2 Implementation Status and Key Decisions While the GSDP project continues to suffer from delays, there has been significant progress on various fronts under the Action Plan agreed with the counterparts in July It is important that EEP continue the momentum on agreed actions. These actions would be necessary to achieve objectives of the project. Progress by each component is summarized below. Component 1: Aluto Langano Site Development. Procurement under this component is the main focus of project activities at the moment and is progressing well. In December 2017, the contract for water supply system was awarded. In February 2018, the tender for civil works was floated. Component 2: Alalobad Site Development. A proposal has been received from a single-sourced consultancy firm to supervise drilling operation in Alalobad. Upon successful negotiation, the consultancy firm is expected to start preparing bidding documents for drilling and civil works in Alalobad immediately. It is envisaged that original target of drilling four wells can be achieved. Component 3: Drilling Rigs and Accessories. In November 2017, EEP requested the cancellation of drilling rigs supply bids and proposed a new bidding that combines drilling rigs supply, operation and refurbishment as one package. The request was reviewed and cleared by the Bank. Subsequently, EEP has floated a new tender, upon the Bank's review and clearance. Component 4: Legal, Institutional and Regulatory Framework Development. EEP made important progress to strengthen technical and institutional capacity of geothermal development in Ethiopia. Within the PIU, EEP now receives support from two geothermal technical specialists based in Addis Ababa. EEP is also recruiting additional geothermal/drilling specialists and a procurement specialist in the PIU and shared draft ToRs with the Bank. A consultant is being recruited to assess Ethiopia s institutional capacity gap to develop geothermal resources. In parallel, a draft training plan has been developed to strengthen Ethiopia s long-term geothermal development capacity.
