Accordingly this Mining Plan is prepared for obtaining the Environmental Clearance from State Level Environment Impact Assessment Authority (SEIAA), Andhra Pradesh. 2

Varadyapalem. A diversion from Pallamala due NE will lead to Alathur village. The quarry lease area is located due 700 M due NW. 9 2.8 Infrastructure and Communication Availability of Water The ground water level is about 20 M BGL at the foot hill. The agricultural fields in the surrounds of the quarry lease area are irrigated by ground water. Availability of Electricity Electricity is available in all the villages and in the nearby agricultural lands for borewells. Communication Network Tele Communications facility is available at the Routhusuramala Village. Road Network State Transport Bus Services ply from SriKalahasthi - Tada frequently; Private Transport is also available on this road network. Nearest Rail Head Sri Kalahasthi Railway Station is 20 Km from the Site. Port Facility Krishnapatnam Port is about 125 Km from the Site. School Primary School Education is available at Routhusuramala Village. Higher Education is available at Chittoor. Medical Facility Registered Medical Practioner is available at Routhusuramala Village. Chittoor Town is well placed for Doctors, Nursing Homes & Hospitals. Boundaries North South East West Quarries Quarries Quarries Quarries The area surrounding 500 M are active with quarrying operations for Road Metal & Building Stone. Most likely fall under Cluster. The existing quarry lease areas are to be ascertained from the Office of the Asst. Director of Mines & Geology, Chittoor. Further good potential exists for the employment of unskilled labour in the existing Granite Quarries and Allied Small-Scale Industries. The area experiences Semi - Arid Climatic Conditions with an average annual rainfall of 1000 mm. The local day temperature varies from 25 C in November to 48 C in April & May Months. The general wind direction reported is SW to NE and SE to NW. 5

10 3.0 GEOLOGY 3.1 Physiography The quarry lease area is located on a part of hill trending SW NE steeply sloping on both sides. The area is unfit for agriculture as it is strewed with boulders. Topography The quarry lease area is located on a part of hill raised 10 M above ground level within the quarry lease area with topo relief in East direction. The lowest contour is 35 M and highest contour is 45 M in topo plan. Topographical Survey The baseline is considered from the GPS reading in co-relation with Toposheet contours, the levels were taken using total station of LEICA with 5 Cm accuracy covering the total area. The BM is taken on Boundary Pillar 1 in the NE side of the quarry lease area with its value of 44 M. The geo co-ordinates were fixed using the 12 channel handheld GPS, GARMIN make with MAP DATUM : WGS 84 Position Format hddd mm ss.s Map Datum WGS 84 Units Metric North Reference Magnetic Variance 001 o W Angle Degrees Regional Geology The Chittoor District forms with part of Indian Peninsular Gneiss, which has remained stable since formation of the crust. They are exposed in the most of the district. The region of the subject area is belonging to Peninsular Gneiss of Archean group. The Peninsular Gnessic Complex comprising migmatite gneiss, grey granodiorite, porphyritic granite and intruded by dolerite and aplite veins. 6

11 The Peninsular Gneissic Complex comprises of gneiss migmatite granite suite of rocks. They are highly variable in mineralogical composition appearance structure and relative ages. The individual members have not been distinguished in a major part of the area. However, granite and migmatite gneiss occupy a large part of the area while bands of relatively younger coarse grained gneissic granite occur in the north eastern part. The Chittoor belt located along the Peninsular Gneissic Complex comprises a complex assemblage of gneissic variants and granitic rocks which occupy almost the entire lease area the Peninsular Gneissic Complex in the area is representing mostly by Biotite hornblende gneiss granite and migmatite in north eastern part of the lease area and made up of rocks of high grade metamorphism, migmatisation and intense deformation. These granites, which are often porphyritic, are intrusive into the gneissic terrain and contain alkali feldspar space. The later in parts the colour to the granite which ranges from light to deep pink because of the massive nature of these intrusive they are amenable for producing sizeable road metal (aggregates), due to the wide spaced joint pattern in hearted to them. The granite deposits are mostly confined to the belt between Kadapa and Chittoor. Geology of the Area Entire quarry lease area is covered with Road Metal & Building Stone which is rising up to 10 M above ground level trending SW NE, the strike length of the body measured 212 M in the area with an average width of 124 M. 4.0 QUARRYING CARRIED OUT Details of Quarrying Operations As the road metal and building stone deposit is forming a part of hill slope rising 10 M above ground level within the quarry lease area. 1 pit was opened in quarry lease area. It is a hill deposit rising 10 M above ground level within the quarry lease area (The lowest contour is 35 M and highest contour is 45 M). The surface of sheet rock is wavy and irregular. 7

12 5.1 Method of Estimation of Reserves The deposit is found to be irregular in shape. Hence cross sectional method adopted for Estimation of Geological Reserves. 3 Sections A-A1 to C-C1 were drawn at equal distance perpendicular to the strike direction of the formation to estimate the reserves. Hence, it is proposed to quarry the sheet by Open Cast, Manual method. Benches of 6.00 M height and 1.50 M width will be developed during the plan period in depth of previous year workings successively with shallow drilling and blasting. The development of benches in the sheet rock will be 60 o safety slopes. 10

15 6.2 Drilling a) Drill holes of M depth will be drilled in a staggered pattern at 3 m interval : i) Drill hole Diameter 32 mm up to M long ii) Depth and Inclination of drill hole Generally drilled vertically in an alignment, drilled. iii) Explosive Type Detonator Fuse / Anfo with detonators 6.3 Production Proposed for the next balance two years ( to upto end of lease period i.e ) It is proposed to produce 90, Tons of Road Metal & Building Stone aggregates during next two years plan period with an average annual production of 45, Tons from an area of 3, M 2 and 10, MT of Waste will be generated. Benches of 6 M height and 1.5 M width will be developed during the plan period in depth of previous year workings successively. Proposed Dump The generated waste will be dumped in the West of the quarry lease area (Within the quarry lease area) between the grids N & E covering an area of 519 M 2 with an average height of 6 M with 45 o slope angle will be formed. Stack Yard Temporary stack yard will be located in the SW of the quarry lease area over an area of 364 M 2 between the grids N & E The stocks will be maintained on day to day basis, entire ROM will be cleared within days (i.e. 4 to 5 days). 6.4 Quarrying Programme for the balance next balance two years ( to upto end of lease period i.e ) The lessee proposes to take up quarrying operations between the Sections A A1 & B B1 in the grids N & E The quarrying operations will be initiated from Eastern corner of the quarry lease area and the mining advances Northwards. 11

16 YEAR ROAD METAL & BUILDING STONE 4 th ( ) In the fourth year the mining will be initiated from East of the quarry lease area between the grids N & E and between the Contour M to RL M covering an area of 3, M 2 will be excavated producing 18, M 3 (T.F 2.50) of Road Metal & Building Stone with a bench of 6 M will be formed. 46, MT of Road Metal & Building Stone production will be obtained, producing 42, MT (90% recovery) and 4, MT (10%) waste will be generated. The mining advances Northwards 5 th ( ) In the fifth year the mining will continue below 4 th year workings between the grids N & E and between the RL M to RL M covering an area of 3, M 2 will be excavated producing 21, M 3 (TF 2.50) of Road Metal & Building Stone with a bench of 6 M will be formed. 53, MT of Road Metal & Building Stone production will be obtained, producing 48, MT (90% recovery) and 5, MT (10%) waste will be generated. The mining advances Northwards. The year wise production proposed is shown in the following table. 17 a) Production Schedule The production of Road Metal / Building Stone continuous throughout year except during monsoon. That is 10 working months, 25 working days per month are considered. The average production of 20, M 3 / 45, Tons per year ( M 3 / Tons per day) can be easily achieved in a single shift with sufficient men and machinery. b) Magazine Type and Capacity Lessee will apply for the Explosive license for storing the explosives with 60 Kg Portable Magazine. Alternatively engages a licensed blasting contractor for carrying out the drilling and blasting. c) Description of Processing Plant No processing is required. It is estimated that in the next two years a total of 10, MT of waste is expected to be generated with an average of 5, MT per annum. The year wise waste generation in next 2 years is as follows : 13

The surrounding area of the quarry lease area are quarries for Road Metal & Building Stone and beyond are agricultural lands. ii) Water Regime The drainage network is due SE. Kalangi river flows at the distance of 2.75 Km due SE. The quarry lease area is surrounded by numerous water bodies. iii) Flora and Fauna The whole area is occupied by scattered sparse vegetation of thorny trees and small bushes. In the quarry lease area no wild animals are witnessed as per the statements collected from the local population, since 50 years. iv) Quality of Air, Ambient Noise Level and Water Air quality is good but at quarries it is filled with dust, due to haulage on the road, blasting etc. The noise generated mostly due to blasting, drilling, vehicular traffic Road Metal & Building Stone quarrying will not affect water quality. v) Climatic Conditions The quarry lease area is falling under semi-arid tropical zone. The area is having dry climate. The temperature recorded in this area is 25 C in winter and about 48 C in summer seasons. The wind direction is in SW to NE. The average annual rainfall of the area is 1000 MM. vi) Human Settlement 14

19 The nearest village Reddigunta is situated 1.50 Km due East of the quarry lease area, having a population of 350. The lessee will adopt the safety measures while conducting the quarry operations as per the Regulations of Metalliferrous Mines Regulation viii) Does area (Partly or Fully) fall under notified area under water (Prevention and Control of Pollution) Act Not Applicable 8.2 Environmental Impact Assessment 1) Landscape Changes During the next 2 years 3,112 M 2 of the quarry lease area will be reduced by 12 M. The quarrying will alter the shape of the present hill slope with a large sliced pit. 15

20 A large dump will be formed to a height of 6 M over an area of 519 M 2 in the West of the quarry lease area (Within the quarry lease area). 2) Aesthetic Environment There is no aesthetic environment prevailing in and around the quarry lease area. 3) Soil and Land Use Pattern The soil cover is absent in the quarry lease area. 4) Agriculture The quarry lease area is barren land and far away from agricultural lands. Therefore, there is no adverse effect on agriculture. 5) Forest The quarry lease area is not falling under forest zone. (However, the lessee is proposing to undertake afforestation in the area). 6) Vegetation The quarry lease area is part of barren hill, with an exception that, small shrubs, herbs and thorny bushes have grown along the interspaces of boulders and joints where some soil exists. 7) Water Environment The water environment will not be disturbed as the quarry is far off from the water courses. 8) Air Quality Air quality is good but at quarries it is filled with dust, due to haulage on the road, blasting etc. but it will be within the permissible limits by sprinkling water on roads and covering the drill rods with cloth. Air quality will not be disturbed, as the quarrying is very limited. 21 Air quality is good but at quarries it is filled with dust, due to haulage on the road, blasting etc., but it will be within the permissible limits by adopting the following: The dust rising due to drilling will be controlled by covering the drill rods with cloth, dust extractors will also be employed. Dust suppression on haul road with sprinkling of water with chemical additives. Proper functioning of dust suppression arrangements in the equipment 9) No water course is passing through the area excepting run off streams during monsoon. The quarrying of Road Metal & Building Stone has no adverse affect is anticipated on the water regime in the area. Per ltr. 10) Noise Levels The blasting and the haulage and the drilling of boreholes generate noise. However, the probable noise level will be within the permissible limits and will not cause harm. The lessee will provide suitable protective gear to the workers for minimizing the noise pollution and the machinery will be well maintained. The noise levels for various activities are 1. However, the probable noise level will be within the permissible limits with in 100 d B (A) and will not cause harm. Proper maintenance of equipment 11) Vibration Levels It is proposed to use low explosives and less quantity to minimise the effects so that the vibration generated will be feeble within 8 Hz. 12) Socio Economic Environment The main occupation of villagers is agriculture and sheep raring. The commencement of quarrying activity in this area improved the socio-economic status of the local people by creation of employment and paying taxes to gram panchayath. 13) Occupation Health and Safety The quarrying in this area does not involve any hazardous methods. The quarrying is simple and open cast mining method. In this, the possibilities of small injuries is anticipated. The lessee is providing First Aid facilities at quarry site. 8.3 Management Plan 1. Soil Conservation Methods The fertile soil available will be used for plantation around site services on dumps and all along the road. Soil mixed with boulders is unfertile which will be used for laying roads. 2. Proposed for reclamation of land affected by quarrying activity during and at the end of mining 18

23 The pits that will be developed will be converted into water harvesting structure. Hence, no reclamation proposals are made. 3. In case of forest programme for phased compensatory afforestation The quarry lease area will not come under forest zone. 4. Measures for Dust Suppression The quarry operations will involve dust rising methods. The dust anticipated during dry seasons, due to haulage will be suppressed by sprinkling water. For this purpose, tractor mounted sprinkler will be deployed. The dust generated during the drilling will be suppressed by covering the drill rods by gunny cloth and dust extractors will also deployed. 5. Measures to minimum use vibrations due to blasting and check noise pollution The blasting will be taken up in short depths ranging between m in staggered pattern of 2 x 3 M spacing and burden using delayed detonators. The noise generated by compressors, drilling & machinery like proclain / excavators and tippers will be high. The workers in the quarry area will be provided suitable headgear and noise reducing protective gear (Like Cotton Mufflers etc.). The machinery will be maintained properly for minimizing the noise. 6. Treatment and disposal of water from the quarry at beneficiation plant Road Metal & Building Stone mines does not require beneficiation. 7. Measures for minimising adverse effect on water regime The quarrying is confined to elevated place. anticipated to water regime. Therefore no adverse effect is 8. 24 10.0 MINE CLOSURE PLAN 10.1 INTRODUCTION No Final Closure of quarry is anticipated as the quarry lease area as the anticipated reserves will last for 29 years The Mine Closure Plan has been prepared by following guidelines approved by IBM. Proper bench design in mines and observing safety measures for transportation, storage, handling of explosives & fuels, etc, good maintenance of vehicles, roads, fire prevention measures shall go in preventing disaster / accidents. Quarrying shall be carried out as per MMR 1961 & Rules and regulations applicable the project in charge is having a mobile communication for quick intimation of information if need arises. 24

29 The lessee is committed to identify the possible causes for potential disaster and draw a code of emergency measures and procedures to deal with such disasters, which is otherwise also advised by DGMS through their Circulars. The quarry is having good communication like telephone & mobile facility. In case of any minor / major accidents within the quarry, the same will be communicated to the Agent by the Mines Manager and intern he will inform to the Revenue Authorities, Police, Fire Department, DGMS etc for action. A vehicle is kept all the time at the quarry site for conveyance. At quarry level first aid will provided and person(s) shall be shifted to nearby hospital at Tirupathi which is having all basic amenities Care and Maintenance during temporary discontinuance The quarry workers are taken on contract basis on need based orders, the workers always get Employment / Contract in similar quarries existing around Economic Repercussions of Closure of Mine and Man Power retrenchments Not applicable as the quarry is active. Further, the workers employed on job work basis will find employment in other quarry areas Number of local residents employed in the quarry, status of the continuation of family occupation and scope of joining the occupation back. 38 The local residents are basically agriculturists. The quarrying will not be carried out in monsoons. The labour will be engaged in agricultural activities Compensation given or to be given to the employees connecting with sustenance of himself and their family members. Nil Satellite occupations connected to the quarrying industry - number of persons engaged therein - continuance of such business after quarry closes. Road side Hotels / Tea kiosks will be established by the vendors. The quarry is anticipated to operate for more than 10 years Continued engagement of employees in the rehabilitated status of mining lease area and any other activities. The local residents are basically agriculturists. The quarrying will not be carried out in monsoons. The labour will be engaged in agricultural activities Envisaged repercussions on the expectation of the society around due to closure of mine. No repercussions are anticipated by the society.
