4 INTRODUCTION PURPOSE OF THIS REPORT Expo Rail Operations and Maintenance Facility Final Drainage Report This Drainage Report details the proposed management of storm water for the Exposition Light Rail Operations and Maintenance Facility, in Santa Monica. The capture, collection and conveyance of storm water designed in this report is intended to mitigate flooding and keep the facility running during storm events. Drainage has been designed so that water will not flow or back up into track structure or Buildings. This report and the design within are in accordance with Metro Design Criteria and Los Angeles County Standards. PROJECT OVERVIEW PURPOSE OF PROJECT This project is part of the planned project by Exposition Construction Authority (Expo) and Los Angeles County Metropolitan Transportation Authority (Metro) to bring rail service to the Exposition Transit Corridor. The project will construct a light rail operations and maintenance facility. This facility will be located on the west end of the corridor in the City of Santa Monica. The facility will provide essential maintenance and operational capabilities for the trains (See Figure 1). The trains are light rail trains powered by an overhead contact system (OCS). The maintenance facility will include a main building that will house offices and the main repair bays for the site. A secondary building will include the wheel truing and blow down operations. A third building, the wash bay, is the train washing facility. A fourth is the cleaning platform for the cleaning of the trains interiors. The facility will also include track storage for 40 train cars. In the early hours of the morning, trains will be dispatched for service and return late in the evening to the yard. 6 PROJECT LOCATION Expo Rail Operations and Maintenance Facility Final Drainage Report The project is located at Stewart Street and Exposition Boulevard, in the City of Santa Monica, Los Angeles County. The main driveway will continue from the central part of the site out to Centinela Avenue through the existing EXPO rail right of way corridor. The main entrance driveway on Centinela Avenue will be located within the City of Los Angeles. The two cities, City of Santa Monica and City of Los Angeles, share a border along the westerly right of way of Centinela Drive. The project can be found within Beverly Hills USGS 7.5' quadrangle at N , W See Figure 2- USGS 7.5' Quadrangle - Beverly Hills. CITY OF SANTA MONICA PROJECT LOCATION CITY OF LOS ANGELES DESCRIPTION OF WATERSHED FIGURE 2 - USGS 7.5' QUADRANGLE - BEVERLY HILLS The project exists within the Sawtelle Channel Drainage Area of the Ballona Creek Sub-watershed (HUC ) which is within the Santa Monica Bay Hydrologic Unit (HUC ). The Ballona Creek Subwatershed is 81,979 acres. The existing drainage from the site is collected in a 24-inch storm drain in Exposition Boulevard and conveyed east to a 51-inch storm drain in Dorchester Avenue that continues south. From Dorchester, the line continues to a 78-inch storm drain in Virginia Avenue that proceeds east to Warwick Avenue. 7 Expo Rail Operations and Maintenance Facility Final Drainage Report storm drain is a 7-foot by 5.83 foot box culvert that proceeds south to Pico Boulevard. At Pico Boulevard, the storm drain heads east to Centinela Avenue. The storm drain follows Centinela Avenue for one block to Pearl Street then proceeds east on Pearl Street. The storm drain proceeds to Sawtelle Channel then to the Sepulveda Channel. The Sepulveda Channel connects to the Ballona Creek Estuary. Ballona Creek outlets into the Pacific Ocean at Marina Del Rey. See Figure 3 Watershed and Runoff Path and Appendix D Santa Monica Drainage Map. 8 FEMA Expo Rail Operations and Maintenance Facility Final Drainage Report The Special Flood Hazard Areas (SFHA) for the City of Santa Monica are outlined in the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM), dated September 26, Upon reviewing Map No C1590F, the proposed site lies within FEMA zone designated as Zone X (unshaded). This area is of minimal flood hazard and outside the special flood hazard area. Zone X shaded has 0.2 percent annual chance to flood (500 year storm event). The site is completely developed, resulting in an existing area that is 93% impervious. The site drains to catch basins located throughout the parking areas. The existing Verizon site drainage connects via a 24 storm drain to the existing 33-inch storm drain that runs north-south approximately 15 feet east of the easterly property line within a drainage easement in the adjacent property (See Figure 5). The Santa Monica Community College Parking Lot drains to an underground infiltration basin that overflows to Exposition Boulevard through a sidewalk underdrain and flows to curb inlets in Exposition Boulevard at Yorkshire Avenue. The site is located on the 50-year 24-hour Isohyet hydrologic map 1-H1.17-Beverly Hills found in the LA County Hydrology Manual (see Figure 8 in). This map indicates that the site is located in soil zone 16 (Yolo Loam) with a 50-year 24- hour isohyet of 6.1 inches. Exposition Metro Line Construction Authority 8 W2 Design, Inc.

10 HYDROLOGY METHODOLOGY Expo Rail Operations and Maintenance Facility Final Drainage Report Stormwater runoff can be calculated using two primary methods per the Los Angeles County Hydrology Manual 2006(HM). One is the Rational Method and the other is the Modified Rational Method. Table provides a brief description of the uses and limitations of each method. 1 Method Rational Method Modified Rational (MODRAT) Use / Limitations Use: For drainage areas 40 acres or less; finds the peak flow rate for any frequency design storm Limitations: Does not create hydrographs or determine runoff volumes. Area limited to approximately 40 acres. Use: For any size watershed; for any combination of laterals; for any combination of developed and undeveloped drainage areas; to create hydrographs and runoff volumes at specified locations; to find peak subarea and mainline flow rates; recommended method for systems incorporating pumping or water impoundment. Limitations: Underestimates volumes in rural areas when interflow and baseflow add to the runoff volume. For this project the Modified Rational Method is used. The Modified Rational Method is defined by the equation Q=CIA. Where: Q = Runoff, cfs C = Runoff Coefficient I = Rainfall intensity, in/hr A = Watershed Area, acres Design Steps Using the Rational Method: 1) Determine Watershed Area: A watershed is defined as the surface area that contributes runoff to a common point. Use site specific topographic survey or USGS quadrangle maps 2) Determine Proposed Drainage: A preliminary grading and drainage plan is necessary to determine post-development conditions. If the site is large, it can be divided up into sub-watersheds. Plans will strategically locate drainage structures and piping. 3) Determine the Time of Concentration: The time of concentration (TC) is the time it takes for rain, in the most hydrologically remote part of the watershed, to reach the outlet. 11 Expo Rail Operations and Maintenance Facility Final Drainage Report outlet. MODRAT requires a time of concentration in order to calculate intensities for use with the rational equation. The kinematic wave theory is a method accepted by Los Angeles County Public Works to calculate the time of concentration, T C. Use of the kinematic wave theory to calculate the T C requires separating the longest flow path into two parts: overland flow and conveyance flow. The existing drainage area collects in an on-site storm drain system as shown on Pre-Development Site Plan. The existing watershed area is measured to be acres. This area includes the buffer area, which is 2.5 acres and will not be part of the final project. The buffer area is included in Areas 1 and 2 (See Pre- Development Hydrology Map in Appendices). 14 Expo Rail Operations and Maintenance Facility Post-Development Final Drainage Report Peak runoff is calculated using the Modified Rational Method. The postdevelopment peak flow was calculated using both by individual area and by incremental area methods. The post-development outfall (POC) is an existing connection of a 24 RCP pipe that ties into an existing 33 RCP storm drain that lies just east of the easterly property line(see Appendix B, Post-Development Hydrology Map). The post-development watershed is smaller than the predevelopment watershed because the buffer zone area 7 in the calculations is to be deeded to the City of Santa Monica for use as a City park. The net postdevelopment site is 9.70 acres (The buffer area is Area 7 shown in Table 3 and as shown in the Post-Development Hydrology Map in Appendix B). The peak runoff from this area will be collected and maintained in a separate project. Therefore it will be subtracted from the peak discharge from the site. The difference in pre and post-development hydrology is the additional pervious areas. The site will be largely ballasted track area. The site also has landscaping and pervious paver areas that add to the pervious surface on the site. 17 HYDRAULICS Expo Rail Operations and Maintenance Facility Final Drainage Report DESIGN CRITERIA The design criteria used for the design of the Storm Drain System for the Exposition Maintenance Facility was Metro s Rail Design Criteria Section 3 Civil and the Los Angeles County Flood Control District Hydraulics Design Manual. Whenever the Metro s and the County design criteria were in conflict, the most conservative design values were used. The storm drain system consists of a series of storm drain pipe, inlets, and manholes that convey the site runoff into a storage tank. The system was design to drain the rail yard, parking lots, by-pass track and the Centinela Access Drive without disruption of facility operations. The storm drain pipe sizes were selected in accordance with the Metro Rail Design Criteria and the Los Angeles County District Hydraulic Design Manual. The design parameters used in the selection of storm drain pipe sizes, catch basins, underdrain pipes, and surface drainage are summarized below. Table 4 summarizes the design elements adopted in the storm drain design. The runoff in paved areas will be collected using inlets/catch basins located at low points. The drain inlets/catch basins were design to collect 100% of the design flow. The site does not have any on grade inlets/catch basins. The rail yard will be drained using an undertrain system consisting of 8 double wall perforated HDPE pipe. The minimum slope for subdrains is 0.5%. Cleanouts were provided at the terminus of each subdrain. The longest individual subdrain run is less than 300. 18 Expo Rail Operations and Maintenance Facility Final Drainage Report The minimum slope for surface drainage in plaza areas is 0.5% and the maximum is 2 %. Along the by-pass track the maximum cross fall is 5 %. The maximum water surface over drains is 0.5 inches. The maximum water velocity in plaza areas is 2 feet per second. The runoff in roadways areas will remain below the top of curb and will not exceed 0.5 inches in the travelway. METHODOLOGY AND CALCULATIONS The hydraulic analysis and calculations were performed using Autodesk Storm and Sanitary Analysis Rational Method. Los Angeles County allows for the use of the Rational Method for smaller area less than 40 acres. The results are more conservative than the modified rational method. Calculations are shown in Appendix E. DESIGN APPROACH The site will be drained using a combination of two systems: a storm drain system and an underdrain system. The surface drainage in paved areas will be collected in catch basins at localized low points. The catch basins in parking lots and roadways will collect 100 percent of the design flow (Q50). The rail yard will be drained using an 8 perforated underdrain system. The underdrain system will be connected to 24 collector pipes that will convey the storm water to the projects storm water trunk line. All of the collector pipes and the trunk line pipes were designed for the 50 year design storm since sections will run under track. The entire storm runoff will be conveyed through the storm drain system into a cistern/ retention pond. Although the existing site has an infiltration basin the Geotechnical Report for the project states that percolation into the existing soils is neglible due the presence Exposition Metro Line Construction Authority 17 W2 Design, Inc.

Nevertheless a cistern for rainwater harvesting is proposed to satisfy the City of Santa Monica s Urban Runoff Mitigation Plan which requires sites to infiltration, store for use onsite or pay an in-lieu of fee. For this reason a Cistern/ Retention pond is designed to capture and hold 800,000 gallons (107,000 Cubic Feet) of rain water. This volume exceeds the required storage volume of 104,000 gallons. The reason for the additional storage is to maximize the use of rain water on site. The benefits to the larger tank size are the USGBC LEED points and the hedging of future water cost increases. The collected rain water will be utilized onsite for Blow Down, Truck Wash, and Irrigation uses. The storage and reuse of storm water complies with Los Angeles County Public Health requirements. The Cistern/Retention Pond will have capacity to retain the 2 year storm or greater for most of the year. During the rainy season there is the possibility that the Cistern is full or nearly full when a design storm occurs. Therefore the storm drain system has been designed, assuming the Cistern Tank is full, so that the 50 year storm will be contained within the storm drain network without flooding of the rail yard or parking areas. The hydraulic grade line is predominantly kept within the pipes and always below the finish grade of the site at all locations for the 50 year event. Tail water effects were found to be minimal due in the existing 33-inch storm drain line because of the existing capacity of the pipe. During the 50-year 24- hour peak the 33-inch line will be using only 20% of its capacity before the Maintenance Facilities storm water is added to the line. The capacity of the 33- inch line is 46 CFS. This line historically served a much greater area to the north yet currently the line ends just north of the EXPO Rail right-of-way at a catch basin(see Area 9 of the Post-Development Hydrology Map in Appendix B also see Appendix G for as-built of existing 33-inch storm drain). SUMMARY The project meets and exceeds the Los Angeles County regulations for storm water runoff. In this area, the County will allow up to 1.7 cfs per acre to flow to a County MS4 storm drain (Appendix F). The existing site discharges 3.54 cfs per acre into the County maintained storm drain system. The project as currently designed will discharge 1.49 cfs per acre during the 50 year storm event. Design flow of 17 cfs and a design volume of 2.45 ac-ft from of all storm events will be conveyed to a retention pond that will be used as a cistern for storm water reuse (when the cistern is empty). Therefore, not only is there an overall reduction of runoff generated by the site, and 2.45 ac-ft will be retained and reused for irrigation and industrial water uses. The project will substantially reduce storm water runoff (20.52 cfs) from the existing condition (51.58 cfs). Exposition Metro Line Construction Authority 18 W2 Design, Inc.
