Moreover, the project s positive impact on the living conditions of the populations living in Brazzaville and Pointe Noire has convinced the government and the Bank to co-finance a new urban operation worth US$400 million, mainly in the poor neighborhoods in these two cities. A recent survey has shown that about 89 percent of the population is satisfied with the services provided. After a slow start, great progress has also been made in the water sector. All works anticipated under this component are underway and the implementation rate is about 80 percent. A private operator has been recruited and is operating well in accordance with the service contract. A Page 1 of 7

2 number of quality outputs have been completed by the operator on time. A new arrangement of SNDE, as well as a training program for staff, were defined and put in place. A Development Directorate was created within the SNDE to ensure coherent planning of investments with the objectives of developing the sector defined by the performance contract and, ultimately, to improve the efficiency of investments. SNDE expenditures are better controlled: a treasury committee that meets regularly has been created. All expenditures are now validated by the Operator and the company s resources are mainly (86%) allocated to operations. The knowledge of the infrastructure network is rapidly improving thanks to a new geographic information system and the equipment maintenance system has been reorganized under a computerized system.
