6 A. PROJECT SITE The Project Site Tentative Tract 5978 (TT 5978) is located in the City of Simi Valley, Ventura County. The site is bounded by Los Angeles Avenue to the north, Simi Village Drive to the south, the Mount McCoy US Post Office Site to east, and Madera Road to the west as shown in Figure 1 below. B. PURPOSE Figure 1. Vicinity Map The purpose of this study is to provide a conceptual hydrology for storm drain improvements to the proposed TT C. PRE-PROJECT CONDITION The pre-project site is composed of approximately 98% undeveloped and 2% developed land. The developed portion of the property consists of a detention basin facility which was constructed to mitigate peak runoff from the US Post Office site (see Figure 2). The undeveloped portion of the site generally drains to the west where flow is collected into an existing earthen channel located adjacent to Madera Road. The channel flows south to an existing storm drain in Simi Village Drive. 226

Pre-Project Site and Strom Drain System Runoff from the US Post Office site drains into an on-site storm drain before it is conveyed to the detention basin facility located on the proposed Project Site. Based on plans and hydrologic/hydraulic calculations for the detention basin, it can be concluded that the existing detention facility reduces the 10-year through 100-year peak flows to 4.7 cfs. The plans and calculations are available in Section 6. The flow from the detention basin is tributary to the storm drain in Simi Village Drive and storm drain in Simi Village Drive is tributary to an existing Ventura County Flood Control District storm drain facility (DWG No. Y ). Based on the FEMA FIRM Map Number 06111C0843E, approximately 60% of the project site lies within 100-year Floodplain defined as Zone AO with an average depth of flooding of approximately 1 foot (see Figure 3). The flooding on the Project Site is a result of regional flooding that reaches the project site via Los Angeles Ave. 227

PROPOSED CONDITION The site is proposed to be a multi-family residential development with associated infrastructure improvements such as internal roads, wet and dry utilities, concrete walkways, landscaped open spaces areas, and a parks. Development of project site will include the addition of fill to lift the site out of the 100-year floodplain. An analysis of the proposed project site with respect to the 100-year floodplain is addressed in a separate report prepared by Huitt-Zollar Inc. Drainage from the improved site will be collected and treated by a proposed on-site storm drain system. The proposed storm drain system is shown on Figure

Proposed Site and Strom Drain System The proposed storm drain system will collect runoff from both the project site and from the post office site and convey it to existing storm drain in Simi Village Drive. Additional improvements of the project site are currently being constructed as a separate project by LandSea Homes which includes street improvements to Madera Road and Los Angeles Avenue. These street improvements include a new storm drain that is currently being constructed along Madera road on west side of project site. The new storm drain will collect drainage from Madera Road and Los Angeles Avenue and convey it to the existing storm drain in Simi Village Drive (See Figure 4.). E. METHODOLOGY Per City of Simi Valley s criteria and requirements, the Modified Rational Method as outlined in the Ventura County Watershed Protection District s (VCWPD s) Hydrology Manual was used to calculate pre-project and post-project runoff generated from the Project Site. The VCWPD s Time of Concentration Calculator (Tc Calculator) was used to develop Times of Concentration for all drainage areas. The VCWPD s VCRat computer program was used to calculated peak flow rates for all drainage areas and proposed storm drain facilities. The Bentley Flow Master Program was used to analyze the hydraulic capability of proposed street sections. 229

10 Per the City of Simi Valley s criteria and requirements, projects larger than 10 acres are limited to the developed 10-year peak runoff rate as calculated using VCWPD methods. This report provides a hydrologic analysis of 10-year, 25-year, 50-year, and 100-year storm events, for pre-project and post-project (proposed) conditions. The 100-year storm will be used to design all storm drain facilities. The 100-year storm will also be used to design all storm drain inlets and verify that the proposed storm drain facilities provides 100-year flood protection to all buildings. Hydrologic analysis of the 85 th percentile water quality storm event was used as a basis of design for the structural BMPs detailed in the project s Stormwater Quality Urban Impact Mitigation Plan (SQUIMP). The calculation of the of the water quality flow rates were based on the method outline in the Ventura County Technical Guidance Manual for Stormwater Quality Control Measures (TGM). F. HYDROLOGIC RESULTS Pre-Project Condition The pre-project site can be divided into 2 major drainage areas. These drainage areas are called Areas a and b. 11 The hydrologic results for the pre-project conditions are summarized in Table 1. The hydrologic calculations and the hydrology map for the pre-project conditions can be found in Section 2. As stated earlier in the report, a comprehensive routing analysis of the existing detention basin system is not included in this report. An initial review of the plans and calculations for the existing detention basin indicates that the discharge from the basin does not vary significantly from the 4.7 cfs reported for the 10-year to 100-year analysis. Therefore, we have concluded that the overall resulting peak flow from the areas tributary to the project site (Node 4ab) will not significantly change as a result of further detention basin analysis. Proposed Conditions Based on the initial rough grading plan, the Project Site has been divided into four drainage areas called Area 1A, 4B, 6C, and 11D as shown in Figure

STORM WATER PEAK FLOW MITIGATION Based on the results of from the pre-project conditions and proposed conditions hydrologic analysis of the project site, the proposed development will generate a net increase of 18.8 cfs during the 10-Year storm, a net increase 24.4 cfs during the 25-Year storm, a net increase 25.6 cfs during the 50-Year storm, and a net increase of 33.3 cfs during the 100-year storm. The City of Simi Valley criteria and requirements state that for all projects larger than 10 acres, the rate of discharge shall be limited to the developed 10-year peak runoff rate. If downstream facilities are determined to be inadequate, additional detention may be considered for the reduction of discharge to a rate commensurate with deficient facilities. This study proposes to mitigate the increase in peak flow by attenuating flows to a maximum discharge of 26 cfs. This maximum discharge of 26 cfs is less than the 25-year pre-project flow rate of 28.5 cfs. The project will provide the maximum discharge of 26 cfs for all storms up to the 100-year storm event. The project will reduce peak flows using three proposed flow-by detention basins. The locations of the detention basins are shown in Figure 7. Figure 7. Flow-by Detention Basin Structure Locations Each detention basin system will include a diversion structure that will split the peak flow from the main storm drain line using internal flow control devices including a weir wall, an orifice plate, and a flap gate. A typical diversion structure design is shown in Figure

The VCRat model for the proposed condition was revised to incorporate the diversion of flow from the main line to each flow-by detention basin using the flow diversion function. The flow diverted to each detention basin (100-year) was adjusted until the maximum volume diverted to the proposed flow-by basin was approximately equal to 90% of the 1000 CF per developed acre target volume. The remaining 10% volume provided is to account for the additional storage required as a result of inefficiencies of proposed diversion system. The following table, Table 3 shows the results of intergrading flow diversion to the proposed model. Table 3. 15 Summary of Results The following table, Table 4, summarizes the results of implementing the flow-by basin mitigation for all storm events. Table 4. HYDRAULIC RESULTS (STREET CAPACITY CALCULATIONS) Per the City of Simi Valley criteria and requirements, the potential flooding to all proposed habitable structures was analyzed to evaluate possible flooding during a 100-year storm event. To complete this analysis, the street capacity of all proposed streets were calculated and the street capacities were compared to the 100-year flow rates intercepted at all catch basins. If the street capacity of a particular street was greater than the 100- year flow rate to the catch basins on that particular street, than flooding to habitable structures would not occur. The street capacities of all streets were calculated to the top of curb elevation. The flow rate to each catch basin was calculated based on the 100- year on the cfs/acre of each of three drainage basin as previously calculated and shown in Table 2 and the tributary area to each catch basin. The results of this analysis are included in Section 4. The results of the analysis indicate that all street capacities exceed the flow rates tributary to all proposed catch basins and no flooding to buildings will occur during the 100-year storm. I. STORMWATER QUALITY DESIGN FLOW RATES CALCULATIONS METHODOLOGY Due to the existence of high ground water and soil with low infiltration potential, the proposed site is not suitable for infiltration. Therefore, the Stormwater Quality Design Volume (SQDV) as outline the Ventura County TGM cannot be reliably retained. Initial Calculations of the SQDV are included in Section 5. The results of the SQDV calculations indicate that the required storage for detaining SQDV is equal to 3,769 CF/developed acre. This is volume of storage in more than 3.7 times the volume proposed for flood control mitigation. It has been determined that the retention of the SQDV is not technically feasible as depth of any proposed basin is limited due existence of high ground water. A forthcoming SQUIMP Plan proposes to treat 150% of the Stormwater Quality Design Flow (SQDF) rate based on the 0.2 inches/hr rainfall intensity as presented in the TGD. 235

16 To develop the SQDF rates for the Project Site, the Project Site was delineated into four separate drainage basins: 1A, 6C, 11D, and 15E. Each drainage basin was than further divided into Drainage Management Areas (DMAs) where each DMA is tributary to a single structural BMP system. Drainage Area 1A was subdivided into two DMAs: DMA1, and DMA2 as shown in Figure 9. Drainage Basin 6C was subdivide into two DMAs: DMA3 and DMA4. Drainage Basins 11D was subdivide into two DMAs: DMA 5 and DMA 6. Drainage Basins 15E was subdivide into two DMAs: DMA 7 and DMA 8. Figure 9. Proposed DMAs and Structural BMPs Results SQDF calculations were completed for each drainage area and the flow rate was proportioned for each DMA. SQDF calculations were competed using Equation 2-15 and Equation 2-13, and Table 2-1 of the TGM. Time of Concertation calculations for overland flow were completed using the Kinetic Wave Equation as part of the LA County Hydrocalc Program and Time of Centration calculations for pipe flow were competed using manning equation. A volume of 1 inch for 85 th Percentile-24hour storm rainfall was used for determining the intensity used within the Kinetic Wave Equation. The LA County Type 2 Soil (NRCS Hydrologic Soil Group C/D) was used to approximate Ventura County Type 3 soil (NRCS Hydrologic Soil Group C). 236

17 The hydrologic results from the SQDF calculations for the Project Site are illustrated in Table 5. The hydrologic calculations and a SQUIMP MAP for the proposed condition BMPs can be found in Section 5. Table 5. Six of the structural BMP systems will be composed of underground bio-filtration modular wetlands systems. Two of the structural BMP systems will consist of standard above ground modular wetland systems. The Structural BMP sizing calculations for each Modular Wetland systems on the Project Site are available in the project SQUIMP and in Section 5 for reference. A full description of the proposed structural BMP systems for the Project Site is will be available in the project SQUIMP. The proposed structural BMP will provide full treatment of the SQDV using a flow based design rather than a volume based design. Using the peak flow from the SQDF, the volume treated over a 24-hour period is more than 4 times greater than the SQDV. A flow based design provides continuous treatment of flow at a rate no greater than the SQDF regardless of water quality storm event. J. CONCLUSION The proposed storm drain and structural BMP improvements will provide adequate flood control protection and water quality treatment. The proposed storm drain system will mitigate impacts to existing storm drain facilities. The post project peak flows discharged from the Project Site will be limited 26 cfs. 237
