A conditioned disbursement system was introduced to ensure the main elements of MNP s reform are adopted in a timely manner. Of the results framework, only the Madagascar Protected Area Foundation has delivered an adequate performance, in terms of Project development objectives. Implementation with regards to community support and compensation remains low, and the implementation of the precious woods audit including marking, transport and securing, and the MNP reform, have been delayed. Implementation Progress (IP) With regards to the precious wood subcomponent (component A), the mission reviewed three key aspects: the stock audit operation, the operation to stop illicit exports (OCA), and the preparation of a use plan once the stocks secured. The audit and OCA work plan is experiencing significant delay. A crucial bottleneck has been the operationalization of an Operations and Alerts Coordination Center. This has now been established. A new Executive Secretary for the interministerial committee has been put in place and the Government should endeavor to ensure close coordination between the Ministry of Environment and the ES in carrying out operations. The work plan is currently being adjusted and approved to take into account lessons learnt so far. The revised work plan should be sent for review as soon as possible. The stockpile use plan had been submitted to CITES in December and comments have been received. The use plan is currently being revised and an international consultant will be recruited to support this process. With regards to conservation activities managed by MNP (component A and C), delays have been observed in the implementation of triggers agreed upon for the release of trimestral payments, including a detailed discussion with Government of innovative financing initiatives, and the adoption of the Page 2 of 11

3 required legal framework to launch a concession. Globally, delays have also been observed in the implementation of other MNP reform measures, such as the establishment of a single basket fund, the finalization of the regulation of national park guides, and the establishment of 35 investigative police officers in the protected areas. It is really important that Government and MNP establish periodic work sessions to deal with issues potentially preventing progress on the financial sustainability of MNP. Infrastructure construction (components A and C) is on track, although the project should ensure that adequate care is given to assessing quality delivery before final validation.
