The second in October 2012 to simplify the PDO and adjust the results framework. The last two were in 2013 following delays in project implementation and in order to enhance performance in the final months of the project - the third took place in March 2013, and included (i) the cancellation of all Page 1 of 7

2 remaining activities under the growth component (Component C); (ii) the revision of the Project Development Objective, key performance indicators and results framework; and (iii) the establishment of a set of realistic milestones to be completed by project counterparts of the GoE by April 15, Following satisfactory completion of these milestones, the fourth took place in July 2013 with a closing date of September 30, 2014; and the establishment of a new set of milestones for November 15, 2013 and May 15, 2014, respectively, to serve as further performance indicators for a possible second project extension. Since the December 2013 mission, the project has made moderately satisfactory progress on the agreed milestones. All large contracts are under implementation. Disbursements have reached 69% with almost 40% of all project disbursements completed in last 12 months of the project. Nevertheless, given still slow pace of implementation, over $8 million in investments under the hydrological information systems component (A1) remain at risk of non-completion by July 2015 and will continue to require close monitoring by the Ministry to ensure any bottlenecks are proactively addressed. Given the broadly satisfactory progress, the Government's request for a second 10 month request until July 2015 is currently being processed. (b) Effective contract management of the three major ongoing contracts (over $8 million), including the procurement of additional associated works and goods needed for the installation of the weather radar, the installation of the HIS/BIS hydromet systems and the operationalization of the dredger. (c) Attention to enhancing the utility, sustainability, and effective operation and maintenance of assets created under the project (hydromet systems including weather radar; sub-basin organizations and office facilities; small scale irrigation schemes; and community level investments). This would also need to include enhanced interagency (multi-sectoral) Page 6 of 7

7 cooperation to address evolving issues (example early siltation of small scale irrigation schemes). (d) Effective documentation of all activities supported by the project to facilitate lessons learnt, evaluation of the project, and eventual scaling up of successful activities.
