2 Implementation Status and Key Decisions After a slow start, implementation of project activities has advanced significantly over the past few months. Implementation for most activities remains at early stages, but within the schedule. Rio Tal faced challenges with procurement process and received Bank support for such activities. Following March 2017 mission, Bank guidance has been to conclude hiring of consultancy firms by April 2017 so there would be 12 months left for implementation. Only purchase of equipment will be allowed after that date. The municipality submitted a proposal of restructuring to this project to the federal government : (i) modifying activities under fiscal management, education and social governance; (ii) canceling activities, which did not progress by April 2017 (health and environment); (iii) extending the project closure for 2 months to June 30, 2018; (iv) partially cancelling unallocated funds (US$2.025 million). This restructuring was approved by end of December 2017, and the Amendment Letter was already sent for signature by the Bank, the municipality and the federal government. 1/18/2018 Page 2 of 7

The bank has negotiated the new indicators back in 2016 and has now asked for any necessary changes to be incorporated in the final restructuring paper. Overall, implementation is still initial and results cannot yet be measured.
