2 Implementation Status and Key Decisions This ISR reflects the findings of the continuous monitoring of project implementation between the last supervision mission carried out on June 2017 and beginning of November A Supervision mission is scheduled for the end of November General project status: The demand for subprojects by organizations of family farmers is high which confirms the high relevance of the project's objectives. The PIU is now fully staffed, but still facing challenges to deal with all the project management's requirements, in particular with the administration and supervision of some contracts of civil work. Out of a target of 100 subprojects for the 5 years of Project implementation, the current pipeline of subprojects is now made of 38 subprojects, benefitting 4,961 families (35% of the target: 14,150 families) in 5,234ha (42% of the project target: 12,400ha). 2- Specific status about implementation of Spanish co-financing (section of the ISR required in the co-financing agreement between AECID and World Bank): The situation of the subprojects financed by the Spanish cofinancing is the following: (i) Palmar Grande (Province of Carchi)and General Plaza (Manabí) : works completed ; (ii) The feasibility studies of Huaquer (Carchi), Mundug Yamate (Tungurahua), Pillaro Norte (Tungurahua) and Pinguili (Tungurahua) have received the NO from the World Bank; and (iii) Sucuso (Chimborazo) and La Magdalena (Imbabura) are under preparation. This pipeline of 8 subprojects represents an investment of US$ 5.4 m. (works, supervision and technical assistance), 21% of the current pipeline of 38 subprojects. The 8 subprojects will benefit 1,500 families in 990 ha with improved techniques and practices of irrigated agriculture. In addition to the financing of sub-projects, the Spanish fund the hiring of technical staffs in Zone 1 (Provinces of Esmeraldas, Carchi, Imbabura and Sucumbios) and Zone 3 (Provinces of Pastaza, Cotopaxi, Tungurahua and Chimborazo). The AECID is also is charge of the implementation of the Latin America Investment Facility (Euro 8 million grant from European Union). The agreement between AECID and European Commission has been signed on December 8, A meeting of the Steering Committee created for this donation has taken place in Quito during the last supervision mission. the parties agreed on the detailed budget and the modalities of implementation of the activities. These activities have been designed to complement the Project (improvement of national capacities of irrigation with the irrigation school, support to agricultural investments in 3 subprojects). 11/17/2017 Page 2 of 9
