2 October, 0 VIA ELECTRONIC MAIL Ms. Renee Kwiat Florida epartment of Environmental Protection South istrict Bureau of Waste Management Victoria Avenue, Suite Fort Myers, Florida 0- Subject: Semiannual Groundwater Quality Monitoring Report August 0 Immokalee Waste Processing Facility 00 Stockade Road, Immokalee, Collier County, Florida FEP Permit No SO/ WACS I ear Ms. Kwiat: On behalf of Waste Management Inc. of Florida (WMIF), HSA Golden is providing for your review this Semiannual Groundwater Quality Monitoring Report, summarizing the August 0 sampling event at WMIF s Immokalee Waste Processing Facility (WPF). Monitoring was performed in accordance with Florida epartment of Environmental Protection (FEP) Permit No SO/ and the Quality Monitoring Plan for the facility. This report details field activities, chemical analytical results, and conclusions relative to this sampling event, and it also provides recommendations for future monitoring. Field sampling was conducted by Pro-Tech of Cumming, Georgia; their data indicate that samples were collected in accordance with the FEP s Standard Operating Procedures for Field Activities EP-SOP-00/0, dated January 0. The site location is presented on Figure..0 GROUNWATER ELEVATION ATA Per the FEP solid waste operating permit for the site, the groundwater quality monitoring well network is comprised of three surficial aquifer monitoring wells: MW-, MW-, and MW- (Figure ). We note that the Immokalee WPF operates at the closed Immokalee Sanitary Landfill, and landfill background well MW- also serves as the background well for the WPF. epths to groundwater were recorded at well locations MW-, MW-, and MW- on August, 0, just prior to commencement of groundwater sampling activities. levels were also measured at five monitoring wells located at the landfill (wells MW-, MW-A, MW-, MW-, and MW-; Figure ). levels within the monitoring wells were measured to the nearest 0.0 foot and recorded on Groundwater Sampling Logs (Appendix A). Groundwater elevations, calculated by subtracting depths-to- groundwater from surveyed top-ofcasing elevations, are presented in Table. A water table elevation contour map, generated from HSA Golden Project No

3 Semiannual Groundwater Quality Monitoring Report August 0 Immokalee Waste Processing Facility, Immokalee, Florida Page Table data, is provided as Figure. As shown on the figure, groundwater flow direction is generally toward the southwest. In the southern part of the property, mounding occurs, and groundwater flows radially from the mounded area..0 GROUNWATER QUALITY TESTING. Groundwater Sampling and Chemical Analytical Procedures Following completion of depth-to-groundwater measurements, groundwater samples were collected from the WPF monitoring well network. Purging and sampling were accomplished using dedicated bladder pumps set at the lowest flow rate (i.e., low flow sampling technique). Field testing, which included the recording of groundwater ph, temperature, specific conductance, dissolved oxygen concentration, turbidity, and oxidation reduction potential (ORP), was performed at all three well locations as a component part of the groundwater sampling process. Groundwater sampling and equipment calibration logs are provided in Appendix A. Groundwater samples were placed on ice, in coolers, and shipped to TestAmerica enver for chemical analyses of those parameters listed Rule -0.0()(b), Florida Administrative Code (F.A.C.). TestAmerica enver reports their analyses were performed in accordance with Florida epartment of Health (FOH) Certification #E and NELAC standards (June 00).. Groundwater Quality Results In accordance with Rule -0.()(a), F.A.C., groundwater chemical analytical results were compared, as applicable, to either Primary rinking Standards (PWS; Rule -0., F.A.C.), Secondary rinking Standards (SWS; Rule -0.0, F.A.C., or Groundwater Cleanup Target Levels (GCTLs; Rule -, Table I, F.A.C.) (please refer to Table )... Field Parameters Field-measured ph, temperature, specific conductance, dissolved oxygen, and turbidity were within the criteria established in Section.., FS 00, EP-SOP-00/0 (January 0), indicating that samples were collected under stable conditions. ORP readings were negative at all wells MW- (-.) and MW- (-.). Negative ORP readings indicate that reducing conditions exist... Chemical Analytical Results Chemical analytical results are summarized on Table ; these results were compiled from both TestAmerica enver s analytical report and output from the FEP s AaPT data processing software. The laboratory report is in Appendix B and AaPT output is attached in electronic format. The following is a summary of groundwater quality data for the August 0 sampling event: Arsenic was detected above the PWS of 0.0 mg/l at monitoring well MW- (0.0 mg/l). As noted in our previous report (February 0), the August 0 reading appeared to be anomalous (0.0 mg/l). Subsequent testing to the anomalous reading all HSA Golden Project No

4 Semiannual Groundwater Quality Monitoring Report August 0 Immokalee Waste Processing Facility, Immokalee, Florida Page show arsenic concentrations back with the historic range. (see Appendix C for well MW- concentration graph). Iron exceeded its SWS of 0. mg/l at wells MW- and MW-. Iron is a naturallyoccurring element in clayey sediments and is mobilized under naturally reducing conditions. Total dissolved solids (TS) exceeded the SWS of 00 mg/l at monitoring wells MW- and MW-. Elevated TS concentrations have been detected in the past at these locations, and the current concentration is within the historic range of concentrations..0 QUALITY CONTROL All groundwater samples were received by TestAmerica enver in acceptable condition, and all analytical holding times were met. Quality Control Summaries for this groundwater sampling event were provided by TestAmerica enver in their analytical reports.,,,-tetrachloroethane,,,-trichloropropane, and acrylonitrile were flagged by AaPT as having elevated method detection limits (MLs); however, the FEP s Practical Quantitation Limit (PQL) listed in Rule - F.A.C. was met..0 SUMMARY, CONCLUSIONS, AN RECOMMENATIONS Physical and chemical parameters indicate that, in general, groundwater quality at the facility is good, and the network of monitoring wells is operating as intended. Parameters which exceed regulatory limits will continue to be closely monitored during future sampling events. The next semiannual water quality monitoring event is tentatively scheduled for February 0, and FEP will be given at least a two-week notice prior to commencement of field activities. * * * * * We trust that the contents of this report are sufficient for the FEP s needs. 28 Case Narrative Client: Waste Management TestAmerica Job I: 0-- Project/Site: Immokalee Job I: 0-- Laboratory: TestAmerica enver Narrative CASE NARRATIVE Client: Waste Management Project: Immokalee Report Number: 0-- With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required. This report may include reporting limits (RLs) less than TestAmerica s standard reporting limit. The reported sample results and associated reporting limits are being used specifically to meet the needs of this project. Note that data are not normally reported to these levels without qualification because they are inherently less reliable and potentially less defensible than required by the latest industry standards. RECEIPT The samples were received on //0; the samples arrived in good condition, properly preserved and, where required, on ice. The temperatures of the coolers at receipt time were.º C and.º C. Please note, this report on contains the results for sample MW-0. All other samples are reported under job 0--. All sample bottles were received in acceptable condition. HOLING TIMES All Holding Times were met. METHO BLANKS Low levels of Silver are present in the method blank associated with QC batch 0-. 59 Case Narrative Client: Waste Management TestAmerica Job I: 0-- Project/Site: Immokalee Job I: 0-- Laboratory: TestAmerica enver Narrative CASE NARRATIVE Client: Waste Management Project: Immokalee Report Number: 0-- With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. Please note, this report on contains the results for sample MW- and MW-. All other samples are reported under job 0--. All sample bottles were received in acceptable condition. HOLING TIMES All Holding Times were met. METHO BLANKS Low levels of Sodium are present in the method blank associated with QC batch 0-. Because the concentration in the method blank is not present at a level greater than the reporting limit, corrective action is deemed unnecessary. Low levels of Silver are present in the method blank associated with QC batch 0-. Because the concentration in the method blank is not present at a level greater than the reporting limit, corrective action is deemed unnecessary. All other Method Blanks were within the acceptance limits. LABORATORY CONTROL SAMPLES (LCS) All Laboratory Control Samples were within the acceptance limits. MATRIX SPIKE (MS) and MATRIX SPIKE UPLICATES (MS) Laboratory generated MS/MS analysis data have been provided. The MS/MS for method 0B exhibited spike recoveries outside the QC limits for -Chloroethyl vinyl ether. The acceptable LCS analysis data indicated that the analytical system was operating within control; therefore, corrective action is deemed unnecessary. The method 0 required MS/MS could not be performed for this batch, due to insufficient sample volume submitted. Method precision and accuracy have been verified by the acceptable LCS/LCS analysis data. Laboratory generated MS/MS analysis data have been provided. The MS/MS for Ammonia method 0. exhibited spike recoveries TestAmerica enver Page of //0

60 Case Narrative Client: Waste Management TestAmerica Job I: 0-- Project/Site: Immokalee Job I: 0-- (Continued) Laboratory: TestAmerica enver (Continued) outside the QC limits. The acceptable LCS analysis data indicated that the analytical system was operating within control; therefore, corrective action is deemed unnecessary. The MS/MS performed on sample MW- for Chloride and Sulfate are reported from the 0X dilution as batch QC. The parent sample reported is the X result. Unforunately, due to analyst error the X did not have a MS/MS analysis performed on it. All other Matrix Spike and Matrix Spike uplicates were within the acceptance limits. SAMPLE UPLICATE The Chloride, Sulfate, Nitrate sample duplicate performed on sample MW- analysis data associated with QC batches 0- and 0- exhibited RP data outside the QC limits. The acceptable LCS analysis data indicated that the analytical system was operating within control; therefore, corrective action is deemed unnecessary. ORGANICS The analyte -chloroethyl vinyl ether cannot be reliably quantitated in acid preserved samples, as it is an acid-labile compound that degrades in an acidic medium. GENERAL CHEMISTRY ue to high analyte concentration or matrix interferences, sample MW- and MW- was analyzed or prepped at a dilution for various analyses. The reporting limits have been adjusted relative to the dilution required. TestAmerica enver Page of //0
