Call to Order and Pledge of Allegiance Twin Valley School District 4851 North Twin Valley Road Elverson, PA Board Meeting May 19, 2014 Minutes The regular Board meeting was called to order by Thomas Legel, Board President, at 6:42 p.m. in the Administrative Conference Room of the Twin Valley School District. II. Roll Call In attendance were Board members: Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Stephen Rucci, Robert Sullivan and April Trego. Also present were Amanda Kelly and Olivia Simmet, student representatives, and district administrators: Dr. Robert Pleis, Elizabeth Butch, Dr. Gerald Catagnus, William Clements, Stacy Dunleavy, John Guiseppe, Rita Haddock, William McKay, Brenda Moyer, Dr. Lorraine Sakoian, Dr. Mark Sakoian and district solicitor Jon Malsnee. Absent: James Bree III. Approval of Proposed Agenda The proposed agenda was approved on a motion by Jeffrey Horrocks and seconded by Paul Oldham. By unanimous voice vote: All Aye. IV. Minutes of the April 14, 2014 and April 22, 2014 Board Meetings with Changes Item VIII. additional discussion changed to state, Mr. Oldham reported that the committee also discussed the following items: The minutes of the April 14, 2014 Board meeting, with the change above, were approved on a motion from April Trego and seconded by Gary McEwen. By unanimous voice vote: All Aye. The minutes of the April 22, 2014 Board meeting were approved on a motion from Jeffrey Horrocks and seconded by Stephen Rucci. By unanimous voice vote: All Aye. V. Board Governance Committee The following items as recommended by the committee for the full Board to consider: A. A motion is in order for approval of the Board Governance Committee minutes dated April 14, Recommend that the Board approve minutes of the April 14, 2014 Board Governance Committee. B. Approval of the nomination of Paul Oldham as Treasurer of the Twin Valley Board of School Directors, effective July 1, 2014 through June 30, Background This item was reviewed and recommended by the Board Governance Committee. C. Approval of Board Policy Senior School Service Tax Rebate Program for a 2nd Reading. Background This item was reviewed and recommended by the Board Governance Committee. D. Approval of Board Policy 809 Transportation Video/Audio Monitoring for a 1st Reading. Background This item was reviewed and recommended by the Board Governance Committee. E. Approval of Board Policy 810 Transportation for a 1st Reading. Background This item was reviewed and recommended by the Board Governance Committee. F. Approval of revisions to the Pay to Participate Fee Schedule as follows: In reference to the Student Activity Policy for , there will be no Activity Fee charges for MS and HS students. Athletic participation fees will remain the same at $75 per student for HS students and $50 per student for MS students with a family cap of $300. Recommend the Board approve revisions to the Pay to Participate Fee Schedule to reflect that there will be no Activity Fee charges for MS and HS students. Athletic participation fees will remain the same at $75 per student for HS students and $50 per student for MS students with a family cap of $300. Background This item was reviewed and recommended by the Board Governance Committee. A motion was made by Gary McEwen and seconded by Paul Oldham to approve the above recommendations A - F as presented. Christine Osborn asked to have item F voted on separately and asked for a motion to amend the item. A motion was made by Gary McEwen and seconded by Paul Oldham to approve the above recommendations A - E as presented. By roll call vote: Yes Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Stephen Rucci, Robert Sullivan and April Trego. No None. Motion Carried 8-0. A motion was made by Jeffrey Horrocks and seconded by April Trego to approve item F as presented. By roll call vote: Yes Jeffrey Horrocks, Thomas Legel, Gary McEwen, and April Trego. No Paul Oldham, Christine Osborn, Stephen Rucci, Robert Sullivan. Motion Failed 4-4. Following discussion, the consensus of the Board was to move item F back to Board Governance and discuss as Committee of the Whole.

3 VIII. Finance-Building Committee The following items as recommended by the committee for the full Board to consider: A. Approval of the Finance and Building Committee minutes dated April 14, Recommend approval of the Finance-Building Committee minutes dated April 14, B. FB-186 Approval for the adoption of the proposed final taxing resolution. Recommend the Board post the following taxes to support the proposed final General Fund budget. 1. Real Estate In accordance with section of the School Code: Berks County % increase Chester County % increase 2. Wage and Income Tax a 1% Earned Income Tax (half of this goes to the municipalities). 3. Real Estate Transfer Tax - a 1% Real Estate Transfer Tax (half of this goes to the municipalities). Background Taxes as outlined above are necessary to balance the proposed final General Fund budget. Rates for wage and income and real estate transfer taxes are proposed at the same levels as last year. The increase in real estate tax is above the state mandated index and contains an increase of $66 for a home assessed at $100,000 in Berks County and an increase of $143 for a home assessed at $100,000 in Chester County. Paul Oldham stated that the School Board did not utilize all the exceptions available for the school year. A motion was made by Paul Oldham and seconded by Stephen Rucci to approve the above recommendation A & B as presented. By roll call vote: Yes Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Stephen Rucci, Robert Sullivan and April Trego. No Jeffrey Horrocks. Motion Carried 7-1. C. FB-187 Approval to make the proposed final General Fund budget available for public inspection prior to May 27, Recommend the Board make the proposed final General Fund budget available for public inspection prior to May 27, Background The School Board must make its proposed final General Fund budget available for public inspection 20 days prior to final General Fund budget adoption. As the School Board intends to adopt the final General Fund budget at its June 16, 2014 School Board meeting, it must be posted for public inspection by May 27, D. FB-188 Approval to provide public notice of intent to adopt the final General Fund budget on June 16, Recommend the Board provide notice of public intent to adopt the final General Fund budget on June 16, Background - A School Board must give public notice of intent to adopt the final General Fund budget at least 10 days prior to adopting. Providing notice of public intent at this time fulfills this requirement. A motion was made by Paul Oldham and seconded by Gary McEwen to approve the above

4 recommendations C & D as presented. By roll call vote: Yes Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Stephen Rucci and April Trego. No Jeffrey Horrocks and Robert Sullivan. Motion Carried 6-2. IX. Instructional Committee The following items as recommended by the committee for the full Board to consider: A. Approval of the Instructional Committee minutes dated April 14, Recommend that the Board approve minutes of the April 14, 2014 Instructional Committee. B. Approval for the consideration of Homebound Instruction for Student HB :18. Recommend the Board approve homebound instruction for a 9 th grade student at Twin Valley High School. This request is based on the doctor s prescription. The homebound period will be effective from May 7, 2014 for the remainder of the school year. A motion was made by Gary McEwen and seconded by Paul Oldham to approve the above recommendations A & B as presented. By roll call vote: Yes Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Stephen Rucci, Robert Sullivan and April Trego. No None. Motion Carried 8-0. April Trego commented that sports physicals will be done in June and the activity fee is collected at that time which could present a time issue. A motion was made by Paul Oldham and seconded by Jeffrey Horrocks to continue collecting athletic fees the same as last year. By roll call vote: Yes Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, April Trego. No None. Motion Carried 8-0. X. New Business A. Approval to forward a letter as presented to the House and Senate Education Committee regarding passage of HB 2138 and SB 1316, Special Education Funding Bills. Recommend the Board approve forwarding the letter as presented to the House and Senate Education Committee regarding passage of HB 2138 and SB 1316, Special Education Funding Bills. A motion was made by Paul Oldham and seconded by April Trego to approve the above recommendation as presented. By roll call vote: Yes Jeffrey Horrocks, Thomas Legel, Gary McEwen, Paul Oldham, Christine Osborn, Stephen Rucci, Robert Sullivan and April Trego. No None. Motion Carried 8-0. XI. Other Business - None XIV. Other Reports Career & Technology Center Report Christine Osborn reported that she toured the Cosmetology Department. Dr. Lees was approved for another year. She stated that May 28 was the Awards Banquet and that the process of accreditation has been started. PSBA is having a huddle to talk about negotiations on May 29 at 7:00 PM. CAC Report Thomas Legel stated that the next meeting will be held on the third Thursday in June. Berks Intermediate Unit Report Gary McEwen discussed the funding decrease and that the repercussions have started. He mentioned that the status update for the Reading School district was provided and the IU Administration has been an asset to the district.

10 Twin Valley Community Education Foundation Christine Osborn stated that the 2 nd annual picnic will be held on June 20, She mentioned that the TVCEF is starting its 1 st donation campaign and they are also starting a Community Volunteer Award for an 8 th grade student. Other Committee Reports None Superintendent s Report Dr. Pleis presented the student led conference survey results. He also mentioned that the High School concert that was held yesterday was terrific. He stated that the PMEA acknowledged Dan Long for his accomplishments. He reminded everyone that the scholarship awards ceremony is this Thursday. Dr. Pleis also mentioned that June 4 is the Sports Awards Banquet and that June 7 is Graduation. Solicitor s Report None XV. Board Discussion Stephen Rucci stated that following the conversation last week regarding coaches and sports, his recommendation is to increase the amount of money put towards sports. The consensus of the Board was to have the Finance Committee meet as Committee of the Whole to discuss threshold numbers. April Trego mentioned that she spent the day visiting Robeson Elementary Center and she recommends that all Board members visit the schools. She also stated that she attended the band concert last evening and it was exceptional. Christine Osborn mentioned that the lacrosse tournament will be held this weekend. She thanked everyone for supporting the Special Education letter. She extended an invitation to everyone to attend the Relay for Life and wished good luck to the track team. Jeffrey Horrocks thanked Stacy Dunleavy for the poetry presentation. Paul Oldham mentioned that Chase Rusden will be recognized tomorrow evening at the Reading Phillies. Olivia Simmet thanked everyone for the last 2 years that she has served on the Board. Amanda Kelly mentioned the seniors and Mr. Long who were recognized yesterday at the concert. Thomas Legel stated that an executive session was held prior to tonight s meeting for personnel. XVI. Public Comments - None XVII.
