1 Twin Valley School District 4851 North Twin Valley Road Elverson, PA Board Meeting March 17, 2014 Minutes I. Call to Order and Pledge of Allegiance The regular Board meeting was called to order by Thomas Legel, Board President, at 6:43 p.m. in the Administrative Conference Room of the Twin Valley School District. II. Roll Call In attendance were Board members: James Bree, Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Robert Sullivan and April Trego. Also present was Amanda Kelly, student representative, and district administrators: Dr. Robert Pleis, Stephen Amore, Dr. Gerald Catagnus, John Guiseppe, Rita Haddock, Keith Shively, Michael Keeley, Joseph Piselli, Dr. Lorraine Sakoian, Dr. Mark Sakoian and district solicitor Jon Malsnee. Absent: Stephen Rucci III. Approval of Proposed Agenda The proposed agenda was approved on a motion by Gary McEwen and seconded by Christine Osborn. By unanimous voice vote: All Aye. IV. Minutes of the February 10, 2014 and February 17, 2014 Board Meetings The minutes of the February 10, 2014 Board meeting were approved on a motion from Gary McEwen and seconded by Jeffrey Horrocks. By unanimous voice vote: All Aye. The minutes of the February 17, 2014 Board meeting were approved on a motion from Christine Osborn and seconded by Gary McEwen. By unanimous voice vote: All Aye. V. Presentations A. Recognitions - None B. Topics 1. Peer Mentoring Program William Moczydlowski, Twin Valley Middle School Librarian, Dr. Gerald Catagnus and Dr. Lorraine Sakoian, Principals at Twin Valley Middle School, as well as students Mackenzie Willet and Derek George, presented an overview of the Peer Mentoring Program at the Middle School. Olivia Simmet arrived at 6:50 p.m. 2. Special Education Comprehensive Plan Dr. Mark Sakoian and Keith Shively presented the district s Special Education Comprehensive Plan that will be posted tomorrow for public review. The district has approximately 16.1% of its population that are classified as Special Ed. students. The district has 3% of its population that are gifted. VI. Public Comment
2 Richard Beadencup thanked the Board for their hard work on the budget. In addition, he thanked the teachers, Dr. Pleis and the taxpayers who make it all work. He questioned the proposed increase in the budget and advised the Board to contact local representatives and to keep taxpayers in mind. Allison Bolt thanked the Board for all the work they do for the community. She expressed concern regarding class sizes for the younger grades with full inclusion. Also, she mentioned that the sport that is in season should take precedent over sports that are not in season. VII. Board Governance Committee The following items as recommended by the committee for the full Board to consider: A. Approval of the Board Governance Committee minutes dated February 10, Recommend that the Board approve the minutes of the February 10, 2014 Board Governance Committee. A motion was made by Gary McEwen and seconded by Christine Osborn to approve the above recommendations as presented. By roll call vote: Yes James Bree, Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Robert Sullivan and April Trego. No - None. Motion Carried 8-0. B. Approval of Board Policy Student Participation Fee for a 2 nd reading. Background This item was reviewed and recommended by the Board Governance Committee. A motion was made by Robert Sullivan and seconded by Paul Oldham to approve the above Recommendation as presented. By roll call vote: Yes James Bree, Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, Robert Sullivan and April Trego. No Christine Osborn. Motion Carried 7-1. VIII. Finance-Building Committee The following items as recommended by the committee for the full Board to consider: A. Approval of the Finance-Building Committee minutes dated February 10, Recommend approval of the Finance-Building Committee minutes dated February 10, B. FB-182 Approval of the exoneration of mobile home taxes. Recommend the Board approve the exoneration as requested by the Chester County Tax Claim Bureau since it is unlikely that any further collections will occur. Background Chester County Tax Claim Bureau has requested that the Board exonerate uncollected mobile home taxes that have been removed or demolished. Chester County has exonerated the liens. Total for taxes, penalty and interest is $1, with face tax making up approximately ¾ of that total. C. FB-183 Approval for the annual award of bids for Fall/Winter Athletic Equipment & Supplies for the school year. Recommend the Board award bids to the following companies who represent the lowest bidders meeting specifications: BSN Sports Dresher, PA $ Copley Copley, PA $ Metuchen Sayreville, NJ $
3 Pyramid Tampa, FL $ 2, Riddell Elyria, OH $ Sportsman s Johnstown, PA $ 2, TOTAL: $ 6, Background - Bid awards are to the lowest bidders meeting specifications on an individual basis. Bid requests were sent to forty (40) vendors with eleven (11) submitting bids. Award at this point, improves the likelihood of delivery of all materials for the start of the Fall/Winter athletic season. A motion was made by Christine Osborn and seconded by James Bree to approve the above recommendations A C as presented. By roll call vote: Yes James Bree, Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Robert Sullivan and April Trego. No None. Motion Carried 8-0. IX. Instructional Committee The following items as recommended by the committee for the full Board to consider: A. Approval of the Instructional Committee minutes dated February 10, Recommend that the Board approve minutes of the February 10, 2014 Instructional Committee. B. Approval for the consideration of Homebound Instruction for Student HB :12. Recommend the Board approve homebound instruction for an 8th grade student at Twin Valley Middle School. This request is based on the doctor s prescription. The homebound period will be effective from February 17, 2014 until seen by the doctor. C. Approval for the consideration of Homebound Instruction for Student HB :13. Recommend the Board approve homebound instruction for a 10th grade student at Twin Valley High School. This request is based on the doctor s prescription. The homebound period will be effective from February 25, 2014 for approximately 2 weeks and until seen by the doctor. D. Approval for the consideration of Verification of Custody, 1302 student. Recommend the Board approve student VCTVHS13-14:07 as Section 1302 student, as described by the Pennsylvania School Code, attending Twin Valley School District under an affidavit of custody. A motion was made by Gary McEwen and seconded by Christine Osborn to approve the above recommendations A D as presented. 9 XIII. Other Business - None XIV. Other Reports Career & Technology Center Report Christine Osborn commented that the meeting will be held at the end of March. She is looking forward to receiving a tour of the West Center on Wednesday. CAC Report Thomas Legel stated that the meeting is this Thursday at 6:00 p.m. Everyone is welcome to attend. Berks Intermediate Unit Report Gary McEwen mentioned that the meeting is this Thursday. May 1 st is the annual Berks County Board of Directors meeting. The Secretary of Education will be in attendance. They will meet at the Governor Mifflin Intermediate Center. Other Committee Reports Christine Osborn mentioned that the March Mingle will take place on the 26 th at TVEC in the LGI room. Grant recipients will be in attendance. Advocacy Committee Christine Osborn stated that they are working on the Special Education Did You Know flyer. Superintendent s Report Dr. Pleis commented that this will be Michael Keeley s last Board meeting and wished him the best. He went on to thank him for the job he did while at Twin Valley. He mentioned that the Beauty and the Beast performance will be held on April 4 th, 5 th and 6 th. He stated that he created a Twitter account linked to the web page for additional community communication that everyone is welcome to follow. Solicitor s Report Jon Malsnee thanked Michael Keeley for his service to the district. XV. Board Discussion The Board expressed their appreciation to Michael Keeley and wished him well. James Bree mentioned that he was impressed by Peer Mentoring. He also stated that the Special Education presentation was great. Paul Oldham questioned whether the Reading Buccaneers are leaving the district. He feels that the district should be concerned about how the facility use policy has been restructured. Robert Sullivan mentioned that the Girls Exploring Tomorrow s Technology conference is an excellent conference for students. He also stated that Peer Mentoring is fantastic for all students. He went on to say that he appreciates the phone service system that reports delays and closings. He mentioned the presentations were good and he would like to receive a comment someday that people move here for our gifted program. Jeffrey Horrocks mentioned HB 76, the sales tax bill to fund education. He expressed his concern about what the State would do with funding and control. He stated that he is also concerned about the liability the district is exposed to with Abraxas. Christine Osborn stated that she would like questions added regarding current goals / accountability to the Student Led Conference Survey. She also questioned the Board objectives timeline. Thomas Legel stated that the Board will talk about it at the next meeting and would like to receive feedback from everyone. Gary McEwen stated he liked the presentations this evening. He also stated that the Board does speak to representatives to encourage legislative changes and in response to a question he indicated that deducting union dues for staff is simply an electronic function and not an expense to the district.
10 April Trego thanked Dr. Mark Sakoian and Peer Mentoring for their presentations. She also stated that she is extremely impressed after touring TVEC and HBEC and spending time visiting classrooms. In addition, she asked the Board to discuss the student participation fee. She also inquired if teachers could be asked how they feel about the student led conferences. She also mentioned that Lacrosse has their first game on Friday and that Beauty and the Beast will be presented in April. The administration stated that they will do a survey regarding the student led conferences with teachers. Amanda Kelly stated that she enjoyed the Peer Mentoring presentation and that she is selling water bottles for TSA. Olivia Simmet questioned whether there was any information on the survey regarding the student participation fee. A copy was given to her. Thomas Legel thanked Dr. Mark Sakoian and Keith Shively for the Special Ed. presentation and also the presenters of the Peer Mentoring presentation. He also stated that an executive session was held prior to tonight s Board meeting for personnel. Richard Beadencup questioned whether pension reform is an issue and several Board members stated that it was an issue. William Montgomery stated that over the years he has heard about people moving into the district for the Special Education programs in the district but he would like to see numbers. Thomas Legel asked what could be done to help the Buccaneers with the facility use fee. The consensus was to have the Board Governance review the facility use policy and see if a representative could attend from the Buccaneers. Jeffrey Horrocks suggested that the Senior Citizen Tax Rebate be discussed. Jon Malsnee suggested that the amount be kept to under $600 so there wouldn t be tax implications. The consensus was to have the Board Governance Committee work on a policy. The Board Governance Committee will be the Committee of the Whole next month and student participation fees can be discussed at that time. XVI. Public Comments - None XVII.
