Call to Order and Pledge of Allegiance Minutes The regular Board meeting was called to order by Thomas Legel, Board President, at 7:15 p.m. in the Administrative Conference Room of the Twin Valley School District. II. Roll Call In attendance were Board members: Larry Beaver, Catherine Goetz, Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, and Christine Osborn. Absent were Maureen Fusco and Robert Sullivan, Board members and Hunter Deighan, student representative. Also present were Jordan Putt, student representative and district administrators: Dr. Robert Pleis, Mary Katona, John Guiseppe, Rita Haddock, Michael Keeley, Dr. Kate Long, Alan Lontz, William McKay, Michael McKinney, Gail Porrazzo, Dr. Lorraine Sakoian, Dr. Mark Sakoian, Jamie Whye and district solicitor Jon Malsnee. III. Approval of Proposed Agenda and Addendum The proposed agenda and addendum were approved on a motion by Larry Beaver and seconded by Jeffrey Horrocks. By unanimous voice vote: All Aye. IV. Minutes of February 13, 2012 and February 21, 2012 Board Meetings The minutes of the February 13, 2012 meeting were approved on a motion by Christine Osborn and seconded by Larry Beaver. By unanimous voice vote: All aye. The minutes of the February 21, 2012 meeting were approved on a motion by Larry Beaver and seconded by Gary McEwen. By unanimous voice vote: All aye. V. Presentations A. Public Comment Kathleen Gardocki requested feedback as to whether the Board is prepared to respond to an e- mail request to have the district fund mats, uniforms, etc., for the wrestling team. The consensus of the Board was to include the question on next month s Finance-Building Committee meeting agenda. Robert Sullivan arrived at 7:25 p.m

2 VII. Board Governance Committee The following items as recommended by the committee for the full Board to consider: A. Approval of the Board Governance Committee minutes dated February 13, Recommend that the Board approve minutes of the February 13, 2012 Board Governance Committee. B. Approval of Board Policy 605 Tax Levy for a 1st reading. Background This item was reviewed and recommended by the Board Governance Committee. C. Approval of Board Policy Student Threats of Violence for a 1st reading. Background This item was reviewed and recommended by the Board Governance Committee. D. Approval of Board Policy Terroristic Threats and Acts for a 2nd reading. Background This item was reviewed and recommended by the Board Governance Committee. E. Approval of Board Policy 218.3, 818 Weapons for a 2nd reading. Background This item was reviewed and recommended by the Board Governance Committee. F. Approval to remove Board Policy 816 Weapons and replace it with newly approved Board Policy 218.3, 818 Weapons. Background This item was reviewed and recommended by the Board Governance Committee. G. Approval of the School Calendar for a 1st reading. Background This item was reviewed and recommended by the Board Governance Committee. A motion was made by Paul Oldham and seconded by Larry Beaver to approve the above recommendations as presented. Finance-Building Committee The following items as recommended by the committee for the full Board to consider: A. Approval of the Finance and Building Committee minutes dated February 13, Recommend approval of the Finance-Building Committee minutes dated February 13, B. Approval of the annual award of bids for Fall/Winter Athletic Equipment & Supplies for the school year. 3 Background Bid awards are to the lowest bidders meeting specifications on an individual basis. Bid requests were sent to fifty eight (58) vendors with fifteen (15) submitting bids. Award at this point improves the likelihood of delivery of all materials for the start of the Fall/Winter athletic season. C. Approval of a transportation contract with The Arc of Chester County. Recommend the Board approve the transportation contract with The Arc of Chester County. Background For the school year, we would like to recommend a contract for the transportation of children to The Arc of Chester County at a cost of $50.00 per day. In cases such as this where we do not have an existing bus to the location, contract cost will be less than adding a bus. It is beneficial to the district that we enter into this contract. Invoices are submitted monthly by The Arc of Chester County and are placed on the bills list for payment. D. Approval to authorize the solicitor to execute the Order for settlement for Assessment Appeal No AB. Recommend the Board approve the following resolution regarding Parcel Hopewell Village Associates, LP. RESOLVED, That the Board of School Directors of the Twin Valley School District hereby authorize resolution of the assessment appeal filed by Hopewell Village Associates, LP, No AB, Court of Common Pleas of Chester County, in accordance with the Attached Stipulation and proposed Order; and BE IT FURTHER RESOLVED, That the Board authorizes Jon S. Malsnee, Esquire, Solicitor for the School District, to execute the attached Stipulation on behalf of the School District. Background The reduction will result in a loss of revenue of $71, effective July 1, A motion was made by Catherine Goetz and seconded by Jeffrey Horrocks to approve the above recommendations as presented. Instructional Committee The following items as recommended by the committee for the full Board to consider: A. Approval of the Instructional Committee minutes dated February 13, Recommend that the Board approve minutes of the February 13, 2012 Instructional Committee. B. Approval of Homebound Instruction for Student HB :12, an 11 th grade student at Twin Valley High School. This request is based on the doctor s prescription. The homebound period will be effective from March 5, 2012 for approximately 4 weeks. Background This item was reviewed and recommended by the Instructional Committee. C. Approval of K.K. as a Section 1302 student, as described by the Pennsylvania School Code, attending Twin Valley School District under an affidavit of custody. Background This item was reviewed and recommended by the Instructional Committee. D. Approval of expulsion of Student E 11-12:05 from Twin Valley High School for the remainder of the school year. The student must complete a drug and alcohol assessment by the Caron Foundation and follow all recommendations before re-admittance to Twin Valley High School. The student must complete a drug test prior to re-admittance to Twin Valley High School. Failure to pass

4 the drug test will result in continued placement in an alternative education program. If the test results are inconclusive, another drug test must be administered. Background This item was reviewed and recommended by the Instructional Committee. E. Approval of expulsion of Student E 11-12:06 from Twin Valley High School for the remainder of the school year. The student must complete a drug and alcohol assessment by the Caron Foundation and follow all recommendations before re-admittance to Twin Valley High School. The student must complete a drug test prior to re-admittance to Twin Valley High School. Failure to pass the drug test will result in continued placement in an alternative education program. Other Business - None XIV. Other Reports Career & Technology Center Report Larry Beaver reported that the BCTC is available if the district would like to conduct a Board meeting at the campus. The consensus was to research the issue. CAC Report Thomas Legel reported that the landfill is almost ready to open cell #20 which will provide another year or two of space. Currently there are a total of 26 cells planned which will allow the landfill to operate for approximately 15 years. In addition, they will be installing new flares and upgrading a system to take additional leachate which will lower the excess waste water. Berks Intermediate Unit Report Gary McEwen reported the building s officially finished on time and with less than 1% change orders. Other Committee Reports Catherine Goetz stated that the TVCEF Scholarship applications went out and that the grant applications for the staff will be going out. In addition, the Board is working with Bob New to hire a co-executive director. Superintendent s Report Dr. Pleis mentioned that this is Alan Lontz s last Board meeting and that he wishes him well. He also stated the Focus Groups are meeting and he looks forward to the process. Solicitor s Report None XV. Board Discussion Paul Oldham thanked Alan Lontz and wished him well. Catherine Goetz commented that PSSA tests are very grueling and exhausting for the students. She went on to thank Mr. Lontz as well. Gary McEwen asked what the outcome was of the new girls soccer uniforms that were funded by the students. Alan Lontz commented that at this point it would be counterproductive to refuse uniforms. In addition Mr. McEwen commented that we should approach U.G.I. for natural gas. Alan Lontz responded that U.G.I. was contacted and a response was not available. Also, he complimented Mr. Lontz on his service, building project knowledge and dedication to the district. Catherine Osborn thanked Alan Lontz for his service and wished him fair winds and following seas. Jeffrey Horrocks also thanked Mr. Lontz and questioned whether landfill gas could be used by the district. He also questioned whether buses could use natural gas. Robert Sullivan commented on the Academic Challenge Team in the high school and mentioned that the Regional Music Festival is this weekend and Twin Valley School District has 3 representatives. He also thanked Mr. Lontz and commented that he taught him so much about the budget process. Larry Beaver thanked Alan Lontz for his great service to the district. Thomas Legel thanked Alan Lontz for all his years of service to the district. Mr. Legel also provided an overview of the revenue that is received from the Coca-Cola soda machines and asked for a decision as to where the Board would like the money to go. The consensus was to see a spreadsheet, including the location of the machine, the cost of operation and where the revenue had gone in the past

12 Thomas Legel also asked for a decision on the TSA competition funding request. The consensus was to fund 50% of the requested amount based on the district s current financial postion. Mr. Legel also stated that there was an executive session held prior to tonight s meeting for personnel issues. Dr. Pleis commented on the Honey Brook Community Fair and highlighted many of the exciting activities that will take place at the event. XVI.
