1 PROTECTING CRITICAL WATER INFRASTRUCTURE FROM SEA LEVEL RISE What is projected for Coastal texas? Mean Sea Level has risen 3 18 to 37 above Mean Sea Level Mean Sea Level rose 8 8 to 13 above Mean Sea Level 33 to 87 above Mean Sea Level Source: Unified Climate Central Texas and the Surging Sea December Projected Impacts of Projected SLR/Storm Surge for coastal texas Cities at or below 5 of high tide inundated by 100-year storm By 2050 today s 100-year storm projected to be 5-year storm. More than 1000 square miles of land in Texas lie below 5 of the current high tide elevation. 4 Power plants and 254 listed EPA sites lie below this elevation. 2 Impact Impact of of Sea Sea Level Level Rise Rise on Storm on Storm Surge Surge How Could water infrastructure be impacted? Impact of Sea Level Rise on Water Infrastructure Interruption of service Reduced stormwater system capacity Reduced effectiveness/failure of onsite WW treatment systems Increased risk of infiltration into water/wastewater infrastructure Increased overflow of partially treated and untreated wastewater Saltwater intrusion into fresh water aquifers and surface waters Increased rate of deterioration of piping systems Sewage overflow due to inflow/infiltration 2

3 Analysis of SLR-influenced impact 1. USE appropriate NOAA Projected SLR Curve. For high-risk infrastructure, use high projection for future SLR. For low-risk infrastructure, the low projection for future SLR can be used. Graphic Relative Sea Level Change (RSLC) Scenarios for Fernandina Beach, FL, as calculated using NOAA projections and regional corrections. (USACE, 2015) Source: NOAA August Determine Service Life of the facility. 3. Determine Event to be Evaluated. 4. Overlay GIS/Survey DATA of Site on same datum. 5. Determine projected flooding elevation. 6. analyze projected impact. 3

4 Climate Resilient Facility/facility hardening 1. Elevate/Relocate Infrastructure 2. Harden Facilities Waterproof Equipment Utilize Submersible Equipment Utilize Fiber Optic Cables Utilize Temporary Flood Barriers Flood Barriers 4

5 3. Facilitate restoration Modular Equipment Redundant Facilities Bypass Capabilities Emergency Power 4. Establish Plan to make facility climate resilient Assess Cost of Possible Hardening Strategies. Compare to No-Action Scenario. Complete Benefit/Cost Analysis of Various Strategies. Implement Plan.
