2 Implementation Status and Key Decisions Since May 2015, important progress has been noted by the mission. The selection of the Technical Service Providers (TSPs) was finalized in February 2015 and allowed Matching Grants under the Animal Feeding and nutrition sub-component (2.c) and micro-grants under the horticulture subcomponents (1.c) to be fully implemented with visible results and impacts on the ground (see below), the procurement plan is regularly updated as and when new activities are identified, the financial management actions and the strategy for social and gender mainstreaming have also been completed. 33 proposals for interventions under the Animal Breeding sub-components (2.b) were submitted to the Bank and approved during the mission, while proposals for the Animal Health sub-component (2.a) are being reviewed by the project s Steering Committee (PSC) and should be approved soon. The review of the Results Framework was completed whilst the M&E Manual was finalized and submitted to the Bank. The project has carried out a number of training and awareness activities for the TSPs as well as the Veterinary, Animal Husbandry and Breeding Units (VABU s) in the soums and they have in turn mobilized the herders in the pilot soums. Matching Grants for hay production under sub-component 2.c and micro-grants for horticulture and vegetable production under sub-component 1.c have been successfully implemented. Total figures for the five Aimags are currently being compiled by the PIU (harvesting period ending soon) but only for the Khuvsgul Aimag, these activities directly reached 2,531 beneficiaries (with additional 449 coming soon notably for Green House production) and allowed the production of more than 1,000 tons of hay, 289 tons of potatoes, 7.25 tons of carrots and 11 tons of yellow turnip generating close to 400 million MNT (US$205,000) to beneficiaries households, in addition to the products kept for internal consumption and the 51.5 tons of potato seeds collected for next year planting season. Whilst considerable progress has been made in project implementation over the last 10 months, more is required of the MoFA, to speed up processing of project proposals and deliver animal health and breeding activities on the ground, as well as facilitating access to market. The seasonality and short period for agricultural activities requires expedited action by all those involved in the approval processes. The project lost almost 2 years out of the 4 years due to approval delays for effectiveness and the engagement of TSPs for field activities to start. The slow start up coupled with the changes to the pilot soums have seriously affected the commencement of field activities and the reporting on key performance indicators. However, the mission noted that M&E system foundations are well in place (M&E manual, data collection methodology, questionnaire, role of PIU/TSP/VABU) and ready to demonstrate progress when all activities will be undertaken. Some good results on key indicators (total number of beneficiaries, training organized, etc.) have already been noticed in the Results Framework. In addition, the first annual survey planned for important GAFSP indicators is scheduled for November 2015 (back-to-back with Government s annual livestock census) and will give us additional information on project performance.
