The Quito Metro Line One Project (P144489) was approved by the Board on July The Board also approved a waiver to the use of World Bank procurement guidelines and authorized the use of Interamerican Development Bank (IADB) procurement guidelines for component 2 (see below), which is jointly cofinanced by the World Bank, IADB, Development Bank of Latin America (CAF) and European Investment Bank (EIB). The loan achieved effectiveness in September Component 1, Construction of the metro stations of La Magdalena and El Labrador: This component is financed by counterpart funds. Works were delivered in April 30th 2015, within budget and with minor delays due to changes in the designs. The construction of these two stations is showing that Quito s soils are very good for tunneling. Quito Metro, EPMMQ, has acquired valuable experience in the management of works, including managing design changes. This experience will be useful once construction of Component 2 starts. 3. Component 2, Infrastructure and Equipment Investment for the Quito Metro Line One: This component is jointly cofinanced by the World Bank, IADB, IEB and CAF and counterpart funds. Quito Municipality (MDMQ) signed the construction contract with the winning consortium (Acciona Odebrecht) for component 2 on November 26, 2015, after receiving no objection from the four banks for awarding the contract. The works have started and are showing advance in the railyard, stations, and other civil works components.. 4. Component 3: Provision of Train Sets to Operate in the Quito Metro Line One: This component is financed by counterpart funds. Quito has used local procurement rules to hold an international competitive bidding process. The contract was signed last July 17, 2014, and is effective now that the contracts for component 2 is signed. 5. Component 4, Project Management: This component is financed by IADB, CAF and counterpart funds. This component refers mainly to the hiring of consultants to supervise the works in components 1 and 2. The consultant hired to supervise component 2 was hired in 2015, and is ready to start the supervision of component Component 5, Technical Studies to Support Project Implementation: financed solely by the World Bank loan, using World Bank guidelines for selection of consultants. Terms of reference are under preparation. Safeguards: Project planning for Component 2 is advancing. No significant issues have been identified associated with Component has agreed to support the preparation of Additional Financing Loan for $150 million.
