta. After training he had executed contract work amounting to Rs Lakhs which is a proud moment for all of us. The loan repayment is very regular as well as customer relationship is very amiable as noticed by the Institute. He owe his success to RUDSETI & UCO Bank, Khorda for timely intervention in his life. He is presently getting a monthly income of Rs.30000/- (approx.) per month. He managed his family consist of father, mother, wife & a daughter well in the village. He thanked his customers first without him the journey is not possible.

138 SUCCESS STORY IV Shri Shibnarayan Moharana has setup his own shop at- Modipara, Sambalpur during the month of April-2012 named M/s- Shiba Traders. He is doing all printing Jobs like Screen Printing, Stamp Making, Flex Board Making, Offset, Multicolour, Identity Card, Marriage card sale & Printing etc. and earning Rs.25000/- To Rs.35000/- PM. He is the old customers of Canara Bank Sambalpur and maintained satisfactory SB Account since 5 Years. Due to his cordial relationship with the Bank the Canara Bank, Sambalpur Branch has sanctioned Cash credit limit of Rs /- during the month of Sept Due to his well behave with the customers and keeping his promise for delivery of order promptly he is getting huge order not from the individual but from other Govt. Dept. and corporate as result he could provide employment to 8 Persons in his unit and generating employment opportunity. He is very much impressed by the teaching pattern of RSETI which is not only motivated him but increase his self confidence. He also motivate others to undergo training at RSETI. His wife Kalpana Maharana has under gone training at SBRSETI, Sambalpur for EDP on Tailoring/Dress Designing for Ladies from to and she is in the process of starting her own venture readymade dress manufacturing very shortly.
