6 Preliminary planning: permitting procedure summary The efficient rules establish a deadline for submission of the request 4 months before the scheduled voyage. But, it might indeed be the case that the request is submitted 1 month before the scheduled voyage. Within 10 days the ANSR notifies the applicant of its decision concerning the request, as well as of the necessity to inspect the vessel by the Administration Representatives. An authorized inspector inspect the vessel within the terms agreed with the ship-owner and shall issue an Act of inspection. The Act of inspection submitted to the Administration of the NSR. Based upon the Act of vessel s inspection the ANSR decides on possibility to grand a Permit. Sometimes shipowner will be asked to eliminate deficiencies and report to ANSR before the Permit is issued. Validity period, route and permitted activities shall be specified in the Permit.

7 Voyage implementation Master or ice Pilot should get pre-voyage briefing in Marine Operation Headquarters in Atomflot. According to terms & conditions stipulated in the contract with FSUE Atomflot Master of the vessel should notify MOH of the ETA to NSR area. (it could be 10, 5 and 2 days before arrival). The MOH confirms receipt оf vessel notification and inform Master about route to follow up. The point and procedure of meeting an icebreaker are determined by the MOH. The vessel shall maintain communication with the MOH and follow recommendations on the route. All instructions of the MOH are given in accordance with the Russian nautical charts and navigational publications. The MOH regularly transfers to the vessel, ship-owner and charterer data on weather and ice conditions, recommendations on the route and other information relevant for the vessel.

8 The procedure of obtaining permissions for navigation in the NSR. The application for navigation should be submitted not earlier than 120 days and not later than 15 days before the date of entrance in the water area of the Northern Sea Route Applications for navigation are published on the official web-site and considered during 10 working days Information about permissions and notifications of refusals to navigate in the water area of the Northern sea route is also taking place on the official web-site.

12 The main reasons for the refusals to issue permissions: Copies of documents required by the Rules are not provided: 1) classification certificate; 2) tonnage certificate; 3) certificate of insurance for damage caused by bunker oil pollution; 4) certificate of insurance for damage caused by oil pollution; and others The validity of the above documents has expired Validity of documents ends earlier than the period of the planned navigation in the water area of the NSR The planned area of navigation is beyond the permitted area specified by the classification certificate The supplement to the application for permission to navigate in the NSR is not provided The articles of the supplement are not filled or filled incorrect (dates, the routes of navigation or works and others are indicated improperly) 6
