5 Detailed Noise Study Habitat for Humanity 2129 Nantes Street 1.0 INTRODUCTION The proposed site is located at 2129 Nantes Street, in the City of Ottawa. The property is bounded by vacant future development lands to the north, Portobello Boulevard to the west, vacant lands including the future planned road to the east and Nantes Street as well as Trim Road Subdivision (Phase 2) residential lots to the south as shown in Figure 1.1. Figure 1.1 Key Plan The legal description of the property is designated as Block 173, Plan 4M1062, in the former City of Cumberland. The site covers an approximate area of 0.22 hectares and is currently a vacant parcel of land within a registered subdivision as shown in Figure 1.2. The proposed development will consist of four townhouse blocks (three blocks along Nantes Street and the fourth along the future planned road) and one bungalow (along Nantes Street). There will be a combined total of nine (9) units, as shown in Figure 1.3. This report assesses potential noise sources that could affect the development, analyzes the sound levels, and makes specific recommendations for compliance with the City of Ottawa Environmental Noise Control Guidelines (ENCG). 7 Detailed Noise Study Habitat for Humanity 2129 Nantes Street 2.0 CITY OF OTTAWA ENVIRONMENTAL NOISE CONTROL GUIDELINES 2.1 Sound Level Criteria The City of Ottawa is concerned with noise from aircraft, roads, railways and transitways as expressed in Section of the Official Plan. These policies are supported by the Environmental Noise Control Guidelines (ENCG) which is a technical document that outlines the specific sound level criteria. The mandate of the acoustic engineer is typically to analyze, and where required, design an acceptable acoustic environment that complies with the ENCG document to the extent that is both reasonable and practical. The areas which must be assessed for acoustic protection include the Outdoor Living Area (OLA), Outdoor Plane of Window (POW), the Indoor Daytime Environment, and the Indoor NightTime Environment. The Outdoor Living Area is defined as that part of the outdoor amenity area provided for the quiet enjoyment of the outdoor environment during the daytime period. These amenity areas are typically backyards, gardens, terraces and patios. The OLA noise target for traffic noise sources is 55 dba. This criterion may be exceeded by an amount not greater than 5 dba, subject to justification and the use of a Warning Clause. The residential Plane of Window noise target for traffic noise sources is 55 dba during the day and 50 dba at night. If this criterion is exceeded, the property may be subject to building component analysis and warning clauses. The sound criterion is broadly summarized in Table 2.1. 8 Detailed Noise Study Habitat for Humanity 2129 Nantes Street 2.2 Noise Attenuation Requirements When sound levels are predicted to be less than the specified criteria for daytime and night time conditions, no attenuation measures are required on the part of the proponent. As the noise criteria are exceeded, a combination of attenuation measures are recommended by the City of Ottawa to modify the development environment. These attenuation measures may include any or all of the following: construction of a noise barrier wall and/or berm; installation of a forced air ventilation system with provision for central air; installation of central air; acoustically selected building façade components Where excessive noise levels may adversely affect property or its use, the City of Ottawa requires notices in the form of a Warning Clause to be placed on title in order to alert the buyer or renter of a possible environmental noise condition or a limitation on his/her property rights. The notices on title must be included in the Development Agreement(s) and in the Agreement(s) or Offer(s) of Purchase and Sale. Table 2.3 outlines the noise attenuation measures required for various noise levels predicted at the Plane of Window (POW) of the proposed development. 9 Detailed Noise Study Habitat for Humanity 2129 Nantes Street In summary, a forced air heating system with provision for a central air conditioning system is required if the daytime noise levels are between 55 and 65 dba and/or the night time noise levels are between 50 and 60 dba. The criteria shall be modified to require installation of a central air conditioning system when the daytime noise level exceeds 65 dba and/or the night time noise level exceeds 60 dba; furthermore, the exterior building components must be analyzed to ensure the indoor sound level targets are achieved. This includes analysis of the exterior wall, door, and/or glazing system specifications as appropriate. The Warning Clauses to be placed on title and included in both the Development Agreement and within the Offer of Purchase and Sale are described in the conclusions section of this document. The clauses are extracted from Section of the ENCG as appropriate. 3.0 NOISE SOURCES Figure 3.1 shows the noise sources which have an impact on this development. Portobello Boulevard is the most significant vehicular noise source due to it s proximity to the units. A future transitway is planned approximately 200m north of the proposed site, however due to the distance from the development site it will have negligible effect on the total noise levels and has been excluded from calculations. 3.1 Portobello Boulevard Portobello Boulevard is classified as a 4Lane Major Collector (4UMC) Roadway in the 2008 Transportation Master Plan. An Annual Average Daily Traffic (AADT) value of 24,000 is specified for this type of road, and the Day/Night Split (92/8), Medium (7) and Heavy Truck (5) percentages are used as outlined in Table 1.7 of the ENCG. The posted speed limit in the area of the proposed development is 50 km/hr. Per the ENCG, Portobello Boulevard northbound and southbound lanes will be modelled as two separate segments. The closest building is located 25.4m from the centreline of the northbound lanes and 35.4m from the southbound lanes. The roadway noise parameters are summarized below in Table 3.1 and show in Figure 3.1. 10 Detailed Noise Study Habitat for Humanity 2129 Nantes Street Figure 3.1 Noise Sources 4.0 NOISE LEVEL PREDICTIONS 4.1 Modeling Noise levels are calculated using the STAMSON computer program, version Road data is input into the program as applicable, whereupon the program calculates an Aweighted 16 hour L eq noise level for the daytime and an 8 hour L eq noise level for the night time. The result of these computer calculations are presented in Appendix A and summarized in Table 4.1 and Table 4.2. The L eq for Unit 1 with no control measures would be just above the limit at dba. The most appropriate place for a noise barrier is along the property line adjacent to Portobello Boulevard, however due to the configuration of the site this amounts to a very short section of noise barrier (approximately 12m). With a 2.2m high noise barrier at this location, the modeled L eq is 59.67dBA. A privacy fence will be installed along the north property line which will give some extra noise attenuation, so the occupants of Unit 1 will experience outdoor noise volumes below 60 dba. When the property to the north is developed it is likely that a noise wall will be required along Portobello Boulevard and the 12m noise barrier will be extended dropping the modeled L eq to If a noise wall is not required, the residential units themselves will provide additional shielding from the traffic noise bringing the L eq closer to 55 dba. The noise wall shall be compliant with the City Standard for Noise Barriers and have the following characteristics: 2.2m high; situated 0.3m away from the City rightofway; have a surface mass density not less than 20kg/sq.m; and have no holes or gaps Novatech Engineering Consultants Ltd. 12 Detailed Noise Study Habitat for Humanity 2129 Nantes Street 4.3 Building Component Assessment When noise levels exceed 65 dba (daytime) or 60 dba (night time) the exterior cladding system of the building envelope must be acoustically assessed to ensure the indoor noise criteria is achieved. In the proposed development the sound level at every wall will be below 65 dba (daytime) and 60 dba (night time). Therefore, as long as the buildings are compliant with the Ontario Building Code, they will be compliant with the City of Ottawa s indoor noise criteria. 5.0 CONCLUSIONS AND RECOMMENDATIONS To comply with the ENCG policies, a noise barrier shall be constructed along the west property line as described above in Section 4.2. Units 14 must have a warning clause of Type A. The warning clause shall be incorporated into the development agreement, registered on title, and included in the Agreement of Purchase and Sale. Units 15, 8 and 9 must have forced air heating with provision for central air conditioning, and a warning clause of Type C. The warning clause shall be incorporated into the development agreement, registered on title, and included in the Agreement of Purchase and Sale. The noise barrier, construction requirements and warning clauses required are shown below in Figure 5.1. Warning Clause Type A Purchasers/tenants are advised that sound levels due to increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the City s and the Ministry of the Environment s noise criteria. Warning Clause Type C This dwelling unit has been fitted with a forced air heating system and the ducting, etc. was sized to accommodate central air conditioning. Installation of central air conditioning by the occupant will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the City s and the Ministry of the Environment s noise criteria. (Note: The location and installation of the outdoor air conditioning device should be done so as to comply with noise criteria of MOE Publication NPC216, Residential Air Conditioning Devices and thus minimize the noise impacts both on and in the immediate vicinity of the subject property.)
