2 Overall Implementation Progress (IP) Moderately Unsatisfactory Moderately Unsatisfactory Overall Risk Rating High High Implementation Status and Key Decisions During the reporting period, progress was made in the implementation of project activities, including physical infrastructure works at project sites in DRC and Rwanda and soft interventions related to training, capacity building and policy reform. Most notably, the DRC successfully implemented quick win infrastructure improvements at the land borders of Rusizi 1 and Petite Barriere (Goma) which have already had an appreciably positive impact on the trade environment for small scale traders (the intended beneficiaries). As an important sign of these initial benefits, the border at Rusizi 1 is now able to operate with extended hours due to lighting that has enhanced security in the border zone, allowing increased trade activity and greater flexibility for traders, mostly women, who have to balance trade activities with other household responsibilities. In Rwanda the fencing of Kamembe Airport was completed. While this is important for aviation safety and security, the fence has also benefitted the local community who farm on airport land by providing security for their crops. In Uganda, where implementation was delayed significantly while the project awaited parliamentary approval, the project team took significant steps to make up for lost time, hiring project staff and initiating activities across all 4 project components. However, despite these important outcomes, disbursement remains significantly behind schedule and implementation has not proceeded over the reporting period as anticipated in the previous implementation status review. This is owing principally to procedural delays in the procurement process and project governance issues in DRC. The team, therefore, recommends an implementation progress rating of Moderately Unsatisfactory (MU) and DO rating of Moderately Unsatisfactory (MU). The team believes that in each of the project counterparts, many of the procurement obstacles have been ironed out so as to allow significant progress in the coming period.
