2 Implementation Status and Key Decisions South Sudan has experienced increasing levels of insecurity in recent months following escalating conflict in July Until then, the project implementation and progress towards achieving its development objectives was on track, particularly on public works in Juba, and recruitment of NGO Implementing Partners (IPs) for scaling up public works in Bor, Kapoeta East, Tonj South and Gogrial West counties were near completion. Recruitment for NGO IPs for implementing the skills development component on in Juba City and Torit county was also at a final stage. System building was likewise on track, with approval of the Social Protection Policy for the country, development of project MIS and administrative tools and oversight structures established. Due to the outbreak of violence in July 2016, all project activities had been halted on the ground until the security situation was deemed more favorable to implementation. Prior to the halting of activities, a total of 4,874 beneficiaries were engaged in public works in Juba City and Torit Town. A total of 205,711 person days of work was completed and a total of South Sudanese pound (SSP) 12,684,000 was transferred as direct wage payments. As a result, a total of 43 sub-projects in the areas of roads maintenance and clearance, garbage collection, field/playground clearance and nursery planting were under implementation before the conflict. Given the urgent humanitarian needs on the ground, the resumption of project activities will focus exclusively on the public works component. The project will be restructured to reallocate funds from component 3 on skills development, as well as the unallocated amount of USD 1 million, to component 2 on public works. The closing date would be extended by one year to December 31, The PIU has also been in discussion with the World Food Program (WFP) to ascertain the possibility of their implementation of the public works component in Torit County and scale up to some additional counties in famine stricken areas.
