1 VILLAGE OF MANHATTAN REGULAR MEETING OF THE VILLAGE OF MANHATTAN DECEMBER 4, 2018 A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday December 4, Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Beemsterboer, Trustee McDonough aye, Trustee Reeves aye, Trustee Biscan, Trustee Doyle aye, Trustee Naughton aye. Also present are Becker, Doyle, Kendall, and Pintar, Sing, and Taylor. Doyle motion to Approve Opening A Public Hearing For The Levy And Assessment of Taxes For the Village of Manhattan, Fiscal Year Beginning May 1, 2018 and Ending April 3, McDonough second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 aye, 0 nays, 0 absent). Motion Carried. Assistant Finance Director Kendall informs the Mayor and Board of Trustees that the recommended Levy of $1,958,395 reflects the recommended Police Pension Contribution, capture of new construction and property with in the Village, along with a 1.92% CPI increase. If approved, the increase is a 7.17% over last year s tax levy. The levy increase would impact individual homeowner s base on how their assessed values changed. For a $200,000 home, the approximate increase would be $11 a year. Village Clerk Becker Swears in Mrs. Kirby who would like to speak. Mrs. Kirby Thanks The Police Department and Public Works Department for Placing the Speed Sign on US 52 by the curve and her business. Mrs. Kirby would like to know if the Village will be increasing any of the Utility Taxes, Mayor Doyle states that they would not. Mrs. Kirby also suggests that the Village and the Manhattan Police Department should look at cars for the next new vehicle for the Police Department. Village Administrator Sing informs her that they have spoken about this. Naughton motion to Approve Closing Public Hearing For The Levy And Assessment of Taxes For the Village of Manhattan, Fiscal Year Beginning May 1, 2018 and Ending April 3, Doyle second. Roll call: McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye. (6 aye, 0 nays, 0 absent). Motion Carried. Reeve motion to approve the Consent Agenda As Follows: The Regular Minutes of the November 20, 2018, And Bills List For December 4, McDonough second. Roll call: Reeves aye, Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye. (6 ayes, 0 nays, 0 absent). Motion Carried. Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $ Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $

Assistant Finance Director Kendall informs the Mayor and Board of Trustees that they have before them An Ordinance Abating A Portion Of The Tax Heretofore Levied For The Year 2018 To Pay The Interest And Principal On $7,500, Special Service Area No Bonds, Series 2015 Of The Village Of Manhattan Will County, Illinois. First Read. In the documents for all of the Villa s SSA, there is a maximum levy amount recorded; however, if the SSA s cost is less than expected, these maximums can be reduced. This is for Brookstone Springs. Staff recommends waiving first read. Naughton motion to Approve Waiving The First Read of An Ordinance Abating A Portion Of The Tax Heretofore Levied For The Year 2018 To Pay The Interest And Principal On $7,500, Special Service Area No Bonds, Series 2015, Of The Village Of Manhattan, Will County, Illinois. Assistant Finance Director Kendall informs the Mayor and Board of Trustees that they have before them An Ordinance Abating The Tax Heretofore Levied For The Year 2018 To Pay The Interest And Principal On $5,140,000 General Obligation Bonds, Series 2012A, Of The Village Of Manhattan, Will County, Illinoi, An Ordinance Abating The Tax Heretofore Levied For The Year 2018 To Pay The Interest And Principal On $2,925,000 General Obligation Bonds, Series 2013, Of The Village Of Manhattan, Will County, Illinois, An Ordinance Abating The Tax Heretofore Levied For The Year 2018 To Pay The Interest And Principal On $3,690,000 General Obligation Bonds, Series 2016, Of The Village Of Manhattan, Will County, Illinois, For First Read. General Bonds are issued with the belief that a municipality will be able to repay its debt obligation through taxation or revenue from projects. The Village has the ability to tax and to raise taxes if necessary, in order to pay bondholders. The also has the ability to abate the tax. Since it is recorded with the County Clerk, abatement assures their isn t an additional tax on property tax bills for the bonds. Historically, general obligation bonds have been the most cost effective financing for the Village. The Village has Three (3) General Obligation bonds outstanding. The series 2012A General Obligation Bond was to refinance debt issued for the expansion and rehabilitation of its sewer plant. This debt issue was also for the Village s 2012 debt restructuring. The series 2013 General Obligation Bond was to refinance

3 debt associated with the construction of Well 8 improvements. The series 2016 General Obligation Bond funded the construction of Two (2) sewer interceptors and water lines that serve new development in the amount of $3,690,000. This debt issue was for the refinance of the 2006 bond series. Staff recommendation is to waive first read. Biscan second. Roll Call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried. Mayor Doyle explains to everyone that the reason that they abate the bonds is because the Village has enough new growth to pay the bonds and do not need to tax the residents to make these payments. EMA Director Doyle Thanks Public Works Supervisor Tyk and Public Works Employee Jim Bennett for fixing the flapping piece of roof on the EMA Garage. Supervisor Tyk will let Jim Bennett know, and he points out that Jim finish the job just before the downpour started. EMA Director Doyle also points out the Parade of Lights went off without a hitch despite the weather, the rain held off until the parade was over.

4 Public Works Supervisor Tyk informs the Mayor and Board of Trustees that the motor has been placed in the bowl at Well #8, and they should be pumping water in a week. The Mayor and Board of Trustees Review November Monthly for Engineering and at this time have no questions. Village Engineer Pintar updates the Mayor and Board of Trustees on the Century East Lift System, the equipment is on order. The generator is being coordinated by ComEd and NICOR. U.S. 52 and Gouger IDOT are reviewing the pre-final plans and it should be approved for bidding in April. Discussion is held on the work that is being done on the Route 52 Shoulders and if this will be completed, the Mayor and Board of Trustees have safety concerns if it is not. Village Clerk Becker informs everyone that the Filing for the April Consolidated Election will begin on December 10 th at 9:00 A.M. and it will end on December 17 th at 5:00 P.M. Mayor Doyle wants to Thank Sergeant Redlich for the great job he did playing the Grinch all the events on Saturday, he was a great hit with the kids. Mayor Doyle would also like to Thank the Police Department and the EMA Department for all their assistance with all the events. Trustee McDonough would also like to Thank the Police Department, and the EMA Department for all their assistance at the event, it was a huge success, despite the weather. Trustee McDonough would also like to Thank Kristen Reinke and her Daughter who played Cindy Lou Hoo, along with Sgt. Redlich as the Grinch. Trustee Doyle also echo s the Thanks to all that assisted, the Parade was great and he met a lot of new people that evening and they all enjoyed the event. Trustee Doyle was also impressed that Metra played a jingle on the way through. Trustee Beemsterboer wants to also say Thank You to everyone, it was a great event. Trustee Beemsterboer also wants to remind everyone that there will be no mail delivery tomorrow in honor of Former President Bush, who recently passed away and services are tomorrow. Trustee Naughton wants to express how the event was a great presentation for the community. Trustee Biscan also wants to express how great the events were on Saturday and to say that he did meet former President Bush and he was a nice man. Trustee Reeves thought everything was great on Saturday and he wants to Thank Public Works for fixing up the float for the Village Board and Staff to ride on. The scavenger hunt was a great time and the 2 winners received Amazon cards that were bought locally. Mayor Doyle wants to extend the Village s thoughts and prayers for former President Bush, he was the last of the WWII Veterans and as President he served the whole country. He would compromise if it benefits the whole country. Former President Bush was a nice man and will be missed. Naughton motion to adjourn the Regular Meeting at 7:26 P.M. Doyle second.
