More than 110 communities have already prepared participatory land use plans and an equal number are actively preparing plans. Training and equipping of indigenous mapping experts and database/gis specialists is on track, and measures are being taken to accelerate the pace of the participatory mapping itself. Despite lower than expected Page 1 of 5

2 outputs so far, direct participation of individual community members in the project is actually higher than expected. At least 18 local organizations (representing the 1250 communities) are involved in national forest policy discussions, but the dialog still needs to be strengthened and overall coordination still needs to be improved both within the project and between the communities and outside policy actors. Development of new community business enterprises is underway and expected to be completed, but probably not early enough to yield complete data on income effects prior to project completion. The recipient is also preparing an action plan to implement recommendations from the recent mid-term review that are intended to improve targeting of project activities, increase the pace of mapping, strengthen policy dialog, and address other areas where progress is lagging.
