5 EXECUTIVE SUMMARY 1. Activity Context, Origin and Problem to be Addressed There are concerns about the rate at which Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) are being harvested due to increasing demand for timber from industries, both local and international, as well as the threats from illegal logging. In order to conserve and sustainably manage these species, detail and accurate information on their population, biological and ecological status should be made available to determine the sustainable level of harvests and intensive management practices of these species. 2. Activity Objectives Overall objective The aim of the Activity is to contribute in ensuring the stocking and sustainability of Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) are consistent with the sustainable forest management practices being implemented in Peninsular Malaysia. Specific objective The specific objectives of the Activity are as follows: i) to collect information on the distribution, status and stocking of dry and wet inland Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) based on the Fourth National Forest Inventory information in Peninsular Malaysia, and (ii) to establish ten (10) permanent sample plots (PSPs) to periodically monitor the growth, mortality and recruitment of Gonystylus spp. (Ramin) in Peninsular Malaysia. It also aimed to collect reliable information on the growth dynamics of both dry and wet Gonystylus spp. in Peninsular Malaysia. 3. Most Critical Differences between Planned and Realized Activity Implementation Activity personnel : There were several personnel changes in implementing this Activity. But all of activities went well. Time schedule : Only a slight delay in the starting date and there was an extension from 12 months to 20 months to execute some additional activities (January 2009 through August 2010). Budget amendment : Some amounts of unspent fund were reallocated to support another activities. The ITTO has approved a transfer a sum of US$4, to Malaysian Timber Industry Board (MTIB) to support its hosting of the National Workshop on Enforcement Compliance for Trade in Ramin (Gonystylus species). 4

ACTIVITY IDENTIFICATION 1.1 Context Social, economic and environment Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) are important forest tree species that are currently being utilized in Malaysia. There are concerns about the rate at which these species are being harvested due to increasing demand for timber from industries, both local and international, as well as the threats from illegal logging. In order to conserve and sustainably manage these species, detail and accurate information on their population, biological and ecological status should be made available to determine the sustainable level of harvest and intensive management practices of these species. Activity location Activities were carried out based on the NFI-4 data conducted in Based on the 1,644 sampling units (SU) set up for enumeration in NFI-4, a total of 60 SU units were selected that contained Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau). Of these 60 SU units, 59 still remain intact while one of the SU units has been seriously disturbed due to forest road construction. The 59 SU units chosen are distributed in the states of Selangor (12 SU), Negeri Sembilan (6 SU), Johor (11 SU), Kedah (7 SU), Terengganu (7 SU), Kelantan (1 SU), Perak (10 SU), Pahang (4 SU), and Pulau Pinang (1 SU). 1.2 Origin and the main problem to be addressed Due to technical reasons and reporting requirements under the NFI-4, species such as Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) were generally only identified at the genus level. This is partly because some of inventory work was contracted out to companies that had limited number of experienced and trained workers who could identify trees at the species level. There are concerns about the rate at which these species are being harvested. This is accelerated by the introduction of mechanization in harvesting, improved transport methods and land-use change from forest to agriculture to support socio-economic development and the demand of an increasing population. Present concerns also include increasing demand for timber from industries, both local and international, as well as the threats from illegal logging. Given these concerns, the challenge is to manage the forest in a sustainable manner in Peninsular Malaysia that still has high resource availability and a high level of forest industry development. Current information indicates that there are sufficient number of Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) trees in the Peninsular Malaysia. Based on the NFI-4 results, it was estimated that the total number of Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) were 5,774,255 stems, 3,553,466 stems and 4,916,468 stems respectively. On the other hand, there are currently only two (2) PSPs of Gonystylus spp. (Ramin) being established in the peat swamp forests in Peninsular Malaysia. Hence, there is a need to gather more information on the growth of both dry and wet Gonystylus (Ramin) trees. As such, more PSPs are needed to be established so as to be able to provide more reliable information as data from the two established (2) plots are insufficient to provide reliable growth and mortality data, and information on the population dynamics of the species in Peninsular Malaysia. 5

ACTIVITY OBJECTIVES AND IMPLEMENTATION STRATEGY The project Activity aims to ensure the stocking and sustainability of Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) species are consistent with the sustainable forest management practices being implemented in Peninsular Malaysia. It will also promote sustainable utilization and conservation of Ramin in the production forests of Peninsular Malaysia through the determination of sustainable level of harvest of Ramin. Specific objective The specific objectives of the Activity are as follows: i) To collect information on the distribution, status and stocking of dry and wet inland Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) based on the Fourth National Forest Inventory information in Peninsular Malaysia, and ii) To establish ten (10) permanent sample plots (PSPs) to periodically monitor the growth, mortality and recruitment of Gonystylus spp. (Ramin) in Peninsular Malaysia. It also aimed to collect reliable information on the growth dynamics of both dry and wet Gonystylus spp. in Peninsular Malaysia. Implementation strategy 1. Appoint an experienced contractor to carry out the field inventory. 2. Organize a tree identification course to Forestry Department Peninsular Malaysia (FDPM) staff and contractor and contractor workers. 3. Acquisition of inventory equipments. 4. Undertake an inventory work in the field. 5. Identify and establish suitable Gonystylus spp. permanent sample plots (PSPs). 6. Compile, screening and processing the data collected. 7. Organize a seminar to share the findings of the Activity. Assumptions and risks There will be challenges to the foresters to locate the various S.U. that were established during the implementation of the NFI-4 which have been identified that contained Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) species. This is due to difficulties to locate the exact locations of the SUs and plots, as well as the trees because the SUs and the plots were established between 2002 and However, this will not have any significant negative impacts on the success of this Activity project in achieving its objectives. 6

To enhance and improve their knowledge by identifying the tree up to species level,tree Identification course for both forest officers and the workers (appointed contractor) has been implemented. The course was aimed at introducing the design of inventory for NFI-4 and to identify Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau). 7

9 Output 1.2 To comprehensively assess the biological and ecological, as well as the distribution and stocking of dry and wet inland Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) based on the Fourth National Forest Inventory data for future sectoral planning and forest management. Evaluation on distribution and stocking of dry and wet inland Gonystyllus spp., Aquilaria spp. and Intsia spp. was carried out on the 59 SU units selected among the 1644 SU units measured in NFI-4. The species that were enumerated under genus Gonystylus spp. are G. bancanus, G. affinis, G. confusus, G. affinis, G. maingayi, and G. velutinus. As for Aquilaria spp., the species are A. hirta, A. beccariana, A. malaccensis, and A. microcarpa. In addition, two species I. palembanica and I. bijuga of genus Intsia spp. (Merbau) are enumerated. Output 1.3 To determine future sustainable harvest level of Gonystylus spp., Aquilaria spp. and Intsia spp. so as to enhance their conservation status within production forests. In order to enhance the conservation of Gonystylus spp., Aquilaria spp. and Intsia spp. a seminar has been organized to share the Activity findings. As to compile and distribute all the information that has been analyzed, a technical report on The Quantification of Dry and Wet Inland Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) in Peninsular Malaysia has been published. Output 2.1 To provide sufficient and credible information on the stocking and growth of Gonystylus spp. (Ramin) to further enhance its management system and future utilization, and in sustainable harvest prediction. Ten (10) permanent sample plots (PSPs) have been established to periodically monitor the growth, mortality and ingrowth of Gonystylus spp. in Peninsular Malaysia. The ten (10) PSPs were selected based on the stand content of the 59 SU units that were carried out as mentioned in output 1.2. A technical report on The Quantification of Dry and Wet Inland Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) in Peninsular Malaysia was prepared and published for dissemination to interested stakeholders and parties. Total Amount of Expenditures and Analysis From the ITTO contribution of US$131,800 at total of US$109, was spent while a sum of US$4, was approved by ITTO to be transferred for the holding of the Malaysian Timber Industry Board (MTIB) National Workshop on Enforcement Compliance for Trade in Ramin (Gonystylus species). Hence, leaving a balance of US$21, as reflected in the Activity Cash Flow Statement - ITTO contribution and the Activity Financial Statement -ITTO contribution in Annex 1. In this regard from the in-kind contribution of US$66, from Malaysia, a total of US$9, was spent as shown in the Activity Cash Flow Statement Government of Malaysia (GoM) contribution and the Activity Financial Statement -GoM contribution in Annex 2. 8

10 4. ACTIVITY OUTCOME, TARGET BENEFICIARIES INVOLVEMENT 4.1 Achievement of specific objectives An establishment of the 10 (ten) PSPs shows that this Activity has achieved the objectives. The PSPs are important to periodically monitor the growth, mortality and ingrowths of Gonystylus spp. in Peninsular Malaysia. Sufficient information on growth and population dynamics is essential for better management and species conservation. Outputs The above objectives are achieved through the enhancement of four items as follows: 1. To improve the knowledge of forest officers and contractors in the identification of all dry and wet inland Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau). 2. To comprehensively assess the biological and ecological, as well as the distribution and stocking of dry and wet inland Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) based on the Fourth National Forest Inventory data for future sectoral planning and forest management. 3. To determine future sustainable harvest level of Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) so as to enhance their conservation status within production forests. 4. To provide sufficient and credible information on the stocking and growth of Gonystylus spp. (Ramin) to further enhance its management system and future utilization, and in sustainable harvest prediction. Impact/outcome 1. An additional 10 Permanent Sample Plots have been established to periodically monitor the growth, mortality and ingrowth of Gonystylus spp. (Ramin) in Peninsular Malaysia. 2. Knowledge of forest officer and contractor who undertake this Activity have been enhanced in indentifying Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) up to species level. 4.2 Situation at Activity completion The Activity has provided credible and reliable information to the global community with regard to the state of these species in Peninsular Malaysia in terms of their stocking, regeneration status and distribution. The Activity also would provide long-term information on Ramin growth and mortality and contribute to the formulation of more intensive forest management practices and sustainable harvesting regimes of Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) in Peninsular Malaysia. 4.3 Participation of the target beneficiaries At the end of the Activity, relevant government agencies in Malaysia will have better understanding on the state of the Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) stocking and their distribution in Peninsular Malaysia which will lead to better and more intensive management of these species in the future. The results of this Activity will be disseminated to stakeholders such as the various State Forestry Departments in Peninsular Malaysia, relevant forestry agencies such as the Ministry of Natural Resources and Environment, the Ministry of Plantation Industries and Commodities, Forest Research Institute of Malaysia (FRIM), Malaysian Timber Industry Board (MTIB), local universities, Malaysian timber importers and exporters, etc. This will assist the relevant agencies to address the issue as to whether these species will become extinct or not as a result of logging. The Activity will further enhance a more knowledge-based decision making by the FDPM in the formulation of forest management systems for these species, based on sustainable forest management principles. 9

LESSONS LEARNED I II Data regarding the content and of the species should be further improved through identifying Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau) at species level in the upcoming 5th National Forest Inventory ( ). Establishment of PSPs is not cheap and must be supported by continuous funding for targeted measurement period. Flow of funds The flow and the use of the Activity fund have been appropriate to enable the implementation of the planned activities. Activity documentation All documents of the Activity are kept at the Activity secretariat and NRE for records. Monitoring and evaluation Remeasurement of the 10 PSPs shall be carried once every 2-5 year. First growth evaluation on the 10 PSPs will be carried after second re-measurement. External factors that influenced the Activity implementation and that could have been foreseen and that could not have been foreseen The security of the 10 PSPs for the periods of re-measurements need to be addressed. Experienced have shown that PSPs have been subjected to the damage by logging and forest road construction. To ensure that the PSPs are intact for follow-up measurements, the 10 PSPs will be demarcated or reclassify according to the permanent reserved forest functional classes as Research Forest as enshrined in section 10 (1) (j), National Forestry Act 1984 or the State authority may issue Use Permit on areas demarcated for-psps. 11

13 Gonystylus confusus 7. CONCLUSIONS AND RECOMMENDATIONS The 10 PSPs were successfully established. Apart from that evaluation on data of the first measurement was carried out and technical report was published. This Activity has provided useful basic information on the current population on Gonystylus spp. (Ramin), Aquilaria spp. (Agarwood) and Intsia spp. (Merbau). However Information on growth, mortality, and ingrowth shall be the main objective of successive measurement in the future.
