2 This ISR is a record of implementation progress from July to December The project continues to proceed with implementing a pipeline of 28 subprojects across five states supported by capacity building activities at the center. These investments, worth $460 million are currently in various stages of contracts awarded, in bidding stage or shortly to proceed to tendering. This consists of 1 riverfront development (RFD) and 27 domestic wastewater investments. Recent efforts have also focused on preparation of an additional pipeline of $300 million in investments, and activities supporting the sustainability of infrastructure and institutions. There is slow progress on the institutional building component in the states. SPMGs need to be strengthened on a priority basis and a full-time Project Director needs to be appointed, this is reflective in the low disbursement, long delays in document preparation, and administrative clearances. Corrective actions for strengthening institutional capacity at the center and states was discussed and agreed with the project counterparts. A project restructuring package will be prepared by the NMCG, given the recent change from the Ministry of Environment and Forests (MOEF) to the Ministry of Water Resources, River Development and Ganga Rejuvenation (MOWRRDGR) is complete and the future of the NMCG and the NGRBA Program is clear.
