1 VILLAGE OF MANHATTAN REGULAR MEETING OF THE VILLAGE OF MANHATTAN OCTOBER 1, 2013 A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday October 1, President Doyle called the meeting to order at 7:03 P.M. Roll call: Trustee Beemsterboer aye, Trustee Adrieansen aye, Trustee Tyk aye, Trustee Biscan aye, Trustee Doyle aye, Trustee Naughton aye. Also present are Becker, Bland, Ludwig, Nelson, Sing and Taylor. Adrieansen motion to Approve The Consent Agenda As Follows: Minutes, September 17, 2013, Executive Session Minutes September 17, 2013 (Not For Release), Bills List For October 1, Naughton second. Roll call: Beemsterboer aye, Adrieansen aye, Tyk aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried. they have before them a Request By the Manhattan Elwood Library District To Waive Building Permit Fees. The Manhattan-Elwood Library District has submitted a permit application to add a 3,600 square foot modular structure to the rear of the existing library building at 240 Whitson Street. They have submitted a request for waiver of the building permit fees. Acting Village Administrator and Finance Director Sing explains that with the layoff of the Building Commissioner there will be a Plan Review Fee, staff recommendation is for the Village to cover this cost, as the Library was only one day away from approval. Naughton motion to Approve Waiving The Building Permit Fees For the Manhattan-Elwood Library District. Biscan second. Motion Carried. they have before them A Resolution Authorizing The Execution Of A Contract Between The Village Of Manhattan And Waste Management For Refuse, Recycling, And Yard Waste Collection, and An Ordinance Amending Title 7, Chapter 2 Of The Village Of Manhattan Code Of Ordinances, Will County, Illinois. (Garbage Disposal). At the last meeting the Mayor and Board of Trustees authorized staff to prepare a renewal contract with Waste Management. The contract was to have the following points; Collection Day will be on Monday, 15 dumpsters per year, 10 portable toilets per year, 1 street sweep and curbside clean up in the fall and spring. Residents will save $44.52 from today s rates per year. Beemsterboer motion to Approve A Resolution Authorizing The Execution Of A Contract Between The Village Of Manhattan And Waste Management For Refuse, Recycling, And Yard Waste Collection. Motion Carried. they have before them an Ordinance Eliminating Section 8-4A-2-2-A1 Of The Village Of Manhattan Code Of Ordinances, Will County, Illinois (Temporary Infrastructure Fee). In 2010, the Village was experiencing the full brunt of the economic recession. New housing permits had decreased from a high of 300 to 5. The drastic decrease in permits greatly reduced needed funding for the debt payments. This debt was issued to install/rehabilitate/expand sewer and water facilities. To avoid defaulting on debt, the Village implemented a Temporary Infrastructure Fee to bridge the gap until permits returned. Based on signs that the new home market is recovering, annual restructuring of debt, and additional revenue within the General Fund, Staff recommends elimination of the temporary infrastructure fee. Additional revenues in the General Fund will provide a safety net should the Village experience an unexpected drop in the number of permits for a short time. The Mayor and Board of Trustees want to point out that back when this was implemented it was approved as a Temporary Fee so the Mayor and Board of Trustees could eliminate it as they promised. The Mayor and Board of Trustees want to Thank Acting Village Administrator and Finance Director Sing for all the work Staff did to make this happen. Acting Village Administrator and Finance Director Sing informs the Mayor and Board of Trustees that this will be a saving of $63.00 a year for the residents. Motion Carried Acting Village Administrator and Finance Director Sing points out the Residents will be saving approximately $ a year now. they have before them An Ordinance Approving A Collective Bargaining Agreement Between The International Union Of Operating Engineers, Local 150, Public Employees Division And The Village Of Manhattan. The current contract with Local 150 expired on April 30, Staff has been negotiating with the Local 150 since May. The Village and Union have reached a tentative agreed upon contract. This contract is within the parameters set forth by the Village Board in August and included wage increases of 2%, 2.5%, and 2.5% for the Three (3) years of the contract for maintenance workers. This contract also creates the position of Water Operator and Sewer Operator and provides compensation

3 base on the Class of License held by the operator. The Agreement is under budget by $2,500. Trustee Beemsterboer wants to point out that the employees are appreciative of the Teaching and Training that Public Works Director Bland has given them so far. Motion Carried they have before them Approval Of State Street Auto Invoices Totaling $ Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. Biscan motion to Approve The State Street Auto Invoices Totaling $ Beemsterboer second. Motion Carried Chief Martin informs the Mayor and Board of Trustees that they have before them a request for Authorization To Purchase a 2014 Ford Utility Police Interceptor AWD Base In The Amount Of $26,235.00, Police Equipment Package At A Cost Of $17, And Installation Cost Of $2, I am requesting to purchase a 2014 Ford Utility Police Interceptor AWD Base to replace our 2007 Ford Crown Victoria Unit # 776 with over 100,000 miles on it. We have contacted the following three (3) Ford Dealers to get competitive bidding: I am requesting to purchase a 2014 Ford Utility Police Interceptor AWD Base to replace our 2007 Ford Crown Victoria Unit # 776 with over 100,000 miles on it. Three (3) bids were obtained, and the lowest bidder, D Orazio Ford for a price of $26,235. I would also request that we purchase the equipment for this 2014 Ford Utility Police Interceptor AWD Base. Three (3) bids were obtained for the in car camera system and the in car computer system. Two (2) bids were obtained for the installation of the equipment package from fleet. The following is the list and prices of the equipment that will be needed: Data 911 Mobile Computer system $4,795.50, COBAN Camera system$5,670.00, Grafix Reflective Kit and install$350.00, and Fleet Safety Supply miscellaneous equipment, light bar, cage, parts, etc. $6, Two Bids were obtained for the installation of the equipment, with the lowest bid being CAMZ Communications at$2, The total cost of $45, would be coming from the 2013/2014 Fiscal Year Budget. Trustee Naughton is glad the Chief obtained 3 quotes, but he would ask that the Chief also look at getting a quote from Manteno Ford, which is owned by a Township resident Mr. Crawford, who does many things to support the community. The Chief will contact Manteno Ford to be part of the bid process for the next vehicle. Trustee Adrieansen would like to know if the money is not use for a new squad could it roll over for next year or be used to purchase something in the new building. Chief Martin and Mayor Doyle explain that it will not roll over and this money was allocated for the new squad car.

4 Beemsterboer motion to Approve The Authorization To Purchase a 2014 Ford Utility Police Interceptor AWD Base In The Amount Of $26,235.00, Police Equipment Package At A Cost Of $17, And Installation Cost Of $2,350.00, For A Total Cost Of $45, Tyk second. Roll call: Doyle aye, Naughton aye, Beemsterboer aye, Adrieansen aye, Tyk aye, Biscan aye. (6 ayes, 0 nays, 0 absent). Motion Carried. Public Works Director Bland informs the Mayor and Board of Trustees that they are still working on the sidewalk projects, but will be moving on to the planting of trees soon. The Fuel Monitoring System should be in place by next month and they are obtaining bids for an electrical gate opener. They are looking at installing a rain gauge in the plant and purchasing a used chipper. Village Engineer Ludwig informs the Mayor and Board of Trustees that the 2 Constructions projects are moving forward. The sewer pipe has been installed under the railroad tracks for the North Street Project. MFT has been completed, except for some sod work. Acting Village Administrator and Finance Director Sing informs the Mayor and Board of Trustees that they will work closer next time with the Contractor and the Engineers to make sure that the residents are more informed on the projects as they move forward, as there were quite a few complaints as the MFT Project moved forward. The Contractor did not notify the Village in a timely fashion. Mayor Doyle informs everyone that they will be making sure the Contractors are more informed on when and how the Village and the residents are informed on projects. The Mayor and Board of Trustees also recommend that when they are doing the Crack Filling Project, they wait until the kids have gotten on the buses and are not in area. Village Clerk Becker informed the Mayor and Board of Trustees that she has received many compliments from residents on the construction of the new parking lot downtown. Mayor Doyle and the Board of Trustees would again like to say Thank You to Acting Village Administrator and Finance Director Sing for all the work he has accomplished so far. Trustee Doyle informs everyone that the Manhattan Township Library will be hosting another Trivia Night at Fritz s Saloon on October 23, 2013, at 7:00 P.M.
