(Terracon) is pleased to provide this Summer 01 Semi-Annual Groundwater Monitoring Report and commentary for the Anderson Columbia Persimmon Hollow Construction and emolition (C&) ebris isposal Facility, located in Santa Rosa County, Florida (Figure 1). The Summer 01 semi-annual water quality monitoring was completed in accordance with the Operations Permit of August 1, 01. The groundwater samples for monitoring wells MW-1, MW-, MW-, and MW- were collected on August 1, 01. Unable to access monitoring well MW- during the August 1, 01 sampling event due to a new fence construction, TestAmerica remobilized on September, collected the groundwater sample from monitoring well MW-.. Each groundwater sample was analyzed for the routine parameters listed in the Operations Permit. Confirmation re-sampling was not conducted during this Summer 01 semi-annual period. Field sampling and laboratory analysis was conducted by TestAmerica, a Florida-licensed water quality laboratory located in Tallahassee, Florida. In order to meet all constituent reporting requirements, TestAmerica contracted BENCHMARK EnviroAnalytical Inc. (BENCHMARK), a Florida-licensed water quality laboratory located in Palmetto, Florida to analyze and report sulfide and hydrogen sulfide sample data. The work was completed under the provisions of CompQAP/HRS Certification Numbers 0G and E0. The laboratory analytical results and field sampling data were evaluated using the Florida epartment of Environmental Protection (FEP) Automated ata Processing Tool (AaPT); the laboratory electronic data deliverable (E), the error log, and the field E were uploaded to the FEP Business portal as 1_01_SWzdd.zip and 1_0_SWzdd.zip folders. The laboratory analytical reports, COCs, field sampling logs, calibration logs, and the groundwater monitoring certification form are provided in Attachment 1 of this report. This summary review report was prepared by Terracon, under contract from Anderson Columbia Company, Inc. Terracon s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographic area during the same period. 5 Summer 01 Semi-Annual Monitoring Report Persimmon Hollow C Santa Rosa County, Florida January, 01 Terracon Project Number: EA0001 ANALYTICAL RESULTS The Operating Permit for the Persimmon Hollow C& facility requires monitoring of groundwater in five monitoring wells. The five permit-listed monitoring wells that were sampled during the reporting period are currently designated MW-1 (Background), MW- (Compliance), MW- (Compliance), MW- (Compliance), and MW- (etection). Monitoring well MW-R is classified as a piezometer and is only used for water level measurements and assessing groundwater flow direction. Monitoring well locations are shown on Figure. Latitudinal and longitudinal coordinates for each monitoring well are presented in Table 1, and the current status of each monitoring well is presented on Table. Well construction details, development logs, and the surveyor s data for monitoring well MW- were submitted to the FEP on August, 00; the surveyor s data for the remaining monitoring wells was submitted on July, 00. Water level measurements were collected from each accessible on-site well prior to purging and sampling on August 1, 01. A water level was collected from monitoring well MW- on September, 01. The groundwater elevation data is summarized in Table. A groundwater contour map for the August 1, 01 groundwater elevations is depicted in Figure and a hydrograph of the monitoring wells depicting the historical range in groundwater elevations is illustrated in Figure. Compared to the February 01 sampling event, the depth to water measured in the site monitoring wells decreased an average of approximately 0. feet (ft). In the area of the facility, the groundwater flow direction was predominantly toward the west and is consistent with historical observations. The hydraulic gradient as measured between wells MW-1 and MW- was approximately 0.00 feet/foot (ft/ft) [(.1ft -.ft)/0ft] across the site. Rainfall data for the period is provided in Attachment. Groundwater samples collected from each of the five monitoring wells were analyzed for field parameters, volatile organic compounds (VOCs), metals, and general & mineral constituents in accordance with the previously-referenced permit. Groundwater samples for the analysis of dissolved aluminum and iron were also collected. A summary of the groundwater analytical results for each of the sampled wells are provided in Table through Table. Separate discussions of each category of routine monitoring constituents are provided in the following sections with additional discussions of Quality Assurance/Quality Control (QA/QC)..1 Field Parameters Groundwater quality field parameters were measured using a YSI Multi-meter and Hach 0q turbidity meter during this groundwater sampling event. The field parameters included ph, turbidity, temperature, specific conductivity, dissolved oxygen, oxidation-reduction potential (ORP), color, and sheen. Each monitoring well was purged and sampled with an electrical submersible pump (ESP) using high-density polyethylene tubing, and the groundwater samples were reported as clear with no sheens. Following adequate well volumes purged and stabilized field parameters, the Responsive Resourceful Reliable

The ESP was decontaminated and the tubing was replaced between well sampling station. uring the August 1, 01 and September, 01 sampling event, field parameters at the facility wells varied as follows. Values of ph ranged from. standard units (su) (MW-) to.1 su (MW-). Conductivity values ranged from micromhos per centimeter (μmhos/cm) (MW-) to μmhos/cm (MW-). Temperature readings ranged from 1. C (MW-) to. C (MW-). issolved oxygen values varied from 1. milligrams per liter (mg/l) (MW-) to. mg/l (MW-). ORP values ranged from. millivolts (mv) (MW-) to.1 mv (MW-). Turbidity measurements remained low and ranged from 1. nephelometric turbidity units (NTUs) in MW- to 1. NTUs (MW-1). The field parameters were within historical ranges.. Volatile Organic Compounds VOCs analyzed in groundwater included parameters listed in EPA Methods 01 and 0. Chloroform was measured above laboratory detection limit in the groundwater sample collected from monitoring well MW- at [0.0 micrograms per liter (µg/l)]. The Groundwater Cleanup Target Level (GCTL) for chloroform is 0 µg/l. The detected chloroform concentration was within the historical ranges. All other groundwater samples collected for VOC analysis were below their respective laboratory detection limit.. Metals Routine Semi-Annual Metals Routine metals analyzed in groundwater included aluminum (total and dissolved), arsenic, boron, cadmium, chromium, iron (total and dissolved), lead, mercury, sodium, and strontium. Cadmium, chromium, mercury, and lead were not detected in the groundwater samples collected during this sampling event. The following is a summary of the analytical results. Total aluminum concentrations ranged from 0.0 (MW-) to 0. mg/l (MW-1). issolved aluminum (collected for informational purposes) ranged from BL (MW-1, MW-, MW-) to 0.0 mg/l (MW-). The Secondary rinking Water Standard (SWS) for aluminum is 0. mg/l. The total aluminum concentrations at MW- (0. mg/l) and MW- (0. mg/l) exceeded the SWS of 0. mg/l. The aluminum concentrations in the groundwater samples collected from each of the wells are within the historical ranges. Arsenic was detected in the groundwater samples collected from monitoring well MW- (0.00 mg/l). The Primary rinking Water Standard (PWS) for arsenic is 0.01 mg/l. Boron was detected in the groundwater samples collected from monitoring wells MW- (0.0 mg/l) and MW- (0.0 mg/l). The GCTL for boron is 1. mg/l. The boron concentrations are within historical ranges. The PWS for chromium is 0.1 mg/l. The chromium concentrations are within historical ranges. Total iron concentrations were detected in the groundwater samples collected from monitoring wells MW- (. mg/l) and MW- (0.0 mg/l); and dissolved iron (collected for informational purposes) was detected in the groundwater samples collected from monitoring wells MW- (1. mg/l) The total and dissolved iron concentrations at MW- exceeded the SWS of 0. mg/l. The total and dissolved iron concentrations are within the historical ranges. Mercury was detected in the groundwater collected from monitoring wells MW-1 ( mg/l), MW- ( mg/l) and MW- ( mg/l). The GCTL for mercury is 0.00 mg/l. The mercury concentrations are within the historical ranges. Strontium concentrations ranged from 0.01 mg/l (MW-) to 0.0 mg/l (MW-). The GCTL for strontium is. mg/l. The strontium concentrations are within the historical ranges. Non-Routine Appendix I Metals Non-routine Appendix I metals were not analyzed during this sampling event.. General & Mineral Constituents General and mineral constituents analyzed during this sampling event included total dissolved solids (TS), sodium, chloride, sulfide, hydrogen sulfide, sulfate, ammonia, and nitrate. The following is a summary of the analytical results. Total dissolved solids ranged from mg/l (MW-) to 0 mg/l (MW-). The SWS for TS is 00 mg/l. The TS concentrations are within historical ranges. Sodium concentrations ranged from.0 mg/l (MW- and MW-) to mg/l (MW-). The PWS for sodium is 0 mg/l. The sodium concentrations are within historical ranges. Chloride concentrations ranged from. mg/l (MW-) to. mg/l (MW-). The SWS for chloride is 0 mg/l. The chloride concentrations are within historical ranges. Sulfide concentrations ranged from BL mg/l (MW-1, MW-, MW- and MW-) to 0.0 mg/l (MW-). Hydrogen sulfide concentrations ranged from BL mg/l (MW-1, MW-, MW- and MW-) to 0.0 mg/l (MW-). The ammonia (as N) concentrations are within historical ranges. Nitrate (as N) concentrations ranged from 0. mg/l (MW-) to 1. mg/l (MW-). The PWS for nitrate is mg/l. The nitrate (as N) concentrations are within the historical ranges.. Quality Assurance/Quality Control TestAmerica incorporated Level II QA/QC procedures in the completion of their analytical work. The samples for monitoring wells MW-1, MW-, MW- and MW- were collected on August 1, 01 and received by TestAmerica under Chain of Custody on August 1, 01, intact, and properly preserved at. C. TestAmerica subcontracted BENCHMARK to perform analysis of sulfide and hydrogen sulfide. These samples were received under of Chain of Custody on September, 01 by BENCHMARK, intact, and properly preserved at. C. The sample for monitoring well MW- was collected on September, 01 and received by TestAmerica under Chain of Custody on September, 01, intact, and properly preserved at 0. C. TestAmerica subcontracted BENCHMARK to perform analysis of sulfide and hydrogen sulfide. These samples were received under of Chain of Custody on October, 01 by BENCHMARK, intact, and properly preserved at. C. The QA/QC procedures employed appear to be adequate for the scope of this sampling, and the QA/QC results are satisfactory. The following is a summary of the Case Narrative and associated laboratory qualifiers provided in the laboratory analytical reports provided by TestAmerica (and BENCHMARK) for Job Is: and Method 0B analysis - The matrix spike duplicate (MS) recoveries for analytical batch were outside advisory control limits for -Hexanone, Chloromethane and methyl isobutyl ketone. Because the analytes were biased high in the laboratory control sample (LCS) and were not detected in the associated samples, the data was not reported. The matrix spike duplicate (MS) recoveries for analytical batch were outside advisory control limits for Acetone. Sample matrix interference and/or non-homogeneity are suspected because the associated laboratory control sample (LCS) recovery was within acceptance limits and therefore the result was reported. Metals Analysis No analytical or quality issues were noted. General Chemistry Method(s) Nitrate by calc: This method requires one to analyze the combination of Nitrate plus Nitrite and then analyze Nitrite. The Nitrate is obtained by subtracting the Nitrite from the Nitrate plus Nitrite results. Although the Nitrate plus Nitrite hold time is days the Nitrite Hold time is hours. Since the Nitrite result is critical in determining the Nitrate Responsive Resourceful Reliable
9 Summer 01 Semi-Annual Monitoring Report Persimmon Hollow C Santa Rosa County, Florida January, 01 Terracon Project Number: EA0001 concentration the hold time for Nitrate result is effectively hours and the Nitrite analysis date/time is therefore reported for the calculated result: MW- (00--1), MW- (00- -), MW- (00--) and MW-1 (00--). U = Indicates that the compound was analyzed for but not detected. J = Estimated value; value may not be accurate. Spike recovery or RP outside of criteria. I = The reported value is between the laboratory method detection limit and the laboratory practical quantitation limit. One trip blank was analyzed for VOCs during this sampling event. No VOCs were detected in the trip blank. An evaluation of the field data sheets (Form F 000- and FT 0) prepared by TestAmerica personnel suggests that equipment calibration, groundwater sampling, and equipment decontamination procedures were adequately performed in accordance with FEP Standard Operating Procedures (EP-SOP-001/01). CONCLUSIONS & RECOMMENATIONS The Summer 01 semi-annual sampling event was completed on August 1, 01 and September, 01 for the facility. Constituents analyzed in groundwater included field parameters, VOCs, metals, and general and mineral constituents, as specified in the Operations Permit. The QA/QC measures reported by TestAmerica and BENCHMARK laboratories meet NELAC criteria and the analytical results provided in this laboratory analytical report are considered valid. The depth to water measurements decreased an average of approximately 0. ft when compared to the previous February, 01 sampling event. Based on the August 1, 01 sampling event, the hydraulic gradient as measured between wells MW-1 and MW- was approximately 0.00 ft/ft across the site and the groundwater flow direction was generally towards the west. This groundwater flow direction is consistent with historical sampling events. The ph in the groundwater at each of the five wells was below the regulatory standard (. su); low ph values are common in the surficial aquifers of Northwest Florida. Total aluminum concentrations ranged from 0.0 (MW-) to 0. mg/l (MW-). issolved aluminum (collected for informational purposes) ranged from BL (MW-1, MW-, MW-) to 0.0 mg/l (MW-). SWS for aluminum is 0. mg/l. The total aluminum concentrations at MW- (0. mg/l) and MW- 0. (mg/l) exceeded the SWS of 0. mg/l. However, aluminum concentrations in the groundwater at each well location were within historical ranges, though elevated the highest since 00. Responsive Resourceful Reliable

The total and dissolved iron concentrations at MW- exceeded the SWS of 0. mg/l. However, iron concentrations in the groundwater at MW- are within historical ranges. Sulfide was only detected in the groundwater sample collected from monitoring well MW- (0.0 mg/l) during this sampling event. uring the February 01 event, it was detected at all six monitoring wells. The widespread and anomalous hydrogen sulfide concentrations detected exceeding the GCTL of 0.01 mg/l in the groundwater samples collected from wells MW-1, MW-, MW-, MW-, and MW- in February were not duplicated the Summer 01 semi-annual sampling event and were reduced to only one exceedance at MW- (0.0 mg/l). All other wells were below the detection limit for the laboratory. Hydrogen sulfide is typically formed by sulfur and sulfate-reducing bacteria that occur naturally in groundwater in Florida. The fluctuation in the levels of hydrogen sulfide detected may be related to rainfall level fluctuations. No other constituents were reported outside of applicable regulatory standards during this sampling event. The following recommendations are provided: Semi-annual water quality sampling and reporting should continue with the present schedule. Continue using low-flow purging techniques to reduce sample turbidity. Continue to notify the epartment at least 1 days prior to the next scheduled semi-annual sampling event.
