2 Overall Risk Rating -- Substantial Implementation Status and Key Decisions This ISR is the first after a second-order restructuring that was processed to address issues affecting project implementation. The restructuring included the following changes: (i) amend the scope of the Public Transport and Road Safety Components; (ii) amend funding arrangements for the Road Improvement Component; (iii) extend the Loan Closing Date by 20 months to August 31, 2017; (iv) reallocate loan proceeds between disbursement categories, with an increase in disbursement percentage for civil works from 50% to 90%; and (v) modify the Results Framework to reflect the revised project scope and improve the measurement of the results indicators. The restructuring did not change the PDO. The results framework was changed to reflect the restructured project scope and improve the measurement of the indicators. Some of the original monitoring indicators in the PAD were not easily measurable and the PMO was not able to gather data to evaluate and report on implementation progress. As a result, the reporting on this project has been weak and warrants a significant adjustment to ensure that the outcomes of the proposed restructured project can be properly recorded at the completion stage. As a result, the PMO will start measuring these indicators and will report in the next months. Therefore, there are no updated values at this point, right after the restructuring was approved.
