6 AGENDA NOTES OF 142 nd SLBC MEETING AGENDA NO. 1 Confirmation of Proceedings of 141 st Bhubaneswar. SLBC meeting held on at The Proceedings of 141 st SLBC Meeting held on at Bhubaneswar had been circulated among all the members of SLBC vide our letter No. SLBC/ODI/920/ dated Since no comments have been received from any quarter, the same may please be confirmed. AGENDA NO. 2 Action Taken Report on major decisions taken in 141st SLBC Meeting held on Point Action points No Progress of Implementation of Financial Inclusion Plan in the State. DRI Loans in favour of Persons with Disability(PWD) Action to be taken by All Banks/ LDMs All Banks/ Director of Welfare/ LDMs Action taken Opening of Brick & Mortar Branches. Banks have opened 99 branches in the state for the period to , out of which 50 are in rural centres. 33 branches have been opened in unbanked GPs. Provision of Banking outlets in Unbanked villages with population below 2000 As on , Banks have covered villages constituting % of the total target. Out of these villages, 446 are covered through B & M Branches and rest by branchless modes mainly through BC mode. Details as per the Annexure - 1. Total amount disbursed under DRI scheme is Rs crore in 9150 accounts during to , out of which Banks have disbursed 2747 applications amounting Rs crore under DRI loan to persons with disability. The performance of the participating Banks is not encouraging Annexure - 2. Banks were requested to achieve sanction and disbursement of minimum 10 applications per branch under the scheme for the year

8 Roadmap for opening of Brick & Mortar branches in villages having population more than 5000 without a bank branch of a Scheduled Commercial Bank. As per direction of Department of Financial Services, Ministry of Finance, Government of India and Reserve Bank of India vide notification No. RBI/ /277,FIDD.Co. LBS.BC.No.82/ / dated , SLBC has identified 78 villages with population above 5000 without a bank branch of a scheduled commercial bank in Odisha. The identified villages have been allotted among scheduled commercial banks for opening of branches. The opening of bank branches under this roadmap should be completed by March, 31, Quarterly Monitoring and review mechanism will be instituted by DCCs and SLBC to evaluate the progress under road map. The SLBC Convener Bank will arrange to furnish quarterly statement as in Annexure 3 district wise, bank-wise progress in opening branches starting from quarter ended March, 2016 by the 15 th of the following month to the Regional Office of Financial Inclusion and Development Department, RBI. 9 Implementation of 2 nd Phase of Pradhan Mantri Jan Dhan Yojana Performance of Commercial Banks as on Name of Scheme No. of Enrollments PMSBY 31,73,786 PMJJBY 8,41,379 APY 63,160 Bank wise performance in the three Social Security Schemes is available in Annexure 6. PMJJBY & PMSBY Extension of last date of enrollment under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY). Department of Financial Services, Ministry of Finance, Govt. of India have further extended the last date for enrollment under PMJJBY (without self Certificate of good health) from to The last date for enrollment under PMSBY has also been extended beyond There is no requirement of any certificate of good health in PMSBY. As a portion of the eligible Bank account holders are still uncovered, Banks and Insurance companies are requested to continue to make all efforts to create awareness and access under the schemes to bring large sections of the population within the ambit of these Jan Suraksha Schemes. Renewal of Insurance Coverage under PMSBY/PMJJBY for It is suggested by Mission office (PMJJBY & PMSBY), Department of Financial Services, Ministry of Finance, Govt. of India that Banks and Insurance Companies may gear up to notify all the subscribers through SMS, banners displayed in bank branches and other cost effective methods, regarding the upcoming renewal date, and remind them to maintain sufficient balance in their account for auto debit of premium, thereby facilitating continuous insurance coverage. All efforts should be taken to ensure that the subscribers who joined the scheme since May, 2015 renewed their insurance for the ensuing year without break. Banks & Insurance Companies are requested to come up with their exact plan of action proposed to achieve this. Extension of time-line up to 31 st March, 2016 for Government Co-contribution under the Atal Pension Yojana (APY). The Government of India has decided that the co-contribution by the Central Government of 50 % of the total prescribed contribution up to Rs.1000 per annum, will be available for those eligible subscribers, who join APY before 31 st March,

10 This measure is likely to benefit substantial number of people who have not been able to join APY and therefore have failed to avail the benefit of co-contribution by the Government till 31 st December, Press Note of Department of Financial Service, Ministry of Finance, Government of India for extension of time-line is enclosed at Annexure - 7. Atal Carnival Department of Financial Services has allocated target to banks for sourcing APY accounts other extension till Banks operating in the state to initiate the following activities to achieve the target:- Participating in Atal Carnival Scheduled on 10 th and 11 th of February/24 th and 25 th of February, Allocation of target of minimum 10 APY accounts per branch during APY Carnival and close monitoring of the same. Activating BC channel during APY Carnival. Activating branches with more than 50 APY accounts. It is also to inform that, PFRDA is in the process of constituting a series of awards for recognizing the best performers for the period till and also for best branches/banks that excel in APY Carnival. All the Banks are requested to actively participate in registration of subscriber under APY till 31 st March, 2016 to provide the benefit of guaranteed pension to the targeted group. (73.11%) v) Balance AADHAR to be generated- 1,19,28,788. vi) AADHAR Rejection-53,60,542. Highest and lowest Aadhaar in term of % has been generated in Gajapati and Malkangiri respectively. 1) Relief measures by Banks in areas affected by recent drought. The list of 28 Districts, 235 Blocks and 55 Urban Local Bodies declared by the State Government as affected by drought received from finance department has already been circulated among all banks. As per guideline, if the crop loss has been 33% or more, restructuring / rescheduling of existing loan will be required. The repayment period including the moratorium of the restructured loan will vary depending on the extent of crop loss. SLBC has requested, Finance Department, Odisha to provide the copy of notification of the State Govt. regarding the extent of crop loss of the drought affected area so that the same will be shared among all banks for needful action. 9

14 Branch Network As at the end of December 2015, the total number of Bank Branches in Odisha increased to During the period to , Banks have opened 99 new branches in the State. Out of which, Public Sector Banks, Private Sector Banks and RRBs have opened 57, 37 & 5 branches respectively. Deposit Growth Deposits of the Banks in the state have increased from Rs Crore as of December 2014 to Rs Crore as of December 2015, registering an increase of Rs Crore. The year on year incremental deposit growth is 9.62% Credit Expansion The total outstanding advances increased from Rs Crore as of December 2014 to Rs Crore as of December 2015, registering an increase of Rs crore. The year on year incremental advance growth is 3.96%. CD Ratio The Credit Deposit Ratio of all Banks in the state decreased from % as of December 2014 to % as of December 2015 due to low growth in advance portfolio in comparison with growth of deposit led to lower CD ratio. However the overall CD ratio is above the benchmark. Priority Sector Advances The percentage of priority sector advances is % as of December 2015 against the national norm of 40 %. The incremental growth on year to year basis is %. Agricultural Advances The aggregate of agricultural advances extended by Banks in Odisha have increased from Rs Crore as of December 2014 to Rs Crore as of December 2015, thus registering an increase of Rs Crore in absolute terms and in percentage terms. The share of agricultural credit in total advances as of December 2015 is % against the national norm of 18 %. Micro, Small & Medium Enterprises (MSME) The advances to MSME during the period under review have witnessed an increase from Rs Crore as at December 2014 to Rs Crore as at December 2015, thus registering an increase of Rs Crore in absolute terms and in percentage terms on year to year basis. Education Loan An increase of Rs Crore in balance outstanding as on over under Educational Loan represents a growth of %. 11

15 Housing Loan The housing loan balance outstanding has increased from Rs crore as on to Rs as on registering an increase of Rs crore in absolute terms. The incremental growth on year to year basis is %. Advances to Weaker Sections The advances to Weaker Sections increased from Rs crore as of December 2014 to Rs Crore as at December 2015.The share of weaker section advance to Priority Sector advance is % against the bench mark 25 %. AGENDA NO. 3 NPA & Overdue position as on The NPA % of the State is 9.49 and overdue % is which is at much higher side and alarming. Rising NPA in Odisha is a matter of great concern The Bank wise and Sector wise NPA position is given in Annexure 12. NPA % of Public Sector Banks, Private Sector Banks, RRBs and Odisha State Cooperative Banks are 10.53, 0.68, and 7.52 % respectively. For PMRY / PMEGP / SJSRY(NULM)/ SHG(NRLM) / WCC, the NPA & Overdue % is too high, which can only be rated as unsatisfactory. The Banks are facing problem to recycle the funds owing to non repayment of loans, mounting overdue and rising NPA %. Banks & Govt. 16 Bank wise NPA position as on Banks NPA % Overdue % Public Sector Bank Private Sector Bank RRBs Odisha State Co-operative Bank Providing assistance to the secured creditors under Section 14 of SARFAESI Act In the last SLBC meeting it was brought to the notice of the Chief Secretary that some District Magistrates are allowing several adjournments leading to inordinate delay in disposal of the applications filed under section 14 of the Act. We are pleased to inform that Finance Department, Govt. of Odisha has already issued suitable instruction to all District Collectors vide letter No. 857 dt to dispose off all petitions filed by the banks under SARFAESI Act as early as possible which has already been circulated among all banks and Lead District Managers. OPDR ACT Under OPDR Act, Cases involving Rs crore are pending for disposal by Certificate Courts. The detailed Bank wise and district wise position in respect of Odisha Public Demand Recovery Act and Odisha Agriculture Credit Operation and Misc Provision (Banks Act) is available at Annexure 13. Amendment of OPDR Act SLBC is yet to receive response on amendment of OPDR Act in the line of suggestions given by Bankers. 13

17 AGENDA NO. 4 FRESH ISSUES 1. Agriculture Loan:- Part payment not accepted by Bank. Director (IT & DRT), DFS, Ministry of Finance, Govt. of India during a SLBC meeting in Thiruvananthapuram observed that part payment are not accepted by banks for Agriculture loan, defaulters and banks put the collateral on sale. Ministry of Finance wants to ascertain that whether such practice is being followed by any bank in the state of Odisha. 2. Financing under RIDF. NABARD, Regional Office, Bhubaneswar has reported that during , they have sanctioned 841 projects involving RIDF loan of Rs crore in different districts of state. The Banks may provide credit facility to farmers engaged in agricultural activity where irrigation projects (Lift irrigation and other) were sanctioned. Similarly for projects pertaining to connectivity (roads and bridges) Credit facility may be provided for farm and non-farm activities. Banks may coordinate with the concerned implementing departments to identify the potential areas for off take of credit. 3. Printing of Banks Forms used by retail customers in Local language In terms of Para 4.3 of circular DBR No. Leg. BC.21/ / dated July 01,2015 wherein the banks are advised to make available all printed material used by retail customers including account opening forms, pay-in-slips, pass books, etc, in trilingual form i,e. English, Hindi and the concerned Regional Language (Odiya). RBI has observed that the said materials are not made available in regional language in the branches. As it is resulting a linguistic barrier to financial literacy. It needs to be addressed so as to succeed in connecting the unbanked sections of society. SLBC has already brought to the notice of all banks operating in the State to ensure compliance to the above instruction of RBI. 2) FIF- Solar powered V-SAT connectivity to Kiosk/Fixed CSPs in the SSAs- Extension of support for OPEX Model. NABARD has informed that support under Financial Inclusion Fund for Solar powered V- SAT connectivity to Kiosk/Fixed CSPs in the Sub Service Areas (SSAs) has been extended for OPEX Model. 14

18 The support will be available for a maximum of Rs.4.00 lakh per SSA, on an Annual reimbursement basis for a period of 5 years under the following model. 25 Rehabilitation of Sick Units- Incentives under IPR-2015 & MSMED Policy As per the guidelines of Reserve Bank of India the Banks have to identify sick MSEs and provide necessary support to potentially viable sick units for their revival along with handholding support. As per the present Industrial Policy Resolution (IPR)-2015, Rehabilitated Sick Unit shall be eligible for incentives. The extracts of the provisions of IPR-2015 and MSMED Policy-2009 are enclosed at Annexure 25 for reference. It is reported by Director of Industries as banks are not reporting the identification of incipient sick units to RICs/DICs, no such cases are being placed in District Level Committee (DLCC) and recommended to Sub- SLIIC and as such the viable Sick Units are debarred to get the incentives available under IPR-2015 & MSMED Policy Some of the MSEs are getting Sick due to various factors beyond their control for which immediate assistance should be provided to such units. All the Controlling Heads are therefore requested to advise their branches to initiate immediate steps not only for identification of sick units, but also for providing package of assistance for their revival in time and submit the details to RICs/DICs for placement in the DLC for recommendation to Sub- SLIIC/SLIIC. AGENDA NO. 10 RSETI 1. Performance during FY rural BPL/NRLM Target group youth have been trained against annual target of 19,800 as on 31 st December (56% achievement). The overall number of candidates trained as on 31 st December 2015 is (83% achieved) The detail of achievement is available at Annexure -26. The Bank-wise training performance is as follows. Issue of permissive possession is pending in Cuttack, Puri and Dhenkanal districts. 22

26 Out of 30 RSETIs, in 7 numbers of RSETIs the building construction has been completed, in 15 number of RSETI the construction is in progress and in 4 RSETI, the construction has not yet started. Details are at Annexure Updating training and settlement data in RSETI MIS Website: It is ascertained that the training and settlement data is not uploaded regularly by RSETIs in the RSETIs MIS website that affects monitoring. The Controlling Heads of sponsoring Banks should advise the RSETIs to ensure that training and settlement data is updated on a regular basis. 4. Coverage of RSETI trained candidates under Pradhan Mantri MUDRA Yojana Sponsoring Banks & RSETIs should ensure coverage of RSETI trained candidates under Pradhan Mantri MUDRA Yojana It is ascertained that the training and settlement data is not uploaded regularly by RSETIs in the RSETI MIS website that affects monitoring. Controlling Heads of Banks shall advise the RSETIs to ensure that the training and settlement data is updated on a regular basis. 5. Coverage of RSETI trained candidates under Pradhan Mantri MUDRA Yojana: Sponsoring Banks and RSETIs shall ensure coverage of RSETI trained candidates under Pradhan Mantri MUDRA Yojana. Project LIFE: Project LIFE (Livelihoods in Full Employment) is a Government of India project rural youth of MGNREGS beneficiaries to be trained in RSETI under Project LIFE by 31 st March RSETIS to ensure that at least 4 batches of training under Project LIFE is completed in identified RSETIs by 31 st March District wise status of candidates shown interest for Livelihoods under Self Employment through RSETI is at Annexure 28. It is requested that Sponsoring Banks to ensure achievement of annual BPL / NRLM training target. Sponsoring Banks to ensure RSETI building construction is completed by OLM to ensure all eligible pending claims of RSETIs are released at the earliest MoRD has advised the State Government to ensure that the Directors of RSETIs/ RUDSETI are invariable invited to DCC and DLRC meetings held under the Lead Bank Scheme at the District Level. SLBC has already advised all Lead District Managers suitably in the matter. 23

27 AGENDA NO. 11 Finance to Weaver Sector: The bank wise information on fresh finance to the handloom sector is enclosed at Annexure 29. The following points have been reported by the Director, Handloom & Textile, Odisha. 1. Appointment of Bunkar Facilitator: So far, no bank has engaged / appointed Bunkar Facilitator, Grievance Redressal Officer to expedite for issuance of Weaver s Credit Card for fresh finance to the weavers, although there is a provision in the guideline of the RRR Package of Govt. to engage / appoint Bunkar Facilitator and Grievance Redressal Officer. 2. Issuance of Weavers Credit Card: As against the target fixed by the Govt. of India for issuance of 15,000 nos. of Weaver s Credit Cards for the State during the year , only 2245 nos. of WCC issued by the banks till December 2015 although the bank-wise / district-wise target for issuance of WCC during the year has already been issued by the SLBC to all the controlling heads of the bank. The bank / branch-wise application pending with different banks is furnished at Annexure I Interest Subvention: Although, fresh loan is sanctioned to the weavers by the banks, Interest subvention claims are not submitted timely to NABARD by most of the banks for which the loan accounts are shown NPA. Hence, all Controlling Heads of different banks are requested to intimate the rate of interest charged against the loan sanctioned under the Weaver s Credit Card Scheme so that the State share of the Interest Subvention can be released to the banks in time. 4. Submission of Margin Money claim: As per the revised guideline of RRR Package, Margin Money assistance to a maximum of Rs.10,000/- per weaver will be provided, which will enable the handloom weavers, their Self Help Groups and Joint Liability Groups to leverage this amount for borrowing loans from the banks. However, it is observed that most of the banks are not submitting the Margin Money claims to NABARD through their controlling heads in time for which the loan accounts are shown as N.P.A. Hence, the controlling heads of all the banks are requested to extend necessary instructions to their branches to submit the Margin Money claim proposal to NABARD early. 24

28 AGENDA NO. 12 Financing under Self Help Groups (SHGs) A. Status of SHG loan applications pending in Bank branches: Bank wise and branch wise loan application pending has already been shared by OLM. Banks are requested to achieve the target. C. Average loan size and Sanction of Loan below Rs.50,000/- The average loan size under SHG-Bank Linkage during April-December 2015 was Rs.1.20 lakh. It is ascertained that, the average loan size of 13 Commercial Banks (Allahabad Bank, Andhra Bank, Bank of Baroda, Bank of India, Canara Bank, Central Bank of India, Corporation Bank, Indian Overseas Bank, Oriental Bank of Commerce, Punjab National Bank, Syndicate Bank, Union Bank, United Bank), UGB and Co-operative Banks is less than the State average of Rs.1.20 lakh. As per RBI guidelines on SHG-Bank Linkage, the minimum loan amount for fresh linkage should be 4-8 times of SHG corpus or Rs.50,000 whichever is higher. However as per information available in the NRLM SHG-Bank Linkage portal, it is observed that 3,134 loans disbursed during FY was less than Rs.50,000/-. Controlling Heads of Banks may issue necessary instructions to the branches regarding disbursement of loan to SHGs as per RBI guidelines. D. Data Sharing by Banks: The SHG-Bank Linkage performance of States is monitored by MoRD, GoI based on the data available in the NRLM Bank Linkage website. The Banks have to share the data on a monthly basis. Banks should ensure that data is shared on a timely manner. 25

29 Any discrepancy in actual achievement and achievement as per NRLM web site has to be brought to the notice of the their Central Office and OLM. E) Bank Mitras, BLRCs and Samanwaya Mela A. Bank Mitras: 363 Bank Mitras are now positioned in different Bank branches in erstwhile 38 TRIPTI Blocks. The Bank Mitras are facilitating WSHG members with hassle free access to Banking services and also supporting the branches in opening individual and SHG SB accounts, loan documentation and recovery of loans. During April-December 2015, 247 more Bank Mitra have been identified, trained and placed in Bank branches of Intensive blocks. In addition, 125 more Bank mitras will be identified and placed in Bank branches by 31 st March 2016 Controlling Heads of Banks to issue necessary instructions to the branches for utilizing the services of Bank Mitras. OLM has suggested that Banks may consider payment of 50% of incentives (Approximately Rs.1500/- per Bank Mitra per month) of Bank Mitras to increase ownership and sustainability of Bank Mitra Strategy. F)-Formation of Bank Linkage and Recovery Committee: About 569 BLRCs have been formed. By March 2016 BLRC formation will be saturated. Though it has been advised to form BLRCs in intensive blocks due to presence of community functionaries, Bank branches may form BLRC in non intensive blocks by involvement of active SHG leaders and PRI representatives. All controlling Heads of Banks are requested to issue instruction to their branches for formation and monthly organization BLRC meeting on priority basis. G) Samanwaya-cum-Recovery Mela: All Blocks have been assigned target to organize Samanwaya-cum-Recovery mela. As on 31 st December 2015, 1378 Samanwaya Melas have been organized WSHGs have been credit linked amounting to of Rs Cr during Samanwaya Mela. Rs.6.76 Cr has been recovered from 4298 WSHGs during Samanwaya Mela. Controlling Heads of Banks to issue instructions to branches to provide necessary support for organizing Samanwaya Mela. 26

30 Community functionaries as Business Correspondent Agents of Banks OLM has a vast network of well trained community cadre who can be identified as B.C agents. Community functionaries if identified as B.C Agents will enhance Financial Inclusion and outreach like Bank Mitras. Monitoring and regular capacity building support for Community functionaries identified as B.C. Agents will be provided by OLM. With support of Banks at least 100 Community functionaries to be identified as B.C Agents in FY in LWE affected districts. In Deogarh district a special project on BC Agent is under consideration of NMMU, NRLM. Controlling Heads of Banks to provide necessary support in this regard. Financial Literacy for WSHGs and Community cadre. Sponsoring Banks of FLCs may provide necessary training to community functionaries under NRLM, who in turn will share the knowledge with SHG members. H) Status under Interest Subvention scheme for WSHGs Government of Odisha Scheme of Interest Subvention in Category-I districts (18 IAP districts): For FY , Bank of Maharashtra, Indian Bank and Vijaya Bank have not yet submitted claims for additional 2% Interest Subvention under State Scheme in Category-I districts, The list of WSHGs, to whom Interest Subvention has been released for FY , is yet to be shared by 7 Banks. Syndicate Bank, Allahabad Bank, Bank of India, OGB, Andhra Bank, Bank of Baroda and Central Bank have not yet shared the data. However the name of SHG and name of branch is missing in lists submitted by IOB and PNB. The list of WSHGs, to whom Interest Subvention has been release for FY shall be shared to SMMU, OLM by 11 Banks viz Andhra Bank, Utkal Gramya Bank, Canara Bank, Syndicate Bank, Allahabad Bank, Union Bank of India, Odisha Gramya Bank, Central Bank of India, State Bank of India, Bank of Baroda and Punjab National Bank. Co-operative Banks shall implement the decision taken in the nodal officer meeting and participate in Interest Subvention. NABARD may extend necessary guidance to cooperative banks so as to enable them to avail the benefits of interest subvention under NRLM. 27

31 AGENDA NO. 13 Finance to Handicrafts Sector 1. Modernization & Technical Up- gradation of Handicraft Industries. Scheme It is reported by the Director of Handicraft & Cottage Industries, Odisha that during , 160 nos of applications have been received in different districts & 114 no. of applications have been sponsored to different Banks as per Annexure Banks are requested to take credit decision early on receipt of applications from DICs / RICs. 2. Rehabilitation of Handicraft Artisans. During , 1293 nos of applications have been sponsored to different Banks whose details is annexed at Annexure Till date 195 no. of applications have been sanctioned by banks. All the schemes in respect of Handcraft sector are covered under CGTMSE scheme. Hence, the concerned banks are requested to dispose of the sponsored applications within the prescribed time norms. AGENDA NO. 14 Progress under Govt. Sponsored Programmes A) PMEGP Bank wise target received from KVIC has already been communicated to all Banks. All the Banks are here by requested to speed up the process of sanctioned the projects so as to achieve the target of Rs lakhs. The participation in the PMEGP programme for SC & ST applicants are not up to expectation during current financial year. Only lakhs under SC Sub Plan and Rs lakhs under ST sub Plan have been disbursed as margin money against the target of Rs lakhs under SC and Rs lakhs ST category respectively. The bankers are requested to sanction and disbursed more number of projects of these category applicants. Since EDP training has been made to mandatory before the disbursement of 1 st installment of loan under PMEGP, RSETIs and RUDSETI are requested to complete the EDP training programme of these applicants on priority basis. The Financing Banks are also requested to sponsor PMEGP applicants whose loan have been sanctioned to undergo this training well in advance. So that applicants are not deprived of loan under PMEGP during current financial year for EDP training only. 28

32 It has been observed that margin money claims remain unsettled at the Nodal Branch level in spite of availability of sufficient fund with them due to many reasons. Since the financial year is approaching end, utmost care to be taken by the financing banks to submit the margin money claims with complete documentation well in advance and at the same time it is to be ensure that such claims are settled immediately. Some of the Districts such as Puri, Khurda, Dhenkanal, Angul etc. the PMEGP Scheme has been implemented successfully where as in some Backward districts like Rayagada, Nabarangpur, Kalahandi, Nuapada, Malkangiri, Koraput etc. very few applications are received and so also the position of sanctioned and disbursement. The co-ordination with Govt. Departments such as SC, ST Corporation, Social Welfare Department are necessary to generate a good nos. of applications under special drive. B) National Urban Livelihood Mission (NULM) Information on Self Employment Programme (SEP) component of NULM for the year ULB wise and Bank wise information under Bankable components of NULM like SEP (Individual), SEP (Group) and SEP (SHG- Bank Linkage) is available at Annexure 33. National Urban Livelihood Mission (NULM). As we are aware, the Ministry is implementing the NULM since September, 2013, with the primary objective of reducing the poverty and vulnerability of urban poor house hold. The Self Employment Programme (SEP) compared of the Mission aims a providing loans at subsidized rate for setting up of individual and group Micro Enterprise. Ministry of Housing & Urban Poverty Alleviate Govt. of India has expressed concern on pending cases of applications under SEP component of NULM. Bank wise and Branch wise applications sponsored has been shared by SLBC among the participating banks. It is urgent that banks should take necessary action for easy and timely flow of credit to the urban poor under SEP component of NULM. The Controlling Heads of Banks are requested to kindly impress upon the LDMs/Branch Managers to look into the matter and take necessary action so that annual garget for under all bankable components of NULM are achieved. C) Financing under SC/ST Schemes:- During the financial year , OSFDC has fixed target for financing Sch.Caste and 5300 Sch.Tribes beneficiaries under Credit linked Income Generating Schemes through Banks. It has also been decided to finance SC individual applications during where group applications are not available but the individuals should not be more than 30% of total target of a District. But in case of ST category, there is no limitation for financing individual ST candidates. The District- wise target and achievement till under Sch. Caste and Sch. Tribe Sector are enclosed at Annexure

33 It is reported by OSFDC that as against the target of Sch. Caste and 5300 Sch. Tribe beneficiaries the achievement is only 2796 under Sch. Caste Sector and 538 under Sch. Tribe Sector Till , this is % and 10.15% of total target. Under Sch. Caste Sector against the sponsoring of applications, disbursement has been made in respect of 2796 cases. Similarly under Sh. Tribe Sector against the sponsoring of 3569 applications, disbursement has been made in 358 cases. Hence, banks are requested to sanction and disburse all eligible cases at the earliest. D) Joint Liability Group (JLG):- Total amount disbursed for the period to is Rs crore in accounts against target of and balance outstanding as on is Rs crore in accounts. The achievement made by Banks as on is given in Annexure 35. E) Artisan Credit Card (ACC):- The state of Odisha is having abundant scope for skill development of Rural artisans. Issuance of Artisan Credit Cards should be a priority of Banks & Banks should take steps to finance more under Artisan Credit Card (ACCs) to all eligible persons. During the period of to , the Banks in the state have issued 459 no. of Artisan Credit Cards involving total amount of Rs3.17 crore. The balance outstanding as on is Rs crore against 8119 accounts. The Bank wise achievement is furnished in Annexure 36. F) Swarozgar Credit Card (SCC): SCCs have been issued for the period to The balance outstanding as on is Rs crore against 43699accounts. Ministry of Finance, Govt. of India has advised that the share of credit flow to minority communities of Public Sector Banks (PSB) should be 15% of the Priority Sector Advances. During to , the Banks have extended credit of Rs crore to beneficiaries of minority community. The outstanding balance as on is Rs crore in accounts. AGENDA NO. 18 Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) Scheme Progress made by Banks for the last five years. SIDBI, Bhubaneswar has given the following information on CGTMSE Coverage in our state (Year wise). At the end of the year Proposals covered during the year No. of Accounts Amount in Rs. Crore Odisha ranks 10th th among all the States in India in respect of MSME coverage under the guarantee scheme of CGTMSE. Bank-wise analysis reveals that SBI has sanctioned highest quantum of loans followed by Bank of India for the period to District-wise analysis reveals that Khordha has highest coverage followed by Cuttack. Bank wise and District wise CGTMSE coverage approval is available at Annexure

35 AGENDA NO. 19 Disposal of loan applications under various Govt. schemes is available at Annexure- 43. AGENDA NO. 20 Conduct of Financial Literacy Camps A) Financial support under Financial Inclusion Fund to Commercial Bank for organizing Financial Literacy/Awareness camps. NABARD has issued a Circular (No.240/DFIB-33/2015 dated 13 th November 2015) addressed to the Chairman and Managing Director of all Commercial banks as Financial support under Financial Inclusion Fund (FIF) to Commercial Banks for organizing Financial Literacy/Awareness camps. As per the circular, the cost of organizing financial literacy programme can be shared between NABARD and the bank in the ratio of 60:40, subject to maximum of Rs.15,000/- per programme (One-day duration) on grant assistance under FIF. Banks are requested to forward the proposals under the scheme with details, viz. no. of programmes, places and tentative budget for prior approval to the Regional Office of NABARD. B) Financial Literacy Centre (FLCs)- Revised Guidelines (Ref-RBI Circular No. FIDD.FLC.BC.No.18/ / dated January, 14, 2016.) The revised guidelines for Financial Literacy Centres of Lead Banks and Operational guidelines for the conduct of camps by FLC and Rural Branches of Banks have been communicated by RBI to all banks including RRBs. The revised reporting mechanism will be followed by SLBC convener bank, Lead Banks/ Banks. All the Controlling Heads of Banks and Lead District Managers are requested to be guided by the referred circular. A copy of the revised guidelines is enclosed at Annexure 44. C) Mapping of various skilling centres with FLCs. Bank Branches has been done by SLBC. Banks / FLCs have been advised to conduct financial literacy sessions for trainers who will in turn train the participants at the skilling centres in coordination with mapped FLCs / Banks. 32

36 AGENDA NO. 21 District Level Review Committee (DLRC) Meeting. 1. We have been informed by Department of Financial Services, Ministry of Finance, Government of India ( a copy of which is enclosed at Annexure - 45 ) that in a Meeting of member of Parliaments (MPs) taken by the Hon ble Minister of Finance, Govt. of India, concern was expressed by some MPs that they are not being involved in DLRC meetings to the extent required. 2. It is therefore, essential that Lead District Managers should fix the date of DLRC meeting with due regard to the convenience of the representatives of MPS/MLAs etc. and invite MPs/MLAs and involve them in all functions conducted by the banks in the districts, such as opening of new branches, distribution of Kissan Credit Cards etc. as per extant instructions of RBI. 3. It is also requested that the progress of five schemes of Department of Financial Services namely Pradhan Mantri Jan Dhan Yojana (PMJDY), Pradhan Mantri Surakshya Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Atal Pension Yojana (APY) and Pradhan Mantri MUDRA Yojana (PMMY) should also be shared with MPs/MLAs. The suggestions and advises with a view to improve the systems and delivery mechanism received from them should also be considered in the DLRC meeting. The Banks with Lead Bank responsibilities are requested to issue necessary instructions their Lead District Managers and other field functionaries in this regard for compliance. AGENDA NO. 22 Calendar of Programme for conducting SLBC Meetings for the year, for the State of Odisha. SLBC has already communicated calendar of programme to all the members of SLBC for conducting SLBC meeting for the year, vide its letter No. SLBC/ODI/981/ dated This may serve as advance intimation for blocking of future dates of Senior functionaries of Banks, State Government, RBI, NABARD etc. and enable them to attend the SLBC meeting. Controlling Heads of Banks & Lead District Managers should submit on line SLBC statement within the cut-off date.
