2 The project was successfully launched in Dunhuang, Gansu Province on September 11, 2012, brought together the leaders and staff from Guangdong, Hunan and Gansu provincial and local governments and the Project Implementation Units at various levels, including 28 pilot project towns, followed by a three-day, high quality training workshop, including operation procedure, monitoring and evaluation, procurement, financial management and disbursement, environmental and social safeguards, technical assistance in road design. About 100 staff from provincial and local levels participated in the training workshop. This is the initial ISR.
