1 December 16, 2015 Mr. Lee Hughes Southwest Florida Water Management District Tampa Service Office 7601 Highway 301 North Tampa, FL RE: Response to SWFWMD Supplemental Information Request Dear Mr. Hughes, E Co Consultants, Inc. has prepared the following response to the Southwest Florida Water Management District (District) supplemental information request associated the above referenced project. The District's request is listed first followed by our response. Please not several of the requested items will be provided by Stantec under separate cover. Based on the submitted pre and post 2.33 year hydrologic analysis for Wetlands 7A, 11A, and 19, it appears that, in the post-development design, water will stage up lower and will stay at elevated levels for a shorter period of time after rainfall events. For example, in the pre-existing condition, Wetland 11A peaks at 5.98 at hour 18 and at hour 80 is still at However, in the post-construction condition, Wetland 11A only peaks at 5.22 at hour 18 and will be back down to the seasonal high water (SHW) elevation of 5.13 by hour 40. Therefore, in order to provide reasonable assurance that Wetland 7A, 11A, and 19 will not be adversely impacted by the proposed changes in hydrology, please revise the stormwater design so that the post development conditions more closely match the pre-development conditions. After the modifications have been made, please submit revised pre and post development hydrographs for the three (3) above mentioned wetlands showing the volume of stormwater that will discharge into the wetlands during the 2.33 year storm event and showing the recovery time of the wetlands after the 2.33 year storm event. There is a previously excavated larger agricultural canal to the north and River Road to the east that has somewhat reduced the location/landscape of this wetland. The project will construct an elevated pedestrian boardwalk across the narrow assessment area of this wetland. The pedestrian usage and adjacent proposed residential development will slightly lower the location/landscape of this wetland..500(6)(b)water Environment (n/a for uplands) The assessment area is in Wetland 4A that is south of a large, historically excavated agricultural canal. This canal has altered the historical hydroperiod of Wetland 4A. The project proposed to construct an elevated pedestrian boardwalk through the narrowest portion of Wetland 4A. The impact to the assessment area is not anticipated to adversely affect the hydroperiod of the assessment area or the balance of Wetland 4A (6)(c)Community structure 1. Vegetation and/or 2. Benthic Community 6 3 The assessment area is a narrow connection between two larger lobes of Wetland 4A. The assessment area is a forested transitional flowway a historical trail in the location where the boardwalk is proposed. The assessment area is inundated during high water conditions. The assessment areas supports laurel oaks and cabbage palms an open understory. The elevated pedestrian boardwalk will have some shading impacts and some limited tree impacts. No dredge or fill is proposed under the boardwalk.
