2 Introduction The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report 1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. For these operations, funds are disbursed in one or more stages (tranches), released when the borrower complies with agreed prior actions. Progress with meeting the project's objectives has remained slow, but steady. Tangible impacts on beneficiary community household incomes and welfare and on the general economic health of the market center areas are not yet discernible. The reason being that engineering design activities for the proposed investments in roads, electricity and water and sanitation are only now being concluded and the provision of telephony and internet services on a pilot basis in some rural and previously underserved areas covered by the project is just set to start. The project continues to make progress toward achieving its development objectives. The project has reached 194,667 beneficiaries, over 90% of the envisaged target of 196,550 beneficiaries, of which the majority have been from the Inputs for Assets (IFA) program. Maize productivity among beneficiaries has, on average, doubled from 1.5 to 3.0 tons per hectare. In addition, as a result of project interventions, beneficiaries have so far created over 1,300 rural productive assets of various types ranging from feeder roads, livestock dip tanks, fishing ponds, community grain banks, market structures, community orchards, soil and water conservation structures, community forests and small-scale irrigation schemes. The project is making good progress towards achieving its development objective. The project area was extended to two additional districts, Balaka and Ntcheu in October So far the project has relocated 12,656 households (85% of target) on 27,998 hectares. The remaining 2,400 households are expected to be relocated by December Households so far resettled under the project have recorded significant improvements in their livelihoods through increased harvest, with average yields increasing from 962kg/ha and 519 kg/ha to 2,472 kg/ha and 1,390 kg/ha., for maize and tobacco, respectively. As a result of larger holdings and improved productivity, food insecurity among project beneficiaries has been reduced and annual household incomes have improved from an average of MK11,830 to MK32,858 per household. However, some of the key urban water sector reform activities are experiencing significant delays and this is likely to affect the sustainability of the investments carried out under the project. Substantial progress has been made towards the achievement of the Project Development Objective. The Direct School Support (DSS) and School Health and Nutrition programs have been mainstreamed in the activities of the Ministry of Education. Access to teaching and learning materials has improved which has contributed to teaching and learning outcomes. DSS has also improved school governance by providing opportunities for increased participation of community members in school management. The School Health and Nutrition Program has contributed to reduced student absenteeism. Minor health issues are now treated on the school campus reducing the frequency with which students must be absent to seek medical attention. The de-worming program has improved the general health of students. The rehabilitation of teachers # houses has led to an increase in the number of teachers available to a particular institution, while the rehabilitation of classrooms has improved the learning environment by reducing the number of students per classroom. The project is likely to achieve its development objective. The public works program managed by local authorities has provided income support to 327,445 households. This has enabled households to purchase Government-subsided fertilizers as well as address other basic needs. In addition, to directly supporting households, the public works program has created 2,311 community assets by constructing sub-projects of village access roads, reforestation, community irrigation facilities, land conservation, and fisheries. Remarkable progress have been recorded in the achievement of the development objectives, particularly in the following areas: (a) strengthening audit and oversight capacity through the function of internal audit committees in all ministries (b) introduction of performance appraisal for all civil servants (c) enhancing staff skills for financial management, audit, strategic planning, human resource management and information technology through training; and (d) institutionalizing the practice and training in public procurement by introducing a university degree program in procurement. The project will continue to work towards the full roll-out of the Human Resource Management Information System across all the ministries.
