This temprary nn cmpliance relates t hrizntal clearance between the platfrm edge and cnstructin hardings n Platfrm 4 at Farringdn Statin between Grid Lines 36.5 and Impacts f cmplying with the current RGS requirement: What are the prblems with cmplying with the RGS requirement? This sectin shuld explain the cnsequences fr yu (fr example cst and service perfrmance) f cmplying with the RGS requirement. It shuld allw the reader t understand why these cnsequences make it unreasnable t cmply with the RGS requirement, either temprarily (in the case f a Temprary Nn Cmpliance) r in a particular circumstance (fr a Dergatin). Farringdn statin is lcated within a cutting and bunded by Farringdn Rad, Turnmill Street, Cwcrss Street and Clerkenwell Rad in Lndn EC1. Because f its lcatin, the statin has many cnstraints and physical restrictins n available space. The statin is a Lndn Undergrund asset and is a listed Grade II structure. It serves the Lndn Undergrund Metrplitan, Hammersmith & City and Circle lines (platfrms 1 and 2) and Natinal Rail Thameslink lines (platfrms 3 and 4). The current width f the peratinal suthern end f platfrm 4 under the Netwrk Rail brick arch bridge is 2000mm ver a length f apprximately 13m. Currently, the rear half f the last carriage f an 8 car train stps against this sectin f platfrm. By placing the harding nrth f the arch (t bttm f stair 1/605), the platfrm width will be reduced t 2000mm fr a further 12m. Harding is required t enable cnstructin wrks n Platfrm 4 t be delivered safely and t prgramme (see drawing N222-CJV-DRG-CV , marked up statin layut drawing M123-02s, and marked up phtgraphs attached). The prpsed harding layut will be placed in stages, t allw the fllwing wrks n platfrm 4 t take place: Underpinning wrks t brickwrk wall t back f platfrm 4 - Harding Number 4-6-A; Platfrm width 610mm alng a length f apprximately 3.1m (nte: trains stp nrth f prpsed harding layut). This will be erected Octber Access t the track via the platfrm end ramp will be marginally affected by the installatin f harding (the width f this ramp is currently nly between Reference: RSSB t cmplete (10/179/TNC) Page 2 f 6

3 1.2 and 0.75m wide and with the frmal access t the track at Farringdn being via the access pint at Lincln Place and being red zne prhibited, this impact will be minimal). Pier strengthening wrks t brickwrk wall t back f platfrm 4, and als prpsed LU cncurse extensin ver Netwrk Rail tracks - Harding Number 4-6-B0. Platfrm width 2000mm alng length f apprximately 12m. This will be erected Octber Harding arund dr 2/082 - Harding Number 4-6-C; Platfrm width 2600mm alng a length f apprximately 4m. (Nte - Harding will nt interfere with Temprary Stairs) Prvisin f temprary stair access frm cncurse level t platfrm 4 - Harding Number 4-6-D. Temprary Stairs will extend harding 4-6-B apprximately 11m nrth at a platfrm width f 2000mm. This wuld mean a platfrm width f 2000mm ver a harded length f apprximately 23m. Underpinning wrks t brickwrk wall t back f platfrm 4: Avid carrying ut underpinning wrks t platfrm wall structure - wrks are required t prvide greater structural capacity and stability fr the prpsed new statin layut. Alternative underpinning slutin: a number f underpinning ptins have been cnsidered at design stage and the current slutin reduces the depth and interventin and hence space requirements fr cnstructin t a minimum. Excavatins are required f sufficient dimensins t allw access fr the wrks t be carried ut in a safe and secure envirnment. A reductin in this space wuld prevent these wrks being allwed t be carried ut, except during pssessins Pier strengthening wrks t brickwrk wall t back f platfrm 4: Openings are required thrugh the blank brickwrk arch infills in the wall as part f the new permanent wrks statin layut. The central pier between tw f the arches has been identified as cracked and requiring structural interventin. Other structural ptins have been cnsidered but the current slutin minimises this interventin. T carry ut the wrks in a safe and cntrlled manner, sufficient wrking space is required and this has been minimised. Prvisin f temprary stair access frm cncurse level t platfrm 4: Maintaining the peratin and use f the existing cncurse t platfrm 4 staircase (1/605) thrughut the cnstructin perid - this has been cnsidered but this ptin wuld interfere with the prductin and prgress f the permanent wrks. Early remval f the existing stair allws the permanent wrks: Installatin t be carried ut in a nn-passenger facing area, segregating them frm the cnstructin activities and reducing risk t the prject. Prpsed cncurse extensin ver Netwrk Rail tracks: Avid extending the cncurse abve platfrm 3 & 4: the cncurse has been identified as restrictive t passenger mvements within the statin and hence is t be extended as part f the permanent wrks. Wrking space will be required at platfrm 4, platfrm level, t facilitate the safe build f the new structure abve. 9. Prpsed alternative actins: What are yu prpsing t d instead f cmplying with the RGS? This sectin shuld describe the prpsed alternative actins t be taken in place f the requirements f the RGS. The mitigating measures that are prpsed t be put in place t manage risks t A.L.A.R.P include: 1. The platfrm will be mnitred by CCTV and platfrm staff. Additinal First Capital Cnnect and Lndn Undergrund staff are in attendance at the statin t guide and direct passengers (particularly during peak perids). 2. The lcatins f existing CCTV mnitring equipment will be adjusted as necessary s that the harding installatins d nt create any blind spts in mnitring f the platfrms. 3. Any existing statin signage r MET equipment masked by the harding will be relcated n t it. 4. Hardings will be smth faced (withut prjectins) with blcked clur painted surfaces. Custmer facing hardings will be regularly inspected, cleaned and maintained in gd cnditin. 5. Extra statin annuncements will be made t warn passengers f the platfrm restrictin. 4 10. Impacts f the alternative actins: What are the impacts f the prpsed alternative actins n yur cmpany and any affected parties? This sectin shuld allw the reader t understand why the prpsed alternative actins are reasnable. This sectin shuld explain the predicted impacts f implementing the alternative actins (t be taken in place f the RGS requirement) n the safety and technical cmpatibility f the railway system, and n its csts and service perfrmance. The impacts shuld cnsider bth the activities f yur cmpany and thse f any affected parties. This explanatin shuld include any relevant supprting dcuments such as: cmpany prcedures, prcesses and instructins specific, explanatry drawings, illustratins and diagrams. The reductin in width f the platfrm and passenger circulatin due t the installatin f hardings has been assessed by pedestrian flw Legin Mdelling. Data has additinally been revised as part f the Lndn Undergrund Wrk Impact Fire Risk Assessment (WIFRA), and Bb224 prcess. Fr Reference, Phase 4A WIFRA number is K74662-VAA-R-0015-A (drawing attached). A full AM and PM passenger survey was recently undertaken at Farringdn statin n 08/07/2010. Legin mdelling has subsequently been carried ut fr: Bb224 Phase 2, which is the current statin layut phase and that in place during the passenger survey. Bb224 Phase 4A - Future statin layut phase including the harding layut subject f this temprary nn- cmpliance. The attached 'Farringdn Statin - Phase 2 and 4a Pedestrian Mdelling' dcument reference N222-SWI- PED-FR prvides details f the apprach, inputs, passenger demands and results etc. The fllwing cnclusins were made with respect t effects f the phase 4A hardings verifying that the prpsed impact t the passenger flws is nt significant. Highlights frm the abve reprt state: The Phase 2 mdelling presents results and peratins cnsistent with bservatins made n site. Mrning Peak: The suthern end f platfrms shw the highest Levels f Service as heavy alighting lads exit via Cwcrss Street. This is particularly ntewrthy n Platfrms 1 and 4. The ticket-gates nearest Platfrm 1 experience high utilisatin and sme crwding n the apprach, hwever this clears relatively quickly and spare gate capacity remains via the ther exit gates. Alighting lads are high with high surge lads t be prcessed alng platfrms and up stairs, hwever all platfrms generally clear cmfrtably within headways. The harding changes made as part f Phase 4a shuld have little impact n the mrning peak, during which the predminant flws are thse ut f the statin. Evening Peak: Ticket hall areas, gate-lines and the new ftbridge t the nrth f the statin perate at lw cngestin levels thrugh the PM peak. In Phases 2 and 4a, the central area f platfrm 4 is heavily laded, and althugh experiences nly brief perids abve the SPSG cnstructin threshld f Level Of Service D (r 0.45m2 per persn), there is little spare capacity in this immediate area. Hwever, platfrm 4 remains underutilised t the nrth and in the lwer central area. Platfrm 2 experiences higher average densities (when ccupied) due the cnflict f flws t/frm platfrms 2 and 3 and thse already waiting n platfrm 2. The suthern end f platfrm 4 des nt shw any significant degree f sustained nn-cmpliance, but des experience wrse Level Of Service with the Phase 4a restrictins in place than in Phase 2. It is anticipated that the lwer ccupied areas t the nrth f this area wuld alleviate the simulated Level Of Service increase here. Cnclusins: Phases 2 and 4a perate at very similar levels, with the hardings intrduced as part f Phase 4a having little impact n the verall pedestrian experience at Farringdn Phase 4a will have little impact n the AM peak perid, but will have a minr detrimental effect n the suthern end f platfrm 4 during the PM peak. Platfrm 4 is heavily ccupied thrughut the peak hur; hwever, there is spare capacity t the far nrth t accmmdate any passengers displaced by the Phase 4a hardings. 11. What ther ptins have been cnsidered? If it helps t explain why the prpsed alternative actins are reasnable, state here ther ptins that yu have cnsidered and prvide an utline f the reasns fr their exclusin. 5 Cnsideratin has been given t carrying ut all the activities abve within pssessin times. Due t the nature f the wrks, it has been determined that they cannt be safely and efficiently achieved within these narrw time windws whilst maintaining a tight prgramme. Deliberatin has been given t the use f selective dr pening t the rear tw caches f the nrthbund 8 car trains using platfrm 4, but its use has been rejected because it is nt pssible t manage the train / platfrm interface. The present Thameslink service is perated with a mixture f class 319 and 377/9 rlling stck and, with it nt being pssible t disable, nly tw caches f a fur car set n a class 319 train, a viable train service culd nt be perated. Even where it is pssible t restrict the pening f drs f a particular vehicle, e.g. class 377/9, its impact n the perfrmance f the service is deemed unacceptable. The current passenger usage f Farringdn Statin is increasing year n year. With the intrductin f 24 trains per hur, and the current frecast that in the future passenger numbers will increase further, greater statin capacity is required t maintain a safe perating envirnment. The statin is physically cnstrained by its existing structures, and a balance must be struck between the cnstructin mdificatins that are carried ut by the prject and the width and headrm f the platfrms available t these passengers during the cnstructin phase. The wrks must be carried ut in a safe and cntrlled envirnment, maintaining clear segregatin between the passengers and staff peratin staff, and the cnstructin wrks. The use f hardings is the best way that this can be achieved. 12. Cnsultatin with affected parties Please prvide all f the results f yur cnsultatin with affected parties.
