2 DRAFT MINUTES County Operations Committee November 27, 2:00 p.m. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Thomas O'Neill - Chairman; Gregory Adamson, Kate Pastucha, Steven Rieker, Paul Rosenbohm (via teleconference), William Watkins, Jr. Rachael Parker, Barry Robinson Scott Sorrel County Administrator; Shauna Musselman - Assistant County Administrator; Larry Evans - State's Attorney's Office; James Fennell, Sharon Williams County Board Members; Eric Dubrowski Chief Financial Officer: Julie Ciesla Finance; Angela Loftus - County Administration; Dan O Connell Director of Facilities; Gretchen Pearsall Director of Strategic Communications; Mark Little Chief Information Officer; Brian Asbell, Doug Gaa - Sheriff's Office; Steve Sonnemaker County Clerk Call to Order Chairman O'Neill called the meeting to order at 2:00 p.m. A motion to allow the participation of Mr. Rosenbohm via teleconference was made by Mr. Watkins and seconded by Ms. Pastucha. The motion carried. Approval of Minutes A motion to approve the executive session minutes of April 24, 2017 and regular session minutes of October 23, 2017 was made by Mr. Rieker and seconded by Ms. Pastucha. Budget Mr. Sorrel advised that the recommended budget for all funds for FY2018 has sources totaling $122,564, and expenditures of $126,677, He stated that the recommended tax rate remains unchanged from the current year. He advised this committee has the purview of $25,825, in revenues and $26,908, in expenditures. He commented that this committee has oversight of 21% of revenues and 21% of expenditures across all funds. He stated that the General Fund budget as recommended totals $42,454,020.00, with expenditures of $42,121, He advised that this committee has no oversight of either revenues or expenditures within the General Fund; all budgets before this committee are non-general Fund departments or funds. A motion to approve budgets as recommended by the County Administrator for all departments/funds was made by Mr. Watkins and seconded by Ms. Pastucha. The motion carried unanimously, with Mr. Rosenbohm voting aye via teleconference. Informational New Hire & Vacancy Report Mr. Sorrel advised that there are 12 occupied positions in General Fund offices which report to the County Administrator, 9.23 of which are vacant; 1.6 of those vacancies are funded. He stated that there are 43.3 vacant positions in elected offices within the General Fund, with 25.8 of those currently funded. He advised that there is 1 vacant position in the quasi-independent agencies in the General Fund, which is not funded. 2
3 Mr. Sorrel advised that there are 63.4 vacant positions non-general Fund offices, 56 of which are funded. He stated that there are 117 vacancies organization-wide, 83.4 of which are funded. Resolutions Adoption of Peoria County Employee 2018 Health Plan Premium A motion to approve was made by Mr. Adamson and seconded by Ms. Pastucha. Mr. Adamson noted that the projected trend for medical claims increased to $6.9 million, and questioned whether that figure is an estimate or the actual figure. Ms. Musselman advised that medical claims totaled $6.9 million. The motion carried unanimously, with Mr. Rosenbohm voting aye via teleconference. Excess Health Insurance A motion to approve was made by Mr. Watkins and seconded by Mr. Adamson. The motion carried unanimously, with Mr. Rosenbohm voting aye via teleconference. Risk Management 3 rd Party Administrator Services and Excess Insurance A motion to approve was made by Mr. Watkins and seconded by Ms. Pastucha. The motion carried unanimously, with Mr. Rosenbohm voting aye via teleconference. Revisions to Employee Health Plan A motion to approve was made by Mr. Rieker and seconded by Mr. Watkins. Ms. Musselman advised that the revision allows staff to secure additional rebates to address costs associated with the specialty tiers. She commented that to secure those rebates, a claim must be processed as if the County has a specialty tier rate; the revision language allows the claim to be processed in that manner. She stated that there is no impact to the employee. The motion carried unanimously, with Mr. Rosenbohm voting aye via teleconference. FY2018 Authorized Staffing Count A motion to approve was made by Mr. Watkins and seconded by Mr. Rieker. Mr. Adamson noted that the staffing count in County Administration is decreased by over 50% over 2017 numbers and the Finance Department, a small office, also decreased by one FTE. Mr. Sorrel advised that the reduction in County Administrator is a direct function of the elimination of the Assistant County Administrator for Economic Development position, a part-time position in Communications and moving portions of multiple employee positions from County Administration to Employee Health. He commented that the reduction in the Finance Department is due to necessary staff reductions after FY2017 budget cuts were adopted. The motion carried unanimously, with Mr. Rosenbohm voting aye via teleconference. A motion to go into executive session to discuss Labor Relations was made by Mr. Rieker and seconded by Mr. Watkins. The motion carried. EXECUTIVE SESSION Regular session resumed upon a motion by Mr. Watkins and second by Mr. Rieker. Miscellaneous Mr. Sorrel advised that a new parking deck ID system is being installed and will go live on December 18, New ID cards will be distributed to all county employees; however, the current ID stick should be used until that date.
