No loan cancellation is envisaged for the Spanish cofinancing. Despite the challenges faced by the PIU and MAG during the 2018 calendar year that translated into modest financial and technical execution (e.g., insufficient budget allocations and institutional disputes over control of irrigation functions), the project managed to strengthen the pipeline of subprojects for the three next years. 11/19/2018 Page 1 of 8

2 The portfolio of subprojects now includes 63 subprojects, benefitting 9,000 families in 10,500 ha, that will allow achievement of the revised end-ofproject targets (after restructuring), assuming no new bottlenecks appear to slow down the implementation pace before the current closing date (June 2021). This ISR already considers the revised end-of targets project. 2- Specific status of implementation of Spanish co-financing (Note: this section of the ISR is required in the co-financing agreement between AECID and World Bank): The situation of the subprojects financed by Spanish cofinancing is as follows: (i) Group 1: works have been completed for Palmar Grande (Province of Carchi) and almost completed for General Plaza (Manabí) ; (ii) Group 2: 6 subprojects are under procurement since Mid-October 2018: Huaquer (Carchi), Sucuso (Chimborazo), Toacaso (Cotopaxi), Pillaro Norte (Tungurahua), Y del Guineo (Loja) and Pinguili (Tungurahua); (iii) Groups 3, 4, and 5: 11 subprojects have been identified for the Spanish cofinancing until the project closing in June This pipeline of 8 subprojects (Groups 1 and 2) represents an investment of US$ 4.4 m. (works, studies and supervision). The other 11 subprojects (Groups 3, 4, and 5) represent US$ 13.8 m. and will benefit 1,900 families in 2,000 ha with improved techniques and practices of irrigated agriculture. The AECID is also is charge of the implementation of the Latin America Investment Facility (Euro 8 million grant from European Union). These activities are designed to complement the project (improvement of national capacities of irrigation with the irrigation school, support to agricultural investments in 4 subprojects in demonstration territories (Pillaro Norte, Cangahua, Valdense and La Paquita). 11/19/2018 Page 2 of 8

4 IN IN IN IN This indicator measures the number of water users who are provided with irrigation and drainage services under the project. Before restructuring, the target was 14,150 water users. This indicator has not been modified with 2018 restructuring, but it has been clarified that the rate at which expected income increases (10%, 30% and 60%) will be realized, taking into consideration the date of the provisional acceptance of works (1, 2 and 3 years respectively after the date of the provisional work reception) Overall Comments PDO There are not many progresses since the last ISR as only the 11 subprojects of the first group were implemented and that the impacts on the farmer income are expected to be assessed one year after the completion of the works. 7 Value , Overall Comments IR There no significant changes in the result framework since the last ISR due to the fact that the implementation progress was slowed down until end of August 2018 when the increase of budget ceiling was finally approved. The next ISR will show significant progress due to the impacts of the 16 subprojects works (procured mid- October 2018) and the services for Technical Assistance (component 2).
