2 Unpermitted Prperties: Five (5) unpermitted prperties that are advertising nline withut a permit and I have six (6) prperty wners that have cntacted the ffice regarding permitting as f 12/x/17. Last year at this time I was wrking n fur (4) unpermitted prperties. VRBO/ Hmeaway/ Vactinrentals.cm : Currently n VRBO there are 505 listings(572 (Nvember) September 581) last mnth and Hmeaway has 405 (524 Octber and 523 September) as f 12/13/17 there has been an increase in listings while I am seeing a decrease f residential hmes. The fllwing listings are unpermitted n VRBO/Hmeaway: Unpermitted Listing #1: # (Cmpliance Letter sent) Unpermitted Listing #2: # (Cmpliance letter sent) Unpermitted Listing #3: # (Cmpliance letter sent) Airbnb: Currently n Airbnb there are 224 (215 last mnth) rentals listed fr Dr Cunty. Althugh when I audit all f the listings we have 217 actual listings fr Dr Cunty that are active. Currently there is ne unpermitted prperty n Airbnb and ne that was active and has since taken the listing dwn after the receipt f the cmpliance letter. As f December 13, 2017 the breakdwn f listings by municipality fr Airbnb is as fllws: The fllwing listings are unpermitted n Airbnb: Unpermitted Listing #7: # (cmpliance letter sent 11/29/17)- listing deactivated 12/3/17 but still pursuing Unpermitted Listing #2: # current permit hlder adding a new prperty. TRIPADVISOR/FLIPKEY: Currently n TripAdvisr there are 47 rentals (221 rentals in Octber and 212 in September). TripAdvisr pulls in Hmeaway and VRBO listings as channel partners I m nt sure why the number has decreased ther than pssibly smething has changed with the channel partnership. All are permitted. Vacatinhmerentals.cm: (part f TripAdvisr) has 5 (5 last mnth) Dr Cunty listings which are all permitted. Flipkey: There are 43 listings (46 Nvember 44 Octber) fr Dr Cunty. All are permitted. Glampinghub: There are 18 prperties fr Dr Cunty all f which are permitted. Avra.rg: Has 1 Dr Cunty Listing, which is permitted. Letter frm Susan Cubar Whitefish Bay Creek Cttage: Ms. Cubar asks that the Turism Zne and the Dr Cunty Visitr Bureau get behind develping fast, accessible and affrdable internet thrugh Dr Cunty but especially the turism crridrs. I did respnd t Ms. Cubar and let her knw abut hw municipalities such as Liberty Grve are pursuing grants and getting their cmmunities invlved in the prcess. Additinally I shared that the Turism Zne had been in tuch with the DCEDC Technlgy Cuncil t lend supprt. I asked permissin t frward her letter n t the DCEDC. Which she agreed t. I have frwarded her letter n t the DCEDC. Legislative Update: There is nthing new t reprt with regards t new infrmatin regarding the legislatin. I sent a request t Representative Kitchens t attend the December full cmmissin meeting. I think it wuld be beneficial in January t try and set up sme meetings in Madisn t see if we can get sme assistance with the legislatin and wrk twards a clean up bill. Zning: One f ur permit hlders was cntacted by Dr Cunty zning. This permit hlder was residing in her hme while renting tw rms. Per the Dr Cunty Zning Administratr this kind f use triggers the need fr a B&B permit. Owners that are renting their entire hmes while NOT residing d nt require a permit frm zning. Cde listed belw fr reference: Per Chapter 13 f the Dr Cunty Cmprehensive Zning Ordinance (DCCZO), a bed and breakfast establishment is defined as any place f ldging that prvides 4 r fewer rms fr rent t transient guests, is the wner's persnal residence, is ccupied by the wner at the time f rental, and in which the nly meal served t guests is breakfast. Yur advertisement n Airbnb.cm states a cntinental breakfast is available upn request and n weekends a mre substantial breakfast can be available fr an additinal charge. Based n the Dr Cunty Cmprehensive Zning Ordinance (DCCZO) definitin f bed and breakfast establishment and review f yur Airbnb.cm advertisement, it is ur determinatin that the shrt term rental f 1-2 f yur rms is classified as a bed and breakfast establishment. Therefre, a Dr Cunty Regular Zning Permit fr a bed and breakfast establishment is required. Unfrtunately since the bed and breakfast establishment has been established withut prper zning apprval, a duble applicatin fee is required and ur department cannt waive the duble applicatin fee. A flr plan f the residence indicating the rm(s) that are peridically rented will need t be submitted with the Dr Cunty Regular Zning Permit applicatin. As explained in the Nvember 30, 2017 letter, a bed and breakfast establishment shall cmply with the requirements f DCCZO Sec. 4.08(10) Bed and Breakfast Establishments. Please nte that a regular zning permit is an ver-the-cunter permit and prvided yu can cmply with the requirements f DCCZO Sec. 4.08(10), the zning permit may be issued. I did ask the Zning Administratr if he thught they wuld be amending the cde in the near future t address the changing landscape f shrt term rentals in Dr Cunty. He did nt feel that they wuld be ding that any time sn. He asked that we include this infrmatin fr permit hlders I will add it t the 2018 permit hlder infrmatin as well as the website. Page 2 f 4
